ATTORNEY GENERAL IS UNABLE TO MAKE INDEPENDENT DECISIONS

The impression that Attorney General Aghvan Hovsepyan has an
important role in the political sphere of Armenia is false. Aghvan
Hovsepyan does not have an important role in the political sphere,
stated the leader of the Democratic Track Party Manuk Gasparyan
December 15 at the Pastark club.

The leader of the Democratic Track Party, who comes from the region
of Aparan like the attorney general, and is a member of Nig Aparan
Union of Compatriots with Aghvan Hovsepyan as the honorary chairman,
says his relation with the attorney general is friendly but he has to
note that the Attorney General is unable to make independent
decisions. `He can never make independent decisions,’ Manuk Gasparyan
says.

He emphasizes that Robert Kocharyan would not have named Aghvan
Hovsepyan if Hovsepyan had not worked with the Kocharyan-Sargsyan
tandem in Karabakh.

THE HABITS AND THE NEW U.S. AMBASSADOR

The story of appointment of a new U.S. Ambassador to Armenia is
notable because in our country this question is viewed in the light
of the recognition of the Armenian Genocide, and an exaggerated myth
about the Armenian lobby of America is being made up that allegedly
it has become so powerful that it can change the intentions of the
U.S. administration. Of course, this is reassuring news, because in a
few years it is possible that the Armenian lobby of American will
have become so powerful that it will make the administration
recognize not only Karabakh as the second Armenian state, but also
recognize California as an Armenian state, especially that
Schwarzenegger would not mind.

This trajectory of the national goal is so smooth and fluent that one
even feels remorse to think that in reality the problem is not the
Armenian lobby but the American policy of delaying the appointment of
a new ambassador. And there can be several reasons for conducting
this kind of policy. Perhaps, the American administration has decided
to reeducate the Armenian government which has got used to American
ambassadors during the years of office of John Evans. The point is
that the ancient Armenian civilization based on the absence of
statehood can persuade any diplomat within a few days that there are
more attractive things in the world than a state. Besides, it takes
next to nothing from the representatives of this civilization to
explain to newcomers that it is the worst of indecency to enter
someone else’s cloister with one’s own rules.

However, perhaps it is possible to find one or two diplomats in the
United States who would remain faithful to the idea of state all
through their office in Armenia. Consequently, the problem is perhaps
the attitude towards Armenia. Not appointing an ambassador does not
mean that this country is not important for the United States. The
point is that by delaying the appointment of ambassador in this
important pre-election period the United States is carrying out the
same diplomatic policy as in the case of the Millennium Challenge
program; if everything is compliant with the rules of democracy, the
United States will give money; in this case, the United States will
appoint a new ambassador. Apparently, the same logic works, and it is
made clear to the Armenian government that the United States may be
rather hard on illegality, up to not having an ambassador to a
country which fails to conduct a fair election. Matthew Bryza’s
statement several months ago in Yerevan showed that the United States
is unlikely to appoint an ambassador to Armenia until the election,
or at least for a long time. With regard to the recall of Evans he
uttered warm words about Anthony Godfry, the U.S Charge d’Affaires,
a.i., describing him as one of the brilliant diplomats of the United
States. In other words, Bryza hinted that they can trust the affairs
to Godfry.

In this case, it is interesting why Bush named Hoagland if he was not
likely to appoint him. Perhaps, the reason was the intention to test
the reaction of the Armenian government. And judging by the reaction
of the Armenian state propaganda machine towards the rejection of
Hoagland, official Yerevan is only happy that the United States has
no ambassador to Armenia. The pre-election period is tense, the
schedule is tight, and there would be no time to get used and make
used to the new ambassador, and problems might occur suddenly. In
this case, Godfry is preferable, especially that he has worked with
Evans for many years.

Negotiations in 2006 were positive, said Azeri FM
Elmar Mamedyarov. He stressed that the OSCE Minsk
Group Co-Chairs also confirmed it. `We discussed a lot
of questions. One more serious issue is left and if we
find a solution for it, it will be a step forward,’
the minister underlined.

Touching upon the issue of increasing or decreasing
the possibility to settle the problem forcefully in
comparison with last year, E. Mamedyarov said that he
is supports peaceful solution of the Nagorno Karabakh
conflict. The military way can harm both Azerbaijan’s

Gyumri American Corner, in Partnership with U.S. Embassy, Launches Website
On December 15, the Gyumri American Corner, in partnership with the U.S.
Embassy in Armenia, launched its first website:
The bilingual English-Armenian webpage
provides information about the American Corner’s mission, services, and
upcoming events. It also includes an electronic database of the resources
available at the American Corners in Armenia, allowing patrons to search for
materials on the web.
American Corners are small American-style libraries located throughout the
world that help increase mutual understanding between the United States and
the host country. A network of over 360 American Corners is operating
globally through partnerships between the U.S. Department of State and local
host organizations. American Corners provide information about America in a
variety of formats, including reference books, works of fiction, journals,
and videos. These resources focus on such topics as studying in the United
States, American society, U.S. history, conducting business in the United
States, and English as a Second Language. The Corners also provide computers
with Internet access, and offer a variety of public programs including
speakers and workshops. The American Corners are open to the general public
and access is free of charge.
There are currently two American Corners in Armenia–one in the Gyumri
Branch of the Armenian Center for Scientific and Technological Information,
and one in Yerevan City Central Library. The U.S. Embassy hopes to open
additional Corners in Armenia in the future. American Corner Gyumri
officially opened on June 28, 2005. This Corner currently houses four
computers with Internet access and over 500 books. The Corner also holds a
variety of public events, including movie showings, presentations by
Armenians who have lived or studied in the United States as part of the
"Armenian at the American Corner" series, and lectures by an American every
third Wednesday of the month as part of the "American at the American
Corner" series.

Yerevan, December 15. ArmInfo. The leader of the National Revival
party, MP Albert Bazeyan will most probably not run in the
parliamentary elections 2007.

To remind, formerly Bazeyan was mayor of Yerevan and the leader of the
Republic party, which he left because of conflict with Aram Sargsyan.

In an interview to Haykakan Zhamanak Bazeyan says that he may dissolve
is party. Everything is possible if the opposition fails to
unite. Bazeyan says that his party is not going to take part in
half-way measures like Anti-Criminal Movement. "Somebody says some
stupidity and then asks to support it. We are not going to take part
in stupid things," says Bazeyan.

European Regional Academy Fund Applies to Appeal Court

DECISION OF FIRST INSTANCE COURT

YEREVAN, DECEMBER 16, NOYAN TAPAN. The European Regional Academy Fund
on December 14 applied to the RA Court of Appeal against the December
1 decision of the court of first instance, which satisfied the lawsuit
of the RA Ministry of Education and Science. The academy rector,
member of the Orinats Yerkir Party Victor Martirosian told NT
correspondent about it. To recap, the RA Ministry of Education and
Science applied to the court, contesting the legality of the current
board of the academy and the legality of election of the board rector.
The ministry considers the grounds for the academy’s creation as
false.

The minister Levon Mkrtchian said at a recent press conference that
all the foreign organizations presented as members of the academy’s
founding board have denied this fact. According to V. Martirosian, the
further stepts of the academy will depend on the decision of the RA
Court of Appeal. "I look at all this with a smile and I am sure
justice will triumph," he noted.

Meeting of heads of staffs of NKR defense army divisions was held in
Nagorno Karabakh, during which reference was made to issues of troops
command.

ArmInfo correspondent informs from Stepanakert that the trainings were
conducted with the application of theoretic and practical
methods. Great attention was paid to the operative and combatant
preparedness. When summing up the results, it was noted that the
preparedness of the staffs is on a proper level.

On December 13, in accordance with an arrangement with the governments
of the sides, the OSCE mission was to hold monitoring of the front
line between the armed forces of Nagorno Karabakh and Azerbaijan near
the Karakhanbeyli area, Fizuli. The monitoring mission and the
representatives of the ministries of foreign affairs and defense
arrived at the place of monitoring, however, considering that the
Azerbaijani side, like in the previous cases, did not take the
observers to the agreed place, the OSCE mission members decided to
postpone the monitoring for security.

On December 10 the NKR Constitution was adopted by a referendum. The
Ministry of Foreign Affairs is concerned about the attitude of the
international European organizations towards the referendum held in
NKR, who make statements doubting that the people of Nagorno Karabakh
are in the legal sphere. The ministry notes that the referendum set
down the principles of democracy in the basic law of the country and
was another stage in shaping the legislation, and is intended to
promote new, more progressive principles in public administration, as
well as establish a civil society. In this connection, the attempts of
the European organizations, which have adopted democracy and the rule
of law, to neglect and reject the democratic and legislative process
in Nagorno Karabakh appear strange. At the same time, the ministry
believes that the adoption of the Constitution cannot obstruct the
constructive efforts of the international observers to facilitate a
peace settlement of the conflict over Karabakh. The recent statements,
which hint that the referendum on the NKR Constitution will hinder the
talks, imply that by adopting the Constitution of the Republic of
Azerbaijan by a referendum in 1995 and the amendments in 2002 official
Baku intended to obstruct the talks. So why did the European
organizations fail to criticize the policy of Azerbaijan at that time?
Over the past 15 years separate representatives of international
organizations have displayed an inconsistent reaction to similar
procedures in Nagorno-Karabakh Republic and Azerbaijan. The
international community has always had an important role in
influencing the nature of processes in conflict areas. Only the fact
that the international community recognized the outcome of the
referendum on the independence of Azerbaijan in 1991 but refused to
recognize a similar referendum held in Nagorno Karabakh encouraged
Azerbaijan to claim to Karabakh, which resulted in the Azerbaijani
aggression against Nagorno Karabakh. The referendum on the NKR
Constitution cannot determine the outcome of the consultations on the
settlement of the conflict under the aegis of the OSCE Minsk Group.
Moreover, a question occurs whether the permanent stance of Azerbaijan
on territorial integrity, as well as the provision in the Azerbaijani
Constitution that Azerbaijan is a unitary state are not factors which
determine and disrupt the logic of the Minsk process, based on the
right for self-determination along with other principles. The NKR
Ministry of Foreign Affairs hopes that the European organizations will
be guided by the democratic principles they had declared and will
reconsider their biased attitude towards the democratic process in
Nagorno Karabakh. December 13, 2006
