Armenia’s central bank sees economy contracting 6.2% in 2020

YEREVAN, Sept 15 (Reuters) – Armenia’s central bank said on Tuesday it expected the economy to contract by 6.2% in 2020 due to the negative impact of the coronavirus pandemic, but it should get back to 4-5% growth next year.

The central bank had previously projected a contraction of 4% for this year and a recovery of 5.5% in 2021 after growth of 7.6% in 2019.

“The contraction is mostly connected to the construction and agriculture spheres,” Martin Galstyan, the central bank head, told a news conference.

He said annual inflation was expected to be around 2.5% in 2020 and in a range of 1.7%-2% in 2021.

The central bank cut its key refinancing rate to 4.25% from 4.5% on Tuesday, citing low inflation as well as the delay in recovery in external and internal demand.

“The central bank is inclined to continue the weakening of the monetary conditions in the future given expected economic developments,” Galstyan said.

Armenia’s consumer price index declined by 0.1% in August, month-on-month, but rose 1.8% year-on-year.

The country of around 3 million people, has registered 46,119 confirmed coronavirus cases and 920 deaths from COVID-19. It is the worst-affected country in the South Caucasus region. (Reporting by Nvard Hovhannisyan; Editing by Ed Osmond)

His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians today hosted benefactor of the Mother See of Holy Etchmiadzin, National Hero of Armenia Eduardo Eurnekian at the Mother See of Holy Etchmiadzin.

During the conversation, the Supreme Patriarch gave his blessing and expressed his appreciation to the benefactor for his honest commitments to Armenia and Armenians and for his ongoing support to the mission of the Armenian Church and the Mother See of Holy Etchmiadzin.

The parties particularly touched upon the programs being implemented through the contributions of Mr. Eurnekian at the Mother See of Holy Etchmiadzin and the upcoming initiatives.

At the end of the meeting, the Catholicos of All Armenians and Mr. Eurnekian visited the Mother Cathedral to become familiar with the course of implementation of the activities for fortification and capital renovation.

Egypt, Armenia agree to undermine foreign interference in region

Egypt’s President Abdel Fattah Al-Sisi and the Minister of Foreign Affairs of Armenia Zohrab Mnatsakanyan have agreed on the importance of undermining foreign interference in the region.

Egyptian presidential spokesperson, Bassam Radi, said Al-Sisi met the Armenian minister and discussed bilateral relations as well as regional developments, mainly in Libya, Syria, Lebanon and the Palestinian issue.

Radi said Al-Sisi and Mnatsakanyan agreed on the importance of undermining foreign interference in the region which seeks “to achieve direct gains in favour of its own ambitions and self-benefit at the expense of security, stability and the people’s capabilities”.

“They also discussed bilateral cooperation including increasing mutual investment opportunities and maximizing the volume of trade exchange, especially in the fields of pharmaceutical industries, technical education and tourism,” in addition to coordination and information exchange between the two countries.

It is necessary to refrain from referring to political subtexts. The Commission for the Prevention of Corruption of Armenia is an independent body, and its opinions are given through a certain procedure that is followed by a certain procedure which we all need to undergo. This is what leader of the My Step faction of the National Assembly of Armenia Lilit Makunts told reporters in parliament today, touching upon the fact that the Commission for the Prevention of Corruption is considering the issue of stripping Gagik Tsarukyan of his mandate since the latter has violated the prescribed rule and been involved with entrepreneurship.

When told that the Ministry of Justice is the one that addressed the Commission with the request, Makunts told the reporters to ask the Ministry of Justice why it has addressed the Commission since the My Step faction has nothing to do with the process and will respond when the issue is discussed in parliament.

As for the fact that the President of Armenia nominated Artur Vagharshyan judge of the Constitutional Court for the second time, Makunts said the following: “The President has the right to nominate any candidate and do it several times. I don’t see a problem with that.”

Three new judges have been elected to Armenia’s Constitutional Court earlier today by parliament.

Only MPs from the ruling My Step party took part in the vote, with both opposition factions on the eve having announced a boycott of the process.

The need to elect three judges at once arose after the amendments to the constitution adopted by parliament came into force on June 26: according to the amendments,  judges of the Constitutional Court who had served a twelve-year term were to terminate their powers.  There were three such judges.

In addition, the chairman of the Constitutional Court, Hrayr Tovmasyan, whose dismissal has been long-sought by the authorities who claim he is too close to the former ruling party, lost his position as chairman of the court. Now the court will be headed by one of the judges whose powers have been preserved.

The current government, which came to power after the Velvet Revolution of 2018, considers the judges elected under the former government to be incapable of making fair decisions.

Attempts to dismiss them began last year. On this issue, a referendum was scheduled for April 5, 2020, but it did not take place due to the coronavirus epidemic.  As a result, the Armenian parliament undertook to resolve the crisis in the judicial system itself – without a referendum, and already on June 22, the Armenian parliament adopted the draft amendments to the constitution.

According to the law, judges were nominated by the General Assembly of Judges, the government and the president – each providing one candidate, and the parliament voted on them.

The day before the vote in the National Assembly, MPs discussed each candidate.

Both opposition factions – Bright Armenia and Prosperous Armenia announced a boycott of the process. According to them, the protest is not related specifically to the candidates.

“You yourself know that we are challenging the process of adopting those constitutional amendments in the Constitutional Court, the consequence of which is today’s voting.  Now you have complicated this problem so much that I cannot objectively vote for candidates whom I respect very much.  Because you have started an illegal, unconstitutional process, ”said Taron Simonyan, deputy of the“ Enlightened Armenia ”faction.

MP of the Prosperous Armenia faction Naira Zohrabyan also spoke about legal problems.  She noted that there is a tradition in parliament when the representative structure and its candidates meet not only with the MP from the ruling faction, but also with small factions.

“Since 2007, I have been in parliament and I don’t remember a single case when other parliamentary factions were ignored in this way,” Zohrabyan said.

The reason for the boycott of the opposition is that the previous composition of the Constitutional Court was beneficial to them, said Ruben Rubinyan, an MP from the ruling faction.

“We do not want the judges to be politically pleasing and pleasant to us. We want the Constitutional Court to be truly independent. “

Armenia, the Arab League keen to expand cooperation

Within the framework of his visit to the Arab Republic of Egypt, Armenian Foreign Minister Zohrab Mnatsakanyan met with the Secretary General of the Arab League, Ahmed Abul Gheit.

Minister Mnatsakanyan noted that the meeting is a good opportunity to reconsider the cooperation established between Armenia and the Arab League, to outline the prospects of its expansion. The sides emphasized the role of the Armenian communities in strengthening the relations between Armenia and the Arab world.

The Foreign Minister and the Secretary General of the Arab League touched upon the developments in the Middle East, North Africa and the South Caucasus. They expressed concern over the manifestations of provocative actions in those regions, aimed at undermining stability and security, and stressed the need for joint steps by the international community to maintain and strengthen peace and stability in the regions.

The Foreign Minister briefed his interlocutor on Armenia’s principled position and approaches to the peaceful settlement of the Nagorno-Karabakh conflict.

During the meeting, the current situation around the Palestinian issue was touched upon. The Armenian Foreign Minister attached importance to the efforts aimed at the settlement of humanitarian issues in Lebanon and Syria.


Three Russian air companies request permits for Armenia flights

Three Russian air companies – NordStar, AZUR and Ural Airlines – have requested permission to carry out regular flights to Armenia.

A number of carriers have applied to the Federal Air Transport Agency (Rosaviatsiya) with a request to allow flights from Russia to still closed countries, including Armenia.

For the first time since the COVID-19 pandemic, the Agency will hold a meeting of the interdepartmental commission under the Ministry of Transport, which distributes permits for flights abroad. The online meeting is scheduled for September 17.

Russia suspended all commercial passenger flights abroad due to the pandemic in late March.

Russia reopened flights to London, Ankara, Istanbul and Zanzibar, Tanzania on August 1.

Flights to Antalya, Bodrum and Dalaman in Turkey, began on August 10, and to Switzerland on August 15. Also in September, regular flights to Cairo, Dubai and the Maldives resumed.


US, Armenia discuss joint achievements and future cooperation

The first of four virtual sessions of the U.S.-Armenian Strategic Dialogue took place today, with the United States represented by USAID Deputy Assistant Administrator for Europe and Eurasia, Alexander Sokolowski and U.S. Deputy Assistant Secretary of State for Democracy, Human Rights, and Labor Kara C. McDonald, and Armenia represented by Deputy Minister of Justice Kristinne Grigoryan and Chairwoman of the Corruption Prevention Commission Haykuhi Harutyunyan.

The discussion focused on joint achievements and future cooperation to advance priority democratic reforms in Armenia, including anti-corruption and judicial and legal reforms.

The participants recognized key milestones Armenia has already achieved in its fight against corruption, including the new Corruption Prevention Commission, which was established with ongoing support of USAID.

The Strategic Dialogue will continue this fall, culminating in a capstone session in Washington, D.C. next month.
