The problem of the new Armenian Government staff was not discussed
at the sitting of the RPA Council, press-secretary of the RPA Eduard
Sharmazanov said at the press-conference today.

Asked about the person who will occupy the post of Armenian Defense
Minister after Serzh Sarkisyan’s becoming the prime minister,
E. Sharmazanov replied: "There are a lot of worthy citizens in the RA
taken part in the liberation fight for Nagornyy Karabakh that could
occupy the post of the defense minister."

To note, that according to the information circulating in the mass
media, commander of the Defense Army of Karabakh, Seyran Ohanyan, maybe
appointed to the post of Armenian defence minister. Deputy chairman
of the RPA, speaker of the parliament, Tigran Torosyan, said after
the sitting that the structure of the new government will not change.

Russian-Armenian relations have reached the level of strategic and
alley partnership over the last years and have high dynamics of
development. Official representative of Russian Foreign Ministry,
Mikhail Kamynin, told RIA Novosti in connection with Russian Foreign
Minister Sergey Lavrov’s visit to Yerevan.

Kamynin said that the visit of the head of the Russian diplomatic
department was being implemented in the course of intensive bilateral
political dialogue, including high level arrangements. It is directed
to further deepening of relations between the two countries that
ground on strong legal basis – Agreement on friendship, cooperation and
mutual support dated 29 August 1997, Declaration on Alley Cooperation
between RF and RA dated 26 September 2000, as well as more than 160
inter-governmental, inter-state and inter-department agreements.

Asked about the agenda of the forthcoming talks in Yerevan,
Kamynin replied that observing of fulfillment of the arrangements on
further increasing of the volumes and intensification of the mutually
beneficial bilateral cooperation, made over the current year meetings
between the Russian President Vladimir Putin and Armenian President
Robert Kocharyan in Sochi, will be the key point of the agenda.

According to the results of 2006, Russian-Armenian commodity
circulation reached almost half a million dollars and the volume of
the accumulated Russian investments in Armenia – 800 mln dollars. They
are also going to discuss the topics which are still relevant today:
the developing Russian-Armenian humanitarian cooperation including
the education and culture spheres. Special attention will be paid to
coordination of the efforts directed to improvement of the political
and diplomatic basis of our partnership. "We are going to deepen
exchange of views on the problem of improving coordination of actions
within the frameworks of international organizations, in particular
the CIS and Collective Security Treaty Organization and multilateral
forums," M. Kamynin said.

He also added that the most important regional problems, mutual steps
of the foreign policy departments of the two states on supporting
improvement of the situation in the TransCaucasus, settlement of
the regional conflicts, formation of the confidence atmosphere for
initiation of the Caucasus cooperation in general will be discussed at
the meetings in Yerevan. "In the context of discussion of the present
situation in the Karabakh conflict settlement the Russian party proves
its readiness to support looking for the political settlement of the
problem on the basis of the mutually acceptable arrangements between
Yerevan and Baku," Mikhail Kamynin emphasized.

Four years after the catastrophic invasion of Iraq, Bush shows no
sign of calling off his two-year campaign to destabilise Iran.

During the build-up to the Anglo-American invasion of Iraq in 2003,
Colin Powell, United States secretary of state, reportedly told
President Bush: "If you break it, you own it." He was referring to
the multi-ethnic, multi-sectarian Iraq.

Four years after the catastrophic invasion of Iraq, the wisdom of
Powell’s aphorism contrasts sharply with the pathetic inability of
the Bush White House to make the Shias, Sunnis and Kurds of Iraq work
together in harmony.

But instead of learning from the debacle of Iraq, and desisting
from destabilising another country in a volatile region, the
Bush administration shows no sign of calling off its two-year old
clandestine campaign to destabilise Iran.

Revelations in the New Yorker and the Washington Post in
January-February 2005 showed that the Pentagon had been flying drones
over Iran since April 2004 for espionage. This had come about after
the spying network established by the Central Intelligence Agency
in Iran had been exposed and eliminated, according to James Risen,
the New York Times reporter on national security, in his book State
of War: The Secret History of the CIA and the Bush Administration.

Briefed by their experts on Iran, the American policy makers became
aware that Iran is also multi-ethnic and multi-sectarian. So they saw
an opportunity to weaken the Tehran government by funding and arming
ethnic minorities on the ground that the regime’s primary support
comes from ethnic Persians.

According to the CIA, relying on figures supplied by Iranian exiles,
Persians are only 50% of the population. So, if the ethnic minorities
can be roused to rebel against the central authority, the theocratic
regime will be endangered.

These figures are flawed, and the strategy based on them is dangerously
misconceived.

The ethnic composition of Iran is Persians, 65%; Azeris, 20%; Kurds
7%, Arabs 3%; Baluchis, 2%; Turkmen, 2.5%; and Armenian, 0.5%.

Creating disaffection among Azeris is a non-starter. Iran’s supreme
leader Ayatollah Ali Khamanei is an Azeri speaker. An Azeri insurgency
cannot take off without the active cooperation of Azerbaijan. There
is no sign that the government in Baku wants to be part of this
destabilising plan.

In any case, the bond of Shia Islam that Azeris and Persians share
is much stronger than any differences arising from the different
languages the two communities speak.

It is that segment of the Iranian population that follows Sunni Islam
which provides a realistic chance of engaging in insurgency. Among them
the predominantly Sunni, yet secular, Kurds are pre-eminent. Ever since
the Islamic revolution in 1979, a section of the Kurdish community
concentrated in the area adjoining the Iraqi Kurdistan has been up
in arms against the theocratic regime in Tehran.

In recent years the Komala-e Jian Kordestan (Association of Revival
of Kurdistan; also known as Kurdistan Free Life party), has emerged
as an insurgent group. It is allied with the Kurdistan Workers party
of Turkey. Taking refuge in the mountains of the Iraqi Kurdistan,
the two factions have been engaged in violent activity against their
respective governments.

According to the Turkish sources, cited by the Guardian, the US is
funding and indirectly arming the Komala-e Jian Kordestan.

The CIA also seems to be aiding dissident groups – albeit through
proxies – in the Iranian province of Baluchistan-Sistan adjoining
Pakistan. A faction, called Sipah-e Rasul Allah (Soldiers of God’s
Messenger), and headed by Wahid Baksh, has been conducting a campaign
of bombing, shooting and kidnapping.

Baksh claims that Sunnis are being persecuted in Iran.

A more militant faction, named Jundullah (Army of God), has resorted
to car bombings and kidnapping and beheading Iranian soldiers.

According to Iranian exile sources in Pakistan, Junduallah recently
received a large consignment of arms and vehicles. "They are getting
money from somewhere," said one source. "We heard that it’s coming
from Americans."

Washington denies the allegation. But leading Iranian exile leaders
from Dubai and Britain have visited the area regularly to deliver
funds – which most likely originate from the CIA.

The ethnic Arab minority, concentrated in the oil-rich province of
Khuzistan which shares its border with Iraq, is another community which
has tempted the CIA. Acts of violence in the province are attributed
to disaffected ethnic Arabs.

Let us suppose the Bush administration’s strategy of encouraging
armed insurgencies by ethnic minorities succeeds in creating mayhem
in Iran. Do its policy makers have a plan to put Humpty Dumpty back
together?

NKR: To Improve The Irrigation Network

The irrigation system in Karabakh was damaged during the war, and
now the programs of the Water Board include reconstruction of old
pipelines, as well as the construction of new water reservoirs. Mkhitar
Babayan, CEO Water Board, said thanks to the program implemented last
year 1600 ha of land are now irrigated. Last year a new 21 km pipeline
was operated in the region of Martakert, which starts from the Khachen
River and supplies the communities up to the regional center. After the
repair of the 16 km canal the resettled villages of Nor Seysulan, Nor
Aygestan and Hovtashen have water supply. Last year the 8 km canal from
the reservoir of Khachen to Maragha was repaired. Mkhitar Babayan said,
the repair of the 6 km canal of Khachen will enable irrigating about
900 ha of land in the region of Martakert. The pipeline of the village
of Hovsepavan will enable irrigating another 100 ha of land. The repair
of the canal of Nor Maragha will enable irrigating 600 ha of land.

About 4000 unemployed people are registered with the NKR Ministry of
Social Security. To provide them with jobs, the government worked
out and adopted the program on the order, size and conditions
of compensation for salary to assist placement of uncompetitive
labor. It means that if the employer admits someone who is registered
with the Ministry of Social Security, the ministry pays part of the
salary. The compensation is equal to 50 percent of the salary but
not more than the minimum salary set down in Article 1 of the NKR
law on minimum salary. Ara Bakhtamian, the head of the Department
of Work and Employment, said if the salary is 30 thousand drams,
the ministry compensates for half, i.e. 15 thousand drams. If the
salary is 50 thousand, 20 thousand is to be paid by the ministry. This
year 7 million 200 thousand drams was allocated to provide 30 people
with jobs. The program will include disabled persons, former inmates
of prisons and hospitals, parentless children of employment age,
the citizens who have served in the army and registered with the
Ministry of Social Security, unemployed persons who have at least
30 years of service, as well as persons who have been unemployed for
the past three years and refugees. According to Ara Bakhtamian, the
ministry will pay compensation for two or three years. The success
of the program depends on not only the relevant government agencies
but also the employers, he said. In fact, their collaboration will
guarantee the success of the program.

The next meeting of the foreign ministers of Armenia and Azerbaijan
will take place in April, stated the acting foreign minister of
Armenia Vardan Oskanian in Yerevan. According to him, there is no
exact date because there is a problem with schedules. The foreign
minister of Armenia said during the meeting with the OSCE Minsk Group
co-chairs Matthew Bryza in Yerevan the focus was on the problem of
Nagorno Karabakh and the talks, as well as the bilateral relations
and the upcoming parliamentary election in Armenia. "The purpose of
the meeting of the foreign ministers of Armenia and Azerbaijan is
to prepare the meeting of President Kocharian and President Aliyev
after the parliamentary election in Armenia," Oskanian said, the
Novosty-Armenia reported. JULIE FINLEY DISAGREED THAT THE ROLE OF
THE OSCE IN THE SETTLEMENT OF KARABAKH HAS WEAKENED The US ambassador
to the OSCE made this statement in Baku during the meeting with the
members of the Azerbaijani parliament. She said the OSCE continues
to have an important role in the settlement of the conflict, and the
United States is part of this organization. She also said the OSCE
Chairman-in-Office specially deals with this issue. THE EUROPEAN
PARLIAMENT ENDORSED INDEPENDENCE OF KOSOVO The European parliament
endorsed the UN plan on Kosovo, which supposes providing almost all
the components of a state to this region.

Meanwhile, Serbia is against granting sovereignty to Kosovo. For its
part, Russia finds an agreement between Serbia and Kosovo the only
way to settle the problem of the region, stated the foreign minister

of Russian and Armenian Foreign Ministers was dedicated to the
estimation of the current level and prospects of development of
Armenian-Russian relations, as well as to summing up the results of
RF Foreign Minister’s visit to Armenia. S. Lavrov and RA Foreign
Minister Vartan Oskanian mentioned the high level of bilateral
relations. They said that agreements on deepening Armenian-Russian
contacts by the format of bilateral relations and by the format of
international organizations were reached during S. Lavrov’s visit
to Yerevan. "We are sincerely interested in Armenia’s becoming a
stable and prosperous country, we wish Armenia success on that way,"
S. Lavrov said. He positively estimated the negotiations process on
peaceful settlement of Nagorno Karabakh conflict, mentioned Russia’s
interest im peaceful settlement of the problem. At the same time,
the Russian Foreign Minister emphasized that "it’s up to the conflict
parties to say the last word in settlement of the problem."

Philharmonic Orchestra’s concerts conducted by conductor Radu Popa
took place on March 29-30 in Bucharest’s Ateneul Roman central concert
hall on the initiative of Embassy of Armenia in Romania and Armenian
Philharmonic Orchestra. The program included Aram Khachaturian’s
Spartak ballet’s suites.

Before this, on March 9, conductor Radu Popa with a similar program
conducted the concert of Philharmonic Orchestra of town of Timisoara
situated in the west of Romania.

As Noyan Tapan was informed from RA Foreign Ministry Press and
Information Department, further cultural cooperation programs
implemented by RA Embassy include new concerts with performance of
Aram Khachaturian’s works to be held in June and September in Romania.

meeting with heads of power-wielding agencies and the prosecutor’s
office to discuss yesterday’s [2 April] attempt on the life of Gyumri
mayor Vardan Ghukasyan.

The president issued instructions that all the necessary measures be
taken to solve the crime and bring the criminals to book, Armenian
presidential press secretary Viktor Soghomonyan told Mediamax.
