June 16-17 the Armenian National Committee on UNESCO will hold a
regional seminar on “Improvement of preservation of cultural heritage
through enhancement of the legal field.”
Secretary General of the Committee Karine Danielyan told “Radiolur”
that guests from abroad will participate in the seminar. It will
host representatives of all interested establishments and services
including representatives of RA Ministry of Culture and Youth Affairs,
the Agency for Preservation of Monuments, Yerevan City Hall, and
ICOMOC Armenia Office.

On 16 June, AEPLAC will present the sixth book in the “European
Integration Library Series” – “The Fuel Market in Europe”.
This book is making an overview of the European fuel market and the
rules governing the field. Section 1 in the book gives a general
economic overview of the fuel markets in the EU countries. Different
quantitative and qualitative analyses are introduced which provide
a general idea of the current trends.
Section 2 describes in detail the general provisions related to the
chemical composition of fuel, as well as the monitoring systems and the
schemes prescribed by the EU and the national supervision mechanisms
to ensure compliance.
This component is especially important for environmental and quality
monitoring purposes.
Section 3 describes the Community framework for taxation of fuel
products as well as the relevant tax exemptions.
The event will host members of the Government, MPs, representatives
of the diplomatic missions, international organizations, businesses,
education and science, and the civil society.

June 17-18 the meeting of the International Monetary Fund and the
Dutch Group of the World Bank will be held in Yerevan. 12 member states
are included in the Dutch Group: Armenia, the Kingdom of Netherlands,
Bosnia-Herzegovina, Bulgaria, Israel, the Republic of Croatia, Cyprus,
the Republic of Macedonia, the Republic of Moldova, Georgia, Romania

In the framework of the two-day visit, the delegation of RF Southern
Federal District headed by Plenipotentiary Representative of RF
President Dmitri Kozak visited today the memorial to the victims of the
Armenian Genocide to pay tribute to the memory of the Genocide victims.
Dmitri Kozak wrote in the memorial book at the Genocide Museum,
“Let similar tragedies never repeat anywhere. Let the Armenian nation
flourish.
Later the Plenipotentiary Representative of RF President laid a wreath
of flowers at the memorial to the Genocide victims and planted a
symbolic fire-tree as a sign of Armenian-Russian friendship.
Dmitri Kozak told the journalists that today he will have meetings
with representatives of RA Government. A number of issues of bilateral
cooperation will be discussed.

YEREVAN (YERKIR) – June 14 leaders of 3 unrecognized republics –
Abkhazia, Transdniestria and South Ossetia – signed in Sukhumi a
declaration on formation of the Community “For Democracy and Rights
of Nations.”
The “completion of the political and legal registration of the
USSR collapse via the recognition of the Republic of Abkhazia, the
Transdniestrian Moldovan Republic and the Republic of South Ossetia
will become the priority task of the Community.” Thus “the leaders of
the republics which asserted their right for independence with arms,
now will peacefully press for official recognition.”
During the meeting Sergey Bagapsh, Igor Smirnov and Eduard Koykoty
underscored that the union is absolutely peaceful and the mutual
assistance will be targeted at the development of economy of the
republics. “The Community is not aimed against third states or
international organizations and unions,” the document says, reported
RIA Novosti.

YEREVAN (YERKIR) – Referendum on independence will be held in
Transdniestria till the end of September, President of the unrecognized
republic Igor Smirnov stated.
The referendum is needed to consult with the people. Maybe even two
referenda will be held to determine the priority line, that is the
attitude towards CIS and especially Russia,” he said.
“World is longing for peace and order. We will conduct this referendum
to be absolutely sure and receive advice from the people,” Smirnov
said, reported RIA Novosti.

Masis Mayilyan: Azeri Hysteria Directed At Sharpening The Situation

“The recent propagandistic hysteria undertaken by Azeri media, which
asserts that arsons are committed in settlements under the control of
NKR Armed Forces, is aimed at sharpening the situation in the conflict
zone and deepening mutual distrast,” declared Deputy Foreign Minister
of Nagorno-Karabakh Masis Mayilyan.
According to NKR Deputy Foreign Minister, at the same time Azeri
authorities try to divert the attention of the international
community from the facts of destruction of Armenian historical and
cultural monuments on the territory of current Azerbaijan, which is
particularly evidenced by the demolition of Armenian khachkars in Old
Jugha. Moreover, fires often occur in lowlands of Nagorno-Karabakh
in dry summer weather, the elimination of which is hindered by the
lack of security guarantees for firemen and the constant firing at
the Armenian-Azerbaijani border. Other reasons of inflammation of the
dry grasslands are the gunfire opened from Azeri positions, as well
as conflagration of grass on the neutral territories separating NKR
from Azerbaijan by Azeri soldiers.
On this occasion on June 15 NKR Ministry of Foreign affairs applied the
Office of the Personal Representative of the OSCE Chairman-in-Office,
demanding to carry out a crisis monitoring at the border with
Azerbaijan to assess the real situation and to refute the false
condemnations of the Azeri side. On its part, NKR Foreign Ministry
has expressed the readiness to provide assistance to the OSCE Mission
to carry out the monitoring and to guarantee the security of its
participants in the territories under NKR control.
“I’d like to remind that still a few years ago through the OSCE
Minsk Group Co-Chairs the leadership of Nagorno-Karabakh suggested
Azerbaijan to develop a bilateral mechanism to coordinate the efforts
of resolving issues of this kind, particularly the conflagration of
grasslands in borderline regions.
Unfortunately, the initiative of official Stepanakert did not find
support in Baku, which speaks about the lack of political will of
the Azeri leadership in resolving issues of bilateral interest,”
said NKR Deputy Foreign Minister.

President Robert Kocharyan received today the delegation of RF
Southern Federal District headed by Plenipotentiary Representative
of RF President Dmitri Kozak.
Attaching importance to the development of ties on the level of
separate regional administrative units, the President said it creates
a good basis for reinforcement of interstate relations.
The parties turned to the whole complex of Armenian-Russian relations.
Robert Kocharyan noted that through activation of business ties in
the economy, Russian business is gradually attaining a greater role.
The interlocutors condemned the recent murders in Russia on the basis
of nationalism and noted that it does not proceed from the interests
of Russia and the Russian people. According to President Kocharyan,
law-enforcement bodies of Russia should react roughly to what is
happening, acting quickly and clearly.
The Plenipotentiary Representative of RF President visited also the
Russian military base deployed in Gyumri. He expressed gratitude to
Armenian authorities for creating favorable conditions for military
service.
