"I don’t consider this election as an election in the widest sense
of the word," People’s Party Leader Tigran Karapetyan said to
A1+. According to the preliminary results reported by the Central
Election Commission, the Party has gained 8569 of total votes and
failed to meet the minimum vote threshold of 7%.

Tigran Karapetyan says the election was conducted with large-scale
frauds, violations and bribery which have been protocolled by the
People’s Party.

The discontent mayoral candidate promised to detail their further
steps a bit later.

Leader of the Armenian Labour Socialist Party Movses Shahverdyan is
also displeased with the vote outcome.

"We simply witnessed a low-quality election as we were unable to guess
public moods and thoughts. We couldn’t understand whom they voted for
and what figures were publicized later," Mr. Shahverdyan said to A1+.

He had instructed his proxies not to yield to unpleasant incidents. "I
told them to go home or to the office lest they should appear in
unpleasant situations. If I say an election fraud technique called
"carousel" was carried out during the vote, what shall I gain? They
did everything possible to rig the election."

Asked what the Party is going to do next, Mr. Shahverdyan said:
"We shall try to strengthen our party, review the situation and take
corresponding measures. Our party members are free in their choice
and actions. We have no connection with other parties. Our final
decision will be known by the end of the day."

Asked whether the HASK is going to challenge the election,
Mr. Shahverdyan replied: "Whom can we appeal to?"

The other two parties – OYK and ARF-Dashnaktsutyun – which didn’t
pass the election threshold, promised to inform about their future
steps later.

"These elections were extremely unruly. There was ineptness everywhere
and in every issue. The organizers of these elections, starting
from the Central Electoral Commission, feel no responsibility for
this significant event in the country," said head of the "Heritage"
party administration Anahit Bakhshyan as she expressed her profound
disappointment with the elections during a press conference today.

Bakhshyan was especially surprised by the observatory organizations
with the strange names, for instance, "AIDS prevention center",
"Avet" educational/methodological center and others which, according
to Bisharyan, are everything but observers.

"They didn’t calculate or follow upon the process. They just stuff at
the right moment, just like what happened at the 8/6 polling station
at 7:50 p.m.," said Bakhshyan.

Mrs. Bakhshyan expressed concerns over the behavior of police officers
during the entire electoral process.

There were six police officers at each precinct and each of them,
according to her, was playing cards in a closed section or doing
something else. Bakhshyanh says that there was lack of discipline
everywhere. There were many disputes and mainly with the Armenian
National Congress representatives. As Mrs. Bakhshyan says, the ANC
representatives were mainly complaining that they had received threats
and were thrown out of precincts.

Bakhshyan personally witnessed such cases in the Malatia-Sebastia
district where there were rarely any ANC representatives at the
precinct.

"Heritage" MP Zaruhi Postanjyan mentioned that the process was under
the control of the authorities. She also recalled the roll calls with
lists of people’s names and the transfer of people by cars. Stepan
Safaryan listed all the electoral violations registered by the
"Heritage" party observers.

It would be better if they put a stamp

The polling stations are counting the votes. "A1+" has been at the
10/18 and 10/19 precincts of the Kentron district. When the 10/19
precincts were closing, as of 8 p.m. there was few voter turnout and
according to president of the electoral commission Arman Mirijanyan,
there were 800 participants.

Proxy of the People’s Party Arsen Harutyunyan told "A1+":

"They were greeting their people and directing them to the polls."

Finland’s Consul, international observer Salo Petri told "A1+" that
the elections were held without serious incidents.

"I don’t know what happened before the electoral process, but not
taking into consideration a couple of factors, everything was normal
today. I observed the elections in Georgia and Azerbaijan and I think
that it is better to put a stamp on voters so that the same person
will not vote for the second time," said the observer.

Let us mention that the president of the electoral commission was
talking on his cell-phone during the counting and he said: "I already
know the numbers and everything."

"A1+" entered the 10/18 polling station just when the counting
had begun. We were informed that only 940 of the 1891 voters had
participated in the vote. ANC proxy Ashot Vanesyan informed that
there were piles of people at the precinct throughout the day and
people were shown where to go during the voting process.

The young man with the nickname "Boko from Noragyugh" assaulted
correspondent of "Aravot" daily Nelly Grigoryan, pushed her around,
used swear words, threatened her and left in an unknown direction
with the journalist’s camera.

The incident took place at the 7/25 polling station located at the
Daniel Varuzhan school when the journalist witnessed how Boko was
threatening the ANC proxy.

"That boy had held the ANC proxy against the wall and was convincing
the proxy that he was from the opposition and that he wanted to have
a couple of words with her. In other words, he was trying to take
her out of the polling station. When I entered the polling station,
I had the camera in my hand. I tried to take shots, but that boy saw
me, left the proxy, grabbed me by the shoulders and started pushing
me around. All the while he was screaming "who are you and who let
you tape this."

According to the journalist, nobody from the polling station
interfered. There were a couple of boys at the polling station who
ran in the direction of Boko after the journalist said that her work
had been interrupted.

"They returned with the camera, but the memory chip was gone," said
Nelly Grigoryan.

A report was drawn up regarding the incident, but the electoral
commission president refused to sign it.
