Leader of the National Democratic Alliance (AZhD) Arshak Sadoyan
hoped that Serzh Sarkissian would declare an amnesty for the people
arrested after the Presidential election of February 19 who are
generally deemed as political prisoners.

"Unfortunately, the President made no reference to the detainees in
his yesterday’s presidential address," Arshak Sadoyan told a press
conference today.

And yet, the AZhD Leader hopes that all the arrestees will be released
before the formation of the Public Council. "Well, I only mean those
detained on political motivations."

Arshak Sadoyan feels sorry that he is a mere observer in the NA ad
hoc Commission looking into the occurrences of March 1 and has no
right to pose questions.

Mr. Sadoyan doesn’t take the formation of a commission of
Armenian-Turkish historians seriously and says it will hardly be
effective.

"Flowing generation change is impossible in the political domain as
long as the issue of political problems and the problem of corruption
are left unaddressed," says the AZhD Leader.

Arshak Sadoyan said he is "a genuine oppositionist." While defining the
term "genuine oppositionists" Arshak Sadoyan named Vazgen Manukian,
HHSh members and added, "Everyone who opposes the acting regime is
an oppositionist."

"Good morning," the Danish coach of the Armenian National football
team Yan Poulsen today greeted Armenian journalists in their mother
tongue. It is already nine months Mr. Poulsen has been in Yerevan.

The main theme of today’s meeting was the Armenian football team,
its achievements and the forthcoming matches.

The Armenian football team will host the Belgian team on October
11. The Armenia-Bosnia match is scheduled for October 15 within the
framework of the World Cup-2010.

"Romik Khachatrian and Karen Dokhoyan are invited to play at the
meetings," said Poulsen.

Pouslen is displeased with the team’s results during the
qualifiers. "The team didn’t justify our expectations and lost to
Turkey and Spain. We should further improve our skills trying to avoid
the previous mistakes. The teams of Belgium and Bosnia have medium
abilities. Our footballers should do their utmost to demonstrate
their abilities to the full. Armenia usually scores a goal with
great difficulties and we should try to break with this tradition,"
Pouslen underlined while speaking about the teams’ shortcomings.

The Danish specialist says we should look at things with open
eyes. "Armenia can only compete for the 4th and 5th places in the
subgroup. Spain ranks the first in the subgroup, followed by Turkey,
Belgium and Bosnia. Actually, we pretend to the 4th or 5th place."

Asked why he hadn’t expressed the opinion earlier, Poulsen said, "About
three months ago a reporter asked me whether the Armenian football
team can reach the final. I said that I doubted but didn’t exclude
the possibility. We have a good team and should play excellently at
each meeting and the fortune will favour us. Yet, it is difficult to
play excellently during ten recurrent meetings.

Pouslen called for optimism and urged football fans not to get
disappointed and criticize our footballers after each defeat. "There
are only eight teams in Armenia. If we construct a house we lay the
foundation first. The same is in football. Therefore, we should be
armed with patience."

On October 3 Speaker of the National Assembly of Armenia Hovik
Abrahamian received the Secretary General of the CIS Interparliamentary
Assembly (IPA) Mikhail Krotov.

During the meeting Mr. Krotov conveyed to NA Speaker the
congratulations of the President of the CIS Interparliamentary Assembly
Sergey Mironov and the President of the CSTO Interparliamentary
Assembly Boris Gryzlov on the occasion of his election to the post
of Chairman of the National Assembly of the Republic of Armenia.

The parties attached importance to the role of the CIS
Interparliamentary Assembly over post-Soviet area. NA Speaker Hovik
Abrahamian underlined that Armenia has been one of the founding members
of the CIS IPA and actively works in the organization. Mr. Abrahamian
expressed willingness to continue actively participating in the works
of the CIS Interparliamentary Assembly, contribute to the raise of
its role as an important and significant organization.

Reference was made to issues on the agenda of the 31st plenary session
of the CIS IPA to be held in Saint Petersburg November 24-25. Hovik
Abrahamian assured the National Assembly delegation will participate
in the sitting.

"Russia is not worried about Armenia’s warm relations with the North
Atlantic Treaty Organisation (NATO)," RF Foreign Minister Sergey
Lavrov said in Yerevan today in reply to a journalist.

Minister Lavron added that they actively collaborate with the NATO
and see no menace from an organisation which struggles against global
challenges with Russia’s partners.

"But we are seriously concerned over NATO’s artificial expansion to
the East which is not grounded and has nothing to do with the real
challenges," said the Russian FM.

Note, it is the fourth time the Armenian and Russian FMs have met
over the past five years. The parties emphasized the urgency of
resolving the Karabakh conflict through peaceful negotiations. The
recent outbreak of the Russian-Georgian war has proved that the
regulation of any conflict by force is doomed to failure," said Lavrov.

With regard to Turkey’s initiative to create a Cooperation and
Stability Platform in the Caucasus, Armenian FM Edward Nalbandian said
"it aims to ensure stability in the region and promote partnership
between regional countries."

"No one will doubt that we support the initiative but still there are
some issues to be discussed regarding mechanisms, activity, format
and key actors. The negotiations have just started and it is still
too early to speak about the outcome. Nevertheless, the Armenian side
welcomes any initiative aimed at strengthening regional security and
stability," said Minister Nalbandian.

Sergey Lavrov also welcomed any step directed to enhancing humanitarian
collaboration.

The Russian FM also spoke about commodity circulation between the
two countries saying that they are pleased with the partnership in
all spheres. The Russian investments in Armenia have mounted to 1.3
billion dollars. Trade between Armenia and Russia has gone up by 20
percent over the past few months, Lavrov noted.

Armenia’s Human Rights Defender Armen Harutiunian doesn’t instill
great confidence in the NA ad hoc Commission’s statement that the
organs seen in the Opposition’s footage belong to an animal and not
to a human being. He says that such conclusions can be drawn only
after getting the results of an international examination. Therefore,
he thinks the footage should be forwarded to international experts
for a further thorough study.

The Armenian Ombudsman welcomed Serzh Sarkissian’s initiative to set
up a fact-finding panel on the March 1 events. "I wish the panel were
set up as quickly as possible and began investigation."

Armen Harutiunian also added that he had reached an agreement with the
RoA police to inform the Defender’s office about their next actions.

The Ombudsman thinks that the current scene in the country deepens the
atmosphere of intolerance in the country. "I think that the first steps
to recover the situation should be taken by the Armenian leadership."

The Defender’s Office has received some 4096 written complaints over
the past nine years. They all evidence to the fact that human rights
are mostly violated by the Police, courts, Yerevan City Hall and
finally by other state bodies.

"Our law-enforcement bodies should not beg people for trust. They
should earn confidence by their actions," concluded Armen Harutiunian.

The Human Rights Defender of Armenia Armen Harutyunyan has made a study
which revealed out that the electronic mass media of Armenia do not
provide people with pluralism. Moreover, the Ombudsman announced that
the "law on TV/radio" adopted by the National Assembly is a regress.

Remind that according to the current law, no tender would be announced
till 2010. "In fact it opposes to the decision made by the European
Court in respect of A1+ case," said the Ombudsman.

Talking about the problems of property that people always seem to have,
the Ombudsman said that 45 people from Lalaiants street applied to
him who have problems with property management in the aftermath of
Nord Avenue construction.

"The reality shows that the adoption of a law does not contribute to
the protection of people’s right to property," said the Ombudsman.

DYNAMICS OF AZERI-ARMENIAN-TURKISH RELATIONS: A THREE-LEGGED CHAIR

All indications are that Armenian and Turkish leaders have agreed
in recent weeks to improve their long frozen relations based on
the following terms: Turkey will open its border with Armenia,
establish diplomatic relations with Yerevan, and set up several
inter-governmental commissions, one of which would deal with
Ottoman-Armenian relations, including the issue of the Armenian
Genocide.

Many Armenians both in Armenia and the Diaspora have serious
problems with the apparent willingness of Armenian authorities to
participate in a historical commission specifically devoted to the
Genocide. Turkish officials have repeatedly stated that their intent
in involving Armenians in a joint commission is to discourage other
countries from adopting resolutions on the Armenian Genocide.

Another serious obstacle to Armenian-Turkish rapprochement is the
Artsakh (Karabagh) conflict. For years, Ankara had made the withdrawal
of Armenian forces from Artsakh a pre-condition for normalizing
relations with Armenia.

Last week, the Presidents of Armenia and Turkey as well as the Foreign
Ministers of Armenia, Azerbaijan and Turkey were in New York to attend
the General Assembly of the United Nations. While it is not known
what the three Foreign Ministers discussed in their private meeting,
one can gain an insight into their discussions from remarks delivered
at the U.N. by Turkish, Armenian and Azeri officials.

Turkish President Abdullah Gul addressed the General Assembly on
Sept. 23 and gave a glowing report on Turkey’s recent diplomatic
initiatives. His aim was to lure U.N. members into supporting Turkey’s
candidacy for a non-permanent seat at the Security Council next month,
as well as facilitating his country’s eventual entry into the European
Union. In contrast to previous U.N. appearances, when Armenian
and Turkish officials would get involved in acrimonious debates,
Pres. Gul concentrated on his visits in early September to Armenia
and Azerbaijan and expressed the hope that frozen conflicts in the
region, "including the occupied Nagorno Karabakh," would be resolved,
"on the basis of respect for the principle of territorial integrity."

Pres. Serzh Sargsyan addressed the General Assembly two days
later, recalling his invitation of Pres. Gul to Yerevan to watch
with him a football match between the national teams of the two
countries. Pres. Sargsyan stated that he was "pleased with the Turkish
President’s bold decision to accept my invitation which made him the
co-author of my ‘football diplomacy’ initiative." The President also
said, "I am confident that the time has come to solve Armenian-Turkish
problems, and on that issue I observed a similar determination by
Pres. Gul. I am convinced that it is necessary to move fast and
resolutely in that direction."

In contrast to his courteous words toward Pres. Gul, Mr. Sargsyan
was very critical of Azerbaijan. He discussed at length the status
of Artsakh and its right to self-determination, even independence. He
castigated the 39 U.N. members who had voted earlier this year for a
pro-Azerbaijan resolution on Artsakh which encouraged Azeri leaders
to become more belligerent. Pres. Sargsyan concluded his statement
by describing Armenians as "a people who had survived genocide."

Interestingly, Pres. Sargsyan delivered his remarks in Armenian –
a first in U.N. history. Despite his fluency in Russian, he chose
to speak in Armenian, not one of the six international languages
spoken at the U.N. Unfortunately, the circulated English text of
the President’s remarks, while generally well translated by Armenian
personnel, deviated occasionally from the Armenian original, altering
the meaning of some of his words.

Two days later, the Foreign Minister of Azerbaijan, Elmar Mammadyarov,
addressed the General Assembly and called for "the withdrawal of
Armenian troops from occupied lands and restoration of full sovereignty
of Azerbaijan over these territories." Devoting a major portion of
his remarks to the Artsakh conflict, Mammadyarov praised the states
that had sided with Azerbaijan in the earlier General Assembly vote.

It is abundantly clear that while Armenian and Turkish leaders are
treating each other with courtesy and respect in their U.N. remarks
— indicating that they are making headway in their rapprochement,
this does not seem to be the case between Armenia and Azerbaijan. The
officials of the two countries used the U.N. podium to publicize
their disagreements.

Since Turkey has made the resolution of the Artsakh conflict a
pre-condition to normalizing relations with Armenia, it remains to
be seen how the on-gong war of words between Armenia and Azerbaijan
would impact the improvement of Armenian-Turkish relations.

Here is a possible scenario for regional developments in the upcoming
weeks or months: After Turkey de-links the Artsakh conflict from
Armenian-Turkish relations, it would open the border with Armenia and
establish diplomatic relations with Yerevan. In return, Armenia would
participate in a historical commission with Turkey and the government
of Artsakh may make a face-saving gesture to Turkey and Azerbaijan
by withdrawing from a small portion of the buffer zone that has no
particular historic or strategic significance for Armenians. However,
when Turks and Azeris realize that Armenians are unwilling to make
further territorial concessions on Artsakh, Turkey could then break
its newly established relations with Yerevan and once again close
its border with Armenia.

It is difficult to predict if such a scenario would actually
materialize. Would Turkey’s leaders be willing to place their country’s
interests ahead of those of Azerbaijan? Would Armenians accept to
withdraw from some of the buffer zones around Artsakh?

After the upcoming presidential elections in Azerbaijan and
parliamentary elections in Turkey, it would be more apparent if the
budding relationship between Armenia and Turkey survives the lack of
progress in the resolution of the Artsakh conflict.
