On August 2 the meeting of IBF rate boxers Russian Dmitri Krilov
and Armenian Vic Darchinian took place in Takoma, US. Armenian boxer
Darchinian became the winner of the game.

Armenian boxer has been very active and serious since very beginning of
the round and after the firth round Russian boxer received knockdown.

Note that Vic Darchinyan, who presents Australia, has been IBF World
Champion.

Armenia-Turkey Meeting To Be Prepared

ARMENIA-TURKEY MEETING TO BE PREPARED

On Saturday a discussion has been held at the Vice Prime and the
Minister of Territorial Administration Armen Gevorgyan covering the
organizational issues of Armenia-Turkey football teams meeting.

It was mentioned that a group of fans is to visit Armenia from Turkey
to support the Turkish football players. Armenian officials have
covered every detail to guarantee the security of both the football
team and the fans.

Remind that Armenia-Turkey meeting is to take place on 6 September.

Hot weather, Lake Sevan and people who just throw themselves into the
lake. One of the swimmers flies out of the lake with blood flowing
as a river from his head. Another girl comes out with an injured
leg. These injured people have been taken to Sevan hospital nearby.

What has been revealed out is that every year the surface of Lake
Sevan in rising and the owners of the rented territories have to take
care of their iron pavilions to take out from the water.

"We cut half of the legs of the pavilions and the rest is left
under the surface of the lake," say the representatives of rented
territories.

To find out who is responsible for the current situation, we called
to the Ministry of Healthcare and have been informed that they are not
authorized to handle the question. They said that this is "Sevan Park"
who is responsible for the information.

The director of the Park Gagik Martirosyan said that all those who
rent territories are obliged to cut the iron sticks and that they do
it. But as an answer to the situation he said that probably the iron
under water is leaving their yet from Soviet Era.

Gagik Martirosyan said that a hot line (261/2 40 44) is working where
people can call and tell about their concerns in this regard.

YEREVAN, August 4. /ARKA/. ARKA News Agency has publicized the regular
quarterly bulletin – "Indicators of Armenian Banks" summarizing the
results of the second quarter 2008.

The bulletin has been developed on the basis of unified financial
reports of banking organizations published in the press, as well as
some additional information provided by the banks.

The bulletin contains 80 pages of tables with banking indicators
classified under ten major chapters. The data included in the manual
provide a general understanding on the financial results of Armenian
banks and a comparative analysis of their activity.

Armenia Joins Eurasian Development Bank

ARMENIA JOINS EURASIAN DEVELOPMENT BANK

YEREVAN, August 04. /ARKA/. Armenian government has set up a task
group to coordinate the activity for the country’s membership in the
Eurasian Development Bank.

Armenian Minister of Energy and Natural Resources Armen Movsisyan
said the group will arrange the process of Armenia’s joining the
Russia-Kazakhstan agreement on founding the bank, cooperation issues
and development of mid-term programs. Armenian government also decided
to earmark $100,000 from the reserve fund to purchase bank stocks.

The task group is composed of seven members, including the deputy
minister of energy and natural resources and the deputy minister
of finances.

YEREVAN, August 4. /ARKA/. Salaries of Armenian Police staff will
be raised by 50 percent in 2009, Police Chief, Mayor General Alik
Sargsyan said.

Sargsyan said very low salaries are paid to Armenian policemen now. In
Estonia, for example, policemen get $1.500, in Russia -$800, and in
Georgia – $500, while in Armenia they get in average $200.

According to Sargsyan, Police and National Security Service personnel
are paid even lower salaries than teachers and civil servants.

YEREVAN, AUGUST 4, NOYAN TAPAN. Shavarsh Kocharian, president of
National Democratic Party, former member of PACE Armenian delegation,
has been appointed Deputy Minister of Foreign Affairs by Serzh
Sargsian’s decree. The President’s press office reports.

Shavarsh Kocharian has been member of the National Democratic Union
(NDU).

He has been deputy of the previous four convocations of Armenia’s
National Assembly, first as a member of the National Democratic
Union, then as a member of the parliamentary fractions of Ardarutiun
(Justice) Alliance.

INVITATION TO OBSERVE ELECTIONS TO LOCAL SELF-GOVERNMENT BODIES SENT TO COUNCIL OF EUROPE CONGRESS OF LOCAL AND REGIONAL AUTHORITIES

YEREVAN, AUGUST 4, NOYAN TAPAN. Elections to local self-government
bodies will be held in 12 communities of Yerevan on September 7 and
28: elections of members of councils of aldermen will be held in 6
communities, elections of community heads and members of councils of
aldermen – in another 6 communities, the chairman of the RA Central
Electoral Commission (CEC) Garegin Azarian told reporters at the
August 4 press conference.

On September 7, elections of community heads and members of councils of
aldermen will be held in Yerevan’s Erebuni, Kanaker-Zeytun, Arabkir and
Nubarashen communities, elections of members of councils of aldermen
– in Malatia-Sebastia and Ajapniak communities. On September 28,
elections of community heads and members of councils of aldermen will
take place in Yerevan’s Kentron and Nor Nork communities, elections
of members of councils of aldermen – in Nork-Marash, Avan, Davitashen
and Shengavit communities.

Elections to local self-government bodies will be held in marzes
(regions) on October 12, 19 and 26: out of elections to be held in
282 communities in Ararat, Kotayk, Vayots Dzor and Syunik marzes,
9 will elections of community heads, 58 – elections of members of
councils of aldermen, and 215 will be elections of community heads
and members of councils of aldermen. Out of elections to be held in
249 communities in Armavir, Lori, Tavush marzes on October 19, there
will be elections of community heads of 14 communities, elections of
members of councils of aldermen in 50 communities and elections of
community heads and members of councils of aldermen in 185 communities.

Elections to local self-government bodies will take place in 279
communituies in Aragatsotn, Gegharkunik and Shirak marzes on October
26: elections of community heads in 34 communities, elections of
members of councils of aldermen – in 48 communities and elections
of community heads and members of councils of aldermen – in 197
communities. On the whole, elections to local-self government bodies
will be held in 822 communities, including elections of heads in 57
communities, elections of members of councils of aldermen – in 162
communities, and elections of community heads and members of councils
of aldermen – in 603 communities.

According to G. Azarian, an invitation on behalf of the government with
the request to conduct an observer mission was sent to the Congress
of Local and Regional Authorities of the Council of Europe. There
will be local observers as well.

Negotiations On Construction Of Armenia-Iran Railway Continue

NEGOTIATIONS ON CONSTRUCTION OF ARMENIA-IRAN RAILWAY CONTINUE

YEREVAN, AUGUST 4, NOYAN TAPAN. On June 1, 2008, Armenian Railway
CJSC (South Caucasian Railways) was passed to Russian Raiways CJSC
for concession management for 30 years. Russian Railways assumed an
obligation to invest about 174.5 billion drams in the system during
this period, including 59.3 billion drams in the first five years. The
company envisages to invest 8 billion drams for purchasing rolling
stock, the RA minister of transport and communication Gurgen Sargsian
said at the August 1 press conference.

In his words, with the aim of developing intercity railway
communication, the manager has already purchased 5 electric trains,
which allows to reopen Gyumri-Pemzashen-Artik and Yerevan-Yeraskh
regular routes from August 2 and Gyumri-Yerevan route from August
3. Yerevan-Tsovagyugh route has been operated from July 12. Besides,
South Caucasian railways has signed an agreement with a Georgian
company on repairs of 1,000 goods wagons and 23 electric trains.

The minister said that tripartite negotiations (Armenia, Iran, Russia)
on construction of Iran-Armenia railway are still continuing. The
internartional financial orhanizations operating in Armenia also
assess positively this step and are ready to co-finance the project.

Consultation On Corruption Problems Conducted With Participation Of

CONSULTATION ON CORRUPTION PROBLEMS CONDUCTED WITH PARTICIPATION OF LAW ENFORCERS IN SOUTHERN MARZES

YEREVAN, AUGUST 4, NOYAN TAPAN. In order to efficiently fight against
corruption, the law enforcement bodies first of all should not
tolerate corruption within themselves, the RA Prosecutor General
Aghvan Hovsepian stated at the August 2 cluster consultation
"The Peculiarities of Prevention, Disclosure and Investigation of
Corruption Crimes" held in Yeghegnadzor. "The society should feel
that the actions and cooperation of law enforcement bodies give
real and desirable results," he said, attaching special importance
to the role of the mass media in the fight against corruption. Law
enforcers of Armenia’s southern marzes (regions) took part in the
August 2 cluster consultation.

The head of the RA Special Investigation Service Andranik Mirzoyan said
that in the first half of 2008 the Service investigated 29 criminal
cases of corruption nature, including 12 cases under Article 308
(abuse of official authority), 6 cases under Article 309 (exceeding
official authority), 6 cases under Article 311 (taking bribes), as
well as cases under the following articles: Article 179 (squandering
or embezzlement), Article 214 (abuse of authority by employees of
commercial and other organization), Article 215 (contraband), Article
314 (official forgery), and Article 349 (forgery of evidence). Out of
29 criminal cases, 13 ones with a conclusion of "guilty" with respect
to 19 persons were sent to court. According to A. Mirzoyan, among
the most noteworthy cases are the case on demanding and receiving
a 1,500-dollar bribe from Gurgen Nasibian by investigator of the
investigation unit of N garrison of the the RA defence ministry’s
investigation department Arthur Baghinian for not subjecting the
former’s brother to criminal responsibility, as well as the criminal
case which was opened on the fact of receiving a 1,000-dollar bribe
from citizens Torgom Hambartsumian and Tigran Tadevosian by the head
of the Bagratashen customs shift for permission to import 4,100 kg
of tangerines without customs clearance.

The head of the RA Special Investigation Service said that 3 criminal
cases were quashed – with acquittals, and 7 criminal cases remained
incompleted.

17 cases on corruption were opened in Lori marz, 4 – in Shirak marz,
4 cases – in Tavush marz, and no case was opened, for example, in
Ararat marz, to which the RA prosecutor general drew attention of
those present. He said that during investigation of corruption cases,
there have been cases when the persons who had made a statement
about corruption later renounced their evidence, saying that they
gave false evidence due to a bribe or influence.
