KOCHARIAN RECEIVES CIS EXECUTIVE SECRETARY

YEREVAN, JULY 13, ARMENPRESS: Armenian president Robert Kocharian
received today the CIS executive secretary Vladimir Rushailo, who has
arrived in Armenia within the frameworks of his visits to CIS member
countries.
Kocharian’s press office said Vladimir Rushailo discussed with the
Armenian president a range of issues concerning the agenda of the
summit of CIS leaders in Kazakhstan’s Astana next September. The two
men also exchanged views on the work of the CIS executive committee.

YEREVAN, JULY 13, ARMENPRESS: Press reports that Nagorno Karabagh
is going to introduce its own currency is a regular provocation,
plotted by Azerbaijan, David Mikaelian, the head of Nagorno Karabagh
government press service said commenting on the information
disseminated by a Baku-based daily Ekho.
He said Nagorno Karabagh makes a single economic space with
Armenia and has the same currency as Armenia and therefore has no
need to issue its own. He said such misinformation aims to keep the
tension high between the conflicting sides.

The refusal of the OSCE Parliamentary Assembly to adopt decisions on
the basis of a consensus can lead to the diktat of super powers in
this organization, which does not correspond to Armenia’s interests,
the head of the Armenian delegation in the OSCE Parliamentary Assembly
and deputy speaker of the Armenian National Assembly, Vaan Ovanesyan,
told a news conference today.

He said that the OSCE Parliamentary Assembly is gradually losing its
role in peace processes. “The main mission of the OSCE is to ensure
security, which now occupies a secondary place in the activities of
this organization. This organization has started to deal with issues
which, in principle, are not in the sphere of its activities,” the
deputy speaker stated.

Vaan Ovanesyan said that such organizations as the Parliamentary
Assembly of the Council of Europe [PACE] or the Parliamentary Assembly
of NATO are already claiming the role of the OSCE Parliamentary
Assembly. “Naturally, high-ranking officials of the OSCE Parliamentary
Assembly, who receive high salaries, are doing everything possible to
speed up the role of this organization in international
processes. This is the reason for the OSCE Parliamentary Assembly’s
proposal to give up decision-making on the basis of a consensus,” the
head of the Armenian delegation stated.

Vaan Ovanesyan also stressed that if the new rules of the OSCE
Parliamentary Assembly are unacceptable to Armenia, the republic will
have the right to suspend its membership of this organization.

RUSSIA AND ARMENIA CAN INCREASE MUTUAL TRADE, RUSSIAN PM SAYS

MOSCOW, JULY 13, ARMENPRESS: Russian Prime Minister Mikhail
Fradkov said today that Russia and Armenia have all the opportunities
to increasing mutual trade turnover drastically.
“We have been successfully co-operating in the economic sphere,
trade turnover has grown 30% as compared to last year, but we should
take additional measures to use the remaining opportunities – the
trade worth $200 million is not the limit,” Fradkov said in his
opening remarks at the Tuesday talks with Armenian Prime Minister
Andranik Margarian.
The Russian premier noted that Margarian’s visit to Russia will
become a landmark in Russian-Armenian relations. According to
Fradkov, this is a busy year in terms of meetings between the Russian
and Armenian leaderships. “The dialogue is constantly filled with new
contents, and I think that today’s meeting will be made the most of,”
noted the Russian premier.
Fradkov said today’s talks should result in specific economic
steps, agreements and efforts to solve the remaining problems in the
economic sphere. Mikhail Fradkov also remarked that the dialogue
would be maintained in such spheres as energy, gas deliveries, high
technologies, and military and technological co-operation.

Armvodokanal [Armenian water canal] and the World Bank have signed a
credit programme to the tune of 23m dollars for 40 years to restore
Armenia’s system of water supplies, the head of the Armenian State
Committee for Water Resources, Andranik Andreasyan, told reporters at
a press conference today.

The programme aims to choose a new operator in the system of water
supplies. The French company [Water Utility] Saur was chosen as a new
operator in a tender. The State Committee for Water Resources is
planning to submit the package of the credit programme during the
autumn session of the Armenian National Assembly.

Moreover, two programmes of the German KfW bank to the tune of 94m
euros are being prepared for the Armenian water supplies company Nor
Akunk that operates in Armavir Region. For the implementation of the
first programme which envisages restoration work in Armavir Region,
the German government will allocate a 14m-euro credit. The second
programme, designed for restoration work in the country’s Lori and
Shirak Regions, will be carried out stage-by-stage. The overall
funding of the programme is 80m euros, and 25m euros will be
channelled into the implementation of the first stage.

Andreasyan said that due to the need for massive work in these areas,
the government of Germany has decided to allocate one third of the 25
euros (about 8m dollars) as a grant.

The security problem in all operating reservoirs will be resolved with
the World Bank’s new credit programme amounting to 7.5m dollars, the
head of the Armenian State Committee for Water Resources, Andranik
Andreasyan, told reporters at the press conference today.

The programme will be a continuation of the already implemented World
Bank programme to maintain security in strategic reservoirs, he
said. Andreasyan also said that a programme of developing irrigation
systems is being prepared at the moment. He said that for the time
being, 54 leading organizations are operating in the country’s
irrigation system, whereas only one big company Dzhirar is engaged in
water supplies.

New tariffs have been established for services in the irrigation
system at present, Andreasyan said. Thus, one cubic metre of
irrigation water in Yerevan is 90 drams and 100 drams outside the
capital. The difference in tariffs is explained by the fact that 45
pumping stations, which consume great amounts of energy, are operating
in rural areas.

YEREVAN, JULY 13, ARMENPRESS: Authorities in the northern province
of Shirak are looking into proposals, submitted by local communities
for the use of 120 million drams, allocated by the government for
Work against Allowances program that is designed to provide seasonal
jobs to the unemployed. The money, earmarked for this year is 10
million less than for 2003.
The authorities have examined and approved 19 of 40 proposals, the
implementation of which will be backed by 28 million drams. Some 82
million are set aside for the administrative center Gyumri and
Akhurian.
The priority this year is on repair of schools and kindergartens,
gymnasiums and other facilities for public use.

ARMENIA SEES GROWTH IN TOURISM

YEREVAN, JULY 13, ARMENPRESS: Arthur Zakarian, head of a trade and
economic development ministry department for tourism, told Armenpress
that the geography of foreign tourists visiting Armenia is expanding
and visitors from EU countries are set to exceed those coming form
ex-Soviet republics.
According to him, this is the indication that Armenia is becoming
gradually a tourist attraction for Europeans. “Armenian tourists
industry sees annual growth and potentially has all prospects for
becoming one of the largest sector of the Armenian economy,” he said.
He said the number of foreign travelers visiting Armenia rose by
12 percent to approximately 33,000 in the first quarter of this year.

The Azerbaijani authorities intend to help Chechen refugees and do not
object to the opening of a Chechen representative office in Baku,
Chechenpress news agency, which is close to [rebel President] Aslan
Maskhadov, has said. Musavat Party chairman Isa Qambar has already
commented on this news in an interview with Chechenpress news agency.

In an interview with Ekho newspaper, Chechen human rights activist
Mayrbek Taramov said that the former head of the Chechen
representative office in Azerbaijan, Ali Asayev, spread this news at a
meeting with the Chechen diaspora in Azerbaijan. The Chechen human
rights activist said that official Baku could have given the “green
light” to the opening of a Chechen representative office to spite
Moscow – after Armenian President Robert Kocharyan’s strongly-worded
speech at the Council of Europe. Taramov said that the Azerbaijani
authorities are aware of Russia’s active support for Kocharyan in the
Karabakh issue.

Taramov also said that Moscow is unable to exert pressure on Baku
today.

“Azerbaijan is no longer a state that can be spoken to in the language
of force. The situation in the Caucasus leaves much to be desired for
Russia.”

Moreover, “why should the Chechen Republic of Ichkeria not have its
representative office in Baku if a representative office of the
‘Nagornyy Karabakh Republic’ is operating in Moscow,” the Chechen
human rights activist said.

The Russian embassy told Ekho yesterday that Azerbaijan has been
properly cooperating with the Russian Federation in the fight against
international terrorism. The embassy also noted that official Baku had
already expressed its position on the issue during the terrorist act
in Nord-Ost [theatre siege in Moscow in October 2002].

In turn, the Azerbaijani Foreign Ministry press service said that
Azerbaijan regards all the republics of the Russian Federation as
parts of that state. Therefore, the Foreign Ministry does not have
direct contacts with any representative offices, the press service
said.

The Foreign Ministry said that it was cooperating directly with the
Russian embassy in Baku.

The Azerbaijani government supports Tbilisi in the Georgian-Ossetian
conflict, Azerbaijani Foreign Minister Elmar Mammadyarov has said.

The latest developments in South Ossetia concern Azerbaijan as well,
and Baku supports Georgia’s territorial integrity, Mammadyarov
said. What is more, Georgia is Azerbaijan’s strategic partner, he
said. Although the Azerbaijani Foreign Ministry has issued no
statement over the situation in South Ossetia, it has informed Georgia
of its stance, he said.

The minister also spoke of the current visit to the region of the OSCE
Minsk Group cochairmen, who are mediating the Nagornyy Karabakh
conflict. It is too early to talk about the co-chairmen’s any new
proposals or ideas on how to resolve the conflict. The co-chairmen –
Yuriy Merzlyakov [of Russia], Henry Jacolin [France] and Steven Mann
[USA] – visited Armenia today [12 July]. Tomorrow, they will leave
Yerevan for the occupied part of Azerbaijan, Karabakh, and will visit
Baku on 14 July.

Opposition daily speculates on Russia’s latent interests in Azerbaijan

One of the issues topping the political agenda of the day is the
frequent visits by different Russian officials to Baku. While analysts
have been putting forward various theories as to the objectives of
such visits, their common belief is that our northern neighbour is
interested in returning to Azerbaijan and at least partly restoring
its lost clout. At stake are primarily geo-economic and
military-political interests.

It is noteworthy that most of the Russian officials who have visited
Baku recently are either former or current secret agents. Yevgeniy
Primakov, Sergey Stepashin and now Vladimir Rushaylo all come from the
same field. This shows the level of the Russian administration’s
interest (President Vladimir Putin himself is a former KGB agent) in
our country.

As for Rushaylo’s visit in the capacity of a CIS official, as he
himself put it, well this can be explained by Russia’s plans to
strengthen its positions on the entire territory of the CIS, including
Azerbaijan. Rushaylo is Moscow’s man, isn’t he?

But what is the Kremlin looking for in Azerbaijan? What is it
concerned about?

First of all, Russia is one of the countries extremely interested in a
dynastic regime in Azerbaijan, because it is much easier to get along
with a “family” regime than with a democratic government. This is
particularly obvious in the example of Georgia and its [president]
Mikheil Saakashvili, as Georgia’s democratic leader has been causing
Russia a real headache of late. Therefore, the “family” regime in
Azerbaijan is becoming even twice as important for Moscow.

Another interesting aspect is that Moscow has become more active since
the European Union announced the launch of its European Neighbourhood
Policy for the three South Caucasus republics and NATO declared that
post-Soviet republics are in the sphere of its interests. The Kremlin
is smart enough to understand that if such programmes and strategies
are implemented, it will have to pack up and leave not only the
Ukraine and the Caucasus but even Central Asia.

Let’s return to Azerbaijan, however. One of the factors preconditioning
Russia’s stepped up activity in Azerbaijan is the personality of the
heir. The thing is that while the Kremlin is coming to terms with the
loss of Saakashvili (Moscow is no longer pinning hopes on him),
[Azerbaijani President] Ilham [Aliyev] is clearly Moscow’s
man. Saakashvili is the man of the West and the heir is the man of the
East. In all respects. Obviously, the Kremlin can get along with the
latter much more easily.

Also, it is common knowledge that while the Georgian leader has
enthusiastically embarked on reforms and the protection of the
country’s territorial integrity, the heir can’t stand the word
“reform”, does not fidget with conflicts and instead curtsies to the
North as soon as the opportunity presents itself.

In other words, the visits by the Kremlin officials are in Aliyev’s
interests as well. At the same time, if Russia is not doing very well
in Georgia, then why not make up for that at the expense of
Azerbaijan?

But it is so good that Azerbaijan consists not only of the regime and
the New Azerbaijan Party. There are strong and influential enough
political forces here which see the country’s successes through
integration with the West. They are highly unlikely to remain
tight-lipped over Russia’s return to Azerbaijan.

If Russia is serious about its intention to return to Azerbaijan, let
it first think about ways of winning back public confidence. This
could be done by showing Armenia its place in the Nagornyy Karabakh
conflict, helping Azerbaijan liberate its lands without any
preconditions and making Armenia abandon its territorial claims. As
far as we can see, Moscow is not preparing to do that. Therefore,
being a friend of the regime does not mean being a friend of
Azerbaijan.
