Armenian, Lithuanian defence ministers upbeat on future ties

Yerevan, 5 April: Armenia attaches great importance to the development
of military cooperation with Lithuania, Armenian Defence Minister
Serzh Sarkisyan said at a meeting with his Lithuanian counterpart,
Gediminas Kirkilas, today.

In turn, the Lithuanian defence minister said that his country is a
ready to develop relations with Yerevan in all spheres, including
in the military sphere, the press service of the Armenian Defence
Ministry told Mediamax new agency.

Kirkilas stressed that Armenia is the second country after the USA
where he has paid an official visit.

An agreement on training Armenian servicemen at a Lithuanian military
academy has been signed between the Defence Ministries of Armenia
and Lithuania, Mediamax new agency said.

Armenian Deputy Defence Minister Lt-Gen Artur Agabekyan said in the
middle of March this year that Armenia has made a number of commitments
within the framework of NATO’s Partnership for Peace programme and
competent specialists are needed to fulfill them. Such specialists
will train at military-education institutions of NATO member countries,
especially Lithuania, Agabekyan pointed out.

Istanbul, European Union (EU)-Turkey Joint Parliamentary Commission
(JPC) Co-chairman Joost Lagendijk said on Tuesday [5 April] that EU
closely watched Turkey and all the eyes of European countries were
now on Turkey.

Addressing the Strategic Communication Management meeting organized
by the Platform of Institutional Communication Professionals,
Lagendijk said that there were certain problems in perception
of Turkey within EU countries and also in perception of the EU by
Turkey. “This misperception between the EU and Turkey should change”,
Lagendijk said, noting that “EU watches you, their eyes are on you.
The European press and the parliament have all turned their eyes to
you. Whatever you do in Turkey is closely monitored by EU. You can’t
hide unpleasant things anymore.”

“Turkey has to determine its foreign policy in line with this
perspective”, added Lagendijk.

Referring to Cyprus issue, Lagendijk said Prime Minister Recep Tayyip
Erdogan and Foreign Minister Abdullah Gul have been successful with
their recent policies on Cyprus. EU public opinion attaches importance
to sensitive issues, not general policies, he said. “For instance the
economic growth of Turkey was covered by a small article in European
newspapers, but the discussions on Turkish writer Orhan Pamuk [whose
books were burned on the orders of a local official in Turkey] were
in the front pages of those newspapers.”

Mentioning the Ankara Protocol in his speech, Lagendijk urged Turkey
to sign the protocol before 3 October. “You can surprise everybody
(Greek Cypriots and Europeans included) by signing the protocol now.
Why don’t you help in the lifting of the embargo on Turkish Cypriots
by signing the protocol beforehand?,” he asked.

Referring to the negative repercussions of some incidents that
took place in Turkey and reflected by the European press, Lagendijk
called on Turkey to take action and not to stay indifferent to the
claims brought against Turkey like the Armenian allegations or the
Kurdish issue.

Lagendijk said that talking about ‘burning of books’ should be out
of the question in Turkey, adding that the reaction of officials to
incidents like the police intervention on an illegal demonstration
on 6 March (International Women’s Day) is very important.

“Such incidents can take place in all EU countries, but the attitude
of officials vis-a-vis such incidents should be in line with the
EU values,” he said, noting that officials should clearly show that
beating of demonstrators is wrong.

“Please don’t permit any incident about Turkey to be used against
your country by the European press ,” he said.

Lagendijk said that Turkey has so many trump-cards at her hand to
change the perception of Turkey, calling on Turkey to use those cards
well and promote itself well in Europe with a new understanding.

Soccer Federation said Tuesday.

The decision was sealed by Armenia’s 2-0 World Cup qualifying loss
to the Netherlands last week, said a team spokesman.

Armenia will select a new coach in the next 10 days.

Armenia is equal last in Group One with Andorra with four points.

YEREVAN, APRIL 5, NOYAN TAPAN. During the April 2 session the
presidium of the National Self-Determination Union is to give
estimation to the “defeatist position” of the authorities of Armenia
and Artsakh in the issue of settlement of liberated territories.
Paruyr Hayrikian, Chairman of the National Self-Determination Union,
informed the journalists about this before the session. According to
him, submitting to anti-Armenian moods and dictates of propaganda,
the persons who by chance became the owners of important levers of
power in Armenia confirmed the “version of our predatory presence” on
international scale. According to Hayrikian, “instead of announcing
that we are immediately obliged to liquidate or reduce to minimum the
consequences of the Armenian Genocide, the obvious manifestation of
which became the extermination of Armenians in Nakhichevan, our
authorities, conceding to the appeals of anti-Armenian forces
heroically prove that Armenians aren’t engaged in the settlement of
territories, that they don’t care for pan-Armenian problems.” While,
according to him, the authorities should have called on the OSCE
fact-finding mission to check the situation also in the regions
formerly populated with Armenians, especially in Nakhichevan. Paruyr
Hayrikian also said that the National Self-Determination Union as an
organizer-initiator of settlement of territories estimates the
position of Armenian and Artsakh authorities in this issue as a
serious diplomatic failure.

YEREVAN, APRIL 5, NOYAN TAPAN. The Republican Party of Armenia
has always been in the center of the most important events for
the country, played a direct and decisive part in solution of key
problems. Andranik Margarian, RA Prime Minister, Chairman of RPA
board, declared this at the April 2 meeting in connection with the
party’s 15th anniversary. According to him, RPA has always submitted
party interest to the state one realizing that the party is only an
implement for solution of the nation’s problems. He also emphasized
that being a pro-governmental party the Republican Party was able
to maintain relations with the opposition. This is because from
the first days of Armenia’s independence the party cooperated with
a number of political forces formed in the same period, struggled
for solution of pan-national problems. “We were companions-in-arms
on the battlefield, we were only rivals on the political field but
we have never been enemies.” Mentioning that the country has avoided
destructive shocks by now also owing to the opposition, A.Margarian
gave assurance that “today also the opposition and authorities will
be prudent so as not to lead our 15-year-old state to downfall for
satisfaction of different pretensions by great powers and doubtful
forces.” According to Margarian, “the interests of no other state,
no matter how powerful it is and how tempting material resources it
has, may be higher than the interests of our own state.” “We are
obliged to build our foreign policy on the basis of compatibility
of our interests and goals with other states, never opposing them
to the interests of any state.” Touching upon the party’s position
on settlement of Karabakh problem, RPA Chairman emphasized that
NKR shouldn’t be subordinate to Azerbaijan, NKR’s security should
be provided, RA and NKR should have a common border, the settlement
shouldn’t be implemented at the expense of changing of RA borders, NKR
should be an equal party of negotiations in the process of peaceful
settlement. According to him, the “chief guarantor of peaceful, fair
solution of the problem based on these 5 principles is development
and home stability of the Republic of Armenia.”

The Turks get more and more concerned as days bring us nearer to the
90th anniversary of the Armenian Genocide. Their countermeasures fall
off hitting new initiatives directed to recognition of the Armenian
Genocide and reveal how groundless their negation is. Given this
situation, Turks can do nothing but cling to “Armenian” well-wishers.
Such appears to be Edward Tasc?n, head of the Department on Public
Relations of the Federation of Turkish-American Unions.

Turkish Miliet newspaper wrote on March 31: “New Yorker Edward
Tasc?n is an Armenian-born friend of Turkey who struggled against
the allegations of the Armenian genocide all his life. He has so far
written many letters to those scientific, political, religious figures
in American who back Armenians’ allegations. Each year he takes part
at the Days of Turkey in New York and proudly waves the Turkish flag”.

According to Miliet, Edward Tasc?n was an honored man in the Turkish
diplomatic circles in New York and Washington since 1960s. He was
born in the US to an Armenian family from Turkey. Though he has no
children, he continuously repeats: “My family is the Turkish nation
counting 70 million”. Besides, he willed to be buried in Turkey.

Miliet wrote that Tasc?n responded to the Armenian Genocide allegations
with a book waiting soon to be put for sale titled “They Call Me Friend
of Turkey. Armenians’ Allegations and Necessity to Tell the Truth”.

Our society has poor idea about the processes of Armenia’s integration
into Europe. These issues are being discussed only during seminars
and lectures financed by the international NGOs.

The Yerevan Press Club organized such a discussion on Armenia’s
integration into Europe last week. Various experts, journalists and
NGO representatives participated in that.

Europe’s wave becomes a dominating one in the region of the South
Caucasus. Certainly, initiating the policy of neighborhood, Europe
is first of all concerned in securing its own safety both from
the economic and the military-political aspects. Securing Europe’s
safety from this respect, Armenia and other states unite with the
same guarantees, accepting the values of the European civilization.

Particularly, in respect of Armenia, Europe tries hard to close the
Metsamor NPP, promising to allocate 100 million Euros for creating
alternative energy sources. The EU envisages to spend 7,2 billion
Euros on the programs that are to carry out with various states.

New Neighborhood program has nothing common with the membership to
Europe. So, that is no guarantee that Armenia or another country can
be an EU member state. This factor can be commented in the following
way, too. Europe wants to create a new buffer zone, particularly, in
the South Caucasus, to isolate Armenia, Georgia and Azerbaijan from
Europe, if needed.

The ghost of revolution roaming in post-soviet states will make our
authorities reconsider the foreign policy if we, certainly, do not
want to appear under the ruins of new geopolitical events.

Daily Azg talks with Stepan Safarian, expert from the Center for
National and International Studies.

– Amidst nowaday geopolitical developments, Armenia’s integration into
the EU is viewed as the only reliable path for progress. But it’s
not a primary issue today for our state. And Putin’s visit showed,
to put it roughly, that we cannot pin hopes on our ally any more.

– I think that our state is not to be jerky as regards its foreign
policy doctrines, thinking that it may pose a threat to the existence
of authorities or even the state. An impasse emerges. It turns out
that we stressed things that needed fewer accents. It turns out that
it was useless, for one, to cooperate with Russia in military sphere
as who will the Russian troops defend us from if Turkey becomes an
EU member? From the EU?

But does the solution of different issues concerning our security go
hand in hand with the civilized divorce from Russia? If the agreement
of Collective Security of the CIS countries is also viewed in the
context of civilized divorce, if the agreement will be annulled if
not today then tomorrow, what kind of security system will we have?

There is a serious demand within Armenia today to stick to the
European path. Our Center conducted a poll last year on this matter.
64 percent of respondents were for European integration believing
that Armenia will join the EU in future.

– In effect, our complementary policy did not justify itself.

– The complementary policy is for states that have covered certain
distance. Generally we need 3 levels to pass to complementary policy.

The first one is when we take our stand in our own country, and the
state productively organizes its socio-political life. The second one
is the level of competitive strength, i.e. our potential to compete
with other states and the third one is creating a network with other
states. I mean that complementarism is a kind of network thinking.
That’s a truism that we should have known. Without having overcome
first two stages we declared the third one.

– Based on what you said, do you think it possible that Armenia will
become an axis of the next colorful revolution?

– Definitely yes. There are several moments that stand for my
assertion. Particularly, the West’s complaints reflected in numerous
reports on Armenia. Secondly, the USA is somehow controlling this
process. Last year US senators, congressmen and high-ranking officials
from the State Department sent letters to 9 CIS leaders who had
previously signed a statement against the OSCE. The CIS states that
received America’s letters are the ones where upheaval was to be
expected. This list includes Leonid Kuchma and the Kyrgyz president
and apparently all other state leaders who hinted of living through
their last days in power.

The next important issue is that the inner political structure of
Armenia did not reflect the outer picture of the rapidly changing
world. The elections of 2002-2003 did not bring about changes of the
system. We live with our old configurations in a changed world. And
this situation leaves door open for revolution.

– In this context how do you see our confrontation with Azerbaijan
over Karabakh issue?

At the Congress hearings in US last month an opinion was voiced about
desirability of changes especially in Armenia. It was mentioned that
the Armenian Diaspora strongly stymies putting pressure on Armenia.

Everything depends on how things will develop in Azerbaijan. If we
accept that the parliamentary election in fall of the current year
will be free, the opposition will take seats at the parliament and
the authorities will put up with it, then I think Armenian issues
will be viewed separately. But if elections in Azerbaijan are ragged,
which is highly possible, then the two states will face change of
power for the sake of Karabakh issue.

– Is that possible that a scenario for Armenia is already launched?

– It’s not excluded but telling the truth I was more concerned with
Putin’s visit when he declared that he came to Yerevan on the Armenia
side’s invitation. Armenia’s strivings to keep to the Russian track
and developing mutual relations may be fatal for the authorities. I
mean that extra elections may well be held.

– Does that mean that the West may intervene?

– Yes I do, especially when the political system is on a very low
level of legitimacy.

Minister of Public Education of Geneva Canton Admired with his
Ancestors’ Land

Charles Beer, minister of public education in Swiss canton of Geneva,
is visiting Armenian for the first time. The short stay made him
believe that Armenia is a wonderful country though there is much to
do in the sphere of infrastructures.

Minister Beer, being the great-grandson of Rostom Zorian, one of
founders of Armenian Revolutionary Party, visited several regions
of Armenia including towns of Dilijan and Tsaghkadzor. “Authorities
in Geneva sent me to Armenia to supervise implementation of programs
that we launched here”, he says.

Partners of the Geneva canton in these programs are the Swiss offshoot
of the Armenian General Benevolent Union (AGBU) (president Mrs. Talin
Avagian) and the Fund of Social Investments of Armenia (FSIA). The
canton covers the part of expenses that the community is unable to
cover, i.e. investment is done on behalf of the community.

10 percent of FSIA programs is usually financed by the community where
the project is unfolded. Albert Stepanian, head of the Education
Department of FSIA, says that the Fund often helps communities to
find a benefactor or an organization.

“We got to know the Swiss through AGBU. We present the program, its
character, cost, and the Swiss, the Geneva canton, decides whether
to finance or not or which program to finance”, Stepanian says.

Minister Charles Beer enumerates all community programs both
implemented and in process that were sponsored by the Geneva canton:
repair of Artik hospital’s roof, repair of water pipelines in villages
of Shirak and Tavush regions.

10 percent of the money assigned for every project falls on the Geneva
canton. Stepanian says that the Swiss assigned $14 thousand for the
roof repair of a hospital in Dilijan, $12 thousand for the water
program in Kokhb, $7 thousand for construction of water pipelines
and a reservoir in the village of Akunq.

Minister Beer is sure that their money is spent on right things. Two
years ago another Swiss minister, minister of economics, arrived
in Armenia to control the programs. The canton of Geneva has a
special budget for “international friendship” which allocates money
for projects in developing countries. A new program for repairing
Tsaghkadzor sewage system was presented to Charles Beer during
his visit.

Minister Beers highlights another side of Armenian-Swiss relations
as well: “Geneva has tight ties with the Armenians. Many Armenians
found refuge in Geneva after the Genocide, and many Armenian orphans
were brought up there”.

On December 10 of 2001, the Geneva canton adopted a statement
officially recognizing the Armenian genocide of 1915. Charles Beer,
being a deputy at that time, tried hard to bring the massacres in
the Ottoman Empire to recognition.

There are around 1000 Armenians in Geneva. The minister says that
a local Armenian organization, Utopiana, often arranges cultural
events. Charles Beer met also with the minister of education and
sciences of Armenia during his stay and is hopeful that they may
cooperate in this sphere as well.

CATHOLICOS KAREKIN II LEADING ARMENIAN CHURCH DELEGATION TO PAY FINAL
RESPECTS TO POPE

His Holiness Karekin II, Supreme Patriarch and Catholicos of All
Armenians, will lead a four-person delegation from the Armenian Church
to the Friday’s funeral of His Holiness Pope John Paul II at the
Vatican.

His Beatitude Archbishop Mesrob Mutafian, Armenian Patriarch of
Constantinople, and Archbishop Khajag Barsamian, Primate of the Diocese
of the Armenian Church of America (Eastern), are part of the delegation,
as is Rev. Fr. Geghard Vahuni, Staff-Bearer to the Catholicos. The
Primate left New York City for Rome on Tuesday, April 5, 2005.

“The Pope was a great spiritual leader, and not just because he led such
a large and strong church,” the Primate said. “He was a spiritual
leader because he was a man of deep devotion and a man who showed the
world what it meant to be a Christian leader.”

The Primate last spoke with the Pope in Rome on January 28, 2005, during
a meeting in the Vatican just three days before the pontiff went into
the hospital. The Primate said he feels fortunate to have had several
opportunities to get to know and learn from the Pope. A memorable
moment came during the Pope’s visit to Armenia in 2001. One day during
that trip the Pope asked to have his breakfast outside, so he could
watch Mt. Ararat.

“When asked why he wanted to sit and look at Mt. Ararat, he simply said
‘I have been dreaming of coming to Armenia, to come and kiss the soil of
this ancient Christian country, soil that contains the blood of so many
martyrs. And I am grateful to God that God gave me the opportunity to
come to this historic and living Christian country,'” the Primate
recounted.

“He saw the strength of our church, the ancient tradition it upholds,
along with the strength of our people, who have maintained our faith
throughout the world for so many generations.”

The Primate asks all Armenians to keep the Pope’s soul in their prayers,
remembering not only his spiritual leadership but also his political
work in the fight against communism.

“Words alone will never express the importance the Pope played not just
for Catholics and even Christians, but for everyone around the globe who
believes in the value of freedom,” the Primate said. “We offer our
prayers for his eternal rest because he was truly a man dedicated to the
word of the Lord, and dedicated to acting upon those teachings.”
