YEREVAN, April 6. /ARKA/. Extraordinary and Plenipotentiary Ambassador
of RA to the U.S. Tatul Margaryan handed over copies of credentials
to U.S. Secretary of State Condoleezza Rice. As the Press Service
of RA Foreign Ministry told ARKA News Agency, during the meeting,
Rice and Margaryan exchanged views on issues of mutual interest,
in particular, Armenian-American bilateral relations and issues of
regional development.

The Ambassador thanked Rice for continuous support to Armenia on the
part of the U.S. authorities, constructive participation in settlement
of regional issues and expressed readiness to make efforts to develop

Kocharyan and Lithuanian National Defence Minister Gediminas
Kirkilas highly rated the current level of cooperation between
the defence ministries of the two countries. The sides discussed
Armenian-Lithuanian cooperation regarding army reforms.

The sides also discussed Armenia’s European integration and noted
that Armenia could learn from Lithuania’s experience of accession to
the EU and its activity as a European Union member.

Yerevan, 6 April: Armenian Foreign Minister Vardan Oskanyan received
Lithuanian National Defence Minister Gediminas Kirkilas on 6 April.

During the meeting they discussed issues of mutual interest. It was
noted that cooperation between the two countries is important in
boosting European integration of the South Caucasus countries.

Armenia’s progress was noted in this direction, in particular in
the preparation of an Individual Partnership Plan with NATO aimed
at expanding ties with NATO, and of the European Union – Armenia
action programme within the framework of the European Neighborhood
Policy. Lithuania’s role was also stressed as a link between the
region and these structures.

The sides also discussed a number of regional and international issues,
the Armenian Foreign Ministry press service reported. Oskanyan filled
the Lithuanian national defence minister in on the current state of
the Karabakh settlement. The sides noted that the conflict could not
be resolved militarily and expressed theirs anxiety over the frequent
cease-fire violations on the contact line.

Robert Kocharian Last President to Visit John Paul II

Press service of the Holy See of Etchmiadzin informed that Karekin II,
Catholicos of All Armenians, will be present at the funeral of Pope
John Paul II. The Delegation of the Armenian government will also
leave for Vatican to participate in the funeral.

Mediamax reminded Robert Kocharian, RA President, was the last
president to the Pontiff. He received the Armenian President on
January 28, 2005.

In the course of the meeting with Robert Kocharian, John Paul II
reminded of his visit to Armenia in the September of 2001. The Pope
was invited to Armenia in connection with the arrangements of 1700th
anniversary of Adoption of Christianity in Armenia.

“I send my heartily greetings to the people of Armenia, as well
as to the millions of Armenians speared throughout the world that
preserve their cultural and Christian traditions,” John Paul II told
President Kocharian.

“I wish the best to your small motherland Nagorno Karabakh, so that
stable peace is maintained there. This will stop violence and will
help begin a dialogue based of tolerance between the sides. The active
international mediation will contribute to that,” John Paul II said.

On January 30, John Paul II was taken to the hospital with the first
symptoms of flu.

On January 19, John Paul II consecrated the statue of St. Gregory
the Illuminator that was erected in Vatican. Khachik Gazanchian,
a French Armenian sculpture, is the author of the statue.

In 2000 John Paul II handed the relics of St. Gregory the Illuminator
to Karekin II. The relics are in the Cathedral of Yerevan at present.

Zaman informed in its April 5 issue that the Union of Turk
Parliamentarians sent letters to the European MPs to block the
activities of the Armenian lobby. Hasan Korkmazjan, head of the union,
said that “They force Turkey to recognize the so-called Armenian
genocide.” This made the Turk MPs apply to their colleagues in the
Great Britain, Germany, France and Italy and inform them about the
historical truth.

Members of the union wrote in their letter the following: “The
Armenians unilaterally represent the tragic events that happened
between the Armenians and the Turks in Ottoman Turkey during the war
in 1916-19, when both sides had loses, as the Armenian Genocide to
the international community.”

On May 6, they are going to hold “wide discussions” around the Nagorno
Karabakh issue in the parliament of Azerbaijan. Mediamax informed
that Murtuz Aleqserov, head of the Azeri parliament, said that the
morning and the evening sittings of that day will be dedicated to the
discussion of the Nagorno Karabakh issue. He said they are going to
discuss the report of the OSCE Fact-Finding Mission, the policy of
inhabiting Nagorno Karabakh with Armenians, the facts of “planting
drugs in the occupied territories, as well as the policy of terror
conducted against the Azeris.”

It is envisaged to adopt a statement as a result of the discussions
and send it to the UN and other international organizations.

It’s worth mentioning that on May 29-30 hearings on the Nagorno
Karabakh issue were held at RA National Assembly.

Akhtamar Surb Khach Church To Be Renovated

Turkish Radikal newspaper informed in its April 5 issue that Akhtamar
Surb Khach Church is being renovated. Nijazi Taneler, governor
of Van, said about this, emphasizing that the Turkish Tourism
and Culture Ministry allocated 2,4 million Turkish liras for this
aim. Considering this step as an important one against the statements
about the Armenian Genocide, Radikal wrote that this church built
“in 915-921, in the reign of the Armenian king Gagik the 1st” is one
the verge of annihilation.

A special session of the Turkish Commission on Harmonic Relations
of the National Assembly and EU was held on April 5 to discuss the
issue of “Armenian allegations of genocide”. Daily Azg has previously
informed that Etienne Mahchupian, columnist at Zaman daily, and
Hrant Dinq, editor-in-chief of Akos weekly, were also invited to
the session. Hurriyet newspaper confirms daily Azg’s information
in April 6 issue adding that Armenian writer from Constantinople,
Levon Debaghian, also participated.

According to Hurriyet, Mahchupian said concerning Justine McCarthy’s
negation of Armenian Genocide’s historicity that he is not accepted by
historians worldwide and hinted at his love for money. Syuqur Eleqdag,
deputy of People’s Republican Party, stood up for McCarthy calling
Mahchupian’s statement slander. Afterwards, Mahchupian drew a parallel
between the Kurdish and Armenian issues to which Inji Ozdemir from
Justice and Prosperity Party opposed saying, “The situation in case
of Armenians is that of war but in Kurd’s case it is not; we have no
intention to force Kurds out”.

As soon as Dinq said that, “While you built monuments, hold
arrangements I am deprived of opportunity to commemorate April
the 24th”, Ozdemir replied saying, “How else could you mark the
anniversary? You have built memorials worldwide”.

Hurriyet writes that only Levon Debaghian backed the Turkish views in
the dispute. Despite Dinq’s attempts to silent Debaghian, the latter
noted that the events of 1915 were not a genocide but deportation,
external powers tried to involve Turkey in civil war and added, “We
are Turkish-Armenians, Turkey’s citizens first of all and connected
with Turkey. They are playing a trick on us; we should not give
in to swindle. Those were Armenians from Russia who carried out
massacres. Let’s put aside all kind of allegations and be proud of
being Turkish-Armenians”.

The Armenian Mirror Spectator weekly informed that on May 2, the
Center for the Armenian Studies at the Jerusalem University is going to
commemorate the 90th anniversary of the Armenian Genocide. Professor
Israel Charni, executive director of Jerusalem Genocide Museum, will
be the main speaker of the day. Tsolak Momchian, consul of the Republic
of Armenia, Torgom Manukian, Armenian Archbishop of Jerusalem, as well
as professor Michael Stone, head of the Center for Armenian Studies,
will be present at the arrangement.

Kazimirov Describes Today’s Process as ‘Dead Standstill’

If the package solution of Karabakh issue was the only alternative
for the Armenian side for the last years, then today elements of
stage-by-stage solution are in process of discussion, Vladimir
Kazimirov said yesterday at discussions organized by Cooperation
for Open Society NGO and Yerevan Press Club. Former Russian OSCE
co-chair’s opinion is based on the hearings on Karabakh issue at the
National Assembly of Armenia on March 29-30.

The foreign minister of Armenia stated during the hearings that the
elements of both package and stage-by-stage solution are on the
table of discussions, “including the political status of Nagorno
Karabakh”. Vartan Oskanian labeled the present stage of settlement
process a “tough stage” and reconfirmed, in fact, that the solution
cannot be only that of package. Official Yerevan gave up demanding
exclusively package solution according to which all issues – the
status of Karabakh, neighboring territories, return of refugees,
guarantees for security – are to be solved by one package.

“If people wish to choose the stage-by-stage solution this issue needs
really to be discussed in the parliament and then tell the authorities
that we lose our time and that we should take the stage-by-stage
solution. All variants are just variants. I treat none of them as
traitorous or heroic. The issue needs to be solved”, Vartan Oskanian
said to a press conference on December 13, 2004.

How close are the sides to the resolution? The Russian co-chair of
the OSCE Minsk group told the Liberty Radio on the eve that the Minsk
group prepared a new package of suggestions that will be put before
Robert Kocharian and Ilham Aliyev and “everything now depends on the
presidents’ decision”. “We have reached to a point that a high-level
political decision needs to be taken, and the two presidents have to
give clear orders to their foreign ministers”, Yuri Merzlyakov said.

The Foreign Ministry of Armenia is unaware what stands for the
Russian co-chair’s optimism. The Minsk group will meet Armenian
and Azeri presidents separately in London on April 15. The press
secretary of the Foreign Ministry, Hamlet Gasparian, told daily Azg
that the meeting of Oskanian and Mamediarov “is not envisaged, there
is no arrangements”. Apparently, the Minsk group will hand out the
“new package of suggestions” in London.

Former Russian Minsk group co-chair, Vladimir Kazimirov, does not
agree at all that the sides are close to settlement. Conversely, he
thinks that the process is in “dead standstill”. Instead, Kazimirov
offers his own solution variant of small packages – “the guarantee
plan”. Kazimirov considers the package solution an ideal one but
emphasizes that it is unreal.

Official Yerevan occasionally states that it will reach recognition
of the Nagorno Karabakh Republic. So, Oskanian noted on December
22 of 2004 that, “The realization of Karabakh’s self-determination
right may be not immediate”. Logically this mean that the status of
Karabakh is being left over for the future and the other key issues
– neighboring territories, refugees, guarantees for security – are
being settled separately.

Concerning a possible referendum in Nagorno Karabakh, Vladimir
Kazimirov who has been looking into the Karabakh issue since 1992
thinks that “the referendum is the last way out” when all other means
are used up. Meanwhile he asks when the referendum will take place,
in 5, 10 years, who will take part and similar questions.
