April 21-22 the fourth annual sitting of the TRASECA intergovernmental
commission will be held in Baku.

Representatives of Armenia were as well expected to take part in
the event. However the Baku TRASECA Office informed that Armenians
will not arrive in Baku, Day.az reported.

In its turn the Armenian party states that Azerbaijan did not issue
the invitation for the Armenian delegation.

To remind, the Organization for Karabakh Liberation intended to
protest against the arrival of Armenians in Baku.

Ayb-Fe is 8 years old

Ayb-Fe – the union of the first and last letters of the Armenian
alphabet – was for the first time transmitted 8 years ago, April 21,
1998. This day was marked with the creation of Ayb-Fe information
program on “A1+” TV Channel. However, 20 days before its 5-th birthday
Ayb-Fe was deprived of air.

Every year this day the lovers and staff of Ayb-Fe wish each other
air, determination and patience. All the difficulties, which occurred
during these three years, could not kill the hope that Ayb-Fe will
again celebrate its birthday on air.

Credit to social field

CREDIT TO SOCIAL FIELD

The World Bank has come to decision to finance the Armenian social
field. Head of the WB Yerevan Office Roger Robinson informed today
that this credit is not like the crediting of water supply or road
building, that is why it would be much more difficult to estimate
its efficiency. Nevertheless, a $5.71 million credit has been already
allocated.

During the presentation of the credit Minister of Labor and Social
Affairs Aghvan Vardanyan noted that a credit has been for the first
time assigned to the social field. «Till today we received grants
or aid. But the responsibility for an efficient distribution of a
credit is much greater.

The most of the sum – $5.15 – provided by the Society of International
Development, will be spent on the improvement of the social protection
system. Part of it will be utilized for the modernization of the
information system

Today the parties did not discuss the interest rate and terms of the
payment. However, the approximate date is fixed for June 2007.

To note, in Mr. Robinson’s estimation, the social sphere in Armenia
is the most efficient in the CIS.

Today Armenian Parliament Speaker Arthur Baghdasaryan had a phone
conversation with Pier Ferdinando Casini, the President of the Italian
Chamber of Deputies. The parties discussed the development of the
Armenian-Italian relations and political cooperation.

At the suggestion of Arthur Baghdasaryan the two parliament heads
touched upon the possibility of discussing the Armenian Genocide issue
in the Italian parliament. They also agreed on Ferdinando Casini’s
formal visit to Armenia and conduction of the festival of Italian art.

Armenian clergy to depart for Vatican

April 23 the delegation of the Armenian Apostolic Church will depart
for Vatican to take part in the Mass for the solemn inauguration of
pontificate Benedict 16th to be celebrated at St. Peter’s on Sunday,
April 24 at 10 a.m

The delegation is composed of Armenian Partiarch of Constantinople,
Archbishop Mesrop Mutafyan, Archbishop Nerses Pozapalyan from Holy
Echmiadzin and priest Trdat Uzunyan.

Turks should accept historic responsibility

“The Jewish community of Ukraine appealed to President Yushchenko
calling Ukraine to recognize the Armenian Genocide”, representative of
the Jewish community of Ukraine Josef Zisels stated during “Ultimate
Crime, Ultimate Challenge. Human Rights and Genocide” International
Conference.

He is convinced that if the world had paid attention to the tragedy of
Armenians, neither the Ukrainian hunger nor the holocaust would have
taken place. Mr. Zisels attaches great importance to the recognition of
the Genocide by Israel. To note, former Israeli Minister of Education,
Knosset deputy Yossi Sarid noted that not recognizing the Armenian
Genocide Israel does not recognize what happened to Jews during the
Second World War either.

Today Mr. Sarid appealed Turks with the words, “You should bear
the responsibility for the Genocide. This is the truth. You wasn’t
you to perpetrate the Genocide but you should accept the historic
responsibility.”

JUAN MENDES TO PLAY MUM

Jews Would not Tolerate Such Offensive Speech from Special Adviser
about Holocaust

One cannot label the speech of Juan Mendes, UN special adviser on the
prevention of genocide, at the international conference dedicated
to the Armenian Genocide anything but offensive and hollow. The
impression from Mendes’ speech was that it was written for general
usage and that he reads that text at other conferences as well.

Participants of “Ultimate Crime, Ultimate Challenge. Human Rights and
Genocide” international conference were also amazed and irritated at
Mendes’ speech. During the break, particularly Armenian historians
and political and state figures said that “Mendes make such a speech
in Turkey” or “he could prepare a better speech”.

If the UN secretary general’s special adviser on the prevention of
genocide have made such a speech on Holocaust, he would have been
immediately silenced. Mendes never mentioned Armenian genocide nor
did he use Armenian massacre, suffering or similar definitions.

Juan Mendes was, by the way, received by RA President on April
20. Without hiding his impudence, the special adviser told Robert
Kocharian that his participation in the Yerevan conference testifies
to the fact that there is great desire to understand and assess
what happened with the Armenian people in the beginning of the last
century. Mendes said that people’s historic memory is a good helper
in this issue and will enable the international community to fully
clarify the events.

According to press service of RA President, Kocharian noted that no
eyewitness of the Genocide casts suspicion on its essence, and the
Armenian people only revives world community’s memory. Kocharian said
that Armenia still pins great hopes on the international community
to make just assessment of the fact of Armenian Genocide.

First foreign speakers of the conference condemned actions against
the Armenian people in Turkey. Alfred de Zayas, former secretary
of UN Human Rights Commission, noted that the Turks massacred 1.5
million Armenians under the veil of military actions during the WW
I. Zayas said that Turkey keeps occupied the Armenian lands, Armenian
cultural legacy remains in the territory of Turkey and the Armenian
nation has the right to take all back. He noted that the Armenian
churches are turning into mosques and then posed a rhetoric question:
what would happen if Germany turned Jewish synagogues into churches?

William Schabas, director of Irish Human Rights Center at the National
University of Ireland, underscored that the pogroms of Armenians
in 1915 fall under term “genocide”. A Japanese professor, Hiroyshi
Segava, noted that the en masse massacre of the Armenians should be
defined as genocide.

“Ultimate Crime, Ultimate Challenges. Human Rights and Genocide”
international conference opened in Yerevan, on April 20. Robert
Kocharian, RA President, opened the conference. “We became victims
of World War I even though we were not the initiators of that war,”
Mr. Kocharian said.

Kocharian strongly emphasized the importance of “condemnation of the
genocides committed in the past”. “Countries are more determined in
responding to a threat or attempt to commit genocide in any part of
the world. However, all this did not protect the humanity from new
genocides. Yugoslavia, Rwanda, East Timor, Sumgait – in all these
places once again innocent people were slaughtered.”

“The Armenian people, due to the genocide, were displaced, became a
refugee people and were scattered across the globe. International
recognition of the Armenian Genocide and necessity of restoration
of historic injustice were sacrificed to the grand politics. Most
of the criminals who planned and implemented the genocide escaped
the punishment. Moreover, the remains of Taleat pasha who was
assassinated in Berlin, were returned to Turkey and buried with honors
in Istanbul. It was a sad evidence of carrying on the baton in relay
race of impunity. The humanity pays a tremendously high price for
forgetting such crimes,” Mr. Kocharian said.

He emphasized the importance of the recognition of the Armenian
Genocide for prevention of future possible genocides. He added that
recognition is important for Armenian-Turkish relations, since it could
give answers to many questions that exist between our two peoples,
it would allow to look ahead.

“We remember the past with pain, but without hatred. For us it is
difficult to comprehend the response of the Turkish side, which
is represented not only by the denial of the past, but also by the
blockade of nowadays Armenia. We have come across a paradox that still
needs to be apprehended. The perpetrator, not the victim is furious
with the past. We are confident that international recognition of
the Genocide will help Turkey to come to the terms with its own past
and to overcome the complex which is inherited from generation to
generation and which creates additional complexities in the relations
of our neighboring nations,” RA President said.

The International Conference dedicated to the Commemoration of 80th
anniversary of the Armenian Genocide took place ten years ago. Levon
Ter-Petrosian represented his approaches to the Armenian Genocide
in 7 points, two of which referred ARF Dashnaktsiutiun. In fact, a
political meaning was imparted to that conference, it was imparted an
inner political meaning, as ARF Dashnaktsiutiun was also condemned in
the Armenian Genocide. The activities of ARF Dashnaktsiutiun were
stopped in Armenia few months before that, the newspapers of the
party were closed, a part of the party’s leaders were in the prison.

In the first point of his speech, Ter-Petrosian found it groundless
to explain the Armenian Genocide with the religious, ethnic and racial
antagonism. A number of scholars objected this idea at the conference.

“The Armenian nation lost the last opportunity to avoid the disastrous
consequences of the genocide in 1914, when by the decree of 8th
Congress of ARF Dashnaktsiutiun held in Erzroum, the Armenian people
undertook the commitment of participating in the general recruitment
in the Ottoman Empire,” Levon Ter-Petrosian said. Besides, in 1920,
“the authorities of Armenia failed to estimate in the right way the
new situation created as a result of the strengthening of Russian
and Turkey. That’s why they lost both the independence of Armenia
and the greater part of its territories.”

“Today, Armenia and Turkey, as neighboring countries, should establish
naturally beneficial trade economic relations and friendly relations
and gradually overcome the historical contradictions and restore the
mutual trust between the Armenian and the Turkish peoples. In order
to achieve this goal, the sides should have political will and moral
position”, Ter-Petrosian said ten years ago.

Shortly after the international conference on Armenian Genocide has
launched in Yerevan on April 20, Turkish Milliet newspaper sent its
response concentrating particularly on RA President Robert Kocharian’s
opening speech.

The same day, Milliet informed about the head of Turkish Military
Headquarters, Hilmi Ozqyoq, who reminded of Armenia in his speech at
the Military Academy while assessing the situation over Turkey.

Viewing Armenia’s stance as disturbing, Ozqyoq said, “Turkey wants
to normalize relations with Armenia. But we need Armenia to respect
basic norms of international law and act as a good neighbor. Armenia
instead not only fails to recognize Turkey’s territorial wholeness
but hums with activity directed to recognition of groundless claims
about Armenian genocide and ignores UN Security Council’s decisions
and maintains occupation of the Azerbaijan’s territory. The Lausanne
Treaty undermined political and jural legs of groundless genocide
claims. The Treaty put no obligation on the Republic of Turkey”.

Test population census in Karabakh

TEST POPULATION CENSUS IN KARABAKH

Artsakh will undergo population census on October 17-28 of the
current year. This will be the first census ever for the Republic of
Nagorno Karabakh. By a government decree, a test population census
was held on March 21-30. The test census was held in Stepanakert,
in Noragyugh prefecture of Askeran region, and in Nerqin Haratagh
village of Martakert region.

Sergey Davtian, head of NKR Statistics Service, said that the results
of the test census are being examined. He said that all organizational
works are completed and that more than 700 people are enrolled for
registering, encoding etc.
