YEREVAN, JUNE 29, ARMENPRESS. Secretary of the Security Council of Armenia Armen Grigoryan met with Vincent Braconier, the Diplomatic Adviser to the Minister of the Armed Forces of France, the Office of the Security Council Secretary said.

During the meeting the sides discussed regional security-related issues and their possible developments, in the context of which Armen Grigoryan presented Armenia’s approaches on ensuring regional security. 

The sides also discussed the bilateral cooperation prospects in security field.

YEREVAN, JUNE 29, ARMENPRESS. Vice Speaker of Parliament of Armenia Hakob Arshakyan received the delegation led by Chairman of the Central Board of Armenian Democratic Liberal Party/Ramgavar, Michael Kharabian, the parliament’s press service said.

Welcoming the guests, Hakob Arshakyan congratulated them on the 100th anniversary of the establishment of the Party, highlighted the path passed and the role in the state building and preservation of Armenian identity. He touched upon the activity of Ramgavar Liberal Party and the issues of strengthening Armenia-Diaspora ties.

The representatives of the Party assured that they are ready to support the authorities of Armenia on the way of the implementation of the pro-Armenian initiatives. They especially highlighted the fact that the event dedicated to the 100th jubilee of the establishment of the Party was held in the Parliament’s Park and thanked the leadership of Parliament for supporting them in this issue.

YEREVAN, JUNE 29, ARMENPRESS. The voting on electing Prosecutor General of Armenia started in the Parliament at 16:00.

The voting is being held in a closed format and will last until 17:00.

The ruling Civil Contract faction has nominated Anna Vardapetyan for the Prosecutor General.

Since March 2, 2020, Anna Vardapetyan has been serving as assistant to the prime minister of Armenia.

The term of office of Prosecutor General Artur Davtyan ends on September 16.

YEREVAN, JUNE 29, ARMENPRESS. Armenian deputy minister of education, science, culture and sport Zhanna Andreasyan met today with representatives of the Fund for Assistance to Housing and Communal Services Reform of Russia, the ministry said.

The meeting aimed at expanding and deepening the cooperation between Russian and Armenian secondary professional institutions, as well as developing new joint projects.

“A working cooperation exists between our countries in a number of areas, especially in construction field. I think the common approaches on determining qualification level of personnel, as well as the joint requirements for training specialists are highly demanded. The close contact between Armenian and Russian young specialists could become a good example in terms of acquiring new skills and abilities, especially in the field of construction and operation of residential buildings”, Zhanna Andreasyan said.

The joint programs envisage trying and introducing latest Russian practices, methods and technologies in Armenian educational facilities.

“In  order to have professional specialists in the most demanded professions in the field of housing and communal services, we propose cooperation as representatives of the Russian state corporation thanks to which Armenia’s high schools and colleges will be able to cooperate with hundreds of Russian colleges where the youth is trained on professional criteria in these areas, especially in operation of civil buildings, management, operation and servicing of multi-apartment building and other professions”, one of the representatives of the Fund said.

The sides agreed to develop a cooperation roadmap for gradually implementing the joint programs.

German Federal Minister for Economic Cooperation and Development to visit Armenia

YEREVAN, JUNE 29, ARMENPRESS. German Federal Minister for Economic Cooperation and Development Svenja Schulze will arrive in Armenia on a two-day visit on June 30, the German Embassy in Armenia said.

She will also visit Georgia.

In Armenia, Svenja Schulze will meet with Prime Minister Nikol Pashinyan and Minister of Economy Vahan Kerobyan.

According to the German Embassy’s statement, the Federal Minister will propose the Armenian side to raise the cooperation on development policy to a level of bilateral firm partnership. The visit will greatly contribute to strengthening and expanding the cooperation between Germany and Armenia over development policy.

“This year Germany and Armenia are celebrating the 30th anniversary of their diplomatic relations. The visit of the Federal Minister is an important step to mark this occasion. Through the contacts with our partners I would like to know how Germany could at best assist Armenia”, the Federal Minister said as quoted by the Embassy.

YEREVAN, JUNE 29, ARMENPRESS. The Parliament of Armenia elected Anna Vardapetyan as the new Prosecutor General of Armenia.

The voting was held in a closed format.

70 MPs participated in the voting and all voted in favor of her candidacy.

Anna Vardapetyan has been nominated by the ruling Civil Contract faction.

The opposition factions did not participate in the voting.

The swearing-in ceremony of the new Prosecutor General will be held on September 15.

Since March 2, 2020, Anna Vardapetyan has been serving as assistant to the prime minister of Armenia.

EUR exchange rate down by 2.20 drams to 429.75 drams. Russian Ruble exchange rate up by 0.11 drams to 7.83 drams. GBP exchange rate down by 3.37 drams to 496.42 drams.

The Central Bank has set the following prices for precious metals.

Gold price down by 99.88 drams to 23879.52 drams. Silver price down by 3.01 drams to 278.76 drams. Platinum price stood at 16414.1 drams.

Laura Hochla is the new U.S. Co-chair of the OSCE Minsk Group

YEREVAN, JUNE 29, ARMENPRESS. The USA has a new Co-chair of the OSCE Minsk Group.

“Laura Hochla, Director of the Office of Caucasus Affairs and Regional Conflicts, serves as the current OSCE Minsk Group U.S. Co-Chair, as we have formally notified all parties involved”, the U.S. Embassy in Armenia told ARMENPRESS.

The US State Department announced on June 28 that the new Co-chair had talked to the other Co-chairs to discuss the Nagorno-Karabakh issue. "Today, the US Co-Chair of the OSCE Minsk Group spoke with his counterparts to discuss the future of Nagorno Karabakh. Unfortunately, the Russian Co-chair did not accept the invitation. We look forward to continuing the work of the Minsk Group," the State Department said in a statement.

Anna Vardapetyan – new Prosecutor General of Armenia

For the first time in Armenia, a woman, lawyer Anna Vardapetyan, became the Prosecutor General. Her candidacy was proposed by the parliamentary majority. The opposition did not nominate a candidate and did not participate in the voting. The new Prosecutor General was elected only by the deputies of the ruling Civil Contract faction.

Discussions about the advisability of nominating her candidacy lasted ten days. Concerns were raised not by the professional qualities of Anna Vardapetyan, but by her previous position. Since March 2020, she has been an assistant to Prime Minister Nikol Pashinyan. In this regard, the opposition expressed fears that she would not be able to make independent decisions. The ruling majority refuted this view.

The term of office of Prosecutor General Artur Davtyan expires on September 15. The nomination of candidates began on 15 June. The ruling faction of the Parliament “Civil Contract” nominated Anna Vardapetyan for this position. The opposition factions did not exercise their right to nominate their own candidate.

Anna Vardapetyan holds an Associate Professor position and teaches at Yerevan State University. Her previous experience includes work in the Court of Cassation and the Judicial Department. She also served as Deputy Minister of Justice and Prime Minister Nikol Pashinyan’s legal aide.

On June 29, an extraordinary meeting was held in Parliament on the issue of electing the Prosecutor General. The opposition did not participate either in the meeting or in the subsequent voting, but the elections took place. The candidate was elected by 70 votes.

The Attorney General is elected by the National Assembly. At least 60 percent of the votes of the total number of deputies are required for election. The term of office is 6 years.

Vardapetyan will take office on September 15.

The parliamentary majority calls these elections historic, since women have never held the position of prosecutor general in Armenia before.

The candidate for the Prosecutor General in her speech before the vote spoke about the upcoming reforms and focused on seven problems of pre-trial proceedings:

  • belated justice, or a focus on processes rather than end results;
  • delays in cases
  • the practice of relying only on verbal evidence, i.e. oral testimony,
  • lack of joint work, for example, between the investigator and the prosecutor,
  • patronage, protectionism,
  • replacement of mechanisms for preventing offenses by formal mechanisms for initiating a criminal case and investigation,
  • public demand and expectation of a strict and severe sentence, and not a just punishment.

“The punishment should not be belated, it should be proportionate. In order for the punishment not to be late, criminal justice must be effective, not formal, but meaningful. In order for the punishment to be proportionate, there should be no patronage, protectionism. This is a simple formula”, says Anna Vardapetyan.

She stated that the election to this position for her is a matter of professional dignity, and if she is not elected, it will be “the failure of her entire life and career”. The work will be guided by its own criteria: consistency and clear requirements.

Anna Vardapetyan emphasized that she does not like to make promises, however, she promised to “rule out any destruction that could discredit the [upcoming] work process”.

“I am not afraid, because I made a deliberate decision, I want my knowledge to benefit society. And this is not unreasonable self-confidence on my part, but a responsibility that I take on consciously. I am against destructive approaches”, Vardapetyan said.

For ten consecutive days, the opposition and deputies of the ruling faction commented on the candidacy of Anna Vardapetyan.

The oppositionists explained their distrust by the fact that Nikol Pashinyan’s assistant is unlikely to be able to avoid the influence of the prime minister and make independent decisions.

“They talk about democracy, but they do exactly the opposite. The Prosecutor General should be truly independent, and not turn from an assistant to the Prime Minister into the Prosecutor General”, Aram Vardevanyan, a member of the Hayastan (Armenia) opposition parliamentary faction, told reporters.

The pro-government deputies objected and assured that “Vardapetyan will act within the framework of the Constitution of Armenia, laws and his own conscience”.

“Mrs. Vardapetyan, with her professional qualities, high moral and value qualities, meets both the requirements established by law and the most important mission that, in our opinion, the future Prosecutor General should have”, said Hayk Konjoryan, leader of the ruling faction.

Earlier, Anna Vardapetyan herself raised this topic in an interview with journalists. She stressed that Pashinyan always expected an “alternative opinion” from his assistant. According to her, she always provided the prime minister with a “professional, legally impartial opinion”. The candidate for the Prosecutor General assured that the criterion for her work will be professionalism, as it was in previous positions:

“Women have never been nominated for the post of Prosecutor General. This circumstance is an additional factor, a bar of expectations from the candidate. Yes, the responsibility is huge. I think that my knowledge will allow me to meet the expectations of society”.
