YEREVAN, JANUARY 21, ARMENPRESS. Prime Minister Nikol Pashinyan appointed Sisian Boghossian to be the new President of the Tourism Committee of Armenia.

Boghossian was engaged in entrepreneurship in Canada in the last two years, and returned to Armenia as part of the iGorts program in order to continue contributing to the development of tourism by joining the Tourism Committee.

She holds a master’s degree in Business Administration from Toronto’s Schulich School of Business.

Boghossian left her career in Canada in 2019 to travel to Armenia through the Birthright Armenia project. During that time, she worked at the American University of Armenia and the Football Federation of Armenia.

Armenian Patriarch of Istanbul comments on normalization process of Armenia-Turkey relations

YEREVAN, JANUARY 21, ARMENPRESS. Armenian Patriarch of Istanbul Sahak Mashalyan, as well as a number of representatives of the Armenian community, commented on the normalization process of the Armenia-Turkey relations, Hurriyet reports.

“We must accept that all the steps, which will strengthen the relations of the neighbor countries with deep history both in investment and cultural terms, are valuable. It’s also important for the Istanbul-Armenians that the relations become better day by day so that both communities will know one another, will work together, make investments and that the rich cultural values on this direction will find common grounds with each other”, Mashalyan said.

“The launch of flights gave me optimism. The borders must open, the diplomatic relations must also be improved, this should be the first step. The relations must further expand”, Agos daily’s editor-in-chief Yetvart Danzikyan said.

Representative of foundations of minorities, Professor Toros Alcan, commenting on the current developments in the relations between Armenia and Turkey, said: “I consider it a positive but a belated step. It makes a lot of sense that the language of friendship is returning. I hope peace will come back. A door of a new friendship without wars will open”.

Russia prioritizes swiftly launching delimitation and demarcation of Armenian-Azerbaijani border

YEREVAN, JANUARY 21, ARMENPRESS. Achieving progress in the delimitation and demarcation issue of the Armenian-Azerbaijani border would enable to significantly advance in the issue of normalization of relations between Yerevan and Baku, the Russian Foreign Ministry said in a statement.

“Launching the delimitation and demarcation of the Armenian-Azerbaijani border is a priority issue, as well as the unblocking of regional transportation and economic connections. Achieving progress in this direction will enable to advance in the issue of the normalization of relations between Yerevan and Baku,” TASS quoted the foreign ministry as saying in the statement.

In the statement, the Russian foreign ministry called for swiftly launching the delimitation.

“We are making consistent efforts to resolve the situation at the border of Armenia and Azerbaijan, where, unfortunately, from time to time incidents with the use of weapons are taking place, causing deaths. It is necessary to form and launch as soon as possible the bilateral commission for the delimitation and demarcation of the Armenian-Azerbaijani border. We are ready to provide consultative support to Yerevan and Baku in this process,” the Russian foreign ministry said.

It added that Moscow is actively participating in the process of repatriating prisoners of war.

Armenian president resigns saying Constitution doesn’t give him enough influence

MOSCOW, Jan 23 (Reuters) – Armenian President Armen Sarkissian tendered his resignation on Sunday, saying he believes the country's constitution does not give him sufficient powers to influence events.

Sarkissian, president since 2018, was in a standoff with Prime Minister Nikol Pashinyan last year over a number of issues, including the dismissal of the head of the armed forces.

The role of prime minister is seen as more powerful than that of president.

"I have been thinking for a long time, I have decided to resign from the post of the President of the Republic after working actively for about four years," Sarkissian said in a statement published on the president's official website.

"The question may arise as to why the President failed to influence the political events that led us to the current national crisis. The reason is obvious again – the lack of appropriate tools … – the Constitution. The roots of some of our potential problems are hidden in the current Basic Law."

At a referendum in December 2015, Armenia became a parliamentary republic, while presidential powers were significantly curtailed.

Sarkissian in his statement did not refer directly to any particular events or issues.

Armenia agreed a ceasefire with Azerbaijan last November at their border, after Russia urged them to step back from confrontation following the deadliest clash since a six-week war in 2020 when Moscow also brokered a peace deal to end the hostilities.

Prime Minister Pashinyan has since been under pressure, with regular street protests demanding he step down over the terms of the peace agreement. Under the 2020 deal brokered by Russia, Azerbaijan regained control of territory it had lost during a war in the early 1990s.

Armenia seceded from the Soviet Union in 1991 but remains dependent on Russia for aid and investment. Many Armenians accuse the government of corruption and mishandling an economy that has struggled to overcome the legacy of central planning.

YEREVAN: Armenian President Armen Sarkisian announced Sunday that he is resigning his largely symbolic position, citing the inability of his office to influence policy during times of national crisis.
“This is not an emotionally-driven decision and it comes from a specific logic,” Sarkisian said in a statement on his official website.
“The president does not have the necessary tools to influence the important processes of foreign and domestic policy in difficult times for the people and the country,” he said.

Sarkisian was at the center of a domestic political crisis last year that erupted in the wake of a war between Armenia and its long-standing rival Azerbaijan for control of the disputed Nagorno-Karabakh region.
His role is largely ceremonial and executive power rests primarily with Prime Minister Nikol Pashinyan.
Sarkisian and Pashinyan had disagreed over a decision to remove the chief of the military’s general staff in the wake of the war and amid protests that brought thousands onto the streets of the Caucasus nation.
“I hope that eventually the constitutional changes will be implemented and the next president and presidential administration will be able to operate in a more balanced environment,” the statement added.
Sarkisian was born in 1953 in the capital Yerevan. He served as prime minister between 1996-1997, according to an official biography, before being elected president in March 2018.
Armenia’s economy has struggled since the Soviet collapse and money sent home by Armenians abroad has aided the construction of schools, churches and other infrastructure projects, including in Nagorno-Karabakh.


 

Azerbaijani press: Armenian president resigns

Armenian President Armen Sarkissian has resigned. A message about this was posted on the website of the Armenian leader, Trend reports.

"I thought for a very long time, and after almost four years of active work, I decided to resign from the post of President of Armenia. This is absolutely not an emotional decision, and proceeds from a certain logic," the message says, in particular.

Sargsyan also stated that the president "does not have the necessary tools to influence the fundamental processes of domestic and foreign policy in the current difficult period for the country and the nation."

Armen Sarkissian took over as President of Armenia on April 9, 2018.

In a written statement on his official website, Sarkissian said that he does not have the “necessary tools to influence the radical processes of domestic and foreign policy in these difficult times for the country and the nation.”

Sarkissian also added that he and his relatives has been targets of several political groups.

“I thought for a long time and decided to step down as President of the Republic after active work for about four years. This decision is not at all emotional, it follows a certain logic,” he said.

The term of office of Sarkisyan, who was elected president in 2018, was set to end in 2025.

President Armen Sarkissian on Sunday submitted his resignation from the post of president, his office said by publishing his statement.

Below is his statement:

In the early 1990s, with major geopolitical changes, our people were given the greatest opportunity to establish their own independent state. Our mission was not to replace one flag with another, but to build a country that would ensure the security, progress, and prosperity of Armenians again centuries later.

I emphasize that the main reason for the existence of an independent state is the ability to assume and bear responsibility, when we realize that only we, as a single body, are the builders of our own victories, the culprit of our own defeats.

Encouraged by such a historic opportunity, I, like many of my compatriots, dedicated myself to that mission. For various reasons, my participation at various stages changed, but I did not stop believing in our ultimate national success. And that was my main motivation for agreeing to the proposal to become the President of Armenia.

Making this important decision, I proceeded from the proposal made to me, according to which the new presidential institution will have tools, opportunities to influence foreign policy, economic, investment policy, relations with the Diaspora, as well as to promote national interests in the international arena, new scientific and educational and to create a high-tech environment.

Some time later, the events of April-May 2018 took place…

The question may be, why did I not resign at that moment? The answer is obvious, because of the responsibility I took on as President of the Republic. I was obliged to do everything in my power to avoid further deepening of the internal division, possible clashes, which could lead to extremely negative consequences. I sought to use the prestige and connections gained through my many years of work to use my international political and economic potential to build a strong, stable state.

Again, the question may arise as to why the President failed to influence the political events that led us to the current national crisis. The reason is obvious again – the lack of appropriate tools, tools with which any state official is endowed with only one document—the Constitution. The roots of some of our potential problems are hidden in the current laws.

We have a paradoxical situation when the President has to be the guarantor of our statehood without actually having any real tools. The Constitution also presupposes the supremacy of one institution over another, creates obstacles for well-known Diaspora specialists to participate in the management of state institutions of the historical Homeland, and so on.

We are a parliamentary republic with in theory, but not in practice. The purpose of my proposal was not to move from one form of government to another (parliamentary to semi-presidential or presidential), but to create a state system based on checks and balances. Without it, it is difficult to talk about significant achievements, because progress and success can be achieved only in the conditions of a predictable, harmonious system.

I am glad that a commission for constitutional amendments has been set up, for which I thank the government. I hope that eventually the constitutional changes will take place, the next president and the presidential institution will be able to work in a more balanced, coordinated environment.

We live in a unique reality, a reality where the President can not influence matters of war or peace.

Reality, when he can not veto the laws that he considers inexpedient for the state and the people.

Reality, when the President’s opportunities are perceived not as an advantage for the state, but as a threat by various political groups.

A reality where the President is unable to use most of his potential to solve systemic domestic and foreign policy problems.

A reality where the world is in a constant turbulence zone, but the President does not have a constitutional tool to help his country.

A reality where the head of state, sometimes his family, is targeted by various political groups. The latter are not so much interested in the achievements of the presidential institution for the benefit of the country as in my past, various conspiracy theories and myths. This “concern” for me goes beyond morality, ultimately directly affecting my health.

I have though about this for a long time. I have decided to resign from the post of the President of the Republic after working actively for about four years.

This decision is not emotional at all, it follows a certain logic.

The president does not have the necessary tools to fundamentally influence the country’s and nation’s domestic and external policies in during these difficult times.

Today, more than ever, we need meaningful, well-thought-out efforts. Otherwise, we, the Armenians of the whole world, will not achieve the goal of our mission, we will find ourselves in the margins of history.

We cannot afford to make mistakes anymore!

In the end, I would like to express my sincere gratitude to our citizens and our compatriots in the Diaspora, for their perseverance, endurance, patience and courage in these difficult times for the country.

Special thanks to the soldiers and officers of our brave army. My gratitude to the families of the heroes who sacrificed their lives for our Homeland.

We have no right to make mistakes anymore!

In the end, I would like to express my special gratitude to our citizens, our compatriots in the Diaspora, for their perseverance, endurance, patience and courage in these difficult times for the country.
