This year, the Armenian Relief Society of Western USA is celebrating its 35th Anniversary with a Gala at the Glendale Hilton on March 9.

At the time the Western Region was established, there were 15 chapters in the Western United States. One of the first challenges for the ARS of Western USA was to find a headquarters from which to conduct its activities, including managing the network of ARS Saturday Schools and the ARS Social Services Centers that opened in 1979.

Thanks to a generous donation from Armenouhi Nazigian, the ARS Western Region finally found a home at 517 W. Glenoaks Blvd in Glendale, opening its doors just days before the devastating earthquake that struck Armenia on December 7, 1988.

The Nazigian Center immediately became the nerve center of the ARS Western Region in the days, weeks and months after the quake. Boxes of containers full of aid were collected at the tiny Center and air freighted to Armenia. More than $4.5 million in aid was raised with the cooperation of the Western Prelacy; and went toward building housing for the homeless, sending medical and dental equipment, establishing mental health clinics and renovating hospitals and schools in the earthquake zone areas of Gyumri and Spitak. For 27 years, until 2015, the ARS Western Region sent aid to 2,000 orphans of the earthquake.

The ARS, recognizing that it had outgrown its small domicile, built a 2-story, 7,100-square foot complex that houses its offices, the ARS Social Services Center, Guidance Center, and parking in 1999.

The ARS Western Region has also had a big role in aiding Armenian communities in Artsakh, Javakhk, Iraq, Syria and other areas where there have been political upheavals and societal conflict. To this day, the ARS Western Region, with the support of its 25 chapters, provides operational expenses for 2 kindergartens in Artsakh and 2 youth centers in Javakhk, located in Georgia. In 2016, when homelessness in Los Angeles became rampant, the ARS Western Region started a program called the ARS Families in Need Fund with the help of many of its chapters.

Proceeds from the 35th Anniversary Gala of the ARS of Western USA will benefit the ARS Families in Need Fund. Headlining the Gala will be a video and proclamations honoring Jasik Boniatian Jarahian, who has selflessly served the ARS of Western USA for 30 years in advancing its cause to help communities both locally and internationally.

Asbarez: Smyrna in 1922: Uncovering the Story of the Japanese Ship

The Federation of Hellenic American Societies of Southern California, supported by the Consulates General of Japan, Greece, and Armenia in Los Angeles, will hold an event highlighting the story of the Japanese ship that rescued hundreds of refugees in Smyrna almost 100 years ago.

The event is scheduled to take place Friday, February 15, at 7 p.m. at the Huffington Center of the St. Sophia Cathedral

The event will include remarks by the Consuls General of Japan, Greece, and Armenia and will feature a special presentation by Dr. Nanako Murata Sawayanagi of Toyo University, who has done extensive research on the topic.

Almost one hundred years have passed since a Japanese ship is said to have rescued scores of Greek and Armenian refugees in Asia Minor. Some have orally passed down the story of the rescue during the Smyrna disaster of September 1922, but due to limited historical records, much of the event has been lost to the mists of history.

Attendees will include leaders of the Greek, Armenian, and Japanese communities, and additional community representatives. The reception following the program will feature food and refreshments from Japan and Greece.

GLENDALE—The Armenian National Committee of America – Western Region announced the official release of the Walter and Laurel Karabian Fellowship Program application for the 2019-2020 term. The Walter and Laurel Karabian Fellowship is a nine-month experience in Sacramento, California that offers young Armenian-Americans the opportunity to enhance their leadership and professional skills. The purpose of this fellowship will be to produce professionals in the public policy and political arena.

In addition to the projects assigned to them by supervisors at the various offices or agencies, fellows will be required to attend networking events and weekly seminars throughout the year, providing professional training, networking skills, and opportunities to meet other professionals within the public policy sector. Participants will be provided a stipend to assist with housing and living costs.

The first phase of the fellowship (September – December 2019), will include a placement with an advocacy organization, a labor union, think tank, or other setting where they could gain valuable political or public policy experience. Depending upon the opportunities available, and the fellow’s interests, the first phase may be spent in Sacramento, or elsewhere in the state. During the second phase—January through May 2020—the fellow will be placed in a legislative office at the State Capitol in Sacramento.

The ANCA-WR was pleased to announce that the inaugural year of its Walter and Laurel Karabian Fellowship yielded even greater success than anticipated, as Anahit Sargsyan, the first Karabian fellow, was hired by State Senator Anthony Portantino to work as a Legislative Assistant at his state capitol office. This news came just a few months after the organization announced the selection of Sargsyan and six months prior to when the fellowship session was scheduled to conclude.

Sargsyan began the first phase of the fellowship in fall 2016, working on the election campaign of State Senator Anthony Portantino (D-25). Portantino was impressed by Sargsyan and he offered to have her complete the second phase of her fellowship at his Capitol Office. Thereafter, Portantino offered her a paid position on his staff.

Electoral code reforms and creation of transitional justice must happen at the initiative of parliament, PM Nikol Pashinyan told lawmakers in response to a question from MP Vahagn Hovhannisyan.

“No one has cancelled our previous action plan regarding the electoral code reforms and it remains our program. However, electoral system reforms, as well as creation of transitional justice must be in the agenda of parliament, so that there won’t be interpretations claiming that the government is attempting to create emergency courts,” Pashinyan said when asked why the matter isn’t included in the action plan.

Earlier in late 2018, Pashinyan’s government submitted to the then-parliament (dominated by HHK) a reforms package for the electoral system, which, however, was rejected.

Spokesperson of the Foreign Ministry of Armenia Anna Naghdalyan has commented on the reaction of the U.S. Department of State over deployment of Armenian humanitarian mission in Syria.

“We have acknowledged the US State Department’s statement on the deployment of the Armenian Humanitarian Mission in Syria. It’s a long time Armenia and the USA make joint efforts to respond to the humanitarian disaster in Syria that is accompanied by a major crisis of refugees and deported people.

We reiterate that during the entire process of the Syrian conflict the world-spread Armenian people followed the fates of the civilian people, minorities, including the Armenian community in Syria with great concern. The Armenian public opinion displayed deep concern and compassion towards the sufferings of the civilian people and the demolition of the country. This is a country that had a key contribution to the survival of the Armenian people who escaped the genocide. General Consul of Armenia in Aleppo worked non-stop during the entire Syrian crisis. Armenia has granted asylum to over 22 thousand Syrian refugees and has provided 4 air cargos of humanitarian aid to the Syrian people. Following the establishment of relative tranquility and security Armenia plans to continue its hummanitarian mission, including by providing doctors and specialists for humanitarian demining aimed at supporting the improvment of the living conditions of the war-suffered civilian population of Aleppo. The Armenian mission has exclusively hummanitarian nature, is guided by the international humanitarian law and will coordinate its activities with the institutions and international partners offering humanitarian aid on site.

We share the concerns of the international community about the situation of the ethnic and religious minorities in the Middle East and highlight the continuity of humanitarian aid provided to Syria”.

On February 13, the media published a statement on behalf of the US Embassy in Armenia, in which the US State Department expressed its position on the Armenian humanitarian mission in Syria.

Pashinyan provides comments on Teghut copper deposit and Alaverdi smelter

YEREVAN, February 13. /ARKA/. Armenian Prime Minister Nikol Pashinyan made explanatory  comments today in response to a question from an MP Armen Yeghiazaryan from the Bright Armenia party regarding the future of the Teghut copper deposit in the northern Armenia and the Alaverdi copper smelter.

According to reports from Alaverdi, the workers of the smelter blocked the railway running to Georgia saying that after the closure of the smelter many  of them lost their jobs and are forced to leave the country in search of employment.

In his comments Pashinyan recalled that VTB Bank had provided a loan of $380 million to Vallex group of companies to develop the deposit.

"In all likelihood, there was political interference to make  the bank provide the loan,  but when time came for its repayment, the company appeared to be unable to do so, being as a matter of fact at the stage of bankruptcy due to solvency problems," said Pashinyan.

He said  after coming to power his government tried to resolve the issue and began negotiations, which resulted in an agreement between VTB Bank and Vallex group of companies, despite the existence of problems with a very complex system of collateral and obligations.

"In fact, last year we reached an agreement that VTB would  become the owner of Teghut deposit and attract a well-known company to operate the deposit and the copper smelter in Alaverdi," said Pashinyan.

Pashinyan said at the initial stage of the process, a strange situation arose, when a company sued Vallex Group for a $4,000 debt  demanding that its property, estimated to cost several hundred million of US dollars, be arrested  as security for payment. 

“Because of this, the previous agreements collapsed, and now the negotiations have returned to zero. We are again negotiating with VTB Bank, because the operator has refused to work in this situation,” said the prime minister.

He noted that the authorities would not put pressure the court  to “remove the debt demand,” since their policy is not to interfere in the judicial processes.

“Negotiations with companies are now entering a new stage. We must assist in resolving the issue as quickly as possible,” Pashinyan said.

In 2018 February Vallex group of companies announced plans to lay off more than one thousand workers. According to a statement provided to the media, the Liechtenstein-registered company’s decision was prompted by the need for further research in order to significantly increase the output. To implement the research, the company was to invite both local and international organizations. Vallex said  it would  refrain from operating the mine until it received grounded proposals from experts.

The company says   it has invested more than $700 million in Armenia and Artsakh (Nagorno-Karabakh) over the past 20 years, including $400 million in the Teghut deposit.

According to estimates made back in Soviet times, the deposit’s potential is 450 million tons of ore, of which the company confirmed only a fifth so far. At the moment, the capacity of the enterprise allows processing up to 50,000 tons of copper concentrate per year and producing 13,000 tons of blister copper.

The Vallex group of companies includes Base Metals operating in Artsakh,  the Armenian Copper Program operating the copper smelter in Armenia’s Alaverdi, the Institute of Mining Metallurgy and Vallex IT LLC, engaged in information technology.  –0–

Expert: Soros foundation provided Armenian NGOs with about $ 3 million in 2018

ArmInfo. Soros and similar foundations have the goal of shaping a political agenda in Armenia in both domestic and foreign policy of the country. Expert of the "Voice  of the People"public club Tsovinar Kostanyan said this at a press  conference.

She provided detailed information on the financial support of the  2018 Soros foundation to Armenian NGOs. In particular, it was  mentioned that, for example, on December 26, 2018, the Restart  student movement received $ 20,000 from the Soros Foundation.

Another expert, members of the group "The Voice of People" club,  Arman Ghukasyan, stated that in 2018 grants amounting to about $ 3  million were transferred from a Soros foundation to a number of  Armenian organizations. The "Union of Informed Citizens" NGO also  received funding from the Open Society Armenia Foundation. <The grant  of this organization was 400,000 dollars. The organization has an  anti-Russian position and opposes the participation of Armenia in the  EEU and the CSTO. This is nothing but interference in our domestic  and foreign policy, "the experts stressed. Experts propose to  introduce a new legislative regulation, which will suspend the  activities of such funds in Armenia. <We must understand that  non-profit organizations of Soros are working against the interests  of our country. The foundation is a threat to countries such as  Russia, Hungary, Israel, Austria and not harm Armenia? >, Ghukasyan  said.

ArmInfo. There were no constructive proposals or criticism regarding the content of the program of the government from the opposition. This was stated by  Deputy Prime Minister Tigran Avinyan in an interview with  journalists.
