War will become a catastrophe for Azerbaijan’s future, US Assistant
Secretary Daniel Fried stated to the Azeri service of RFE/RL.

In response to the question whether the hope for the Nagorno Karabakh
conflict settlement has become less and whether the Presidents of
Armenia and Azerbaijan have missed such an opportunity, taking into
account the fact that soon in both countries presidential campaigns
will launch, Daniel Fried said, "I do not want to criticize, but I
think we all are disappointed.

The last meeting of Presidents did not produce any results that we
were expecting. There were good talks, I would even say a good dialog,
a certain progress was fixed." He expressed hope that "in a certain
stage the Presidents would find a common way to move forward."

"After all, it proceeds from the interests of all parties.

Azerbaijan’s future is vague until this problem is resolved," the
American diplomat underlined. He expressed assurance that the Nagorno
Karabakh conflict can be resolved exceptionally in a peaceful way. War
will destroy Azerbaijan’s future. Peaceful solution of the Karabakh
issue is the way to go through. We have passed such a way and I hope
we will reach the solution of the problem," Daniel Fried concluded.

YEREVAN, August 9. /ARKA/. Armenian-Iranian cooperation is
comprehensive, Armenian Foreign Minister Vardan Oskanyan said Wednesday
in an interview with Huys (Hope) Iranian newspaper.

He said that cooperation between the two countries embraces transport,
trade, agriculture, science, education and culture areas, not only
energy sector.

The minister said that Armenia and Iran has established strong
friendly relations, which lay favorable ground for joint projects
implementation.

As an example of these projects, Oskanyan pointed out Iran-Armenia
gas pipeline construction.

The gas pipeline was opened on March 19, 2007. Both countries’
presidents were present at the opening ceremony.

"On the same day, the two countries’ energy ministers signed a
cooperation agreement on hydro electric plant construction on Arax
River. Other programs are under discussion now", Armenian foreign
minister said in his interview.

He stressed the importance of Armenian-Iranian intergovernmental
commission’s work.

Besides, Oskanyan expressed appreciation of the activity of Armenian
community in Iran and newly established Iran-Armenia friendship
union.

Private of the Armenian army, Ambartsum Asaturyan, crossed the
frontline and surrendered to the Azerbaijani party voluntarily,
reported an informed military source. The Baku office of the
international Red Cross committee confirmed this information adding
that it forwarded the relevant information to the state commission
for prisoners of war, hostages and missed in action. According to the
same source, the Red Cross is holding the relevant negotiations with
Azerbaijani authorities in the framework of its mandate. The accurate
place and time of the frontline crossing by the Armenian soldier is
not reported. The motives of the defection are also unknown.

Another train with military hardware leaves the Russian military base
in Georgia’s Batumi on Thursday. It will head for a Russian military
base stationed in Armenia, sources from the information service of
the Russian Land Troops told Tass on Wednesday.

"The train will withdraw 10 vehicles, 17 trailers and other
property. The total weight of the cargo will be over 200 tons," the
source added. He said the next train with hardware is scheduled to
leave the base in mid-August. Four more trains and a car convoy are
expected to withdraw military property from Georgia to Russia and to
Russian base 102 in Gyumri (Armenia) before the end of the year.

Russia fulfils its commitments on the withdrawal of military base 12
from Georgia, and trains are dispatched according to schedule. Late
in June, Russia conveyed to Georgia its military base in Akhalkalaki,
although under an agreement between Moscow and Tbilisi it was planned
to be made before October 1. Under the same agreement, the Batumi
base must be closed within the year 2008.

Russian Officer Killed On Yerevan Outskirts

A Russian officer was killed on the Yerevan outskirts, the Armenian
Prosecutor General’s Office said on Tuesday.

According to the prosecutors, assailants stopped a vehicle carrying
five Russian servicemen in the village of Arindzh in the small
morning hours of Monday. The servicemen were beaten and allowed to
drive off. The assailants opened fire at the departing car and injured
Lt. Dmitry Yermolov. He died on the way to hospital. Another passenger
was hospitalized with a gunshot wound.

Two suspects were apprehended, and their hunting guns were seized,
the prosecutors said.

The Russian Foreign Ministry asked Armenian authorities for the
immediate investigation of the incident.

The Armenian Prosecutor General’s press secretary Sona Truzian said
the law enforcers had taken appropriate measures to seize the killers
of Yermolov.

The prosecutors also said they would not object to a visit by a
representative of the Russian Prosecutor General’s Office.

on August 2 signed a protocol on establishment of diplomatic relations
between Armenia and Benin at the Permanent Mission of Armenia to the
UN, NT was informed by the RA MFA Press and Information Department.

The declaration signed by the two countries states that striving
to strengthen friendly relations between Armenia and Benin and to
promote the mutually beneficial cooperation in various spheres,
being resolute to develop these relations by being guided by UN
regulations and international law principles, the two countries are
willing to develop relations based on mutual respect, sovereignty,
territorial integrity and non-intervention into internal affairs of
other countries.

Reference: Benin is situated in West Africa. It occupies an area of
112.62 thousand square km and has a population of 8 million. Benin
became independent from France on August 1, 1960.

Elif Safak takes a smart and brave look at Turkey’s changing face.

Elif Safak was initially accused of insulting Turkey with her latest
novel. It soon became a bestseller.

When Elif Safak’s latest novel was released in her home country,
she was accused of insulting Turkish identity. The charges were later
withdrawn and the Turkish edition of the book became a bestseller.

But what is the fuss about? First and foremost, The Bastard of Istanbul
is a cross-continental family saga. It examines, in loving detail and
with much humour, two families: one living in contemporary Istanbul
and Turkish, the other in San Francisco and Armenian. They are the
Kazancis and Tchakhmakhchians respectively.

It appears initially the two have nothing in common. But don’t be
fooled. Turkey is the classic metaphoric haunted house, sitting
astride the continental divide; consequently, from inside its many
rooms the past and present are still largely at war, while from
unexplored corners voices are trying to be heard.

The two families do not know it, but long fingers are reaching from
the blighted past to inextricably bind them. The conduits that will
bridge the gap, that privilege, belongs to the young. And they are
a spunky crew.

The first is the bastard of the title, 19-year-old Asya Kazanci. She
is a modern Turk, rebellious, outspoken, and belligerently without a
past, in more ways than one. She is also the youngest of a household
of several generations of women, the men having died mysteriously at
a young age.

The second is Armanoush Tchakhmakhchian. She is sensitive and
searching for her Armenian roots in, of all places, the American
desert. Her curiosity about the "genocide" of the Armenians compels
her to finally meet the enemy on their own turf. Thus she deceives
her family and flies to Istanbul to learn more about her beloved
grandmother’s past. She cannot know what a Pandora’s box she is
opening, and what a hidden blessing she will find.

It’s an intriguing premise that allows the horrors of what took place
in 1915 to slowly surface.

This is a smart and brave book, by a smart and brave author. First,
because it attempts something that is quite difficult to pull off in
literary terms. The Bastard of Istanbul is an absorbing and artfully
composed meditation on Turkey’s changing face. The trick is that it
is posing as easily digestible popular entertainment, complete with
lashing of scrumptious Turkish food (there’s a recipe), transgressive
(for Turkey) gestures, and illicit encounters.

Second, by using the Kazanci household as a metaphor for her country
(the women are split right down the middle: half are conservative,
while the others move with the times), Safak explores Turkey’s amnesiac
brain with a deftness and compassion that ought to be applauded. She
is, when one reads carefully, fair to both sides.

Despite what I said above, Asya Kazanci is not the bastard of the
story. Turkey is. This is because, as Safak suggests, the country
exists almost purely in the present, with a steady eye on the future.

Sure, it embraced the glories of the Ottoman past, but it has almost
entirely divorced itself from the more painful elements of that
imperial glory.

What Safak suggests is that a country without a full knowledge of
its past is not a country at all, just as a person without a past
feels less than human. With one particular plot permutation, Safak
goes on to suggest that the country might even have an unhealthy or
even unnatural relationship with its sense of self. It must first
embrace the good and bad in its history before it can begin to even
dream about moving forward.

If the book is hard on Turks, it does not go easy on Armenians
either. Those with victim complexes to nurture, beware. You will find
little or no solace here. Safak deftly avoids mentioning the word
"genocide". Instead she uses the noun "massacre".

There is, after all, no proof that the Ottomans sanctioned a systemic
annihilation of the Armenian people along the lines of what the
Nazis did to the Jews. There is, however, ample evidence to show
that Armenian legionnaires inside and outside Turkey fought for the
Russians and the French against the Ottomans during World War I. In
an effort to safeguard the interests of the country, the Ottomans
forcefully deported a very large number of Armenians (the figure is
disputed) in the July heat from the north-east of the country to the
far south-east. Many cruelly perished along the way.

The beauty of Safak’s book is that it is not a political diatribe.

Rather, it is a humanist plea to recognise the past, to commemorate
the dead, and to finally move on. Far from seeming glib, it is a
sensible solution.

Dmetri Kakmi was born in Turkey. His book Motherland will be published
next year by Giramondo. He works as senior editor at Penguin Books.

U.S. based California Courier newspaper of the Armenian diaspora
released information according to which Richard Hoagland may be
appointed as an ambassador to another country despite of being proposed
as U.S. ambassador to Armenia several times.

According to the same source, a new candidature will be nominated
for the post of U.S. ambassador to Armenia without naming a concrete
person. "Senators have announced they are not against the nomination
of any other right candidate at the post of ambassador to Armenia," the
newspaper writes. The Armenian representation of the American Assembly
of Armenia (AAA) has neither confirmed nor refuted this information.

YEREVAN, AUGUST 1, NOYAN TAPAN. The World Bank Board of Directors
has approved the decision to allocate additional 5 million dollars
for the program on development of Armenia’s irrigation system. The
director of the program implementation office Adibek Ghazarian told
reporters on August 1 that 15% of this money will be provided as
co-financing by water user societies. This amount will be used to
repair irrigation networks of a total of 110 km in Ararat, Armavir,
Gegharkunik, Aragatsotn, Kotayk regions and Yerevan.

According to him, so far a 190-km intraeconomic network has been
reconstructed with 7.2 mln dollars allocated by WB, which is quite a
small sum as the country’s intraeconomic network makes 15 thousand
km. He said that the main water losses (about 60% or 300 million
cubic meters annually) are registered in intraeconomic networks.

A. Ghazarian said that since 1994 until now, 96.214 mln dollars
has been allocated by the World Bank for development of Armenian
irrigation systems, thanks to which 26 bulwarks have been repaired,
and the mechanical water supply system has been replaced with gravity
flow in a number of settlements, which allowed to save 51 million kwh
of power a year. Besides, water user societies have been created,
and as a result of their activities the collection of payments for
water use has increased: in 2003, 2.3 billion drams (6.7 mln dollars)
was collected, while last year 3.2 billion drams was collected.

WASHINGTON, July 31, 2007 – The World Bank’s Board of Directors today
approved a US$5.0 million credit for additional financing for the
Irrigation Development Project (IDP) for Armenia. The additional
financing will support the government’s efforts in scaling up
activities implemented under the on-going IDP through rehabilitation
of tertiary irrigation systems, and through providing training and
technical assistance to Water Users’ Associations (WUAs).

Armenia has achieved substantial progress in preventing deterioration
of its irrigation and drainage system and in establishing the basis
for the sustainable management of irrigation and drainage
infrastructure. A long-term national program was conceived in the
mid-1990s with the support of the World Bank to support the
rehabilitation and restructuring of the irrigation and drainage
system. The first phase of the program consisted of emergency
interventions to secure the system’s continued operation.
Implementation of this phase was initiated under the Bank-funded
Irrigation Rehabilitation Project, followed by the Dam Safety
Project, and subsequently by the Irrigation Dam Safety Project II,
which is expected to conclude the emergency intervention phase. The
second phase of the program is focused on restructuring and
development and building a solid basis for irrigation system
sustainability initiated by the Irrigation Development Project Stage
I (IDP)

`Institutional reform is the most challenging aspect of the Project,’
said Giuseppe Fantozzi, Head of the World Bank team designing the
project. `The Water Supply Agency has been restructured and 52 Water
Users Associations were established throughout the country during the
period 2003-2004. Continued support to Water Users Associations is
crucial, since they represent the core of a more effective
institutional set-up that has notably improved, in recent years, the
sector’s financial sustainability and efficiency. That’s why capacity
building and training activities for the staff of Water Users
Associations will continue.’

The existing IDP project does not have sufficient funds to ensure
continued capacity building and training activities. In this context,
the Bank agreed to provide additional financing to assist in the
rehabilitation of tertiary-level infrastructure with 15% co-financing
from water users. To-date, the grant scheme under the IDP financed
about US$7.2 million for the rehabilitation of tertiary canals.
Eighty-five percent of this amount was financed with the credit
proceeds while 15 percent was financed by the WUAs as counterpart
funding. Proposals worth an additional US$9.0 million could not be
funded due to a lack of resources. The additional financing would
partially cover this surplus demand.

By the time the project is completed, 37 proposals for the
rehabilitation of some 110 km of tertiary level canals for Water
Users Associations in 37 communities in Ararat, Yerevan, Armavir,
Gegharkounik, Aragatsotn and Kotaik marzes will be implemented. The
expansion of irrigated areas will also allow for an increase in the
amount of water that is available per hectare in these areas. The
percentage of irrigated hectares cultivated with high value-added
crops is expected to increase from 71 to 78 percent. Similarly, cost
recovery will be strengthened, and will rise from 42 to 60 percent.
The percentage of farmers satisfied by irrigation water supply
services will be measured by an annual sociological survey.

The credit is provided on `hardened’ IDA terms with a maturity of 20
years, and a grace period of 10 years included. Armenia has been in
the process of graduating from IDA since July 1, 2006.
