Delay in the settlement of the Armenia-Azerbaijan Nagorno-Karabakh
conflict and the lack of progress in the mediating efforts of the OSCE
Minsk Group co-chairs is an issue of concern for Azerbaijani officials
and political analysts.

Frequent statements by the Armenian side over the opening of flights
to the Nagorno-Karabakh region of Azerbaijan that has long been
occupied by Armenian troops further negatively affect the conflict
settlement process.

“It is clear that the idea of opening a flight between Armenia and
Nagorno-Karabakh has a purely political nature,” head of the Center
for Political Innovations and Technologies, political analyst Mubariz
Ahmadoglu says. “Armenian President Serzh Sargsyan even admitted this
during his election campaign.”

“Armenians refer to the right of free movement, while the Azerbaijanis
driven out of Nagorno-Karabakh are not allowed to visit their native
lands. This is the best exmple of double standards,” Ahmadoglu said.

The International Civil Aviation Organization (ICAO) has said it will
not provide permission for such flights without the approval of
Azerbaijan.

About 70,000-80,000 people live in Nagorno-Karabakh and 50,000 of them
are local Armenians. It is questionable whether there is a need of a
flight for such a number of residents. The social and economic
condition of the population does not allow them to use the flights.

For the “government” of Nagorno-Karabakh the main thing is to prevent
the escape of the Armenians from Karabakh, the analyst concluded.

Azerbaijan and Armenia for over two decades have been locked in
conflict, which emerged over Armenian territorial claims. Since a
lengthy war in the early 1990s, Armenian armed forces have occupied
over 20 percent of Azerbaijan’s internationally recognized territory,
including Nagorno-Karabakh and seven adjacent regions. The UN Security
Council has adopted four resolutions on Armenia’s withdrawal from the
Azerbaijani territory, but they have not been enforced to this day.

A precarious cease-fire was signed in 1994. However, units of the
Armenian armed forces commit armistice breaches on the frontline
almost every day.

Armenian media frequently reports that the Khojaly airport in
Nagorno-Karabakh is to be commissioned in the near future.

Recently, Chief of the General Department of Civil Aviation of Armenia
Artyom Movsisyan said that this body will allow civil aircraft to fly
to the occupied territory of Azerbaijan.

According to Movsisyan, flights will be carried out on board 19-seat
Armenian planes. He declined to disclose dates.

Earlier, the Azerbaijani Foreign Ministry stated that commissioning of
the airport is an open violation of the Convention on International
Civil Aviation adopted on December 7, 1944 in Chicago.

Besides, Azerbaijan’s Civil Aviation Administration recently condemned
Armenia over the statement on the opening of flights from Yerevan to
Khankendi and vice versa, saying these actions are not in line with
international law.

Azerbaijan has banned the use of airspace of its Armenian-occupied
territory Nagorno-Karabakh, as no one can guarantee the safety of the
area.

The International Civil Aviation Organization and European Civil
Aviation Conference support Azerbaijan’s position on the issue.

Document No.121 on airports of the ICAO cited the Khojaly airport as
property of Azerbaijan.

International flights from the Khojaly airport, constructed in 1978,
were prohibited after the occupation of territories by Armenia. The
Khojaly airport, which has been registered in international
organizations with the name UB13, is a facility with military
purposes.

A descendent of the Armenian throne and best-selling French author
will appear at the Voracious Reader for a book signing Friday.

This Friday, The Voracious Reader in Larchmont will be rolling out
the red carpet for a member of the royal family.

HRH Princess Sophie Audouin-Mamikonian-a descendent of the Armenian
throne as well as a best-selling French author of young adult fantasy
fiction-will be at the Larchmont bookseller signing copies of her
Tara Duncan book series.

According to her biography, Princess Sophie’s family fled to Russia
200 years ago to escape persecution in their native country, until
the Bolsheviks exiled them to France in 1917. In 1990, the Armenian
government asked Princess Sophie to return to Armenia from France to
act as Queen, however, she refused, not wanting to burden a struggling
country with the costs of supporting a royal family.

Aspiring to become the next J.K. Rowling, Princess Sophie’s Tara Duncan
series draws parallels to the famed Harry Potter books. Tara Duncan
is a powerful spellbinder who travels to Otherworld to rescue her
mother, while encountering many unicorns, elves, dragons and other
magical creatures along the way.

In addition to the book signing, Princess Sophie’s 22-year-old
daughter, Princess Marine-an aspiring pop star-will perform French
karaoke along with Larchmont resident and performer Armelle Gloaguen.

The book signing will take place this Friday at the Voracious Reader
in Larchmont at 6:30 p.m.

President Sargsyan Signed A Decree To Conduct The 2013 Spring Draft

PRESIDENT SARGSYAN SIGNED A DECREE TO CONDUCT THE 2013 SPRING DRAFT AND DEMOBILIZATION

President Serzh Sargsyan signed a decree to conduct the 2013 spring
draft and demobilization.

According to the decree, it was decided to draft in May-July 2013 for
compulsory military service and alternative service those male
citizens of the Republic of Armenia who will have become 18 years old
before June 30, who do not have or lost their deferral as well as
those citizens who will have become 18 years old on June 30 and who
are included in the lists certified by the RA Ministry of Education
and Science as applicants who participated at the entry exams to the
higher education institutions and who will not have presented deferral
documents before July 15, 2013. It was also decided to conduct
demobilization of the servicemen who have completed their term of
military service in May-June, 2013.

The Government of the Republic of Armenia was instructed to adopt in a
two-week period of time the pertinent decision for the implementation
of the present decree.

ARS Participates In UN Conference On Women

ARS PARTICIPATES IN UN CONFERENCE ON WOMEN

The Armenian Relief Society participated in the United Nation’s 57th
Commission on the Status of Women (CSW) in New York, from March 4-15,
2013. CSW, a functional commission of the UN Economic and Social
Council (ECOSOC), is “the principal global policy-making body
dedicated exclusively to gender equality and advancement of women”.

The theme of this year’s CSW was “Elimination and prevention of all
forms of violence against women and girls”. Approximately six thousand
women from all over the world registered to attend the CSW57 events.

As in previous years, the ARS joined CSW57 to give a voice to women
and girls across the world fighting against all types of violence.

Throughout the last eight months the ARS UN committee chairperson,
Stephanie Killian, together with our ARS UN coordinator, Houry
Geudelekian, worked hard to plan a series of co-sponsored parallel
events in cooperation with various organizations that work against
violence against women.

Convention Center ballroom, with an international delegation of eight
hundred women who had come to learn about and prepare to advocate

against “Violence Against Women” (VAW).

The welcoming speech was given by Soon-Young Yoon, Chairperson of the
NGO CSW/NY. Yoon stressed the importance of education in empowering
girls and women with courage and resilience.

Michelle Bachelet, Under-Secretary-General and Executive Director of
UN Women, conveyed the message of UN Women to the participants.

Bachelet emphasized that discrimination and violence have no place in
the 21st century. She also stressed the fact that there is no
prosperity or progress without women; therefore, violence against
women is undermining development goals. “The CSW57 results in action
of promises made and agreements signed, and we must effectively tackle
the main causes of violence against women as we work toward the
Millennium Development Goals,” she said. Lastly, Bachelet focused on
the role of men and boys in fighting against violence against women.

The keynote addresses were presented by CSW Women of Distinction
Awardees: founder and president of Femmes Africains Solidarite Bineta
Diop, and Nobel Peace Prize Laureate Tawakkel Karman.

The program was followed by several panel discussions on trafficking
of women and girls, the role of men, and best practices to prevent
violence against women and girls.

A training session in communications and social media organized by PCI
Media Impact and Breakthrough, in collaboration with the Avon
Foundation, was held at the end of the event.

Participants left the Armenian Convention Center with great
expectations of the upcoming events and discussions throughout the two
weeks of CSW57.

On Monday, March 4, the ARS, together with the Permanent Missions of
Armenia and Estonia to the UN and the NGO CSW/NY, partnered with the
Global Network of Women Peacebuilders and the Armenian General
Benevolent Union for a parallel event entitled, “Commemoration of SC
[Security Council] Resolution #1325: What Lies Ahead?”. This high
level parallel event was moderated by H.E. of Armenia to the UN
Ambassador Garen Nazarian. The panelists were Minister of Foreign
Affairs of Estonia H.E. Urmas Paet, Bineta Diop, UN representative of
the International Alliance of Women and Chair of CSW /NY Soon-Young
Yoon, UN Women’s Chief Advisor on Peace and Security Anne Marie Goetz,
and International Coordinator of the Global Network of Women
Peacebuilders Mavic Cabrera-Balleza.

Minister Paet stressed the need to focus on security, development, and
human rights. Unfortunately, sexual violence continues to be used as a
tactic for war, said Paet. It is true that UN SC Resolution 1325 deals
with women in military conflict zones, however it can also be applied
in societies that are in peace. As a consequence, reparations should
be used as a tool to empower women and girls, and women must be
engaged in peace negotiations. Bineta Diop focused on the significance
of equal access and full participation of women in the peace process.

Diop stated that the impact of conflict on women is a universal
problem, and if peace agreements don’t talk about gender-based
violence, there cannot be durable peace.

Anne Marie Goetz of UN Women mentioned the need to support women’s
civil society organizations while referring to the fact that the
biggest gap in implementing SC Resolution 1325 is giving women a voice
in civil society.

Soon-Young Soon raised the question of how the draft recommendation
for action, “Women and Girls in Conflict Prevention, Conflict, and
Post Conflict”, presented at the last Convention on the “Elimination
of All Forms of Discrimination Against Women,” can make a difference
in the lives of survivors of violence. She also stated the need for
data and surveys regarding the situation of women on the ground.

Mavic Cabrera-Baleza of the Global Network of Women Peacebuilders
talked about the importance of the localization of national action
plans some countries use to make a change in society.

A meeting between H.E. Ambassador Garen Nazarian and ARS members took
place at the Armenian Mission on Tuesday, March 5. During the meeting,
discussions took place regarding social issues in Armenia, Artsakh and
Javakhk and the role of the ARS in implementing projects towards the
benefit of social development, education and healthcare. Ambassador
Nazarian congratulated the ARS for its extraordinary work, both in
Armenia and the Diaspora. The role of the ARS in the post- 2015
Development Agenda, as well as the Society’s involvement in the NGO
CSW/NY activities, became a focal point of the meeting.

Executive Director Lala Demirdjian-Attarian, participated at the
annual reception, chaired by Geudelekian. During the reception, two
women of distinction awards were presented to Bineta Diop and Tawakkol
Karman.

During CSW57, ARS partnered on parallel events with four
organizations. Together with ZONTA International, the ARS organized a
parallel event on “Trafficking”. The panelists included Lynn McKenzie,
president of Zonta International and the Zonta International
Foundation, Nola Theiss, Executive Director and founder of Human
Trafficking Awareness Partnerships, Nora Armani, actress and
filmmaker, and Nicole Zundorf-Hinte, an adviser in the German Federal
Ministry for Family Affairs, Senior Citizens, Women, and Youth. The
panelists discussed trafficking victims in the US, the protection of
victims, prosecution of traffickers, and the types and goals of
preventive programs. They shared the work they have done to help
victims of trafficking and to fight against trafficking. Armani, who
was invited by the ARS, focused on the power of media and films as a
tool to raise awareness about human trafficking and violence against
women.

The second partnership was with the International Council of Jewish
Women (ICJW). The panel discussed the role of men and boys and their
involvement in the fight against VAW. The panelists gave examples of
what different societies believe in and how men and women behave
regarding VAW.

A panel on the “Global Perspective on VAW” was organized in
partnership with The Virginia Gildersleeve International Fund. It was
a moderated panel discussion on grassroots programs educating women
and girls about their rights and creating prevention programs.

Panelists discussed case studies of countries, such as Rwanda,
Georgia, Argentina, and the Philippines, implementing programs to
fight violence against women.

ARS’ final event, in partnership with the Al Hakim Foundation, was
entitled “Activation of Spiritual and Religious Values to Combat VAW”.

The ARS invited Bishop Anoushavan Tanielian as one of the panelists.

Bishop Tanielian explained the importance of religion in regards to
gender equality and the female role stating that the importance of the
panel discussion is to find dynamic ways and means to prevent acts of
violence. Through references to the Holy Scriptures, the Bishop gave
examples of how unlawful acts of violence have been criticized and how
the roles of husband and wife have been depicted over the centuries.

Moreover, Bishop Tanielian focused on the power of education to
prevent violence in general, and specifically against women,
concluding, “…the sacred task of educating belongs not only to the
school instructors, but to all of us. We have to gear all our systems
to get rid of violence, this universal virus which deteriorates our
society…”

Throughout the two weeks of the CSW57, ARS UN committee members and UN
badge holders attended many side events that addressed matters such as
ending child and early forced marriages, protecting the rights of
persons with disabilities, and providing justice and critical services
for survivors of violence. The participation of the ARS at the CSW,
which tackled the contemporary and significantly important issues of
women’s and girls’ rights and violence against women, is now opening
new doors for further partnerships at the UN/CSW level, prioritizing
the post-2015 development framework . The continuous efforts and
commitment of ARS UN committee members and badge holders result in the
organization’s year-long involvement with other UN entities, such as
UN Women, NGO/Human Rights, UNDP, UNSPA, DESA, and the office of the
Assistant Secretary General for Human Rights.

“The ARS is proud to have been a part of such a successful and
meaningful CSW,” stated Pauline Getzoyan, Central Executive Board
member. “The Board is very pleased with the hard work and dedication
of our UN coordinator, Houry Geudelekian, as well as the entire UN
Committee, including our badge holders, for organizing appropriate
events and partnerships in the battle to eradicate violence against
women and girls. The role of the ARS at the United Nations continues
to grow and will become increasingly important, particularly with
regards to our ongoing work on behalf of women and girls
internationally,” Getzoyan concluded.

Byurakan village residents are against construction of a hydro power
plant at Amberd river in the Orgov gorge of Aragatsotn region of
Armenia. About 150 residents of the village came to the construction
site today to express their protest.

They told ArmInfo correspondent that they worry that the shallow-water
river will dry up and the village will remain without water. However,
the construction of the Amberd power plant has already started and
Byurakan residents are confident that Armenia’s Prosecutor General
Aghvan Hovsepyan is behind the construction. The latter has already
built houses and green houses in Byurakan and does not want to stop.

Armenia’s Economy Minister Tigran Davtyan told journalists earlier that
“Amberd GES” Ltd. is going to invest about 790 mln drams (about $2
mln) for construction of the power plant cascade and the government
of Armenia adopted a decision to postpone VAT payment from import of
equipment for three years.

To note, “Amberd GES” Ltd. was founded in November 2004 by Gurgen
Hakopyan and a citizen of Iran Parviznosrati Alasdari.

Genocide is the main direction of the Armenian external policy, and
what about international recognition of the Genocide it has received
a great response all over the world. During April 18 Yerevan-Moscow
video bridge this was declared by Director of the Institute of
Oriental Studies of the National Academy of Sciences of Armenia
Ruben Safrastyan. He underlined that about 20 countries had already
recognized Armenian Genocide and many are underway.

Safrastyan highly evaluated the document accepted by Russian State
Duma, which condemned the Genocide committed in Western Armenia. He
has noted that “Western Armenia” is highlighted in the text of the
document, thanks to which the document completely differs from the
other documents accepted by the parliaments of other states.

During the video bridge Member of the Public Chamber of the Russian
Federation Denis Dvernikov has noted that for him it’s just difficult
to understand how a man can turn into a beast. “I cannot understand
how people are able to massacre a whole nation, kill innocent children
and women and then behave like nothing happened,” he said. Dvernikov
has informed that a document is currently being discussed in Public
Chamber of the Russian Federation, due to which it is planned to
criminalize Holocaust denial. He also noted that they would spare no
effort for provision criminalizing the Armenian Genocide denial to
be included in the document.

On April 24 people in different countries of the world will mark 98th
anniversary of Armenian Genocide.

YEREVAN.- The Armenian Genocide is a terrible crime which will remain
in the memory of all Armenians forever, Russian political analyst
said during the Moscow-Yerevan space bridge.

Vladimir Zakharov, Director of the Institute of Political and
Social Researches of the Black Sea and Caspian Region, said Turkish
authorities are distorting historic facts, cheating their people.

In a present-day Turkey some authors are cynically telling that “the
Armenians left everything and fled their homes.” Such books are being
printed in Turkey now, Zakharov said.

He stressed that the genocide of Armenians in Sumgait and Baku is an
echo of the 100-year-old bloody tragedy.

“Today, the people who are trying to present themselves friendly to
the world do not differ much from the Turks. They are only thinking
about cheating,” he added.

“The Turks are afraid to admit the sins of their ancestors, in order
to avoid the return of Armenians to their historic homeland and
compensation to the heirs of all the innocent dead. These two years
must put an end to this: the world must condemn what they did to the
Armenians,” Zakharov concluded.

become a part of Armenian nation’s identity, director of Institute of
Orientology Ruben Safrastyan said during the Thursday Yerevan-Moscow
space bridge.

Armenians have been struggling for genocide recognition for 100 years,
and after gaining independence it has become an essential part of
Armenia’s foreign policy, he said.

Safrastan mentioned a document owned by Russia’s state Dma which
describes what the Turks perpetrated in the Western Armenia.

“Recollection on Western Armenia will remain in our hearts forever,”
he emphasized.

YEREVAN, April 18. /ARKA/. Yegor Gaidar appreciated Armenia’s
experience in adapting its economy to new serious challenges after the
dissolution of the Soviet Union, Vladimir Mau, rector of the Academy
of National Economy and Public Administration under the President of
the Russian Federation, said today at Gaidar Readings in Yerevan.

Yegor Gaidar was Russia’s acting prime minister from 15 June 1992 to 14
December 1992. He is best known as the architect of the controversial
shock therapy reforms administered in Russia after the disintegration
of the Soviet Union.

“Gaidar appreciated greatly Armenia’s experience of the first years
of independence, when the government was led by Hrant Bagratyan,”
Mau said.

The main topic of the readings is Russia-Armenia: Lessons from the
Reform. Speaking on Russia’s experience over the past 25 years Mau
said it has gone through 4 interweaving crises over these years.

He explained that Russian transformation was concomitant
with industrial and post-industrial crises, the crisis of the
communist system, resulting from the transition to market economy,
which, according to him, was a unique historic phenomenon and the
macroeconomic crisis. Mau said the transition period ended by the
early 2000’s.

The Gaidar Readings, opened today will end on April 19 at the
Russian-Armenian (Slavonic) University. They feature lectures,
discussions, round tables and seminars.

The Gaidar Readings is a project of Yegor Gaidar Foundation. The
organization of readings in Armenia was assisted by the Gaidar Economic
Policy Institute, the Russian-Armenian (Slavonic) University and
the Academy of National Economy and Public Administration under the

YEREVAN, APRIL 18, ARMENPRESS: Church of St Peter and St Paul in
Aragatsotn, Armenia and St George Armenian Church in Turkey have
been shortlisted as Europe’s most threatened archaeological sites
and landmarks for a rescue mission by heritage body Europa Nostra,
reports Armenpress referring to The Guardian.

A total of 14 archaeological sites, religious buildings, historic
city centres, and military fortifications have been shortlisted by
Europa Nostra for 7 Most Endangered, a European heritage initiative
devised to help save some of Europe’s most threatened places.

The 14, selected by experts from a total of 40 nominations submitted by
public bodies and organisations across 21 countries, will be whittled
down to seven for the final list, to be announced at Europa Nostra’s
50th Anniversary Congress in Athens on 16 June.

Church of St Peter and St Paul, Aragatsotn, Armenia is a small,
isolated and dishevelled chapel -one of the world’s earliest Christian
structures, dating back to the fifth century AD. It is seriously
endangered by regular flooding and needs urgent action if it is to
be saved.

St George Armenian Church is a derelict church in the ancient town
of Mardin, Turkey. It has foundations going back to the fifth century.
