IRAN ARMY DAY CELEBRATED IN YEREVAN

YEREVAN. – The Army Day of the Islamic Republic of Iran was celebrated
in Armenia’s capital city Yerevan on Thursday.

Addressing the event, Iranian Embassy Military Attache, Staff Colonel
Hamid Reza Mirzaei stressed that the Iranian armed forces are ready
to strike back at any foreign threat.

“The military capacity of the Iranian army is intended to maintain
peace and stability in the region and to cooperate with the neighbors.

Good relations between Iran and Armenia play an important and an
influential role in strengthening peace, stability and security in
the South Caucasus,” Mirzaei stated in particular.

“A man, during whose 5-year term the economy remained the same instead
of growing twofold, has been reappointed as prime minister,” the
former Armenian Prime Minister, parliamentary deputy Hrant Bagratian
wrote on his Facebook page.

Let us remind you that yesterday President Serzh Sargsyan proposed that
Tigran Sargsyan should be confirmed in his post as prime minister. The
spokesman for Republican Party of Armenia Edward Sharmazanov told
reporters that Tigran Sargsyan managed to fulfill the president’s
task and ensure a 7% economic growth.

“As regards 7.2% economic growth, it is a bluff. I am ready to meet
with Tigran Sargsyan and prove it. It appears that no changes are
expected. The economic growth will be “painted”. In 2008, at least
some people were replaced in the government. Don’t they have other
people?” Bagratian said.

U.S. Secretary of State John Kerry’s statement on Turkey’s role in the
Karabakh conflict has provoked indication of the Armenian community,
the Armenian National Committee of America (ANCA) reported.

“This is like pouring fuel on the fire,” said Armenian National
Committee of America Executive Director Aram Hamparian. “Despite
Turkey’s growing anti-Armenian bias Secretary Kerry said at his
testimony before the House Foreign Affairs Committee that Ankara
could play a ‘constructive role’ in resolving that ‘frozen conflict.'”

While discussing the 2014 Foreign Affairs budget at the House Foreign
Affairs Committee, Kerry called Turkey a constructive regional
player in the Mideast peace process, the ongoing Syrian crisis,
the Nagorno-Karabakh conflict and the Cyprus issue.

“Through regular talks held with Washington, Ankara is assisting us
on the settlement of the two frozen conflicts – the Nagorno-Karabakh
conflict [between Armenia and Azerbaijan] and the Cyprus issue. I
think Turkey will be a constructive player on these issues and we
are looking forward to maintaining constructive ties with Ankara,”
Kerry said in response to question by members of Congress.

Earlier in February you declared that the OSCE Minsk Group has
exhausted its potential in the Karabakh peace process. Is there any
alternative to the negotiations within the given format?

I just made an assessment of the real achievements of the Minsk Group.

That assessment was not very positive, but the fact of existence of
the negotiation format probably helps easing tension. Let’s study the
latest achievements of the Group. The Madrid Principles proved
inadmissible, at least, to one of the parties to the conflict. Despite
the efforts of the negotiators, the Azerbaijani party has again made
provocative operations recently in the course of the presidential race
in Armenia. The first and the crucial moment impeding peaceful
resolution of the Karabakh conflict is absence of one of the direct
parties to the conflict in the format of negotiations. If everyone
realizes the existence of a de-facto state, such as NKR, I think, it
is worth recognizing Stepanakert’s status as a party to the
negotiations. The Karabakh conflict directly endangers the interests
and security of some other countries. Turkey and Iran are neighboring
Karabakh, and Ankara is able to seriously influence the political
processes in Baku. As for Tehran, it may also participate in the
negotiations being well aware of the sources of the conflict.

At the Roundtable discussions dedicated to the 25th anniversary of the
Karabakh Movement you said that the only way to resolve the Karabakh
conflict is to recognize independence of Nagorno Karabakh. Did you
mean Armenia or the world community?

Since 2008, when the West recognized Kosovo and Russia recognized
Abkhazia and South Ossetia, we have been in a completely new
situation. I think that President Serzh Sargsyan perfectly understands
that at some moment Armenia will have no other way but to recognize
the Nagorno-Karabakh Republic. The situation is quite ocmplicate. The
president is right when he says that Armenia is facing a dilemma: on
the one hand, Armenia knows that if it recognizes Nagorno-Karabakh
unilaterally, this may result in growing tensions and even armed
clashes, on the other hand, if it is waiting for other countries to do
it, this may never happen simply because the others are waiting for
Armenia. I think Armenia must still be the first to recognize Nagorno-
Karabakh’s independence, but only if it is sure that Russia and maybe
even Iran will follow its example. Then, Armenia will have to use the
potential of the Armenian Diaspora in the West for the similar
purposes.

You were observing the Feb presidential election in Armenia as a
member of ICES Observation Mission. Do you think that the demands of
Raffi Hovanisian’s movement are justified and grounded?

Let’s not pretending as if we do not know the rules of political
fight. After defeat, any runner-up candidate will blame the winner
for election rigging, especially, when the winner is the incumbent
president. In the meanwhile, I observed quite calm atmosphere on the
voting day in the country, which is not typical for election rigging.

In addition, observers registered no serious violations of the
Election Code and President Sargsyan has got no serious opponents. At
present, Raffi Hovannisian acts in line with PR-game rules. His
headquarters is rather professional and they realized that to become
an opposition leader a politician must work hard and stay in the focus
of Mass Media attention. From the viewpoint of Mass Media, only
extremely harsh statements are of utmost interest, as a matter of
fact.

What foreign forces are, first of all, interested in formation of
“Barevolution” (“Revolution of Greetings”) opposition movement in
Armenia? What is their motivation?

All I can say is that there are no preconditions for internal turmoil
and fierce political fight in Armenia. Armenia is not on a paradise
island, but in the center of one of the most instable regions in the
world. Technologies, even logotypes, resemble the Serbian ‘Otpor’,
with the color reminding the Ukrainian ‘orange’ revolution. They
probably use the civil resistance technology developed by Gene Sharp,
and Washington took advantage of that. However, Azerbaijan is also
interested in destabilization of the situation in Armenia.

Experts say that the USA and EU have already made the first steps to
expand their influence in the South Caucasus taking advantage of
Russia’s inconsistent and uncoordinated policy…

For the United States the South Caucasus is part of the Greater Middle
East or, as Zbigniew Brzezinski calls it, the Eurasian Balkans. And if
so, this region must be in a state of constant chaos, on the verge of
war. Armenia is part of this scenario, especially as it is one of
Russia’s few post-Soviet allies. No coincidence that here the United
States has its biggest embassy in the region. The U.S. is one of the
key geo- political players in this area. Turkey and Iran are also
playing, but the key rival is certainly Russia. The EU has almost no
levers of influence in the region. Of course, Armenia is closer to the
EU than any of the other post-Soviet republics may be: the Armenians
have centuries-old cultural ties with Europe and part of its identity.

I think the Armenian Diaspora has more levers of influence on the EU
than the EU has in Armenia. Of course, this is soft power, but the EU
no power here at all. I do not think that the EU will be able to give
more money to the dying Eastern Partnership program. Formerly it was
just 600mln EUR for six countries for five years. Today only Germany
can afford an ambitious foreign policy, but it does not seem to be
very much interested in the South Caucasus.

After the presidential election in Armenia the problem of opposition
between the Customs Union offered to Yerevan and the EU Association
Agreement has become quite relevant. Serzh Sargsyan’s visit to Moscow
and Brussels has greatly contributed to that. What possible scenarios
do you anticipate in the given area?

>>From the economic point of view Armenia should consider the option
that will strengthen its security. Given the fact that the European
Union lacks the relevant instruments and potential, Armenia will
shortly start negotiations on joining the Eurasian Union in 2014. I am
surprised wit the fact that most of those coming out against the
Armenian-Russian cooperation stress that integration is impossible due
to the lack of a common border with Russia. In the meantime, they are
dreaming of European integration, but forget that the nearest EU
country is Cyprus. If the project of opening of the Abkhazian railway
succeeds and the Moscow-Tbilisi relations normalize, Yerevan will
become quite close to Russia. At the same time Moscow wants to gain
certain success on the path of integration of the post-Soviet space,
however, it is still hard to hope for success in negotiations with
Ukraine. Armenia may have a good moment to gain beneficial conditions
for participation in the Eurasian integration project. The EU has
exhausted its development potential and the European project for the
post-Soviet countries is actually suspended. As for the Eurasian
project, it has yet to get into full swing. Though it is not known yet
what it can do, nevertheless, thanks to that project, Armenia has at
least one extra option.

YEREVAN, APRIL 19, ARMENPRESS: The Armenian-Turkish cultural relations
continue registering some progress, notwithstanding the suspension
of the regulation of the political relations. The intellectuals of
the two countries keep making visits to Armenia and Turkey.

The Turkish writer Ataol Behramoglu arrived in Armenia to participate
in the Poetry Festival, held in the framework of the program “Yerevan
World Book Capital”. The Armenpress correspondent interviewed him,
getting detailed information about the writer’s impressions about
Armenia.

– Mr. Behramoglu, you have arrived in Armenia to participate in the
Poetry Festival. How do you feel here and what impressions do you have?

– I feel very well here and my impressions are positive. I congratulate
the Armenian Writers’ Union for the organization of such initiative,
which is very important. I am happy as well that I was able to
plant a tree in the Poetry Park established in the framework of the
Festival. Everything is quite well.

– How do you evaluate the current level of the relations between the
Armenian and Turkish writers?

– We can’t say that our relations are close but it should be noted
as well that we know and feel each other. I think that we should know
each other better and be closer, as we have many similarities in the
fields of history, culture and geography. We cannot live so far from
each other. But I am an optimist and I think that everything will be
fine. I am happy that being a Turkish writer, I have been invited
here, notwithstanding all the difficulties. There are not everyday
flights from Istanbul to Yerevan but I managed to come.

– You are in Armenia for the first time. What did amaze or interest
you much?

– I have been in Yerevan for the first time, right. The girls are very
beautiful here and the Armenians are a very good nation. I have very
many Armenian friends in Istanbul, who are very good and close to me.

That is why this circumstance does not amaze me, I know these people.

I do not have the feeling of a foreigner in Armenia.

– Do you want to return here?

– By all means. I wish that the visits of the intellectuals of
the two countries would become more often and the people know each
other better.

– The participants of the International Poetry Festival visited the
Tsitsernakaberd Memorial, built in the memory of the victims fell in
the Armenian Genocide. Did you go with them as well?

– No, I have not, because I arrived in Yerevan after dinner. It is
very hard for me to talk about it. Historians should speak of it more
objectively and all the nations should accept that such tragedies
have happened in the history.

– Nevertheless, the Turkish Leadership continues its denial policy…

– I think that in the entire world there are political issues to
be resolved.

Le mythe recurrent du lobby tutsi

Intervention lors de la commemoration du genocide organisee le 13

Ce qui s’est produit au Rwanda en 1994 est un genocide. Non pas
une serie de crimes de guerre, comme il s’en produit dans tous les
conflits armes, mais un crime qui repose sur l’identite des victimes.

Dans une guerre ordinaire, et meme dans une guerre civile, la defaite
de l’adversaire suffit a mettre fin aux hostilites. Le genocide, en
revanche, ne connaît pas de treve car il a pour objet d’exterminer une
population. Leon Mugesera, qui en ce moment meme comparaît devant la
justice rwandaise, proposait en 1992 de renvoyer les Tutsi au pays
de leurs origines supposees, l’Ethiopie, en les faisant passer par
le fleuve Nyabarongo – c’est-a-dire sous forme de cadavres.

Pourquoi tant d’acharnement? Parce que l’auteur du genocide ne voit
pas ses victimes avec les memes yeux que nous. La où nous voyons des
etres faibles et desarmes, le genocidaire voit les representants d’une
puissance occulte qui menace la societe tout entière. Selon les termes
de Leon Mugesera: “Sachez que celui a qui vous ne couperez pas le cou,
c’est celui-la meme qui vous le coupera”. Le tueur a donc, a la fois,
la certitude d’accomplir son devoir civique et le sentiment d’agir
en legitime defense. S’il se laissait aller a la pitie envers les
enfants qu’il est charge de tuer, il mettrait en danger son pays,
sa famille, ses propres enfants.

Ainsi s’expliquent les atrocites qui accompagnent l’execution du
genocide, des atrocites apparemment sans rapport avec l’objet de
celui-ci – et meme contreproductives, dans la mesure où elles causent
une perte de temps et d’energie, et où elles risquent de susciter des
reactions internationales. Pourquoi ces atrocites? Parce que faire
souffrir la victime, c’est traduire dans les faits la deshumanisation
de celle-ci, c’est assurer que l’elimination du groupe vise sera
non seulement physique mais symbolique, et c’est tisser entre les
genocidaires un lien du sang qui leur interdit tout retour en arrière,
toute velleite de compassion ou de prise de conscience.

Ce lien, qui se maintient après le genocide sous la double forme
de la negation du crime et de la mise en accusation des victimes,
est en realite pre-existant au genocide. Les cent jours du genocide
de 1994 ont ete precedes par des preparatifs qui se sont etendus sur
plusieurs decennies: non pas seulement le quadrillage politique du
pays ou l’organisation des groupes de tueurs, mais aussi l’elaboration
d’une theorie ethniciste faisant des Tutsi un peuple d’envahisseurs,
la mise en place d’une propagande designant les Tutsi comme les ennemis
du peuple majoritaire, et le developpement d’une legende attribuant
aux Tutsi une capacite subversive associee aux pires complots. Les
genocidaires parlaient depuis des decennies la langue du genocide, une
langue où il etait courant de denoncer les Tutsi comme responsables
de tous les malheurs du pays, où leur assassinat etait dans l’ordre
des choses.

Cela ne signifie pas que l’ideologie ait ete le seul facteur du
genocide. Il y avait un contexte politique, il y avait des jeux de
pouvoir au sein des milieux dirigeants, et il y avait au plan local
des conduites relevant du banditisme. Cependant, la violence du
passage a l’acte, son extraordinaire rapidite, et le rôle actif qu’y
jouèrent des populations qui n’etaient pas directement soumises au
gouvernement central ou a ses milices parallèles, tout cela indique
qu’un processus d’impregnation etait a l’~uvre de longue date.

Le genocide n’etait pas ineluctable, mais sa logique preexistait aux
evenements du printemps 1994. Cette logique s’etait deja traduite
par des mesures discriminatoires. Elle avait donne naissance a
des massacres sporadiques, qui permirent aux criminels de mieux se
connaître les uns les autres et leur firent croire que l’ont pouvait
assassiner des Tutsi en toute impunite. Elle avait ses structures et
ses mots d’ordre, elle avait sa presse et sa radio; il ne fallait que
des circonstances appropriees pour qu’elle se dechaînât a l’echelle
du pays tout entier.

Jeudi 18 avril, le Conseil General des Bouches du Rhône inaugurait aux
archives departementales la banderole en memoire aux 1 500 000
victimes du genocide des armeniens de 1915. Ce premier temps fort
marseillais a rassemble plus de 200 personnes venues rendre un hommage
a ces martyrs ainsi que des personnalites politiques et representants
de la communaute armenienne.

En presence de Christophe Masse, Vice-President du Conseil General des
Bouches du Rhône ; Marie-Arlette Carlotti, Ministre deleguee chargee
des personnes handicapees et de la lutte contre l’exclusion, Henri
Jibrayel, Depute des Bouches du Rhône ; Didier Parakian, Adjoint au
Maire de Marseille ; Pascal Chamassian, Conseiller Municipal de
Marseille ; Elyane Kazandjian, Presidente du CCAF SUD ; Julien Dikran
Harounyan, President de la JAF.

Le CCAF SUD appelle au rassemblement republicain le mercredi 24 avril
a 17h a la Place Delibes et a la manifestation qui suivra.

conflit du Haut-Karabakh et la question chypriote.” “Grâce a des

les deux conflits geles – Haut-Karabakh et Chypre. Je pense que

Katherine Sarafian continues to receive commendations and
congratulations for her role as Producer on Disney*Pixar’s most recent
Golden Globe and Oscar winning film, “Brave.” Sarafian has been an
integral part of the success and growth of Pixar Animation Studios,
holding a variety of key leadership positions that have culminated in
her role as Producer of the award winning film “Brave.” Previously,

years at KOIN-TV in Portland, OR. She returned to L.A. to be with her
family; she is fluent in Armenian, Spanish, Russian and English.

North America, reflecting on Katherine’s father, Rev. Fr. Sarafian,
