ARMENIAN FM RECEIVES NEWLY APPOINTED AMBASSADOR OF TURKMENISTAN TO ARMENIA

Armenian Foreign Minister Edward Nalbandyan received today newly
appointed ambassador of Turkmenistan to Armenia Ata Serdarov on the
occasion of handing the copies of his credentials.

Foreign Ministry press and information department told Armenpress that
congratulating the ambassador on the appointment Edward Nalbandyan
expressed conviction that during his mission the ambassador will
promote the consolidation of the Armenian-Turkmen bilateral relations.

Minister Nalbandyan and the ambassador discussed also issues on
activating Armenian-Turkmen reciprocal visits and political dialogue,
expansion of legal-agreement field, development of trade-economic
relations etc.

During the meeting partnership within the framework of the
international organizations has also been discussed.

The interlocutors also discussed developments in the Central Asian
and South Caucasian regions.

Russians, Georgians, Armenians Prevail Among Refugees In Poland

>From January 1 to August 5 2010, Poland’s corresponding authorities
received 3,417 applications for refugee status from foreign
citizens. According to official data, 2.396 applications were
submitted by Russian citizens, 624 by Georgians, 55 by Armenians,
reported “CAUCASUS PRESS”.

During the mentioned period, refugee status was granted to 30 citizens
of Russia, 2 citizens of Vietnam, 16 citizens of Belarus. “Tolerant
presence” permits were granted to 64 Russian nationals, 685 Georgian
nationals, 33 citizens of Vietnam, 12 citizens of Belarus and 53
citizens of Armenia.

Turkey will transit arms to Armenia via Georgia for participation in
NATO’ s exercises in the Koktaik district on September 11-17, reported
“CAUCASUS PRESS”.

Armenian media outlets has reported that Turkey will open the border
with Armenia in order to transport the weapons necessary for the
exercises, but Turkish Foreign Minister Ahmet Davudoglu said they
were not opening the border, REZONANSI writes.

The Azerbaijani authorities keep on gambling the humanitarian issue
of prisoners of war and impudently manipulate the citizens of the
Armenian nationality, having appeared in the Azerbaijani captivity,
with the aim of getting doubtful propaganda dividends.

Having been turned into targets for all the Azerbaijani mass media,
these people tell about “the unbearable conditions in the Armenian
army and the comfortable life in Azerbaijan”.

Undoubtedly, such a show of the Azerbaijani secret services couldn’t
have gone without the measures of physical and moral-psychological
pressure.

Cynically manipulating the Armenian POWs, the Azerbaijani authorities
violate the norms of the international humanitarian law, particularly,
the Geneva Conventions which prescribe certain rules of treatment
with such category of people.

The NKR State Commission on prisoners of war (POWs), the missing and
hostages sharply criticizes the politicization of such an extremely
humanitarian issue of POWs and hostages by the official Baku.

Russia will not impose Karabakh settlement ‘recipe’ on Armenia,
according to Kiro Manoyan, director of ARF Bureau’s Hay Dat and
Political Affairs Office.

“Moscow can only try to interest the conflicting sides but will not
oblige. Nevertheless, it should press on Azerbaijan, whose position
hampers resolution of the conflict,” he said.

Armenia-Russian relations have intensified compared to past years,
the head of Hay Dat Bureau Kiro Manoyan believes.

“The uncertainty in bilateral relations was caused by a new RA
government-initiated policy. However, extension of Russian military
base deployment in Armenia proves activation of RA-RF ties,” he noted,
expressing concern over the rush, with the deployment term expiring
no sooner that 2017.

“Russia is attempting to strike a balance between military
collaboration with Armenia and Azerbaijan as a way towards Karabakh
conflict settlement. However, solely Russia’s activity in the region
can be dangerous. U.S. and Europe’s involvement is also necessary in
preserving regional stability,” the head of Hay Dat Bureau concluded.

Turkey is awaiting Jivan Gasparyan’s participation in Peace Concert
to take place in Istanbul in September. The renowned duduk player
has not confirmed his participation yet.

“I should consult with my friends to take a final decision,” he told
reporters on August 13.

Commenting on the modern Armenian pop music, Gasparyan said it’s
distorted because of intersection of Turkish, Arab and European tunes.

“Folk music should be basis of the Armenian culture,” he emphasized.

Farming machines were imported to Armenia through the courtesy of
Japanese government, providing 170 million Japanese yen grant within
the framework of development aid program.

61 tractors were delivered to Kotayk’s Nurnus community to be
distributed among Armenian regions.

Since 1997, Japanese government has provided 63 grain combines and
366 tractors complete with farming tools to Armenia within Aid to
Low-income Farmers program framework.

The decision of the Senate Foreign Relations Committee to delay the
Bryza vote should not be welcomed by the Armenian-American community.

It should be no surprise that Senator Barbara Boxer (D-CA) urged the
committee to delay the confirmation vote for Matthew Bryza, who has
been nominated by President Obama to serve as United States Ambassador
to Azerbaijan. It must have been very clear to Sen. Boxer, and the
other members of the committee, that the Armenian-American community
strongly opposed the nomination of Mr. Bryza to the top American
diplomatic post in Azerbaijan. Despite her indubitable awareness of
this, she opted to request a delay of the vote rather than placing
a hold on his nomination, which she would have had the ability to do.

The evidence showing that Mr. Bryza would not be a fair arbiter
of American diplomatic objectives in the region was plain and
straightforward. As the American Co-Chair of the OSCE Minsk Group, he
consistently showed a pro-Azeri bias in his approach to the process,
including his unfortunately prolonged silence on the destruction
of the thousand year-old Armenian cemetery in Julfa, located in the
Azerbaijani exclave of Nakhichevan.

Additionally, contrary to his claim about leading separate professional
and personal lives, he and his wife, Zeyno Baran, have regularly
collaborated with regard to issues in the South Caucasus. If that
weren’t enough, one of the groomsmen at his wedding was the foreign
minister of Azerbaijan, Elmar Mammadyarov.

These facts were reported by the press, with extensive coverage by
Asbarez, and all the information was at Sen. Boxer’s disposal.

Curiously, though, she opted to delay the vote rather than place a
hold on the nomination. In any other instance, with such an abundance
of conflicts of interest, any honest Senator would reject such a
nomination outright. But it’s an election year.

And, of course, we shouldn’t forget that Sen. Boxer is up for
reelection in the fall and if she were to place a hold on an
ambassadorial candidate, she would be going against an incumbent
democratic president. Thus, she likely estimated that it would be
most prudent to delay the vote until the early fall, when, being
closer to Election Day, she can better assess the influence the large
Armenian-American vote will have in her reelection bid.

Senator Boxer’s non-committal attitude toward this heavyweight
constituency in California is reminiscent of President Obama’s rhetoric
without action. Her unwillingness to make the right decision in light
of a plethora of evidence and to instead toy with the Armenian-American
community by offering an insufficient solution should be unacceptable
to voters concerned with having a fair and balanced American foreign
policy in the increasingly sensitive South Caucasus region.

It has come time for Armenian-Americans to expect more than just
words and promises in exchange for their votes and money. Elected
officials have the power to take substantive action – so let them.
