Interview with Chairman of the Board of Armenian National Movement
oppositional party Aram Manukyan

Mr. Manukyan, people in Armenia keep rumoring about early parliamentary
elections. Are there prerequisites for this?

There are three prerequisites for such a situation.

Unprecedented intensification of external pressure on our authorities
is the main prerequisite and, appearingly, the circle keeps on
converging. All the documents and resolutions passed with respect
to Armenia, as well as the Europeans’ attitude in general create an
unfavourable background for the republic.

Almost all the international structures – US Department of State,
all the three OSCE MG cochairmen, European Union, two UN resolutions,
four resolutions of the European Parliament and statements by other big
countries gave a negative estimate to Armenia during 2 years. Besides,
there are negative conclusions by international organizations engaged
in estimation of democratic processes.

Armenia’s regress in general makes up 30 points and the country takes
the 120th-130th place among 200 countries of the world, while the
aggregate of similar indicators before 1998 varied within 50-80 points.

All these external levers of pressure bear hard on Armenia, moreover,
in an unbiased manner, since the republic does not fulfill its
commitments and does not play according to the game rules, by which
it joined one or another international organization. This is the
primary factor which promotes holding of early election.

Do internal factors matter here?

The domestic political situation is a weighty factor which creates
background for holding of the extraordinary elections in Armenia,
it will simply force the authorities to make this step.

I mean the political prisoners, regress of democracy, awful indices
of corruption in the country, monopolization of economy as well as
gradual destruction of free economic market. The macro-economical
indices of Armenia are also sad. There are few countries in the world,
the external debt of which is about 50% of GDP and the import of
which surpasses export by 4-5 times.

Such indices are peculiar to the countries going down the drain. Along
with these factors there is inflation, legal exposure of citizens
and other factors which promote outflow of population from Armenia.

All this allows the intellectual part of our society to make a
conclusion about incapability of the incumbent authorities and aspire
to get rid of them.

And what about the Republican Party? Do they also want mid-term
elections?

The only political force not striving for extraordinary elections in
Armenia are the Republicans, because during extraordinary elections
their levers of influence on the voting process and their results
will be insignificantly lower than during regular elections.

During regular elections, authorities resort to every possible method,
even to criminal actions, to rig elections, whereas it is much easier
to control the mechanism of extraordinary elections. In addition,
during extraordinary elections, the authorities will fail to falsify
the results and the psychological aura of such elections will be
absolutely different. It is strange, but extraordinary elections are
pledge of their fair and free conduct, though extraordinary elections
do not make us happy because they often lead to serious shocks.

Are early elections expedient considering that quite little time is
left till 2012?

Yes, there are. 2 years is not a short period. In addition, time is
not the only matter.

As for me, I do not seek to come to power, I just strive for
sovereignty, independence, real political predictability of our
country. Today we have none of these important elements of statehood.

To become a normal and desirable partner for other countries we need
these elements as the breath of one’s nostrils, because they ensure
trust and stability. Today all these parameters are at the zero level
in Armenia.

The key element and task of any state is its security. Have we obtained
guarantees of security after the visit of the Russian President and
the prolongation of the agreement 1995?

In general, partnership between Armenia and Russia any be just
welcomed. At the same time I have an extremely negative attitude to
some steps of our authorities, as we shall not manage to correct what
they are doing today. Obviously, it is not enough to them not to be
legitimate, and they take long-term steps for determination of the
future of the new generation, though they do not have such a right.

As a result of wabbling from the USA and the West to Russia and
Turkey and back, from NATO to CSTO the Armenian authorities have
found themselves in a situation when all these parties fell into
disenchantment with Armenia as an unpredictable and windy partner.

In other words, this situation is the result of Mr. Oskanyan’s
complementary policy?

Complementary policy of the Armenian authorities led the republic
to unipolarity.

This is quite natural considering that the authorities carried out
a complementary policy at a tinhorn racket level trying to cheat the
Russians and sell out to the Americans, and then cheat the Americans
and fly to the Russians’ arms. Something similar happened in case of
fraudful games of our authorities with Turkey, as a result of which we
have achieved nothing. A country appeared, as a result of all these
wiggles, which claimed of the readiness to solve Armenia’s problems,
as Armenians themselves turned out to be unable to solve them.

It turned out necessary for Russia considering the importance
of Armenia’s geostrategic position. This is the only result of
complementarism in Armenian.

Lets put aside the so-called legitimacy of our authorities and answer
the question how bad this might be for us considering that the primary
task of Armenia is to ensure the security of Nagorno-Karabakh?

Of course, extension of the functions and terms of Russian servicemen
staying in Armenia is not bad for us. But we should not forget that
national security first of all depends on the fact how much this or
that country has been integrated in various security systems.

At present our authorities have done everything possible for the West,
the USA in particular, to step back.

As a result of it, I expect similar stepping back by Armenia in the
matter of democracy, the grant programmes, etc. That is to say, the
West has lost hope to turn Armenia into a serious partner, and we have
transferred from the multi-pole system to the single-pole one. This
reduces the potential of Armenia to maneuver, though promotes security
enhancing. Undoubtedly, we are for the strategic union with Russia,
but this union should be equal.

Till 2003 Russia paid for renting of the territory for its military
base, but thanks to Robert Kocharyan’s efforts since 2003 all these
expenses devolted upon the shoulders of Armenian tax payers.

If you show me at least one country which being a host party pays for
maintaining of the base of a foreign state, I will take my words back.

Yes, but if Armenia decides to strengthen its alliance with Russia it
will have to give up the complementarism game. Isn’t this a positive
outcome?

Armenia’s foreign policy must be multi-level but open at the same time.

Trying to deceive our partners, we pickle a rod for our own back,
for honesty is the best pledge of success in foreign policy for
the countries like Armenia. Something similar happened under Levon
Ter-Petrosyan when Yeltsin knew what to wait from Armenia and the
West knew that Armenia’s security is ensured, first of all, by
Russia’s presence.

We must observe the rules of the game to wage a multi-level foreign
policy. In the meantime, Armenia has found itself under influence of
just one of the global poles

GeoProMining Company’s Programme On Technical Reequipment Of Gold Or

GEOPROMINING COMPANY’S PROGRAMME ON TECHNICAL REEQUIPMENT OF GOLD ORE MINING AND PROCESSING IN ARMENIA IS WORTH $200 MILLION

ArmInfo. GeoProMining company’s programme on technical reequipment of
the gold ore mining and processing in Armenia is worth $200 million,
President of GeoProMining Group of Companies Roman Khudoliy told
journalists.

According to him, implementation of “Albion” innovative technology at
Ararat Gold Recovery Plant will cost about $45 mln. The technology
offers a new solution for processing of refractory sulphide ores
with maximum metal extraction. GPM Gold signed contracts with
Core Resources and Xstrata Technology companies for designing and
implementation of the “Albion” technology in conditions of the Ararat
Gold Recovery Plant.

“Investments will also be made in increasing the quarries and their
design. Currently we start preparing a banking feasibility study
on the programme. We schedule to complete the whole design work in
2011 and start the project implementation in the 4th quarter. Mining
business is very inertial, and if we start investing money now,
we shall “scroll” the year 2012″, Khudoliy said. According to him,
implementation of new technologies will allow to increase the annual
mining volume from 25 to 150 thsd ounces.

According to GPM Gold Company Director General Vladimir Kozlov,
about $9 mln have already been invested in equipment at the Sotk
gold field since early 2010. “We shall invest another one and half
million in the infrastructure till late 2010, including construction
of a new shop for repair of 130-ton dump trucks. It is scheduled to
acquire another fork lifter and a tire repair equipment for repair
of giant tires”, he said. In 2010, the Company has already acquired
and put into operation 10 mine dump trucks “Belaz” with load-carrying
capacity of 45 tons, as well as bulldozers, a loading machine and a
drill rig. An excavator Terex RH-90C was also supplied to the deposit
in July. According to him, it is scheduled to complete reequipment
of production during 3 – 3,5 years.

GeoProMining GC is engaged in metal mining in Russia, Armenia and
Georgia. The Company’s fixed assets in Armenia are GPM Gold Company
which exploits the Sotk gold field, Ararat Gold Recovery Plant and
Agarak Copper and Molybdenum Combine.

OSCE Minsk Group Co-Chairs, the statement by EU Special Representative
to South Caucasus Peter Semneby says.

“In the light of recent press reports which were selectively quoted and
misrepresented my statements during the visit to Azerbaijan, I would
like to stress the EU continues support of the activities of the OSCE
Minsk group Co-Chairs and to reiterate the EU commitment to support
for a peaceful settlement of the Nagorno-Karabakh conflict, based upon
the Helsinki principles of non-use of force or the threat of force,
territorial integrity, and the equal rights and self-determination of
peoples, that would allow to return of all internally displaced persons
and refugees to their former places of residence”, Semneby said.

To note, according to the Azerbaijani media, during the meeting
with representative of the NKR Azerbaijani community Bairam Safarov,
the European official allegedly said it is necessary to consider two
aspects during signing of a peaceful agreement on resolution of the
conflict in Karabakh: assurance of territorial integrity of Azerbaijan
and return of internally displaced persons to their homes.

ArmInfo. On September 9 Azerbaijan withdrew its proposed draft
resolution A/64/L.57 from consideration and voting at the UN General
Assembly, requesting to move the relevant agenda item to the agenda
of the 65th Session of the GA.

“Armenian Foreign Ministry expresses gratitude to all those UN member
states and in particular to the OSCE Minsk Group Co-Chair countries,
which through their stance prevented Azerbaijan from deviating and
damaging the negotiation process of the settlement of Nagorno-Karabakh
problem and not allowing the adoption of an unconstructive draft
resolution presented by Azerbaijan in the UNGA”, the statement by
Armenia’s Foreign Ministry says.

“The OSCE Minsk Group Co-Chairs’ field-assessment mission in the
territories surrounding Nagorno-Karabakh is in no way connected to the
draft resolution proposed by Azerbaijan at the UNGA. In their statement
of September 6, 2010, the OSCE Minsk Group Co-Chairs noted that an
agreement had been reached with the sides about the field-assessment
mission already before summer, that is, weeks ahead of Azerbaijan’s
submission of the draft resolution to the UNGA.

Azerbaijan should refrain from its continuous attempts to shift
the settlement process, currently underway within the Minsk Group
framework, to other formats and it should refrain from provocative
and bellicose statements and actions so that the negotiation process
could proceed in a more constructive and effective course”, the
statement says.

ArmInfo. Russia has made it clear for Azerbaijan that it does not
want a new war in Nagorno-Karabakh, member of the Public Council of
the Defense Ministry of Armenia, military psychologist David Jamalyan
said during a press-conference today.

He said that Azerbaijan perfectly knows what this might mean and is
regularly attempting to create tensions on the border so as to change
the situation and to force the OSCE MG co-chair states to adopt other
solutions. Azerbaijan’s acts of sabotage are part of its political
plans. I don’t think that they may grow into a serious war but the
threat of war is still present,” Jamalyan said.

In this light, he welcomes Armenia’s position that priority in the
peace process must be given to the status of Nagorno-Karabakh.

President Serzh Sargsyan today received Alexander Tsvetkov, the
Minister of Transport, Information Technologies and Communication
of Bulgaria, who visits Armenia to participate in the 6th sitting of
the Armenian-Bulgarian Intergovernmental Commission on Trade-Economic
and Scientific-Technical Cooperation.

Serzh Sargsyan noted that Armenia attaches great importance to the
continuous expansion of friendly relations with Bulgaria in the
political, economic, cultural and other spheres. According to the
President, the Intergovernmental Commission plays a great role in the
development of economic exchange, establishment of contacts between the
businessmen of the two countries and implementation of new programs.

“I do hope this sitting of the Commission will open new opportunities
for state bodies and businessmen to find new fields of cooperation,”
President Sargsyan underlined.

Alexander Tsvetkov assured that the results of the discussions and
agreements reached during the sitting will become tangible in the
near future.

On September 9 Azerbaijan withdrew its proposed draft resolution

PM Sargsyan Confirms News About Increase In Gas Prices

PM SARGSYAN CONFIRMS NEWS ABOUT INCREASE IN GAS PRICES

The issue that price of the Russian gas pumped up to Armenia can
be increased was discussed yet during Russia’s President Dmitry
Medvedev’s visit to Armenia in the mid August this year, Armenia’s
Prime Minister Tigran Sargsyan told a press conference today.

Tigran Sargsyan comment comes after a recent statement by the Russian
monopoly Gazprom, which said the price for the gas transported to
Armenia will be increased in 2011.

Further Mr Sargsyan assured that the Government constantly focuses
its attention on the issue, and that the relevant bodies continuously
hold consultations.

The premier also mentioned that the management of ArmRosGazProm –
the Armenian branch of Gazprom – has been instructed to proceed with
the negotiations so that the policy and methodology to formulating
the gas price is predictable for Armenia.

“The management of ArmRosGazProm will in a few months provide us with
clear information about the results of the talks with the Russian
side,” said Mr Sargsyan.

On September 8 Gazprom told Tert.am that it was holding discussions
with the Armenian side over the increase in prices.

Earlier Gazprom’s Board Chairman Andrei Kruglov said that the price
formulation for Armenia would be based on the market conditions in
2011, which means that the gas will be sold to Armenia at the European
price – $308 USD per 1000 cubic meter.

In a regular session held on Thursday the Government decided to
allot additional funds totaling to 3.2 billion drams to be used to
pay social and retirement benefits.

The Government said the move was aimed to ease the burden for the
socially vulnerable class that the 37 per cent increase in gas prices
imposed this April is expected to cause. Some 104 families have been
chosen to receive raised social benefits now.

“We have promised to raise the retirement benefits since 1 November;
now we are allocating that financing,” said Mr Sargsyan.

Armenian Smugglers Use Sophisticated Methods

ARMENIAN SMUGGLERS USE SOPHISTICATED METHODS

Armenians have perfected the methods used to smuggle goods into
the country, Head of the Department of the Fight against Smuggling
and Double Smuggling Control at the State Revenue Committee, Samvel
Sanamyan told a press conference today.

Namely, Armenian citizen Yeranuhi Shahnazaryan tried to smuggle 40
gram opium from Iran this year by using her own body as a hiding
place. Another smuggler had tried to use the comb to smuggle 26
gram opium.

Further Mr Sanamyan said that there have been 71 occasions of smuggling
against the 121 during the same period in 2009.

Eight attempts to smuggle food stuff have been registered since
January this year. According to him, these attempts mainly refer to
goods with expired dates of preservation which the SRC associates
and the police have confiscated and eliminated.

Twelve occasions have been registered and 4 million drams imposed as
fines related to attempts to smuggle car spare parts.
