Former FM Arzumanyan Astonished By Agiotage Over Azerbaijan’s Resolu

FORMER FM ARZUMANYAN ASTONISHED BY AGIOTAGE OVER AZERBAIJAN’S RESOLUTION AT UN

Member of the opposition movement the Armenian National Congress
(HAK) and former Armenian foreign minister Alexander Arzumanyan is
surprised by the agiotage that the postponement of the discussion
of a resolution proposed by Azerbaijan at the United Nations General
Assembly has generated.

“I want to express my surprise at the agiotage that this resolution
generated,” said he, further explaining how that resolution happened
to be brought on the UN General Assembly’s agenda.

According to him, first Azerbaijan brought it on the UN agenda in
2006, and then on 18 March 2008 for the second time. “When at the
beginning of 2008 the Azerbaijani delegation was actively pushing
that resolution forward at the UN, elections were being rigged in
Armenia, people were being massacred, and the sole function of the
foreign ministry in those days was to ensure the PR of the illegal
authorities was made, and they [the authorities] ignored it. Now,
two years later, we are asking how it happened?”

Mr Arzumanyan said he was also surprised that Armenians consider it
a victory that the resolution was withdrawn. But in fact, according
to him, it was not withdrawn, but rather postponed until the next,
the 65th UN General Assembly session which will start on September
14 and will last a year.

“Azerbaijan’s representative simply stated yesterday that he is
proposing to replace the date of the discussion to the 65th UN
session. That is to say, the issue is on the agenda beginning the
next Tuesday and will until the second Tuesday of the next September
be hung over us as the sword of Damocles,” said he.

That Azerbaijan submitted that resolution to the UN, according to him,
is the result of inactivity of Armenia’s diplomacy. As what concerns
the statement by Armenia’s foreign ministry, in his words, was aimed
at the domestic consumption, it is clear that the authorities will
represent such a reality so that to justify their inactivity and the
fact that they live on taxpayers’ expenses.

Blood samples from a man who killed his daughter and shot his wife
before committing suicide were collected by forensic experts, a
well-informed security source told The Daily Star.

A man of Armenian origin, identified as 60 year-old Zaven Ekmekjian,
shot and killed his 9-year-old daughter Julie and shot his 40 year-old
wife Hazmik Elmayan in the leg, before killing himself.

“Blood samples were collected from Ekmekjian, his wife and their
daughter on Wednesday to uncover specific details about the crime,”
the source said.

Security sources had reported that emotional and personal reasons
were behind the murders that occurred around 9:30 pm on Tuesday. The
sources said Ekmekjian had a dispute with his wife, who allegedly
cheated on him while he was away working in the US.

However, the published security reports about the murder drew anger
from Elmayan’s family, who denied their content on Thursday.

One member of the Elmayan family, who wished to remain anonymous,
told The Daily Star that Hazmik lived with her husband in the US,
and that he mistreated her. “He was unstable, aggressive, violent, and
treated her very badly,” the family source said. The security report
had mentioned that Ekmekjian suffered from psychological problems.

The family source added that Hazmik, who is currently being treated
in the Serhal Hospital in Rabieh had “a lot of evidence against
her husband.”

Security reports said Zaven also lived a double life, married with two
children in the US; information the Elmayan family confirmed. Reports
added that before committing his crime Ekmekjian told his wife he
was going to make her cry “and make her heart burn for her daughter.”

The first of the two friendly matches between the Armenian and Georgian
teams of 17-year-old football players took place in Hanqavan, Armenia
on September 9.

According to local Armenian sports news website Armsport.am the
Armenian players had far more chances to score goals during the match
that saw an equal fighting for victory.

But, none of the teams was able to make a goal and the match ended
at a draw.

The second match will take place again in Hanqavan on September 11.

It is clear that Armenia had taken concrete steps to prevent the
inclusion of the resolution initiated by Azerbaijan on the United
Nations General Assembly agenda, historian Edgar Hovhannisyan said
at a press conference today as he spoke about Azerbaijan’s decision
to postpone the discussion of that resolution over Nagorno Karabakh.

“The issue has not been included on the agenda, but has rather been
postponed, which is a success too,” said he, adding that the UN has
realized that the settlement of the Nagorno Karabakh conflict should
remain within the framework of the OSCE Minsk Group.

Besides, according to him, the UN has made it sure that it will lose
its credentials should this resolution not be implemented either.

Asked whether Russia has played any role in Azerbaijan’s decision
to postpone the discussion of that resolution, Mr Hovhannisyan said
that both Russia and two other OSCE Minsk Group states have played
their role in this issue.

At the same time he recalled that the UN General Assembly has adopted
4 resolutions over Nagorno Karabakh and that Azerbaijan that has been
the fist to breach those requirements.

“The number one requirement of the UN General Assembly’s rulings is the
suspension of military actions and aggression, which Azerbaijan has
violated,” explained he, adding that Azerbaijan’s postponing of the
discussion of that resolution is the victory of Armenia’s diplomacy,
as well as the result of the efforts made by the OSCE Minsk Group.

David Jamalyan, a military expert, said in turn that the world powers
are inclined to preserve what he called “bad peace” in the region,
rather than see a war.

“And should the resolution have been adopted given it was not backed by
the world powers, it would not have serious value,” said Mr Jamalyan.

Azerbaijani Armed Forces violated the ceasefire accord on several
parts of the Azerbaijani-Karabakhi line of contact during the night
of September 8 and in the morning of September 9.

According to a release issued by the Defense Ministry of the Republic
of Nagorno Karabakh, 54 occasions of the ceasefire violation were
registered in the vicinities of the Karabakhi outposts deployed in
the regions of Hadrut, Martini, Askeran and Martakert.

The Azerbaijani forces fired about 793 bullets, of which 250 were
shot from weapons of large caliber.

The Azerbaijani side stopped the firing after the Karabakhi forces
took a worthy response.

Karekin II To Consecrate New Western Diocese Cathedral

His Holiness Karekin II, Catholicos of All Armenians will preside over
the consecration of the newly constructed Cathedral of the Western
Diocese in California on Saturday September 11.

The Catholicos will also conduct a Pontifical Divine Liturgy on Sunday
at 10:30 a.m.

Both ceremonies will be broadcast on the internet and can be viewed
live on the Diocesan website its Ustream page.

Members of the general public attending either the Consecration
Ceremony or the Pontifical Divine Liturgy will have access to parking
at Woodbury University, located across the street from the Western
Diocese.

Armenia’s Foreign Ministry has issued a statement over Azerbaijan’s
move to call back a draft resolution brought on agenda of the United
Nations’ General Assembly.

The statement reads as follows:

“On September 9 Azerbaijan withdrew its proposed draft resolution
A/64/L.57 from consideration and voting at the UN General Assembly,
requesting to move the relevant agenda item to the agenda of the 65th
Session of the General Assembly.

“We are thankful to all those UN member states and in particular to
the OSCE Minsk Group Co-Chair countries, which through their stance
prevented Azerbaijan from deviating and damaging the negotiation
process of the settlement of Nagorno Karabakh problem and not allowing
the adoption of an unconstructive draft resolution presented by
Azerbaijan at the UN General Assembly.

“The OSCE Minsk Group Co-Chairs’ field-assessment mission in the
territories surrounding Nagorno Karabakh is in no way connected to the
draft resolution proposed by Azerbaijan at the UN General Assembly. In
their statement of September 6, 2010, the OSCE Minsk Group Co-Chairs
noted that an agreement had been reached with the sides about the
field-assessment mission already before summer, that is, weeks ahead
of Azerbaijan’s submission of the draft resolution to the UN.

“Azerbaijan should refrain from its continuous attempts to shift
the settlement process, currently underway within the Minsk Group
framework, to other formats and it should refrain from provocative
and bellicose statements and actions so that the negotiation process
could proceed in a more constructive and effective course.”

Azerbaijani Foreign Ministry has proposed to postpone consideration
of the draft resolution on the Nagorno Karabakh conflict at the
United Nation’s General Assembly, according to the Azerbaijani news
agency APA.

The draft resolution A/64/L.57 “Observance of international
humanitarian law and international human rights law in the occupied
territories of Azerbaijan” and “Situation at the occupied territories
of Azerbaijan” had been brought on the agenda of the 64th plenary
session of UN upon the initiative of Azerbaijan.

According to the Foreign Ministry, the decision was based on
the position of the OSCE Minsk Group set forth in the statement:
“co-chairs will visit the region with a fact finding mission in late
September and early October to examine the humanitarian situation in
the occupied territories.”

The statement also says that it will be the first such mission
since the fact finding mission undertaken by the OSCE in 2005. The
international mission of co-chairs will include a group of experts and
high-level advisers, including representatives of the High Commissioner
for Refugees and other UN bodies, it said

“Azerbaijan has proposed to postpone consideration of draft
resolution A/64/L.57 on “Observance of international humanitarian
law and international human rights law in the occupied territories
of Azerbaijan”, which is on the agenda of the 64th plenary session,
and to postpone consideration of 18th point of the resolution on
“Situation at the occupied territories of Azerbaijan” to the agenda
of the 65th session,” Permanent Representative of Azerbaijan to the
UN Agshin Mehdiyev said during his speech at the UN General Assembly.

Le bilan provisoire de l’attentat-suicide qui s’est produit ce matin
dans un marche a Vladikavkaz en Ossetie du Nord (Federation de Russie)
est de 16 morts et 114 blesses. Les Armenien ont paye un lourd tribut
a cet attentat car on compte 3 Armeniens morts dans l’attentat et un
blesse. Selon la liste publiee par ” Ria Novosti “, ces Armeniens tues
lors de cet attentat sont Sergueï Krikorian (46 ans), Irina Kasparian
(46 ans) et Arsène Elbakian (24 ans). Ce dernier etant citoyen
armenien. Parmi les blesses, figure le nom de Chahnazar Chahnazarian.

Selon certaines informations emanant du Consulat d’Armenie a Rostov,
un quatrième armenien sera sans doute rajoute a la liste des morts.
