¶2. (C) SUMMARY: President Aliyev told the Ambassador on December 5
that he expected the December 8 Trilateral meeting of Energy Ministers
in Tbilisi to “clarify” whether Turkey was willing to help Georgia with
its winter gas problems. He said Azerbaijan would host a subsequent
December 14 meeting in Baku among Azerbaijan, Georgia and Turkey,
plus BP and Statoil. Aliyev again blamed BP for linking commercial
issues to the current gas problems, and reported that “nothing had
changed” in Azerbaijan,s gas negotiations with Russia during Russia
PM Fradkov,s visit to Baku. END SUMMARY.

¶3. (C) On December 5 the Ambassador met with President Aliyev and
discussed both energy and press freedom issues (septel). Energyoff
was notetaker.

Russian PM Fradkov Visit Readout
——————————————– ¶4. (C) Concerning
the just concluded visit to Baku of Russian Prime Minister Mikhail
Fradkov, Aliyev said that “nothing had changed” concerning the Gazprom
offer of gas to Azerbaijan at 1.5 billion cubic meters (bcm) at USD
230 per thousand cubic meters (mcm). Aliyev said that Russia knows
Azerbaijan will not buy at this price, which would be more expensive
than Azerbaijan’s burning mazut in its power plants.

Aliyev said that he did not even seek to raise the issue with Fradkov,
but that Fradkov had broached it. Aliyev said that Fradkov contended
that the Gazprom offer was not “anti-Azerbaijan,” and was purely a
commercial decision, but Aliyev added that Gazprom’s sales of gas to
Ukraine at USD 130 per mcm belies this claim. Aliyev said that Russia
justifies its lower gas sales price to Armenia by its being Armenia’s
close ally and by purchase of the Iran-Armenia gas pipeline, by which,
he said, Russia seeks to control strategic future gas export routes
to Europe. Russia was trying to “circle the European gas market,”
which also was influencing its negotiations with Belarus, but here
too there has not been an agreement on sales price.

¶5. (C) Aliyev said that Fradkov also proposed that Russia could
help Azerbaijan in transporting its gas to third countries, although
Aliyev told the Ambassador his response was that he did not see how
such ‘help’ would be possible. Fradkov told Aliyev that Russia was
going to need more gas for domestic use, which would reduce volumes
it could sell to Europe. Aliyev said that Russia was working with
Algeria to form a gas monopoly.

Gas Trilat ———— ¶6. (C) The Ambassador said she knew that
Aliyev had had a good discussion with DAS Bryza on energy issues
in Minsk and with Georgian PM Noghaideli when he visited Baku on
November 30, and that based on the latter meeting there was going
to be a trilateral meeting of the Turkish, Georgian and Azerbaijani
Energy Ministers in Tbilisi on December 8. Aliyev said Georgian and
Azerbaijan shared a common strategic vision on energy issues, would be
coordinating closely in this regard, and as such, during Noghaideli’s
December 4-14 visit to the United States he would be delivering an
Azerbaijani message as well as a Georgian one (Comment: The Georgian
Ambassador told the Ambassador on December 5 that in his US visit
Georgian PM Noghaideli would ask Secretary Rice and Vice-President
Cheney to “encourage” BP to help this winter). Aliyev said that
he had expected the Turkish and Georgian governments to have had
positive discussions prior to Noghaideli’s November 30 visit to Baku
but that this did not happen, and that the answer Georgia received
from Turkey at that time concerning redistribution of Shah Deniz gas
was negative, and contrary to the common understanding arrived at in
July 2006 among the leaders of the three countries.

BAKU 00001771 002 OF 003 Aliyev said he felt that “the Turkish
approach was not sincere,” and as such Azerbaijan and Georgia needed
to coordinate tactics and strategy. At a recent high-level meeting
of his government Aliyev said he stressed his commitment to the
longer-term strategic project of delivering Caspian gas to Europe and
that “Azerbaijan should not sacrifice its long-term energy strategy
for day-to-day needs.”

Azerbaijan’s strategic goal, which Aliyev said was currently more
important for Europe than it was for Azerbaijan, was to enter European
markets. Putin is saying that Azerbaijan and Kazakhstan cannot
supply gas to Europe – “if we don’t do it, we lose the battle.” As
such, Azerbaijan has put forward the best possible solution for the
short-term gas crunch: some gas for Georgia, some for Turkey, some
for Azerbaijan, and some for Greece.

¶7. (C) The Ambassador said that the Georgians have been led to
believe that the Turkish government is going to be more positive in
the December 8 Tbilisi meeting, although she could not confirm this
assessment (Comment: the Georgian Ambassador told the Ambassador on
December 5 that Georgia’s Embassy in Ankara has reported that the
Turkish Foreign Ministry is saying that Turkey is now ready to discuss
redistributing its 2007 Shah Deniz gas volumes) . She said that DAS
Bryza has suggested that after the December 8 trilateral, it might be
useful to have another trilateral meeting on December 14 in Baku with
the inclusion of BP and Statoil, and she asked the President for his
opinion. Aliyev said that “we don’t have time to wait,” noting that
the winter holidays were fast approaching. He said he approved the
proposed December 14 meeting — trilateral plus BP and Statoil — and
would be willing for Baku to host it. He added that he had wanted Baku
to host the December 8 meeting, but deferred to the Georgian desire to
have it in Tbilisi. He said USG involvement in the December 14 meeting
would be useful. He said that the December 8 Tbilisi meeting would
be very important as it would ‘clarify’ the Turkish position, i.e.

whether they were willing to help, and that the December 14 meeting
would be similarly important as it would clarify whether BP was
willing to help.

BP’s Dangerous Game —————————- ¶8. (C) Aliyev
said that BP could deliver more associated gas from the ACG field to
Azerbaijan for domestic use, but that it was linking its cooperation in
this regard with its desire to extend its Production Sharing Agreement
(PSA) with Azerbaijan to develop ACG deep gas.

Aliyev said it was inappropriate for BP to link all of its issues such
as PSA extension, ACG deep gas, transportation tariff agreements and
others into one bundle; it also was inappropriate for BP to link the
solution of those issues to Azerbaijan’s “temporary troubles.” He said
that BP was using “mild blackmail” and argued that BP must instead
act in good faith. Aliyev said that he had instructed his officials
to tell BP that if it were not “supportive” with ACG associated gas,
it would not get its way with PSA extension and ACG deep gas. “If BP
won’t give us more ACG associated gas, I have instructed our officials
to tell them no PSA extensions or ACG deep gas,” Aliyev underscored.

He said that he did not want this to happen, since from an economic
viewpoint both the AIOC Consortium and Azerbaijan would benefit from
extending the PSA and for the Consortium being the ones to develop
ACG deep gas. But it was not just Azerbaijan, but also Europe and
Georgia who had a stake in this issue. Aliyev concluded by saying
that if Turkey agreed to redistribute its 2007 Shah Deniz gas that
“would almost be the way out,” but that then Azerbaijan would still
need BP support in both redistributing this Shah Deniz gas and also
in giving Azerbaijan more ACG associated gas.

¶9. (C) The President also mused that “we could cut the gas supply
to Turkey” if need be. The Ambassador pointed out that this would be
an extreme measure with serious repercussions. She asked Aliyev if he
knew the reasons for Turkish truculence concerning gas redistribution.

He said he did not, but suspected it could be monetary, i.e. buying gas
at USD 120 per mcm and selling it at USD 230. He also BAKU 00001771
003 OF 003 conjectured that Turkey could be under serious pressure
from Russia.

¶10. ACTION REQUEST: Ambassador will meet with BP Azerbaijan President
Bill Schrader December 8. Department’s guidance, particularly
information on the message being delivered to BP officials

Killed For Honor

A recently married, inter-religious couple was killed in the center
of Istanbul on Saturday by the wife’s brother, news agencies reported.

The woman, a Turkish Armenian, and the man, a Muslim Turk, had
reportedly married without the permission of the bride’s family.

Gonay O., the brother of murdered 26-year-old Sonay Vural, was sent
to court Monday for killing the newlywed couple.

“They married despite us,” he said, adding that his family had opposed
the marriage due to cultural differences.

Early media reports had said Sonay Vural was Syriac but the Hurriyet
Daily News & Economic Review has learned that she was Armenian. Her
funeral is expected to be held Tuesday at 2 p.m. at the Surp Kevok
Armenian Church in Istanbul.

Media reports said her family had opposed the marriage because they
were Christian and the groom, a jeweler, was Muslim.

Sonay Vural’s husband, Zekeriya Vural, was buried Monday in a cemetery
in the Sarıyer district, private news channel NTV reported. The
couple was married 11 days earlier.

The bodies of the couple were found in a car in the Seyitömer
neighborhood of Fatih district on Saturday night. An initial
investigation revealed that the couple had died from bullets wounds
to their heads and torsos.

Police reported that the couple had had dinner that evening with the
bride’s brother, who was detained later that evening.

The murder suspect told police that his sister told him that Zekeriya
Vural become a Christian and that they would have a wedding ceremony
in church, Dogan news agency reported.

According to his testimony, the suspected suggested a meeting between
himself and the couple to discuss the issue.

In the meeting, however, Zekeriya Vural said it was against his honor
to hold a wedding ceremony in a church and reportedly swore at the
suspect, leading the latter to commit the murder.

Le projet de l’UE de promouvoir la region de la mer Noire necessite
davantage de personnel et d’argent frais

L’UE doit donner un nouvel elan a sa strategie en faveur de la region
de la mer Noire en vue d’apporter la paix et la stabilite dans les
pays voisins (Bulgarie, Grèce, Roumanie, Turquie Armenie, Azerbaïdjan,
Georgie, Republique de Moldavie et Ukraine) et d’assurer la securite
energetique dans la region. Une nouvelle ligne budgetaire de l’UE et
davantage de ressources humaines sont necessaires pour y parvenir,
a estime la commission des affaires etrangères deputes, ce jeudi.

La strategie de la mer Noire a besoin d’une ligne budgetaire de l’UE
specifique qui devrait donner la priorite au financement de projets de
developpement a petite echelle et a la cooperation transfrontalière,
estiment les deputes. D’autres priorites devraient consister a
stabiliser la region, assurer le respect des droits de l’homme, gerer
les migrations, ameliorer la securite energetique et promouvoir le
developpement environnemental et social.

Le corps diplomatique de l’UE nouvellement cree (Service d’action
exterieure) doit egalement s’assurer que sa structure et sa dotation
en personnel prennent en compte le fait que la region de la mer Noire
constitue une veritable priorite pour l’UE, ajoutent les deputes.

Les deputes suggèrent egalement d’accroître la visibilite du plan
d’action future, en tenant regulièrement des reunions ministerielles
entre l’UE et les pays de la mer Noire. La Turquie et la Russie
seraient des partenaires souhaitables pour cette cooperation regionale,
ajoutent-ils.

Les defis actuels

La strategie de la mer Noire, telle qu’elle est definie dans la
resolution adoptee par la commission des affaires etrangères, ce
jeudi, comprend trois pays de l’UE (Bulgarie, Roumanie, Bulgarie),
un pays candidat (Turquie) et cinq voisins d’Europe orientale
(Armenie, Azerbaïdjan, Georgie, Republique de Moldavie et Ukraine),
ainsi que la Russie, en tant que partenaire strategique. Cette region
est aujourd’hui confrontee a des defis cles que l’UE ne peut ignorer,
comme les conflits prolonges, les populations deplacees, les differends
bilateraux, la fermeture des frontières et les rivalites strategiques
menant a la militarisation et la proliferation des armes, la faiblesse
des institutions, la criminalite transfrontalière et la deterioration
de la securite maritime.

Concernant la prevention des conflits, la commission parlementaire
suggère que l’UE mette au point “un système d’alerte precoce” qui
servirait a renforcer la confiance dans la region et a prevenir
l’escalade de la violence. Un tel système mettrait l’accent sur des
cas concrets, tels que la divulgation publique des ventes d’armes et
les activites navales militaires. Les deputes sont particulièrement
preoccupes par la prolongation du stationnement de la flotte russe
de la mer Noire en Crimee.

Le Comite de Defense de la Cause Armenienne de la Grande-Bretagne
(ANC-GB) annonce que le Conseil municipal de la commune d’Ealing a,
au cours de la session plenière du 14 decembre dernier, vote a la
majorite absolue une resolution texte ” qualifiant categoriquement les
evenements de 1915 commis contre les Armeniens comme etant un genocide
“.

La Federation Euro-Armenienne pour la Justice et la Democratie salue
cette reconnaissance et felicite vivement les membres du Conseil
municipal d’Ealing pour cette decision juste et legitime. Elle salue
egalement les efforts soutenus de longue date de l’ANC-GB, qui ont
finalement abouti a cette resolution.

Après les reconnaissances par le Conseil d’Edimbourg en Ecosse (2005)
et le parlement du Pays de Galles (2006), la ville d’Ealing devient
la première ville anglaise a reconnaître le genocide des Armeniens
perpetres par la Turquie ottomane entre 1915 et 1923. La Federation
considère que cette resolution, participera de la pression morale
necessaire sur le Parlement et le gouvernement britanniques afin
qu’ils adoptent la meme position de Justice.

La Federation Euro-Armenienne note qu’en octobre 2010, le gouvernement
britannique avait invite a une visite officielle Omar al-Bashir,
president du Soudan, alors que la Cour penale internationale a publie
deux mandats d’arret contre ce dernier pour Crimes de genocide contre
ses propres citoyens au Darfour.

La Federation rappelle egalement les conclusions d’un rapport, en 2009,
du Maître Geoffrey Robertson denoncant les efforts du Foreign Office
d’empecher le Parlement britannique de reconnaître le genocide des
Armeniens, avec l’argument fallacieux de ne pas disposer de documents
prouvant le genocide ; le rapport avait prouve que les archives
britanniques debordent de documents prouvant l’extermination.

” Nous invitons le gouvernement britannique a reconsiderer sa position
officielle de soutenir l’inacceptable politique negationniste de
la Turquie, et de reconnaître officiellement le genocide armenien ”
a indique Hilda Tchoboian, presidente de la Federation Euro-armenienne.

” La Grande-Bretagne a le devoir de faire partie du groupe de pays
de l’Union europeenne, qui, par conviction et courage, combattent
les Crimes contre l’Humanite et le negationnisme de genocides “,
a conclu Hilda Tchoboian.

Etats-Unis, les procès a l’encontre des compagnies d’assurance qui ont
indument garde et capitalise depuis 95 ans, les primes d’assurances
dues aux descendants des victimes armeniennes du genocide perpetre
par l’Etat turc en 1915, vont pouvoir etre relances : après New-York
Life Insurances et AXA, ce sont desormais les compagnies allemandes
qui risquent d’avoir a passer a la caisse. En effet, “La semaine
dernière une cour d’appel federale des Etats-Unis a donne une victoire
juridique et politique majeure aux Armeno-americains. Elle est revenue
sur sa decision anterieure et a decide que la loi californienne
prolongeant le delai de poursuites legales a l’encontre des compagnies
d’assurance-vie [Nota CVAN : pour les assurances souscrites par
des Armeniens de l’Empire ottoman] etait constitutionnelle”. Le

Une cour d’appel americaine donne une importante victoire aux Armeniens

La semaine dernière, grâce a un developpement stupefiant, une
cour d’appel federale a donne une victoire juridique et politique
majeure aux Armeno-americains. Elle est revenue sur sa decision
anterieure et a decide que la loi californienne prolongeant le delai
de poursuites legales a l’encontre des compagnies d’assurance-vie
ETAIT constitutionnelle, après tout !

La nouvelle decision fait bien davantage que d’aider les descendants
des victimes du genocide armenien a engager des poursuites contre
les compagnies d’assurance pour polices impayees. Elle bloque toute
eventuelle action juridique des organisations turques, qui pourrait
ruiner des decennies de lutte pour la reconnaissance du genocide
armenien par les gouvernements regionaux et d’Etats aux Etats-Unis.

En 2009, la 9ème Cour d’Appel des Etats-Unis a statue qu’une loi
adoptee par l’Assemblee legislative de la Californie en 2000 –
prolongeant jusqu’au 31 decembre 2010 le delai de prescription sur les
reclamations d’assurance – etait inconstitutionnelle, parce qu’elle
comportait une reference au genocide armenien. Dans une decision a 2
voix contre 1, la cour a statue que l’Etat de Californie avait porte
atteinte a la politique des Affaires etrangères, reservee par la
Constitution des Etats-Unis au gouvernement federal. Deux des trois
juges federaux ont affirme que l’Etat avait contrevenu a la politique
du gouvernement federal de ne pas reconnaître le genocide armenien.

J’avais souligne, dans un article ecrit en reponse a la decision
de 2009 de la Cour d’appel, que les juges David Thomson Nelson et
Dorothy s’etaient trompes en affirmant que le Congrès et les Etats
n’etaient pas autorises a adopter des resolutions sur le genocide
armenien. Les deux juges ont selectivement mentionne les seules
deux resolutions qui n’avaient pas ete approuvees par la Chambre,
ignorant que la Chambre des Representants americaine avait par deux
fois adopte des resolutions sur le genocide armenien, en 1975 et 1984,
et que le president Reagan avait publie une proclamation presidentielle
en 1981, reconnaissant le genocide armenien. J’avais egalement ecrit
que le gouvernement americain n’avait AUCUNE politique officielle de
negation du genocide armenien. Je me demandais egalement pourquoi
on n’avait pas demande au Procureur general de Californie de faire
deposer un amicus curiae* pour defendre l’Etat contre les accusations
injustifiees indiquant qu’il avait adopte une loi qui etait supposee
violer la Constitution des Etats-Unis.

Etant donne les graves consequences qu’entraînait la decision du
tribunal en 2009 pour leurs clients, ainsi que la cause armenienne,
les cabinets juridiques Geragos & Geragos ; Kabatek, Brown, Kellner
LLP ; et Yeghiayan Law Firm ont engage les avocats David Balabanian,
David Salmons, et Erin Conroy de Bingham McCutchen afin d’obtenir une
nouvelle audience dans cette affaire. Les declarations d’amicus curiae
appuyant la nouvelle audience ont ete deposees par le Comite national
armenien d’Amerique, l’Association du Barreau Armenien, le Zoryan
Institute, l’Association internationale des chercheurs du genocide,
EarthRights International, le Centre pour les droits constitutionnels,
le depute Adam Schiff et Jerry Brown, procureur general de Californie.

Le 10 decembre, le meme tribunal avec le meme comite judiciaire que
l’an dernier a statue a 2 voix contre 1 que les lois de la Californie
se referant au genocide armenien n’entraient PAS en conflit avec la
politique etrangère americaine. M. Nelson, changeant de position, a
rejoint le juge Harry Pregerson pour statuer en faveur des plaignants
armeniens.

“Nous concluons qu’il n’y a pas de loi explicite du gouvernement
federal interdisant aux Etats d’utiliser le terme de genocide
armenien”, a ecrit le juge Pregerson a l’attention de la majorite.

Il a cite “les diverses declarations des branches federales de
l’executif et du legislatif en faveur de la reconnaissance du
genocide.” Il a cite les resolutions sur le genocide armenien adoptees
par la Chambre des representants en 1975 et en 1984, et la proclamation
presidentielle du president Reagan en 1981.

Le juge Pregerson a egalement declare que ” le gouvernement federal
n’a jamais exprime la moindre opposition ” a la reconnaissance du
genocide armenien par l’un des 43 Etats !

Suite a cette decision, le procès contre les trois compagnies
d’assurances allemandes peut reprendre, ouvrant la porte a davantage
de procès contre d’autres compagnies d’assurance, avec une nouvelle
audience possible devant une formation complète de 11 juges de la
Cour d’appel.

En outre, les Armeno-americains peuvent desormais utiliser la decision
de la cour d’appel pour convaincre les membres du Congrès qui seraient
reticents a soutenir la resolution sur le genocide, en attente

la cour d’appel doit etre transmise a tous les membres du Congrès,
du departement d’Etat et a la Maison Blanche.

Neil Soltman, l’avocat des trois compagnies d’assurance allemandes
poursuivies en justice, s’est dit deconcerte par la decision de la cour
d’appel. Gunay Evinch, le president de l’Assemblee des associations
turques americaines, a dit que la decision etait “sans precedent”,
“motivee politiquement” et “honteuse.”

Il est remarquable que des Armeniens intentent des procès a des
compagnies d’assurance allemandes en Californie, et qu’un groupe de
lobbying turc s’agite nerveusement – pour une bonne raison !

The Armenian opposition has said it will get the USA and EU countries
to deny visas to Armenian officials involved in “killings” during
the March 2008 disturbances, pro-opposition daily Aravot reported on
14 December.

The Armenian Pan-National Movement (APM) said it would seek to get
the US and EU authorities to deny visas to Armenian law-enforcers and
judicial officials who were involved in “killings” during disturbances
following the February 2008 presidential election and convicted
“innocent people”, Aravot quoted the APM’s head, Aram Manukyan,
as saying at a news conference in Yerevan on 13 December.

The APM will reach this aim through several steps – first, lists of
these officials will be compiled and then the APM will work with EU
entities and counsels of the US Congress and parliaments of the EU
countries, Manukyan said. The APM is going to cooperate with European
liberal forces to this end, Manukyan added.

The APM chairman expressed the conviction that Armenia faces an early
election. “There will be no scheduled election, we are moving towards
an early election swiftly,” Manukyan told the news conference. The
opposition Armenian National Congress is likely to come to power
through an inevitable early election, Manukyan told journalists.

A new information-analytical website – artsakhtoday.com – has opened
in Nagornyy Karabakh.

The website is aimed at informing readers on current events in Karabakh
and on what interests ordinary people of Karabakh, Vladimir Grigoryan,
the manager of the website and the head of the IT Development Center,
which operates in the Nagornyy Karabakh republic, has told a Regnum
news agency correspondent in Stepanakert.

“It is not a secret that main information on Karabakh refers only to
the conflict with Azerbaijan. Of course the conflict impacts the life
in the republic quite greatly, but it would be incorrect to limit
oneself only to reports on the settlement process. War is war, but
peacetime life begins to have greater influence: children are born;
roads, schools, houses are constructed; infrastructure destroyed by
the war is being repaired, though with difficulty; in a nutshell,

DEDEYAN MEETS UNIDO DELEGATION AND ARMENIAN AMBASSADOR

Industry Minister, Abraham Dedeyan received on Wednesday at
his ministerial office a delegation of UNIDO comprised of the
organization’s representative Khaled Al-Makdoud, head of Lebanese
agro-industry support and economic recovery project (LAISER), Shakib
Janan and said project’s coordinator, Nada Barakat. Conferees tackled
constant coordination and cooperation as well as means to boost
relations between the organization and Industry Ministry. It is to
note that LAISER project aims at rehabilitating small and medium size
enterprises in the field of agro-industry damaged after summer 2006
war. Separately, Dedeyan met with Armenian Ambassador to Lebanon,
Ashot Kocharyan, with talks featuring high on reactivating economic
ties and the importance of mutual visits between both countries’
officials, as well as on holding economic forums.

The Armenian parliamentary opposition has once against boycotted an
extraordinary parliamentary session, which the government initiated
to pass a number of bills.

Members of the opposition faction Heritage said on Wednesday they would
not take part in the voting. The opposition faction Dashnaktsutyun
had made an identical statement on Tuesday.

The opposition deputies were against hastily voting on the bills
without their detailed discussion.

Parliamentary speaker Ovik Avrahamian had said earlier that he was
against railroading bills through parliament.

“If there are doubts on some bills, we could invite government
officials for explanations,” Avrahamian said.

A recess has been announced in parliament.

The Wednesday parliamentary session agenda includes 35 issues,
including an agreement on settling legal issues with NATO in light
of the Armenian armed forces’ involvement in promoting security
in Afghanistan together with the International Security Assistance
Force for Afghanistan. The document envisions increasing the duration
of the Armenian servicemen’s mission in Afghanistan and expanding
their number.

In order to promote the upcoming new Los Angeles-Istanbul flights,
the new Turkish Airlines spokesman Kobe Bryant has prompted some
protest in the Armenian American community. Turkey (as well as the
United States) does not recognize the death of 1.5 million Armernians
at the end of Turkey’s Ottoman Empire as genocide. 700,000 Armenian
Americans in California are hoping Bryant will use his stature to
raise awareness and put pressure on the United States to recognize the
deaths, threatening to boycott the basketball star and the L.A. Lakers
if he doesn’t back out of the deal.

Should he continue with the deal, Bryant will make his own inaugural
trip in 2011. “I’ve never been to Turkey,” Bryant told CNBC. “But all
the guys on the team in the league who have been keep saying it’s one
of the hottest places to go to.” The LAX-IST flights will begin in
March, four times a week. Turkish Airlines also has direct flights
from New York, Chicago, and Washington, D.C.

Turkish Airlines’ current brand embassador is actor Kevin Costner,
though no protests are known against his films or for the work
of Benicio del Toro, whose image can be seen all over Turkey in
advertisements for Magnum ice cream.
