Yerevan/Mediamax/. Ministries of Education and Science of Armenia
and Lithuania will sign a cooperation agreement.

Armenian Minister of Education and Science Armen Ashotyan said this
today at the joint press conference with his Lithuanian counterpart
Gintaras Steponavièius, Mediamax reports.

Armen Ashotyan noted that Lithuania is very interesting for the
Armenian educational system from the point of view of serious reforms
in this sphere. ´We are interested in Lithuaniaÿs experience in such
issues as school management, training of specialists and elaboration
of books as well as in issues related to financing,¡ he said.

Lithuanian Minister of Education said that within the framework of
cooperation between two countries they are going to exchange students
and education programs. Agrarian universities of two countries already
conduct negotiations in this direction.

squad in EURO 2012, the Armenian national football team’s head coach
Vardan Minasyan stated during the press conference held today at the
Armenian Football Federation.

“We had generation change, our game stabilized, there is a core team,
and we are having good results. But we will give the final analysis
after the qualifiers. We have taken a huge step forward, and, factoring
in the potential, we can say this team would accomplish even more,”
Minasyan noted.

Reflecting on the upcoming home game with Macedonia, the head coach
said that at home the responsibility will be twofold for the Armenian
team.

And with respect to the recent away-match with Slovakia, where the
Armenian national squad won 4-0, Vardan Minasyan said: “We had chosen
the team and the tactic, but on that day our footballers showed their
best qualities and we won thanks to it.”

Azerbaijani Diaspora has started a protest action against the visit
to the US of Ashot Ghulian, as a representative of Nagorno-Karabakh
Armenian community.

On September 13, the Armenian Caucus in the Congress will held a
reception in the name of Ghulian.

“Ashot Ghulian represents a criminal regime that has occupied the
Nagorno-Karabakh region of Azerbaijan and ethnically cleansed some
800,000 Azerbaijanis and Kurds from there in the process, as well as
committed a Srebrenica-type massacre in the town of Khojaly in 1992”,
says the Azeri Diaspora’s pretest letter to the Congress.

“US government’s official position, along with other relevant quotes
from international organizations, NGOs and scholars, about the
occupation of Karabakh by the criminal regime represented by Mr.

Ghulian and the crimes against humanity conducted there against the
ethnic Azerbaijanis, Kurds and others”, says the letter.

“This propaganda event featuring a war crimes suspect should be
protested by anyone who holds family and moral values in high regard,
and who is against ethnic cleansing and war crimes, and their
subsequent cover-up and defense by foreign agents”, the Diaspora
representatives add.

Russian and French Foreign and Defense Ministers met in Moscow
discussing Karabakh conflict settlement around other issues. What
has caused the discussion of Karabakh conflict in such a format by
two of the three Minsk Group co-chairing states?

The meeting of Presidents of Azerbaijan Ilham Aliyev and Armenia Serzh
Sargsyan in Kazan mediated by Russian President Dmitriy Medvedev on
24 June 2011 made it clear that the negotiations around the Karabakh
conflict are deadlocked. As a rule, after the meeting of the presidents
of Azerbaijan and Armenia, Foreign Ministers discussed coordination
of specific details. But I believe that the current meeting of the
Foreign and Defense Ministers of Russia and France discussing the
issue of Karabakh settlement is a sign of prospect of the start of a
new process around the conflict settlement. It is not a secret for
anyone that the influence of the Minsk Group co-chairing countries
depends largely on their approach to this problem.

The past period has showed that the activity of the co-chairs is
not satisfactory, the Azerbaijani community has a negative attitude
to their activity, because the OSCE Minsk Group since the moment of
its creation in 1992 until now failed to fulfill its tasks. In other
words, the occupied lands were not liberated, Azerbaijani refugees
and displaced persons did not return home, issues related to open
communications remain unsettled, discussions around the status of
Nagorno Karabakh were not launched in the indicated period.

This situation undermines the authority of the Minsk Group co-chairing
states, forming a negative opinion about them, creating suspicions
about the sincerity of their intentions. I think that the discussion
of the Karabakh conflict by Russian and French foreign ministers
must be assessed as a launch of new initiatives on the way out of
the situation around the conflict. The mediators are determined to
reanimate the negotiation process.

Who do you think was the initiator of consultations between Russia
and France on Karabakh conflict?

I think that the Karabakh conflict settlement undermines Russia’s
positions in this region. Russia will have to sponsor Armenia unless
it defends it, ignoring the fair position of Azerbaijan. Clearly,
Armenia won’t be able to stand through this assistance. To be a real
superpower, Russia needs to cooperate with Azerbaijan. Additionally,
despite the absence of the strong Armenian lobby in France, official
Paris must also be interested in cooperation with Azerbaijan.

Therefore, it is not possible to say that the initiative of
consultations between Russia and France on the Karabakh conflict
settlement comes solely from one party. As a rule, such meetings are
not held when one of the parties does not show any interest.

May EU intensify in the Karabakh conflict settlement?

EU has interests in the South Caucasus region. But I think that the
mediation of one of the countries represented in the Minsk Group
around Karabakh conflict will further protract the process.

Is there a need for the presidents of Azerbaijan and Armenia to meet
unless the disputable points in peaceful agreement on Karabakh are
coordinated?

We should not refuse any chance of holding talks to attain peace. But
the Armenian president cannot be considered a state figure, because
his hands are in blood. He is the one who took part in the terror acts
and people’s murder. Therefore, psychologically it is very difficult
to sit at the same table with such a person. In other words, on one
side of the table sits the Azerbaijani president who is perfectly well
aware of events in the international arena and on the other side is
the Armenian president, a murderer and terrorist.

Nonetheless, despite it all, Serzh Sargsyan is the Armenian leader
which is why despite difficulties, we need to continue talks with him.

Israeli Foreign Minister Avigdor Lieberman reportedly plans meetings
with PKK leaders in Europe to discuss cooperation with terrorist
group in every possible way.

Israel’s hawkish foreign minister is planning a series of measures
to retaliate against Turkey in an apology row, including military
aid to the terrorist Kurdistan Workers’ Party (PKK), a news report
said on Friday.

Other planned measures are cooperation with the Armenian lobby in
the US in its efforts to win recognition for Armenian claims that
1.5 million Armenians were victims of a genocide campaign in the late
Ottoman Empire during the First World War years and to issue a travel
warning urging all Israeli military veterans to refrain from traveling
to Turkey, according to the report in Yedioth Ahranoth. The travel
advisory will also urge Israelis to refrain from boarding connections
in Turkey, the report said.

The planned measures apparently came out of a meeting attended by
senior Israeli Foreign Ministry officials on Thursday, which the
report said was held in preparation for a meeting on Saturday that
will be attended by Foreign Minister Avigdor Lieberman, a harsh critic
of efforts to restore relations with Turkey after Ankara announced
a set of sanctions against Israel for its refusal to apologize for
the killing of eight Turks and one Turkish American on an aid ship
trying to break the blockade of Gaza on May 31, 2010.

Accordingly, Lieberman insists that the Israeli efforts should focus
on ways to respond to Turkey’s sanctions, not formulating an apology
for the 2010 incident, because what Turkey is interested is not an
apology but exploiting the dispute with Israel so as to boost its
regional standing.

Saturday’s meeting will reportedly focus on those ways to respond
to Turkey.

The Turkish government announced last Friday that it downgrades
diplomatic relations with Israel and suspends military agreements. It
also promised to take measures to ensure freedom of navigation in the
eastern Mediterranean, where the 2010 incident took place, without
elaborating. Turkish Prime Minister Recep Tayyip Erdogan declared
on Thursday that Turkish warships would escort future convoys to the
Gaza Strip to prevent a repeat of the deadly Israeli raid last year.

Yedioth Ahranoth said Lieberman plans meetings with PKK leaders in
Europe in order to find ways to cooperate with them “in every possible
area.”In these meetings, the PKK leaders may ask Israel for military
aid in the form of training and arms supplies, the report said.

Lieberman is also planning active Israeli participation in efforts
worldwide to report Turkey’s “violations of human rights” in treatment
of minorities in Turkey.

“We’ll exact a price from Erdogan that will prove to him that messing
with Israel doesn’t pay off. Turkey better treat us with respect and
common decency,” Lieberman was quoted as saying.

Whether Lieberman’s threats could ever be implemented remains
questionable. Turkey’s demand for an apology has divided the Israeli
government, with hawks such as Lieberman strictly opposing it while
others insisting that a way must be found to restore ties because
Turkey is an ally of critical importance for Israel.

On Thursday, Israeli Defense Minister Ehud Barak said Israel and Turkey
will eventually mend fences rather than become foes, dismissing their
apology dispute as “spilled milk.”

Speaking on Friday, another Israeli official said Erdogan’s threat
of sending warships to eastern Mediterranean was “grave and serious”
but refused to go into a war of words.

“Turkey, which declares that Israel is not above international law,
must understand that it isn’t either,” Dan Meridor, the Israeli
Cabinet minister in charge of intelligence, said. “I do not think it
would be correct to get into verbal saber rattling with him now. I
think that our silence is the best answer, and I hope this will pass
” Meridor told Army Radio. “I think anyone who is listening can make
their own mind up about him and the direction he has chosen.”

Israel’s Foreign Minister Avigdor Lieberman has formulated a series
of reciprocal measures in response to Turkey’s latest anti-Israeli
moves, and one possible beneficiary could be Turkey’s long-time rival,
Armenia.

On Thursday, senior Foreign Ministry officials met in preparation for
a Saturday meeting with Lieberman. The goal of the weekend meeting is
to develop a response to Turkish Prime Minister Recep Tayyip Erdogan’s
recent threats toward Israel and his decision to downgrade Ankara’s
diplomatic ties with Jerusalem. Foreign Ministry officials said, after
the meeting, that they believe Turkey is attempting to increase its
stature in the Muslim world, rather than seeking an Israeli apology,
as Ankara claims.

One interesting move could potentially lead to a favorable result
for Armenia. It’s believed that during Lieberman’s upcoming visit
to the United States later this month he will meet with leaders
of the Armenian lobby. It’s possible he will propose anti-Turkish
legislation in the U.S. Congress, although how far that would go
considering Turkey’s importance to the U.S, is unclear.

Among the suggested implications for possibly increased backing of
Armenia by Israel would be promotion of international recognition
of the Armenian genocide. Turkey still refuses to use the word
genocide when referring to the events, despite repeated calls by
the international community, particularly in recent history. Another
possible move by Israel could be supporting Armenia in its dispute
with Turkey over control of Mount Ararat.

Another group that might see advantages from an Israeli response to
Turkey would be the Kurds, as Lieberman is reportedly planning meet
with the heads of the Kurdish rebel group PKK in order to “cooperate
with them and boost them in every possible area.” It;’s anticipated
that the Kurds will ask Israel for military aid in the form of
training and arms. Such a move would constitute Israel backing a
foreign insurgency and be viewed a major anti-Turkish move it Israel
were to agree to it.

The intensification of bad will between Turkey and Israel came to a
head last week, when a UN probe into the “flotilla incident” found
Israel’s naval blockade to be legal although it criticized Israel for
using “excessive” force in the raid. Israel continues to refuse to
apologize for the bloody incident, and called the report’s conclusions
a vindication of its stance.

That response angered Turkey, which expelled Israel’s ambassador,
suspended military agreements with Israel and warned it was considering
legal action against Israel at the International Criminal Court.

Lieberman said “We’ll exact a price from [Turkish Prime Minister

YEREVAN.- Head of PACE Mevlut Cavusoglu staged a “performance” while
discussing the issues related to sub-committee on Nagorno-Karabakh,
Armenia’s delegate at PACE Naira Zohrabyan told Armenian News-NEWS.am.

“The scenario was as follows: some European parliamentarians are
seriously concerned over problem of frozen conflicts in the region
and demand that PACE should intensify its activities in resolving
frozen conflicts,” said Zohrabyan who participated in the meeting of
PACE Political Affairs committee held in the Italian city of Caserta.

Armenian MP said it is clear that those concerned were pressed by
Cavusoglu. Head of PACE was attentively listening to all complaints
and then pointed at Armenian delegate Naira Zohrabyan stressing that
she is accusing him of opening a new sub-committee.

“Mrs. Zohrabyan is accusing me unjustly, while European
parliamentarians stress that the Armenian delegation’s steps are
wrong,” said Cavusoglu.

In her turn Naira Zohrabyan asked to give her the floor, saying:
“I will once again present the Armenian side’s position for you and
those who are making a show out of this problem. Only OSCE Minsk
Group has a mandate for resolution of the Karabakh conflict, while
intervention of the sub-committee will directly impede the negotiation
process. The Armenian delegation will never participate in work of
the sub-committee. You can meet with the Azerbaijani delegation to
discuss the problems.”

ZERO PROBLEMS, A HUNDRED TROUBLES – REVISITED

In “Enemy-less Turkey” in this column less than a year ago, I asked
a few questions, hoping that the followers of the science fiction
theory dubbed “zero problems” might give a convincing answer:

“Why does Turkey spend billions of dollars in naval systems, including
new frigates, corvettes, submarines, coastal surveillance systems and
even a ‘landing platform dock that can carry up to eight helicopters?’
Which country in our seas of peace poses a security threat to
Turkey..? None, according to the (national security) threat paper.

What, then, justifies the generous naval spending?

“Since Turkey has no enemies in its vicinity… what will it do
with new-generation tanks and air-defense systems and frigates and a
landing platform dock? Which government would spend tens of billions
of dollars on equipment it thinks it will not need?”

Put another away, I was wondering why a country with a strictly
no-problems-with-neighbors doctrine would spend $5 billion for new
weapon systems every year? Apparently, the founder of the doctrine
knew better than me and many others.

The always self-confident Foreign Minister Ahmet Davutoglu set out
to work with the ambitious zero-problems-with-neighbors dictum as if
the world’s most volatile region had waited for him as the promised
peacemaker for two millennia. And he has miraculously found millions
of “buyers” in the marketplace of ideas, ironically, even among the
people he is now in a cold war with, not to mention the naïve sons
of Aristotle.

He has traveled half the world more than a few times, shook hands
with hostile statesmen, built “brotherly” relations with Muslim
leaders in this part of the world, won prize after prize, posed for
cameras thousands of times, always smiling, always hopeful for the
best fruit: peace.

He built an alliance with Syria, thought he could persuade Iran to
give up its nuclear program, thought Aegean disputes would soon go
away and thought that Cyprus would finally be reunited. He thought
a landmark peace with Armenia was feasible. What’s more? “The return
of the Ottomans,” theoretically, would make al-Quds an Arab-only city,
and “we would all happily pray at the al-Aqsa mosque in the Palestinian
capital al-Quds.”

After two years of hard work Professor Davutoglu has been able to
attain, sadly, a cold war with Israel. That cold war has already turned
into a conventional war in the virtual world. An Israeli online news
site reported that Turkish hackers “hijacked” 350 Israeli websites
last Sunday.

The situation may look calmer, but deep down it may not be so when
it comes to our great Muslim brothers and friends, Syria and Iran. Mr.

Davutoglu must be the last person Syrian President Bashar al-Assad
would wish to see these days. Tehran’s nuclear program goes on at full
speed while “zero-problem neighbor” Turkey has agreed to host a NATO
radar system on Turkish soil to intercept any future Iranian missile
threat. And the head of the Iranian parliament’s National Security and
Foreign Policy Commission, Alaeddin Boroujerdi – no doubt, a brother
and friend of Minister Davutoglu – has made this not-so-brotherly
statement: “Muslim countries should not serve NATO’s interests.”

The situation on the Aegean and Mediterranean is not better. To punish
Israel, Turkey has pledged to increase its naval presence and warned
against potential joint exploration activity by Cyprus and Israel
in the eastern Mediterranean. “This is why we have a military,” EU
Minister Egemen BagıÅ~_ said in a threatening tone which naturally
was perceived threateningly in Athens.

Greek Foreign Ministry Spokesman Gregory Delavekouras declared
Minister BagıÅ~_’s statement as threatening and commented that:
“This conduct is opposed to the policy Turkey has declared: that of
zero problems with its neighbors.”

Even the country with which we Turks feel as “one nation-two states”
apparently feels irritated by its Turkish brothers. WikiLeaks has
quoted Azerbaijan’s president, İlham Aliyev, as confiding to American
diplomats that all his country hopes to do is protect itself from
Turkey’s neo-Ottomanism and Islamism. So, once again Mr. Davutoglu
succeeded at what looks unthinkable: Making nemesis neighbors Armenia
and Azerbaijan feel equally distant to Turkey (like the nemesis trio
Israel, Syria and Iran do as well).

Apparently, this is not how you build a sea of peace. But why the
dramatic ending? There may be dozens of reasons but, speaking of
WikiLeaks, I suggest readers start by recalling another cable which
quotes a former U.S. ambassador as putting it most realistically:
“With Rolls Royce ambitions but Rover resources to cut themselves
in on the action, the Turks have to ‘cheat’ by finding an underdog,
a Silajdzic, Meshaal or Ahmadinejad.”

YEREVAN. – Armenia’s PM Tigran Sargsyan and Lithuania’s Minister
of Education Gintaras SteponaviÄ~Miu have discussed the development
prospects of cooperation between Armenia and Lithuania in the field
of education and science in Yerevan.

During the meeting, the PM referred to the reforms of Armenia’s
educational system and the importance of the accreditation of
Armenian universities abroad, government press service informed
Armenian News-NEWS.am.

Speaking about the historical heritage, the two sides have mentioned
the importance of the change of the soviet mentality and the successful
implementation of the reforms.

SteponaviÄ~Miu emphasized that Lithuania supports Armenia in the
process of European integration and implementing reforms. He also
stressed that he has visited the Armenian Genocide Memorial and laid
a wreath to the Memorial of Armenian Genocide victims, adding that
Lithuania had recognized the Armenian Genocide on December 15th, 2005.

During the meeting Sargsyan stressed the importance of “Financing
Higher Education” international conference, which aims at exchange of
higher education funding mechanisms, the quality of education, opinions
about the effectiveness and experience. SteponaviÄ~Miu mentioned that
such events allow strengthening and deepening the relations.

Turkish President Abdullah Gul said in an interview with “Moskovski
Komsomolets” that Turkey is committed to support the resolution of
NK conflict. Turkish President has said the advancement in NK issue
will contribute to the Armenian-Turkish relations.

“This is Turkey’s position towards the normalization of
Armenian-Turkish relations. We sincerely desire the successful
resolution of the process. Processes in the South Caucasus region
