On Russia state holiday, president congratulates top leadership of Russian federation, visits RF embassy in Armenia

On the occasion of Russia’s State holiday – Russia Day – President Serzh Sargsyan visited today the Embassy of the Russian Federation in Armenia. Serzh Sargsyan congratulated RF Ambassador Ivan Volinkin, the embassy staff and the brotherly people of Russia, wishing them peace and prosperity.

On this occasion, the President of the Republic of Armenia sent congratulatory messages to RF President Vladimir Putin and Prime Minister Dmitry Medvedev.

In the congratulatory message addressed to RF President Vladimir Putin, President Serzh Sargsyan underscored that as based on a solid foundation of friendship and brotherhood between the two nations, the Armenian-Russian relations have been enriched with a new content in recent years.

According to Serzh Sargsyan, the active political dialogue and the ongoing constructive interaction on key issues of regional and international agenda, the implementation of joint projects in the economic, military-technical, cultural-humanitarian and other spheres are fully consistent with the spirit of allied relationship between Armenia and Russia.

“I am convinced that together we will be able to ensure further growth of the whole complex of strategic partnership between Armenia and Russia in both bilateral and multilateral formats for the benefit of our countries and peoples, as well as in the best interest of regional security and stability,” President Serzh Sargsyan said in his congratulatory message, addressed to the President of the Russian Federation.

The Keyraki mud volcano erupted in Azerbaijan at around 07:00am, APA reported.

According to the press service of the Ministry of Ecology and Natural Resources, the eruption lasted for 15 minutes.

The Keyraki mud volcano is situated 12km north of Baku. The eruption caused no damage to the nearby residential areas. However, there are several active mud volcanoes in the area and thus further eruptions cannot be ruled out.

The Keyraki mud volcano has erupted 18 times so far. Last time it had erupted in 2014.

STEPANAKERT. – The statements by the Organization for Security and Co-operation in Europe (OSCE) Minsk Group Co-Chairs are aimed at preventing tension on the border.

Minsk Group Russian Co-Chair, Ambassador Igor Popov, on Monday told the abovementioned to reporters, after their talk with President of the Republic of Artsakh (Nagorno-Karabakh Republic/NKR), Bako Sahakyan, reported ARTSAKHpress news agency.

“Our statements have been targeted, whose objective is keeping the procedure of  peaceful negotiations for the regulation of the conflict,” added the Russian diplomat. 

OSCE Minsk Group US Co-Chair, Ambassador Richard Hoagland, for his part, said the avenues for the resolution of the Karabakh conflict as well as various domains of the economy, the financial sector, and many other matters were discussed during their talk with the NKR President.

YEREVAN. – The Minister of Emergency Situations of Armenia, Davit Tonoyan, on Monday received a US delegation, led by Ambassador Richard Mills. 

Tonoyan stressed the importance of regional cooperation and noted that, with US assistance, this cooperation can become closer and more effective, the Ministry of Emergency Situations (MES) informed Armenian News-NEWS.am.

Mills, for his part, said the US and Armenia have been partners for 25 years, the US embassy in capital city Yerevan has always considered the MES a reliable partner, and that they await their future cooperation with the ministry.

The interlocutors discussed avenues for intensification and expansion of cooperation in disaster risk reduction and in emergencies.

YEREVAN. – NATO fully respects the balanced foreign policy of Armenia, NATO Secretary General’s Special Representative for the South Caucasus and Central Asia, James Appathurai, told journalists in Yerevan Monday.

In his words, Armenia’s membership to the Eurasian Economic Union (EAEU) and Collective Security Treaty Organization (CSTO) doesn’t spark any criticism in NATO. For NATO Armenia was and remains a trustful partner, he added.

The official also predicted no drastic changes in this situation, expressing hope that Armenian doesn’t have such intentions either. Apart from this, Appathurai noted that the Armenia-NATO cooperation will continue.

YEREVAN. – All NATO member countries are concerned about the growth of armaments in the South Caucasus region, special representative of the NATO Secretary General in the South Caucasus and Central Asia James Appathurai told reporters in Yerevan.

According to him, this is accompanied by political tension. The two NATO allies – France and U.S. – are co-chairing states of the OSCE Minsk Group, and they are committed to a peaceful settlement of the Karabakh conflict, he said.

NATO's position, he continued, is quite clear: it is necessary to reduce tensions, lower the level of military operations and continue the peace process. The Alliance is closely monitoring the security situation in this region, and periodically receives updated information about this.

“I must say that at present the level of concern among NATO member countries is quite high, as there have been recent clashes, more bellicose statements have been made, and there have been casualties. NATO is not directly involved in the process, and I cannot involve the Alliance in it. Our clear position is to assist the OSCE Minsk Group,” Appathurai added.

 NATO will undoubtedly continue to contribute to the steps taken by the two countries and co-chairs towards a peaceful settlement of the conflict.

YEREVAN. – Both Americans and Israel are conducting secret talks with the Kurds of Iraq and Syria, historian and turkologist Ruben Safrastyan told reporters on Monday.

In response to a comment that the State Department and Iran spoke out against establishment of a Kurdish state, the turkologist said: “Yes, both the State Department, and Iran stated that they oppose this process, but as historical experience suggests, issues related to the Kurds, are in focus of interests of great powers and regional states. Here statements and real actions do not coincide in many cases.”

“There is evidence that both Americans and Israel are conducting secret talks with Iraqi Kurds. That is, there is a big game in the Middle East,” added Ruben Safrastyan, Director of the Institute of Orientology at the National Academy of Sciences of Armenia.

YEREVAN. – Despite different positions all NATO member countries accept and support friendly relations between Armenia and the Alliance, special representative of the NATO Secretary General in the South Caucasus and Central Asia James Appathurai told reporters in Yerevan.

As to the remark that one of the NATO member countries – Turkey – periodically intervenes in the settlement of Karabakh conflict and shows support towards Azerbaijan, Appathurai said it is clear that NATO allies have different political relations with regional players.

However, it is important to remember that despite these different positions, they all accept and support the consistent, friendly and reliable relations between NATO and Armenia.

“I think Armenia also welcomes consistent relations with NATO member countries through the Alliance,” he added.

The president of Artsakh Republic Bako Sahakyan met with OSCE Minsk Group co-chairs Igor Popov of Russia, Stefan Visconti of France, Richard Hoagland of the United States, the personal representative of the OSCE CiO Andrzej Kasprzyk and their accompanying officials on June 12, the general department of information of the staff of the President of Artsakh Republic informed. Issues relating to the situation at the borders of Artsakh and Azerbaijan and the settlement of the Azerbaijani-Karabakh conflict were discussed. President Sahakyan drew the attention of the co-chairs to Azerbaijan’s destructive policy, innumerable facts of ceasefire breaches and violations of the international norms and principles, defining them as major obstacles to the conflict settlement and serious threats to peace and stability in the region. The president of Artsakh Republic reaffirmed the commitment of official Stepanakert to the OSCE Minsk Group-mediated peace talks on the Azerbaijani-Karabakh conflict.

Cataloging Violence Targeting Journalists in Armenia’s 2017 Elections

The numerous cases of violence targeting journalists in Armenia during its April 2, 2017, parliamentary elections highlight the failure of the state’s authorities to keep their promise of ensuring that elections would be held on the highest level possible. At least ten journalists of local media outlets were reported to have been subjected to obstruction and physical violence while covering the April 2 elections. A number of Armenian and international media advocacy groups and media organizations have since condemned the attacks, calling on the Armenian authorities to take measures to ensure that those responsible parties were identified and subjected to liability. Despite these calls, impunity continues to prevail, and only a few perpetrators have officially been charged for their actions.

RFE/RL’s Armenian Service was the first to report that their correspondent Sisak Gabrielyan had been attacked by ruling Republican Party (RPA) activists at the election headquarters of RPA candidate Hakob Beglaryan in Yerevan’s Kond district. Gabrielyan was reportedly hit in the face by RPA office workers after having noticed and starting filming them distributing cash among voters. A large number of people, the journalist claimed, would go into the RPA office, located on 15 Rustaveli St., before heading to a nearby polling station to cast ballots. Most of them, he said, would leave the premises with money in their hands.

In the video published by Azatutyun.am, office workers insist they are paying the staffers’ wages, and when Sisakyan manages to film a list of dozens of voters’ names with addresses, passport numbers and signatures, they force him out of the office. The RPA campagn activists continue quarreling with Sisakyan outside of the office, and at some point they attack the journalist and try to seize the smartphone he is using to film the incident.

The video filmed by Sisakyan also shows Araratnews.am correspondent Shoghik Galstyan and her cameraman Hayk Petrosyan being attacked by a group of women as she is trying to film the commotion. A visibly agitated woman snatches Galstyan’s camera, pushes the reporter, and even pulls her hair.

  • RFE/RL Armenian Service correspondent Narine Ghalechyan’s activities were hindered at the 20/24 precinct in the Gekharkunik village of Tchambarak;
  • Armtimes.com correspondent Narek Kirakosyan was subjected to pressure at the 32/31 precinct in Gyumri.

Below, each incident is included in a map, with a higher concentration of incidents in and near the capital, Yerevan.

A few days following the elections, the office of Armenia’s General Prosecutor released a statement, saying that all the reports of violence against journalists were being looked into and that two criminal cases had already been initiated in connection with the incidents involving Sisak Gabrielyan and Shoghik Galstyan. Three weeks later, Armenia’s Special Investigative Service said that a Yerevan man had been officially charged with assaulting Gabrielyan and obstructing his professional activities. If found guilty, the accused faces up to 5 years in prison. A Yerevan woman, the officials also said, was charged with using violence against Shoghik Galstyan.

Gabrielyan was caught in a similar incident during the May 14 municipal elections in Yerevan, fewer than two months after the parliamentary elections. He was again attacked by ruling Republican Party loyalists after witnessing them distributing cash to voters outside a RPA campaign headquarters. The video filmed by Sisakyan shows the staff members of the office insulting and shoving the reporter as the latter tries to find out whether the headquarters had been paying bribes to voters.

Shoghik Galstyan is not a stranger to election violence and hindrance herself; during the municipal elections in October 2016, a woman snatched the reporter’s smartphone and smashed it on the ground at the 30/47 polling station in Vanadzor. The woman was subsequently fined AMD 700,000 ($1,442) and barred from taking part in any election-related processes for a year.

According to the 2016 Annual Report on the Situation with Freedom of _expression_ and Violations of Rights of Journalists and Media in Armenia by the Yerevan-based Committee to Protect Freedom of _expression_, Armenian media representatives worked in extremely unfavorable conditions in 2016. They were subjected to mass violations and hindrance while covering the July 2016 demonstrations in support of an Anti-government armed group occupying a police station in Yerevan’s Erebuni district.

During the July events, the CPFE report says, 27 journalists and cameramen suffered from police actions, with 19 of them having been subjected to physical violence.

During the coverage of the municipal elections in September–October 2016, as well as during the relatively calm periods, the CPFE recorded 10 cases of physical violence against 26 journalists and cameramen, 52 cases of other types of pressure against mass media representatives, as well as 33 violations of journalists’ right to receive and disseminate information.
