The solemn graduation ceremony of students of the military educational
establishments took place at the Republic Square today. This year
the ceremony overlapped with the 15th anniversary of the Military
Institute after Vazgen Sargsyan. The alumnae received their diplomas
from the top leadership of the republic.

The Catholicos of All Armenians Garegin II and President Serzh Sargsyan
delivered congratulatory speeches.

"In a few days this year’s alumnae will start the hard but honorable
page of their biography. Believe that the issues of improvement
of the army, social security of Officers and their families will
remain a priority for the government. The first military educational
establishments were founded on the hard days of formation of a regular
army, when military actions were under way. Today we can state with
confidence that all military educational establishments have become
centers preparing skilled specialists. They have rich opportunities
and an experienced faculty and command," President Serzh Sargsyan
noted in his speech.

"The Armenian army is ready to continue its sacred mission, to remain
a reliable guarantee of security of our state and people. Our army
is strong and capable of solving any problem, and the Officer staff
is the backbone of any army," Serzh Sargsyan concluded.

Armenian President Serzh Sargsyan sent a congratulatory address to
Kurmanbek Bakiyev on the occasion of his reelection to the post of
President of the Republic of Kyrgyzstan. The message reads:

"Dear Mr. Bakiev,

Accept, please, my sincere congratulations on the occasion of
your reelection to the high post of President of the Republic of
Kyrgyzstan. I would like to express confidence that during your second
term in office you will continue the accomplishment of all programs
for the benefit of the Kyrgyz people.

We are tied to Kyrgyzstan with friendship and mutual understanding. Our
peoples feel sincere sympathy and amicability for each other. That is

Ministry of Defense, President’s Press Office reported.

The Supreme Commander-in-Chief of the Armed Forces of the Republic

ArmInfo. Representative of the Armenian National Congress
David Shakhnazaryan has invited ex-foreign minister of Armenia
Vardan Oskanyan to a public debate on the topic of the Karabakh
conflict. D. Shakhnazaryan made such "challenge" to the ex-minister
at a press conference on Thursday.

The oppositionist is sure that the Armenian party is currently
yielding to Azerbaijan in the process of the Karabakh conflict’s
settlement. "Such situation originated by the fault of Robert
Kocharyan and Vardan Oskanyan who keep on doing their best to avoid
responsibility. I am ready to prove my words in the presence of
Oskanyan and invite him to a public debate", he said. As regards the
cooperation of the ANC and ARFD Party, Shakhnazaryan said: "ARFD is
not an opposition party. Despite its loud statements, this party has
its share of fault in what had happened in the negotiation process
over the last 11 years," he said.

ArmInfo. Military parade on occasion of the 15th anniversary of Vazgen
Sargsyan Military Institute was held in Yerevan on July 30.

Armenian President Serzh Sargsyan, Catholicos of All Armenians Karekin
II, Prime Minister Tigran Sargsyan, Defense Minister Seyran Ohanyan,
Police Head Alik Sargsyan, Prosecutor General Aghvan Hovsepyan,
Secretary of the presidential National Security Council Artur
Baghdasaryan and Yerevan Mayor Gagik Belgaryan attended the parade.

Head of Vazgen Sargsyan Military Institute Major General Martin
Karapetyan said the institute was founded in 1994 by the decision
of the Armenian Government. In 1999 the president of Armenia named
the institute Vazgen Sargsyan. Today the institute has two faculties
with four combined-arms departments and three artillery departments,
as well as 3 separate ones.

ArmInfo. Over 4,000 officers graduated from military educational
establishments in Armenia equally share the responsibility of the
Armenian Armed Forces Command, Armenian Defense Minister Seyran Ohanyan
declared at the military parade on the occasion of the 15th anniversary
of Vazgen Sargsyan Military Institute in Yerevan on Thursday.

The minister said the military educational establishments in Armenia
have become full-fledged and serve their duty. "Scientific development
have significantly reduced the space and time of military actions and
the role of a highly professional specialist mastering up-to-date
technologies have significantly grown," the minister said. Seyran
Ohanyan is sure that the graduated students of military establishments
in Armenia will contribute to progress of the country’s armed force
by new ideas. "Today our army successfully protects the borders of
the country and is ready to counteract any challenges due to the
high attention of our president and the people to the army", Seyran
Ohanyan said.

The minister highlighted the necessity for human resources policy
to replenish the armed forces with high- skilled officers who
received modern education. "Military educational establishments of
the Defense Ministry and the establishments in abroad as well as the
Armenian Medical University, the Pedagogical University and the State
Conservatory after Komitas contribute to settlement of this important
task", the minister said.

Seyran Ohanyan congratulated all the graduated students and assured
the Supreme Commander that the armed forces will further act in
conformity with the call of the times and fulfill their mission in
protection of peaceful life of the Armenian people.

their difficult but honorable duties of an officer in a few days and
will join those who are providing security of Armenia on the front
line, President of Armenia Serzh Sargsyan declared ay the military
parade in Yerevan on the occasion of the 15th anniversary of Vazgen
Sargsyan Military Institute on Thursday.

The president highlighted that the first military educational
establishments in Armenia were founded in the hard times of army
formation during military actions. "Now we can say with confidence that
all the military educational establishments in Armenia are centers
for training professional specialists with support of experienced
officers and rich educational and technical capabilities.

The president underlined that improvement of the army, replenishment of
the officers’ staff, social protection of officers and their families
will be the prior task of the government also in future. "Army is
powerful by its officers. The efficiency of troops depends on the
professional training, human and moral characteristics of officers. The
Armenian Armed Forces have repeatedly proved their high military
experience and will in boundary protection, during military exercises
and peacemaking missions", the president said. He is sure that the
Armenian army will remain a reliable guard of security of our country
and people as well as permanent component of stability and security
in the region. "We are strong today as never before. Our army is
powerful and modern able to settle any problem. The Armenian Army have
successfully passed testing in war time and in peace becoming the image
of the victory of the Armenian people". The president highlighted the
phrase from the Bible: ""For all they that take the sword shall perish
with the sword". The truth of these words was proved by the best sons
of our people, our generation, my generation. Let no one doubt that
the same will take place again if need arises," the president said.

Addressing new officers of the Armenian army Serzh Sargsyan said:
"Starting from today you are the image of the powerful and disciplined
Armenian army".

The president congratulated the officers on the 15th anniversary of
Vazgen Sargsyan Military Institute and wished both the officers and
the whole staff of the Armenian army to maintain honorary image of
Armenian officers.

ArmInfo. Armenian National Security Service has disseminated a
statement on Azerbaijan’s attempts to politicize the issue of captives.

The NSS Press Center reported that Azerbaijani mass media have
raised another wave of anti-Armenian propaganda taking advantage of
the Armenian soldier’s falling prisoner on July 15 2009. A certain
Azerbaijani military expert says that "hunger and the prospects
to get over to Europe" allegedly led the Armenian soldier to that
step. The so-called "expert" even takes the liberty to advise Armenian
soldiers to cross over to the Azerbaijani party by entire battalions
and regiments to easily get to Europe from Azerbaijan.

Another statement addressed to the Armenian Armed Forces published
by 1news.az is above imagination. Thus, "prospering" Azerbaijan
makes advices to Armenian soldiers on how to cross over the mined
territories, yield themselves prisoners to further move to Europe
and Northern America for better life. "It is noteworthy that 8
Azerbaijani soldiers have yielded themselves prisoners crossing to
border to Armenia over the last years. Six of them were resettled
in third countries with the support of the ICRC and UNHCR and two
are still in Armenia refusing to repatriate. Armenia has never
made these facts a subject for speculations or politicization like
the Azerbaijani "experts" try to do. All this shows that certain
Azerbaijani structures try to fuel tension between the parties to the
Karabakh conflict, to create tense atmosphere directly threatening to
the efforts by international mediators in the Karabakh peace process,"
the NSS reports.

ARMENIAN CENTRAL BANK: IN 2009 PRIVATE TRANSFERS TO ARMENIA TO DECREASE BY 30-35%

ArmInfo. The Central Bank of Armenia (CBA) forecasts 30-35% decrease
in the private transfers to Armenia in 2009, the program of the CBA
monetary policy for III qt 2009 says.

According to the CBA publication, the decrease will be conditioned
by the current and further economic situation in Russia.

The CBA data say that in 2008 the volume of private transfers to
Armenia via the banking system made up $1.6 bln, the annual growth
being 24%. The most part of the funds was transferred from Russia –
84%, or over $1.4 bln, this index being by 27% higher than in 2007. The
USA ranks next – $61 mln (3,7% of the total volume), this index being
by 20,4% lower than in 2007.
