proposals on customs legislation. After UITE director Karen Vardanyan
briefed on the issues of concern, including import of IT products,

Head of Emerging Markets Structured Finance, JPMorgan Chase, and
Robert Setrakian, Managing Director of The Helios Group, a New
York-based investment company, will take their seats upon approval
by the Central Bank of Armenia.

Bank shareholders say this will help improve professionalism of
employees and financial structure.

"The appointments will be useful both for Converse Bank and the entire
Armenian banking system," CBA President Arthur Javadyan commented.

International Finance Corporation (IFC), World Bank, Central Bank of
Armenia, KfW Bank and USAID held its first meeting to exchange views
on mortgage system in Armenia.

The group will assist development of primary and secondary mortgage
market, reorganization of legislation, improvement of loan standards
and successful introduction of international experience.

"The Central Bank of Armenia appreciates highly the IFC participation
in the process," CBA President Arthur Javadyan said.

possible cancellation of his visit to Turkey has aroused displeasure
in Ankara.

"I think this statement can damage Turkish-Armenian reconciliation,"
Aybars Gorgulu, Assistant Program Advisor of TESEV FPP, told
PanARMENIAN.Net. "Turkish President Abdullah Gul visited Armenia
without preconditions. At that, Mr. Sargsyan’s statement will be eyed
by the Turkish government as diplomatic discourtesy. Such ultimatums
do not help resolution of problems."

"If the Armenian President cancels his visit, Ankara will become
more reluctant to normalize relations with the neighboring country,"
he said, adding that Turkish opposition also slammed Serzh Sarsgyan’s
statement.

/PanARMENIAN.Net/ The International Monetary Fund, stepping up lending
to low-income countries to combat the impact of the global recession,
has announced a new framework for loans to the world’s poorest nations,
including increased resources, a doubling of borrowing limits, zero
interest rates until the end of 2011, and more flexible terms.

The IMF’s Executive Board approved the package of measures that
will sharply increase the loan resources available to low-income
countries. The resources-including from the planned sale of IMF
gold-are expected to boost the Fund’s concessional lending to up to
$17 billion through 2014, including up to $8 billion over the next
two years.

In addition, the IMF announced zero interest payments up to the end
of 2011 for all concessional loans to low-income members and lower
interest rates on a permanent basis thereafter. A new set of lending
instruments will underpin this increased support.

The crisis originated in the advanced economies and has had its most
visible impact on the emerging market countries. But a third wave of
the crisis has threatened the remarkable economic achievements many
low-income countries have made over the past decade, the IMF said in
a press release.

wish to normalize relations with Armenia, a Russian expert said.

"Turkey could use the talks to gain political dividends from the
West. Now, it’s the moment of truth for the two neighboring countries,"
Mikhail Alexandrov, head of Caucasus department at the Institute of
CIS Studies, told PanARMENIAN.Net.

"There are two variants: either Turkey wanted to weaken the worldwide
campaign for recognition of the Armenian Genocide or it really wanted
to normalize relations. At that, presence of Turkish President Abdullah
Gul at the football match in Yerevan last year was a serious diplomatic
move," he said.

According to Mr. Alexandrov, if Turkey doesn’t take action to improve
relations with Armenia, it will cast doubt on its intensions. "In
this case, Armenia will have to suspend talks and resume efforts for
Genocide recognition," he said.

In a joint press conference with Serbian Minister Boris Tadic,
Armenian leader Serzh Sargsyan said he will attend the return match
between the Armenian and Turkish football teams in Bursa only if the
border is open or on the threshold of lifting the blockade.

are trained in Armenia, President Serzh Sargsyan said this morning
when taking the military parade dedicated to the 15th anniversary of
establishment of Vazgen Sargsyan Military Institute.

"The military institutions established during the years of war have
become the centers for teaching military art," he said.

The President assured that replenishment and modernization of the
army, social protection of officers and their families will be among
priorities of the Armenian government.

"It is a matter of course," he said.
