Congress to be held in California from November 5 to 8, 2009, General
Director of Armenian Development Agency Robert Harutyunyan said.

RA Economy Minister Nerses Yeritsyan remarked that despite economic
hardships Armenia will send more delegates this year.

Some 300-350 representatives from Armenia are expected to attend
the Congress.

drawing will be organized in Dilijan in the framework of the Republican
Drawing Competition. Initiated by Wild nature and cultural heritage
protection fund and supported by Vivacell-MTS, this year competition
will be conducted not only in Yerevan, but Armenian regions.

The purpose of the Republican competition is to draw public attention
to ecological problems. Instead of drawing on papers the participants
of the competition will color tables and desks in kindergartens and
schools. Organizers are certain that tables painted by children will
make several generations turn gazes on beauty of the wild nature and
take better care of the planet Earth.

/PanARMENIAN.Net/ Renowned Russian theatre and film actor, People’s
Artist of the USSR Vyacheslav Nevinny died Sunday at the age of 75.

Vyacheslav Nevinny was a popular actor of the MKhAT (Moscow Art
Academic Theatre) and also acted in 70 films, including The Chairman
(Predsedatel) (1964), The Garage (Garazh) (1979), Guest from the
Future (Gostya iz budushchego) (1985), Dead Souls (Myortvye dushi)
(1984), Ruslan and Lyudmila (1972), etc. In addition to that, many
favorite heros of Russian animated cartoons speak in his voice.

In 2005 the actor underwent a most serious operation with amputation
of his left foot due to gangrene that had started as complication of
his diabetes. In 2006 doctors had to amputate his right leg as well.

His colleagues say his every role was a visual aid of acting technique.

Government To Fund 30 Per Cent Of ArmTech

of expenses of the ArmTech congress, told RA economy minister Nerses
Eritsyan a news conference today.

The budget of the forthcoming congress will reach about USD 1 million,
Rich Goldman, chief executive officer of Synopsis Armenia said.

According to him, much to be anticipated from the congress, since
the event will be held in close cooperation between the government,
educational and R&D institutions, which is a guarantee of success of
the congress.

The ArmTech congress will take place in the Silicon Valley, California
between November 5 to 8, 2009. 300 to 350 participants and 30
companies from Armenia are expected to take part in the congress

/PanARMENIAN.Net/ The municipal elections in Yerevan met European
standards in general, head of the monitoring mission of the Congress
of Local and Regional Authorities of the Council of Europe, Mr. Nigel
Mermagen told a news conference on June 1.

"We fixed progress as compared to elections to local government
held in September 2008. Mission members attended 200-230 polling
stations. All shortcomings will be reflected in the resulting report
which will be introduced during Council of Europe’s fall session,"
he said, adding that the CoE wishes Armenia could further develop
and strengthen democracy.

The Congress of Local and Regional Authorities was the only
international monitoring mission which observed the elections to
Yerevan city Council on May 31, 2009.

The only thing Armenia should endeavor to avoid is to be squashed
between the upper and the nether millstones of geopolitics, especially
because she has already such an experience.

The Islamic world surrounding Armenia can be divided into two
groups. By the way, we have considered only those countries, which
have the chances and the potential to become regional leaders
not only within the confines of the Great Near East, but also in
the entire Southwestern Asia. Thus, if we divide the potential
leaders into groups, the following picture is obtained: Turkey,
Saudi Arabia and Pakistan on the one hand, Iran, Syria and Egypt –
on the other. Division into two groups is conditional and reflects
the attitude of these states towards Armenia.

/PanARMENIAN.Net/ Let us consider these countries one by one. In
the foreseeable future the first three countries will hardly
change their attitude towards Yerevan because of the uncompromising
position of Turkey (and Azerbaijan) in every issue, starting with
the Nagorno-Karabakh conflict and concluding with the difference
between religions. Under such circumstances it is necessary to note
that Islam, on the whole, is not such an important constituent in
the relations with Christian Armenia; however, when necessary, it
is put in the forefront. There is one more aspect to be considered –
the difference in civilizations: nomadic and settled. Regarding Turkey
and Azerbaijan this aspect is most clearly expressed, while in Saudi
Arabia and Pakistan it is not so apparent.

The position of Saudi Arabia and Pakistan proceeds not only from
the Islamic solidarity and the support of Azerbaijan, but also to
spite Iran, which together with Turkey is a basic pretender to the
leader’s position in the region. The Kurds, or, to be more exact,
the relation of Yerevan towards them plays an important role in this
plan too. Having been an instrument in the hands of the Ottoman and
Persian Empires for several centuries, the Kurds now pose a serious
threat to the integrity of Turkey. It is a very serious factor, even
further straining the negative relation to Armenia, which by the Sunni
Islamic world is considered to be almost the central supporting base
of Kurdish separatism. As we have already noted, religion is only
a pretense; the main reason is that in the course of its history
Armenia has prevented the propagation of Islam, and before it –
the propagation of Zoroastrianism. This principle did not work in
the case of Iran; most apparently the common Parthian origin of our
nations subconsciously played its role. But we’ll reflect on Iran a bit
later. The second serious pretender to the position of the regional
leader is Pakistan, possessing nuclear weapons. Naturally, no one is
going to employ them, but as a deterrent it works well. Regarding
the Nagorno-Karabakh conflict, Pakistan has been on the side of
Azerbaijan since earliest times, and there are facts proving that
Pakistani militants joined the Afghan and Chechen mujahideen in the
war against the NKR. The possibility of dominance of Saudi Arabia
is somewhat problematic because of the military presence of the USA
during the war with Iraq for Kuwait, and in this case it may play
its negative role. However, this factor is not that important.

As far as the Moslem countries are concerned, which traditionally
support Armenia, the presence of Egypt, Syria and Iran in this list
is more than reasonable and justifiable. First of all, rather an
important role is played by the strong Armenian Diaspora. It should
be remembered that Armenia, Egypt and Syria are also "friends by
a concourse of circumstances"; Egypt and Syria gained independence
as a result of collapse of the Ottoman Empire, just as Armenia to
a certain extent. With respect to Yerevan, Syria and Egypt attempt
to conduct a policy, more independent from the Organization of the
Islamic Conference (OIC), and Iran will never obey the dictates of
Turkish-speaking countries in OIC. The only thing Armenia should
endeavor to avoid is to be squashed between the upper and the nether
millstones of geopolitics, especially because she has already such
an experience. There is no guarantee whatever that Armenia will
not again be sacrificed to the interests of the powers: both old and
new. Although there is some guarantee and no matter how strange it may
sound, it is the Nagorno-Karabakh conflict. Until the conflict gets
final settlement on those conditions, which satisfy the conflicting
parties to a greater or lesser extent, it is possible to live in
a relative peace. But since there is no compromise in the air –
similar conflicts cannot be solved without blood in the favor of
this or that side. Almost no one doubts that sooner or later there
will begin a war in the region. Simply time is required to integrate
forces and finally clear up who against whom will "befriend". However,
it will become clear in no less than five years. By that time it will
be clear how the gas will go to Europe and what ending the infinite
trading between Russia and the West will have. Everything may also
occur considerably earlier: however, nothing essential will occur
in the region before 2012, i.e. the time when Nabucco is launched
and the railroad Baku- Tbilisi-Kars is built. There will be episodic
diplomatic wars and state!

YEREVAN, JUNE 1, ARMENPRESS: Armenian Central Electoral Commission
started summing up the results of municipal elections in Yerevan. As
of 23.45 pm May 31 results of elections in 21 polling stations out
of 439 have been summed up where 16 803 voters participated in the
elections, the number of invalid bulletins reached 447.

According to the results, the majority of the voters backed Armenian
Republican Party 8 079, second comes "Prosperous Armenia" with 3
482, Armenian National Congress received 3 236, ARF received 606 of
the votes, Orinats Yerkir party 497, People’s party 384, Armenian
Labor-Socialist Party 70. The number of inaccuracies is 4.

According to the Armenian Electoral Code, the initial results will
be summed up not later than 24 hours after the voting.

According to the initial information, out of 771,477 eligible voters
407,745 participated in the municipal elections in Yerevan, or 52.85
percent of the Yerevan residents.

published by the Armenian Central Electoral Commission the leader of
the Yerevan municipal elections is the Republican Party of Armenia
which received 190,171 votes. Prosperous Armenia party comes the
second with 91,141 votes, followed by the Armenian National Congress
with 69,871.

Orinats Yerkir party received 20,959, ARF 18,648, People’s party 8,569,
Armenian Labor Socialist Party 1951 votes.

Overall 412,464 eligible voters participated in the elections, the
number of valid bulletins is 401,310, the number of inaccuracies –
2104, the number of invalid bulletins – 10,493.

YEREVAN, JUNE 1, ARMENPRESS: The May 31 Municipal elections of Yerevan
were conducted in a fair and transparent way, secretary of Central
Electoral Commission Abram Bakhchagulian said during today’s meeting
with journalists.

According to him, during the elections publicity was ensured,
the Central Electoral Commission applied an inner net through
which the electoral commissions of polling stations operatively
conveyed information on the process of elections and calculation of
votes. A. Bakhchagulian noted that the representatives of polling
station commissions and Central Electoral Commissions gave a fast
respond to the flaws and violations registered in the polling stations
by visiting the place of incident and rectifying them.

9:00-14:00 o’clock is the deadline for presenting the
application-complaints to the commissions of electoral
constituencies. A. Bakhchagulian said that after their discussion it
will become clear what kind of flaws and violations took place and
whether they had an impact on the results of elections or not.

A. Bakhchagulian considers the 52% of participation in the elections
as a high result.
