GEORGIA WANTS TO EXCHANGE ARMENIAN CHURCHES RATHER THAN RETURN THEM, EXPERTS OF MITK CENTER SAY

YEREVAN, DECEMBER 15, NOYAN TAPAN. While being a neighbor of Armenia
and a state that has been constantly declared as a friend of our
country, Georgia has always shown a cold hostile attitude to Armenian
cultural and religious values. Experts of Mitk analytical center Edward
Abrahamian and Vahe Sargsyan made this statement at the December 12
press conference. According to E. Arahamian, the Georgians started
demanding all the regional churches which were indicated as Georgian
monuments in Georgian historiography.

Within the framework of such a policy, in his words, Georgia makes
crazy demands with respect to about ten churches located in the
territory of Armenia. E. Abrahamian expressed an opinion that Georgia
made this demand after the Armenians had addressed the problems of
the Armenian churches "usurped" in Georgia.

"In fact, Georgia wants not to return our historical and cultural
heritage but to exchange it for churches allegedly belonging to them,"
V. Sargsyan said. In his opinion, the argument about churches will
gradually resemble the Karabakh conflict when it is proposed making
compromises as the only solution to the problem.

V. Sargsyan said that it is especially painful that recently the
Georgian Armenian clergymen together with Georgian Patriarchate
applied to the Ministry of Culture, Monument Preservation and Sports of
Georgia with the request to pay attention to Surb Norashen Church in
Tbilisi. Thus, according to the expert, the treacherous participation
of the Armenian side proved that Georgian Armenian clergymen have
doubts about Surb Norashen’s being an Armenian church.

YEREVAN, DECEMBER 15, NOYAN TAPAN. Starting from January 1, 2009, any
coupon of a cash register in Armenia will be equivalent to a ticket
of casting of lots. The deputy head of the RA State Revenue Committee
Armen Alaverdian announced at the December 11 press conference that
coupons received from a trade point will have 8-digit numbers on
them. Duirng the first week of each month, a casting of lots will
be held by Public Television of Armenia, and in case of coincidence
of 4 or more numbers, the holder of the given coupon will win from
5 thousand to 5 million drams (from 16.2 dollars to 16.2 thousand
dollars).

A. Alaverdian said that in this way citizens will be more interested
in requesting their coupons after a purchase. As a result, the cash
register introduction process will be more efficient and tax revenues
will grow about 4 times.

It was mentioned that there are about 45 thousand cash registered in
Armenia, including 7,200 at fairs.

of Diaspora Hranush Hakobian on December 12 received the Chairman of
Viasphere company Tony Moroyan and the Executive Director of the IT
Foundation Garegin Chugaszian.

According to the Ministry of Diaspora, a detailed discussion took
place on the wide use of high technologies and the involvement of
Armenian Diasporan experts in a united information network through
these technologies.

During the meeting the minister asked questions on practical
use of scientific achievements, the unification of Armenian and
Armenian-language websites in the Internet, and organization of
on-line consultations and united educational programs.

H. Hakobian expressed conviction that close cooperation between ArmTech
and the Ministry of Diaspora should start so that the Internet and
high technologies will become everyday work instruments of both the
ministry and the Diaspora, through which it will be possible to ensure
constant contacts and consultations.

Ara Sarafian: The Darling Of Denialist Turkish Media

ARA SARAFIAN: THE DARLING OF DENIALIST TURKISH MEDIA

Ara Sarafian, the head of the London-based Gomidas Institute,
has become the darling of the denialist Turkish media. The
November 24 issue of Hurriyet ("Liberty"), a Turkish secular,
conservative-nationalist broadsheet daily newspaper, and notorious for
its Armenian genocide denialism, has made a headline of Mr. Sarafian’s
anti-Armenian comment: "We cannot compare the Armenian genocide with
the Holocaust. Those who were banished from their land suffered a
lot but survived."

Mr. Sarafian sounds more like a denialist than an Armenian that is
devoted to the pursuit of justice for his people. In reality, the
Armenian Genocide does differ from the Jewish Holocaust. While Jews
were killed en masse in foreign lands — Germany and Vichy France —
Armenians were systematically annihilated in their ancestral lands in
Western Armenia and Cilicia. But sadly, that’s not what Mr. Sarafian
is pointing out. He is effectively saying that no Genocide occured
in Turkish-occupied Western Armenia and Cilicia.

If this is the result of his numerous Ankara-funded trips to the
Turkish archives, one can tell what’s in store for Armenians
through the Turkish-promoted joint commission of Armenian and
Turkish historians that Sarafian, a self-proclaimed reconciliator,
so enthusiastically proposes in the Hurriyet article.

Mr. Sarrafian and his likes need to be reminded that Ankara has long
been willing to recognize the Armenian Genocide provided that the
Armenians in Armenia and the Diaspora do not demand the return of
the Turkish-occupied Armenian territories.

By "offering" to form a "joint commission" of historians, Turkey is
effectively plotting to undermine the political gains achieved in the
Diaspora and to reduce the international recognition of the genocide
to "he said, she said" type of political dead-end which can reverse
all the achievements by the Diaspora to the benefit of denialist
Ankara. And I am sorry to remark that Sarafian seems to be all too
willing to become a tool in the hands of these denialists.

Sarafian also said Prime Minister Recep Tayyip Erdogan’s offer
to Armenia to establish a commission of historians to resolve the
Armenian issue was positive, but Armenia was the wrong address. The
solution should start from the diaspora.

Denialist Turkish Officialdom knew that, but what they didn’t know
and were pleasantly surprised to know that there is a member of that
"huge and influential diaspora" who would be willing to sell out his
people’s Cause.

For some time, Ankara has been working diligently to recruit certain
elements of the diaspora that are willing to trade their own lands
for a ‘horse.’

A few days ago, just before I left for France, I visited with an
Armenian beef jerky ("abukhd" or "basturma") manufacturer in Hollywood,
California.

The " abukhd" ("basturma") maker joyfully said how proud he was
because the Consul General of Turkey in Los Angeles had visited his
store and bought some beef jerkys and "kissed" his hand. I told him:
"If things continue the way they’ve been evolving in the diaspora,
and the Armenians continue to consolidate their political and economic
power, he would one day kiss other parts of your body as well. "

It seems like Ara Sarafian has already become one of the few Diaspora
recipients of these "kisses."

In contrast to Sarafian’s and his denialist handlers’ actions, just
recently, notable Turkish conservative historians and other professors
have publicly apologized for the Armenian genocide of 1915 but have
fallen short of calling on the state to do the same.

Even then, righteous historian Ayse Hur said apologizing is the duty
of those who were responsible for the act or for those who share
their arguments. "It seems that a very elite group discussed that
petition, because I learnt about this petition from the media and I
was surprised, …

I approach these types of events as a scientist, as a historian,
not as a member of the Turkish nation. For me, all these events
were the fault of Turkish nationalism flourishing at that time, and
personally, I don’t identify with it, so I do not feel the need to
apologize personally." (Daily Zaman, Dec 9).

She also pointed out that the petitioners are concentrating only on
1915; however, she says there were events after and before. "There is
a state tradition which legitimizes all these events and prevents any
discussion about them. Firstly, the state has to ensure a suitable
atmosphere to discuss all these things; then it has to apologize on
behalf of the perpetrators and for itself, because it has legitimized
their actions through the years."

That is why, first and foremost, Turkey needs to form a joint
Turkish-Turkish commission formed by Turkish academicians who already
recognize the genocide and by those that deny it. It is after the
Turks come to a consensus on the genocide that an Armenian-Turkish
joint commission becomes warranted in order to formulate various
settlement options regarding the reparation for the immense real and
personal losses inflicted on the victims and the return of the lands
of Western Armenia by Turkey in compliance with the Treaty of Sevres.

Amazing Situation About The Activities Of Audit Chamber

AMAZING SITUATION ABOUT THE ACTIVITIES OF AUDIT CHAMBER

The recent activities of the Audit Chamber have surprised many. It is
difficult to imagine that it is possible in the public administration
of Armenia that major misuse of the state budget or illegal episodes
of cooperation between the state and the private sector are revealed.

Meanwhile, the body headed by Ishkhan Zakaryan has been dealing with
them for a long time now, and has revealed abuse of tens and hundreds
of millions of drams by government agencies in spending public money,
that is the money of tax payers.

In any normal country, the revelations made by the Audit Chamber
would result in serious consequences for someone. In other words,
when it were revealed that hundreds of millions of drams are misused
in the country, some high-ranking official, some government body
would already be giving explanations regarding that misuse, because
the process is underway, that is the process of revelations or the
so-called revelations is underway for several months now, and involves
different spheres of public administration.

Moreover, the office of prosecutor general should have already spelled
out its stance, even if the Audit Chamber has not sent the materials
connected with the audit to the office of prosecutor general.

The office of prosecutor general should be proactive, invite the
chair of the Audit Chamber , ask him to hand over the materials,
or maybe demand the materials because the Audit Chamber may suddenly
have no time to extend the results of the audit which are evidence
to misuse to the office of prosecutor general.

Already legal proceedings should have been launched, and the public
should already been informed, which would be the best confirmation of
Serge Sargsyan’s statement that battle on corruption undergoes change,
and is going to be tougher.

Meanwhile, there happens only that the Audit Chamber audits the
activities, expenditures of one government agency or another, then
Ishkhan Zakaryan holds a news conference and states that they have
revealed one abuse or another, then states to send some data to the
office of prosecutor general, and then everyone goes quiet or it turns
out that Ishkhan Zakaryan’s audit was a retribution for dismissal
of his brother-in-law. Frankly speaking, the public does not care
for whom Ishkhan Zakaryan takes revenge, whether he takes revenge
or something else, or whether he takes revenge for him or carries
out someone’s order, carries out someone’s order or does his work,
why he does that, to reveal misuse or to enable the government to
pressure on one government official or another.

The public wants to know whether the revelations by the Audit Chamber
are true, whether hundreds of millions are lost in our country which
are allegedly spent for the society but in reality have enriched
several people.

The answer to this question is not given in any case. For already
a few months the Audit Chamber has been announcing about misuse,
wasted hundreds of millions, but nobody has been held accountable,
and on the other hand nobody has stated clearly and officially that
the Audit Chamber is lying, and there is no misuse at all. Maybe the
Audit Chamber is not lying but is incompetent and cannot distinguish
between misuse and use. However, there must be someone to present
the reality to the society, argue and prove or go all the way with
the revelations or reveal their correctness.

Since there is no real and tangible response, the society has every
reason to think that there is misuse, which is not new to the country,
and revelations viewed as a novelty are simply aimed to give advantage
to one over another in personal or political relations and use them
for their own rather than public purpose.

BAKU: Madrid Proposals On Nagorno-Karabakh Conflict Not Re-Considere

Any changes or supplements have not been injected into the Madrid
proposals of the OSCE Minsk Group on settlement of the Nagorno-Karabakh
conflict, Edvard Nalbandyan, the Armenian Foreign Minister, said.

"Reports on changing or supplementing the Madrid principles, do not
reflect reality. Only additional proposals are included in discussion
process on different issues and aspects of the Madrid principle,
but not more. There are not any changes or supplements in the Madrid
proposals itself," the Minister said at a news conference on Dec. 15,
Novosti-Armenia reported.

Co-chairs of the OSCE Minsk Group submitted basic principles of
peaceful settlement of the Nagorno-Karabakh conflict to the Presidents
of Armenia and Azerbaijan for consideration in Nov. 2007. Co-chairs
regard the Madrid proposals as fair and balanced.

Reports, which say that allegedly the Armenian Foreign Minister has
received a document injecting changes into the Madrid proposals,
do not reflect reality, the Armenian Foreign Minister said.

The Foreign Ministry only has received a paper concerning the Madrid
proposals and it does not comprise changes of essence of proposals,
the Minister said. There are many similar papers in the negotiation
process, he added.

"If we divulge all papers, negotiations will not be important and they
will be held through papers. We continue negotiations on settlement of
the Nagorno-Karabakh conflict on the base of the Madrid principles, as
it is stated in the Helsinki declaration of the OSCE Foreign Ministers
and statement of the OSCE Minsk Group co-chairs," Nalbandyan said.
