COE VENICE COMMISSION INSISTS ON MAINTAINING STATUS OF IMMUNITY OF EMPLOYEES OF ARMENIAN OMBUDSMAN’S ADMINISTRATION

ArmInfo. The Venice Commission of the Council of Europe insists on
maintaining of the status of immunity of employees of the Armenian
ombudsman’s administration.

According to the Venice Commission experts’ conclusion on the draft
amendments to the law on ombudsman sent to ArmInfo by the Office of
the Human Rights Defender (Ombudsman) of Armenia, the principle of
maintenance of immunity of the ombudsman’s administration is the main
guarantee of his work’s independence which allows the ombudsman to
carry out his exclusive mission in the democratic society. To recall,
the justice ministry of Armenia took into account the suggestion
of the GRECO international anti-corruption organization and came
out with draft amendments to the law on ombudsman which stipulated
deprivation of the ombudsman’s administration of immunity. At the
Oct 17-18 plenary session, the Venice Commission made a conclusion on
these amendments. According to the document, if the Armenian society
has inviolable establishments, the ombudsman’s administration must
be one of such establishments. As one of the ombudsman’s tasks is
to hold a special kind of investigation which often causes criticism
against authorities, the ombudsman’s institute is becoming a political
institute turning into a possible target of various attacks, the
Venice Commission’s statement says.

deux pays, ajoutant qu’"aujourd’hui, les relations russo-arméniennes
sont plus solides que jamais".

Selon le président arménien, on note une " vigoureuse
intensification" de la coopération économique bilatérale, les
échanges commerciaux ayant dépassé entre janvier et septembre 400
millions d’euros et devraient presque doubler selon les experts d’ici
fin 2008.

Outre les relations bilatérales renforcées hier par la signature de
nombreux accords dans les domaines scientifique, culturel, économique
et commercial, les présidents arménien et russe ont également
abordé les questions régionales et internationale.

Il a ainsi été bien sur largement question de la situation dans le
Caucase après la crise géorgienne, l’occasion pour Dimitri Medvedev
de préciser que Erevan et Moscou considèrent que toutes les questions
doivent être réglées pacifiquement et conformément aux normes du
droit international".

Concernant le Karabagh, le président russe a appelé a la tenue
a Moscou de pourparlers entre l’Arménie et l’Azerbaïdjan : "Les
deux parties sont prêtes a trouver des solutions et le règlement du
conflit est aujourd’hui arrivé a un stade avancé a expliqué Dmitri
Medvedev qui a dit espérer qu’une réunion des trois présidents aura
lieu dans un très proche avenir, afin de poursuivre les discussions
sur cette question, et j’espère que cette réunion aura lieu en
Russie", a-t-il ajouté.

Serge Sarkissian a pour sa part rappelé que l’Arménie était tout a
fait disposer a poursuivre les négociations sur la base des principes
dit de Madrid, ceux proposés par les co présidents du groupe de Minsk
qui servent actuellement de base au processus de règlement du conflit.

La proposition de réunir un sommet arméno azéri du président
russe a été accueillie plutôt positivement a Bakou où un proche
conseiller du président Aliev a indiqué qu’il était effectivement
temps de régler les conflits gelés. Mais ce proche du président
azéri a également saisi l’occasion pour appeler la partie arménienne
a se montrer constructive, insistant sur le fait que le conflit du
Karabakh doit être résolu dans le cadre de l’intégrité territoriale
de l’Azerbaïdjan. Or les principes dits de Madrid, s’ils mentionnent
cette intégrité territoriale font également état du droit a l’auto
détermination, principe sur lequel s’appuie l’Arménie.

Le président russe a terminé sa première visite officielle en
Arménie par un hommage rendu aux victimes du génocide au mémorial
de Dzidzernagapert.

Dmitri Medvedev a ensuite pris part a la cérémonie de l’inauguration
de la place de Russie a Erevan, un événement significatif témoignant
de la profondeur des rapports entre la Russie et l’Arménie, a-t-il
déclaré.

"Nous nous trouvons sur cette place baptisée en l’honneur de
notre pays. Nous y percevons un signe de respect envers la Russie
contemporaine et démocratique et envers notre peuple", a poursuivi
le président russe.

La place de Russie a Erevan vient rejoindre celle du Brésil et celle
de France, inaugurée en 2006 par Jacques Chirac.

– first deputy of Russian State Duma Committee on the CIS issues,
director of CIS countries Institute Konstantin Zatulin said over
today’s video-bridge Yerevan-Moscow "The results of Russian President
Dmitriy Medvedev’s visit to Armenia".

‘I visited Karabakh several times. This gave me an opportunity
to assure once again how this country went ahead in the matter of
democratic state building. And this is not thanks to the fact that the
NKR has armed forces, security service or something else’, – he said.

But Zatulin said that Russia can de-jure recognize the NKR not
earlier than circumstances and the geo-political situation will make
it possible. ‘Russia may recognize Karabakh not earlier than Armenia,
which preserves the NKR recognition problem as a reserve card, will
do it’, – he said.

‘We understand very well the motives which the Armenian authorities are
guided with not recognizing independence of Abkhazia and South Ossetia.

Stemming from this Russia fully supported Armenian president’s
initiative to start negotiations with Turkey, since this will make
it possible for Armenia to escape depending on Georgia’, – Zatulin
concluded.

THE EXTERMINATION OF THE RELIGIOUS, INTELLECTUAL AND POLITICAL
LEADERSHIP OF THE GREEKS OF PONTUS

THE HISTORICAL LEADUP

The first part of the 20th century has been stigmatised by three major
genocides: the Jewish, the Armenian and that of the Greeks of Pontus,
Asia Minor and Thrace. However the genocide of the Greeks of Pontus has
the following particularities. As opposed to the genocide of the Jews,
the genocide of the Greeks of Asia Minor and in particular the genocide
of Pontus, a vast array of extermination methods were employed.(1)
Also, the genocide in Pontus became a holocaust. In other words,
this minority knowing full well the cruelty and satanism of the
Turk, didn’t transpire into an ´easy’ genocide. The Pontus Greeks
resisted vigourously, and therefore the genocide eventuated into a
holocaust. (2)

The undisputable crime of the Genocide of the Greeks of Pontus took
place between the years 1914 and 1923. The extermination of the
Christians of Asia Minor was made official with the confidential
documents of the Minister of Internal Affairs Talaat towards Vali’s
(prefectures) of Anatolia, the first victims being the Armenians:
"There is to be a complete forfeit of the right in work and in general
life of all Armenians living within the Turkish territory. The
government has the complete and exclusive responsibility for this
issue. Not even the children are to be excluded.".

Even more explicit was another written document which was saved in it’s
entirety to evidence this. . It was an order which was dispatched on
the 14th of May 1914, undersigned by the Minister of Internal Affairs
Talaat Pasha and the Director of of the same ministry Hilmi Bey. The
objective now, wasn’t the Armenians but the Greeks. In the meantime
the Neo Turks had the following to say "The Greeks in many regions
constitute the majority, which may turn out to be dangerous. They must
be forced to abandon their homes and be transported to the prefecture
of Erzerum, Erntitzan and elsewhere. . This is imposed for military
but also political reasons. If they refuse to vacate their regions,
give directives and use all means unbecoming".

In other parts of the document which gave ´directives’ on how the
genocide would be accomplished, it was boldly stressed that: "Before
they abandon their regions, force the Greeks to sign certificates in
which they declare that they are abandoning their residences willingly,
and at their own initiative. This is necessary, so that they don’t
have any political rights at a later date". (3)

Having taken into account therefore the likely repercussions from
the International community, the Turks decided that by this means,
they could cover up the crimes they were soon to commit..

THE CRIMES DURING THE GENOCIDE PERIOD

>From 1914 onwards, there was a declaration for the mobilisation of
Christians, which resulted in the "placement of Christians in separate
unarmed military units, the "work battalions". The primary aim of
these battalions was to do hard labour primarily in the building of
roads and other such work, however the work continued only as far
as the body and the mind allowed it to" (4). At the same, the death
marches to the interior were initiated. The pretext used was that they
were for superior military reasons. As a result they were termed the
"white deaths". As the Metropolite Germanos Karavaggelis recounts
"… after the extermination of the Armenians… the time now came
for the Greeks. Since however the news of the deportations soon
reached the European and American press… the Turks did not in the
beginning dare to proceed with the massive slaughters, but continued
with the deportations/white deaths (le massacre blanc). In 1916 the
displacements of the Greeks began with its primary aim being death
from hunger and hardship". The first phase of the genocide thus ceases
with the end of the First World War, however the Kemalist period that
began in 1919 and which signalled the arrival of Kemal Ataturk at
the port of Samsunda (Samsun) on the 19th of May of the same year,(5)
still proves to be harder and more inhumane. The slaughters henceforth
become part of everyday routine, and the exiles continued.

In the period 1920-1921, Pontus is ravaged by death and despair to
such a degree, the deportations and massacres having intensified to
such a degree and with such intensity, that "the entire scheme
of ethnic cleansing had openly taken the form of a complete
genocide. It’s important to note the fact that the crimes committed
by the Turks between 1920-21, were admitted by seniors in the Ottoman
Administration,who had direct knowledge of exactly what was happening
in Pontus."(6)

The following reports paint a harrowing picture as to the dire
seriousness during this time period:

"Throughout the entire Spring of 1920 the slaughters had become a
daily occurrence".(7)

"On the 30th of April the Kemalists attacked the village Kioseli,
in the province of Tokat. The leader of the large gang was
Karamistich. This evil man was a convict in the prisons of Tokat,
serving a life sentence. Along with 10 other criminals, he had been
released 5 months earlier, by the direct command of Kemal Ataturk
himself. The Kemalist powers have turned all their criminal towards
the defenceless Greek villagers of the region".(8)

"Those unfortunate Greeks who in certain regions had survived the
previous orders to leave their towns and villages, now found death
in their own homes, where they were now being set upon by raging
Kemalists."(9)

"On the15th of June 1921 the main executioner of the Pontian Greeks,
Topal Osman invaded the villages of Erpaa, slaughtering the entire
unarmed Greek population."(10)

"On that fateful summer, 5 groups of unarmed civilians departed on
course to their eventual death, from Trapezounta and Kerasounta. Each
group being marched out in long columns made up of 500 civilians
each. Their destination was far away Malateia which was located in
the interior of Anatolia, a place which they arrived at in December
of 1921. Very few survived these death marches. In the same period,
over 7000 Pontian Greeks had died of hunger and exposure in Harpout. A
document which was sent to the Greek administration in Smyrna on
the 30th of December of the same year (1921), made mention that the
Labor Batallions had ended; of the 3000 Pontian Greek who were in
Harpout, only 30 survived. And in Sebasteia, of the 8000 lives there,
approximately 300 survived. A similar situation existed in the whole
of Anatolia.".(11)

And while the population of Pontus was being massacred in numerous
ways, the anti-Greek sentiment amongst the Turks who were perpetrating
this crime was being supported by the religious, the intellectual
and also the political leadership. George Kandilaptis-Kanis, a
schoolteacher and journalist who lived through the tragic moments of
the Genocide, recalls the following: "When the cowardly English and
French troups abandoned Anatolia and the Greeks raised the blue and
white flag at the bastions of Eski-Sehir and Ousakiou, the barbaric
and dishonest Turkish Government began employing its centuries
old program. That of the extermination of Anatolian Hellenism. It
commenced the Independence Courts in Amaseia with the pretext of
destroying the initiators of the Pontus question, but primarily its
aim was to destroy the flourishing Greek communities of Pontus, in
other words the tradesmen, the lawyers, the doctors, the pharmacists,
school teachers, priests and journalists".(12)

ArmInfo. The acting law "On defense" was adopted in May 1997
when Armenia already has armed forces, a governing system and an
established army, Head of the Standing Parliamentary Commission for
Defense, National Security and Internal Affairs Artur Aghabekyan told
ArmInfo correspondent when commenting upon the new law "On defense"
adopted by the parliament in the first reading, Thursday.

Before the adoption of the law in 1997 one was guided by the
government’s decisions, orders of the defense minister and decrees
of the president. "The law was adopted with due regard for our
experience in the defense sphere and the Soviet Union’s experience",
the MP noted. As Aghabekyan noted, for a long time representatives
of the Armenian army familiarized themselves with other countries’
experience, furthermore, after reforming of the Armenian Constitution
it was necessary to bring the law "On defense" in conformity with
the Constitution to enhance the defensive capacity of the Armenian
army. "It was necessary to change a lot of things in the law,
therefore we preferred adopting a new law rather than amending it",
the MP said. He also stressed that the process of elaboration of
the new law started when Serzh Sargsyan was the defense minister of
Armenia. "The main principle laid in the new law is that armed forces
are a non-political structure and are under civil control. Civilians
are to work at the defense ministry, and the defense minister, being
an employee of the government, is also to be a civilian", Aghabekyan
said. Actually, in Armenia all defense ministers were civilians, except
Vagharshak Haroutyunyan, as this was permitted by the law, he added.

ArmInfo. Russia has managed to seize the initiative settling Karabakh
conflict, Vladimir Zakharov, Professor, Deputy Director of Caucasian
Studies Center of MGIMO (Moscow State University of International
Relations) said in the course of a video-bridge Yerevan-Moscow
‘Results of Russian President’s visit to Armenia’.

‘The visit of Russian president to Armenia was very timely since the
USA has assumed the initiative on settlement of Karabakh conflict
just recently. The key issue for Armenia and Azerbaijan is Karabakh at
present. Russia is not indifferent to this topic either. The five-day
war in South Ossetia showed what takes place when the USA assumes
settlement of conflicts in the CIS’, he said.

‘That is why I welcome the fact that Russia very timely seized
the initiative. Presidents of Armenia, Azerbaijan and Russia are
expected to meet in November and I am sure that negotiations of the
three presidents should start but the results will be seen later’,
Zakharov said.

Event for sister city of 5 years features performance of Armenian
national anthem, dances.

More than 1,000 people at the Alex Theatre Wednesday celebrated the
fifth anniversary of Glendale’s sisterhood with the little south
Armenian mining town of Ghapan.

The City Council vote in 2002 to confirm Ghapan, also known as Kapan,
as Glendale’s fifth sister city was touted as a perfect match,
considering this city’s sizable Armenian population and that city’s
eagerness to form stronger ties with an established democracy.

Since then, city officials and organizers said Wednesday, the
relationship has proven fruitful in terms of material benefits to
Ghapan and in providing Glendale Armenians a formal conduit through
which they can help, learn about and stay connected to their heritage.

Similar assistance programs are set up for Glendale’s other sister
cities, which include Higashiosaka and Hiroshima, Japan, and
Tlaquepaque and Rosarito Beach, Mexico.

Organizers were careful to point out that Ghapan’s sisterhood wasn’t a
singularly Armenian one, but with the audience clapping and cheering
for 20 synchronized dancers from the Khanamirian Dance School, the
cultural ties could not be ignored.

When the Glendale High School choir sang the Armenian national anthem,
many in the audience could be heard humming along.

In this cross-national, municipal governmental relationship, "It’s
about that intangible sense of friendship," said Assemblyman Paul
Krekorian.

Ghapan — with a population of between 40,000 and 50,000, depending on
the source — lies about 137 miles southeast of the Armenian capital,
Yerevan.

In the five years since the cultural accord took effect, Ghapan has
benefited from a number of charitable projects undertaken by local
nonprofits and organizations.

The Glendale-Ghapan Sister City Assn. has raised hundreds of thousands
of dollars for public health and infrastructure improvements in a city
dependent largely on mining industries and still recuperating from
cross-border conflicts with Azerbaijan and slow population growth,
according to the United Nations and other government agencies.

Construction on a natural gas pipeline from Russia into Armenia is
expected to fuel fragile economic growth.

In the interim, donations of money and hardware have proven valuable
for the industrial city as it continues to develop, officials said.

Glendale Adventist Medical Center is helping to establish "health
posts" in the rural areas of the city, and is involved with a
cross-cultural medical training program for doctors there.

The Glendale Fire Department has donated fire hoses, ladders, uniforms
and an ambulance. Educational ties between the two cities were also
strengthened in 2006, when the Glendale Community College Board of
Trustees voted to declare the Ghapan State Engineering College a
sister institution.

That same year, Ghapan Mayor Armen Karapetyan visited Glendale for the
first time, three years after an 18-member local delegation traveled
to Armenia.

Numerous back-and-forth visits have occurred as Glendale
representatives attempt to keep up on the most pressing needs there.

The focus continues to be on Ghapan’s education and healthcare
infrastructure. Projects for the Glendale-Ghapan Sister City
Assn. include the renovation of a youth center and school classrooms.

There are also ongoing programs to sponsor students and preschool
programming.

"Of course you cannot do everything; it’s impossible," said Arpi
Andonian, who has served on the executive board of the Glendale-Ghapan
Sister City Assn. since its inception.

Still, she added, the medical, business, cultural and government
communities here have been instrumental in igniting real developmental
progress in an Armenian town that got a bad start under decades of
Soviet control.

"Without everyone’s help here, none of it would be possible,"
Andonian said.

YEREVAN, October 23. /ARKA/. Russia is likely to suffer bigger losses
from the global financial crisis than Armenia, according to Academician
Abel Aghanbekyan, head of the Business Management Doctor Program.

Since Armenia lacks "seatbelts to be safe from the crisis, the country
needs to settle all the issues on-the-run", the expert said at the
roundtable Armenian and Russian Economies Today and Tomorrow.

Armenia and Russia have quite different relations with other courtiers,
and global developments have a contradictory influence on Armenia,
according to Aghanbekyan.

The record-low oil prices can be an advantage and may result in a
two-fold cut in petrol prices, he said, adding local gas-filling
stations will have an opportunity to lower petrol prices.

The expert believes changes in the euro/dollar exchange rate are
likely to influence Armenia depending on the imports and exports.

Aghanbekyan said the global financial crisis would first of all hit
investments in Armenia’s economy.

"Feeling lack of liquidity, people cut donations," he added. Moscow
is now in a difficult situation, as the foreigners who were involved
in urban construction have lost their jobs and do not have money to
return home," Aghanbekyan said.

This will affect foreign transfers to Armenia, according to the expert.

"This will intensify inflation pressure, with the crisis devaluating
savings and hampering the banking business," he said.

Russian non-commercial transfers to Armenia totaled $858.2mln as of
end-August – 38.4% ($620mln) year-on-year increase, the Central Bank
of Armenia reports.

Aghanbekyan believes shrewd and well-organized businesses can derive
benefits from the crisis. "Good companies increase their market share
during a crisis," he said. Good financial organizations buy sinking
stocks to expand their business.

"On the one hand, a crisis is a major stress, on the other hand,
it purifies markets and helps them boost in the future," the expert
added.

Last Call For Bingo At Watertown’s St. Patrick Parish?

WATERTOWN – After more than two decades of operation, the St. Patrick’s
Parish bingo is in danger of closing at the end of the month.

Long-time organizer Alice Lederman has resigned effective the end of
October, and she’s taking her support staff with her. She said in a
letter printed last week’s edition of the TAB & Press that the parish
pastor, Father Fred Barr, has asked the club to contribute hundreds
of dollars to the church in fees relating to using the space, but
said the club does not have the money.

Barr declined to discuss Lederman’s problems with his requests of
the bingo club.

A bingo committee has been formed, according to the parish bulletin,
but only one person showed up at the committee’s first meeting. One
source who asked not to be named said the low turnout indicates a lack
of interest in bingo. But some bingo regulars said the low turnout
merely shows lack of interest in a bingo that isn’t run by Lederman.

Lederman said the previous parish pastors have never asked her to
pay to use the church basement.

Next week’s bingo will be Lederman’s last. She’s planning on having
a cake. "It’s sad," she said, tearing up in an interview.

The additional costs would put an undue burden on the bingo, Lederman
said. The club is organized through the state lottery, and each week
they sent a sheet to the state organization to identify how much they
spent and how much they earned. To make money, Lederman sells scratch
tickets. "You don’t make any money on the bingo," she said.

In order to turn a profit, Lederman estimated they had to pull in
150 people or so. They draw 80 to 100 these days.

Asked for comment on Lederman’s letter, Barr said, "The whole thing
has to do within the parish," and that he preferred to keep it out
of public view. "My whole role has to do with preserving dialogue
and charity."

"Dialogue, and charity, and unity," Barr said before denying further
comment.

Judging by the reaction of several players at the second-to-last bingo
night, held Wednesday, unity may be the last thing that would remain
after Lederman’s bingo closes.

The church basement at St. Patrick’s was packed with bingo players
that night, with hardly an empty chair. Lederman estimated the crowd
hovering around 100 people, but the echoing voices as old friends
caught up on what many of them noted was their only "social night,"
filled the room.

It wasn’t just the heat that warmed the room. As players won bingo,
taking in $50 a win, the room cheered and everyone laughed. No
question: the bingo players, many of whom had been going since the
game started up more than 20 years ago, are a tight group. Several
of them said they would be at a loss without their night on the town.

Bingo players and Lederman’s helpers alike see Barr’s actions as unfair

"He’s not going to heaven," Iarossi said.

Lederman said she does not know what will happen to the bingo group
after she goes.

"I can’t work with this man," Lederman said in an interview. She said
when she left her supporters were going with her, and she didn’t know
who Barr would get to replace them. "I would be very surprised if it
was one of my workers," Lederman said.

"Nobody’s going to go," said Pauline LaCava, a Waltham resident. "I
won’t be coming."

Even if St. Patrick’s bingo goes under, though, there are other
options for bingo players in town. There are regular games at the
Armenian Cultural and Education Center, the Sons of Italy and St. James
Armenian Church.

Lederman letter’s to the editor last week called Barr out on a number
of charges he is imposing on the bingo group, which must report to
the state lottery commission.

According to Lederman’s letter, Barr wants the bingo group to pay an
extra $150 weekly for use of the parish hall and coverage of heat/AC
costs, and a one-time "fair contribution" of $5,000 towards new tables
and chairs. In addition, Lederman said, no bingo players would be
allowed into the church before 4:30 p.m. for a 7 p.m. start time.

"I never paid towards the heat, I never paid towards the rent,"
Lederman said. The parish covered those costs before.

"It’s really horrible," LaCava said. "I don’t want to say it is a sin,
but it’s really horrible."

Lederman said she had been in St. Patrick’s Parish for 22 years.

"I’ve been through school there, I’ve been married there, and he
comes in, six months and I’m ready to go," she said.
