AGREEMENT TO BE SIGNED BETWEEN OSCE OFFICE AND THE OMBUDSMAN’S OFFICE

A co-operation agreement between the OSCE Office in Yerevan and the
Human Rights Defender’s Office will be signed on Monday, 6 October,
in the OSCE Office in Yerevan.

The agreement aims to increase the democratic control over the security
sector by setting up a joint task force of experts who will help the
Ombudsman’s Office to monitor application of existing disciplinary
sanctions in the army. The ad hoc report suggesting a set of concrete
recommendations to the Government will be produced within the project.

Ambassador Sergey Kapinos, Head of the OSCE Office in Yerevan,
and Mr. Armen Harutyunyan, the Human Rights Defender (Ombudsman)
will sign the agreement.

US 9/11 COMMISSION STAFF TO VISIT ARMENIA

Three distinguished American experts who formerly participated in
the U.S. National Commission on Terrorist Attacks Upon the United
States (more commonly known as the 9/11 Commission) will visit Armenia
October 5-11. The visiting experts will consult with relevant Armenian
officials examining the March 1-2 events in Yerevan, and especially
the National Assembly’s Ad Hoc Commission of Inquiry into March 1-2
Events. The idea for such a visit was first proposed to Armenian
officials by Assistant Secretary of State David Kramer during his
June 2008 visit to Yerevan. The visit is sponsored by the United
States Embassy and is funded by USAID. The three visiting experts
will be Christopher Kojm, John Farmer, and Michael Hurley.

The purpose of this visit is for the U.S. experts to share with their
Armenian counterparts the experiences and lessons learned from the
U.S. 9/11 Commission experience. The experts will share their knowledge
about the management, operations, successes, and difficulties that the
9/11 Commission faced, and provide these insights both to the Ad Hoc
Commission and to officials involved in organizing the independent
experts group that will supplement the parliamentary inquiry. The
delegation will also consult with the Prosecutor General of the
Republic of Armenia about the criminal investigation work.

The visiting U.S. 9/11 Commission experts will not directly assist
in any inquiry or investigation concerning events in Armenia. They
will not conduct an assessment or report about the efforts underway
in Armenia. The sole purpose of this visit is to convey information
and insights about the lessons learned from the U.S. experience with
the 9/11 Commission.

The 9/11 Commission was created as an independent, bipartisan special
commission of inquiry into the September 11, 2001, terrorist attacks
against the United States. Many Americans believed at that time that
U.S. Government agencies might have been negligent or incompetent
in failing to anticipate, detect, and prevent the attacks. The
U.S. public demanded that a special commission be established to
examine all evidence to assess this allegation.

The 9/11 Commission had ten members, five Republicans and five
Democrats — all of whom were retired senior officials of U.S. federal
and state government. The 9/11 Commission reviewed thousands of pages
of government records and other evidence and interviewed hundreds of
government officials and other witnesses. The ten Commissioners were
assisted in this massive work by 75 professional staff members. The
delegation visiting Armenia is comprised of three of the most senior
of these staff members. They are distinguished experts in law,
legislative oversight, and national security matters.

The delegation will comprise Christopher Kojm, Michael Hurley and
John Farmer.

On October 2 Speaker of the National Assembly of Armenia Hovik
Abrahamyan received the delegation headed by the Governor of Rostov
region, comprising Armenian businessmen. RA Consul General in Rostov
Ararat Gomtsyan participated in the meeting.

Greeting the guests, NA Speaker Hovik Abrahamyan said to be glad to
host them at the National Assembly and assured that as NA Chairman
he will do his best to reinforce the traditionally friendly ties
between Armenia and Russia. Mr. Abrahamyan stressed that being well
familiar with the potential of the Armenians living in Rostov,
he attaches importance to the role of the Armenian community in

ArmInfo. The volume of brandy production has grown by 17,7% in
Armenia in Jan-Aug 2008 and amounted to 9924,3 thsd liters, chairman
of Armenian Wine Producers Union Avag Harutyunyan told ArmInfo
correspondent. ‘A total of 1283,8 thsd liters of brandy was produced
in the republic in August of the current year’, – he said.

‘Growth of the production volume is explained by falling of wine
production by 13,4% – to 1883,3 thsd liters (255,8 thsd/l in August)
over the mentioned period. A total of 7451,7 thsd liters of vodka and
liquor was produced over that period of time, which is by 3,8% lower
of the passed year indicator’, – he said and added that champaign wine
production reduced sharply over the reported period and amounted 138
thsd liters against 203 thsd liters last year. A total of 7332,5 thsd
liters of bear was produced against 8355,7 thsd liters over the same
period of 2007. Production of non-alcohol drinks has grown by 21,8%,
amounting to 27,2 mln. liters.

Azerbaijan, Baku, 2 October/ TrendNews, corr I. Alizade/ The
Azerbaijani Parliament ratified Declaration on Friendship and
Partnership between Republic of Azerbaijan and Russian Federation
in autumn session of the parliament on 2 October. The document was
signed by President of Azerbaijan Ilham Aliyev and Russian President
Dmitry Medvedev in Baku on 3 July 2008.

The Declaration says that the parties will continue comprehensive
development of full right, mutually beneficial and constructive
relations of strategic nature.

"The parties will deepen dialogue in all spheres and concerning
international and regional problems. The parties state the importance
of enhancing cooperation," declaration said.

The declaration said parties appreciate efforts of OSCE Minsk Group
co-chairmen and Russia to solve Nagorno-Karabakh conflict soon by
peaceful means.

"Azerbaijan and Russia state importance of resolution of
Nagorno-Karabakh conflict under international principles, sovereignty,
territorial integrity and inviolability of borders and complying
with the resolutions of UN Security Council and OSCE decisions,"
Declaration said.

The parties stated wish to strengthen and deepen technical
cooperation. The document said parties will help CIS increase
efficiency.

Minister of Economy of Armenia Vahe Danielyan said at presentation
Softline Company Office in Armenia.

‘Development of IT-sector is senseless without program licensing
culture and countrywide use of these programs. It gives confidence
to developers that their work will be profitable, which is favorable
also to the country’, he said. The deputy minister said turnover
of piracy software in Armenia totaled 93% by data of the Business
Software Alliance rating published in May 2008. Softline is a Russian
company founded in 1993. The company is engaged in software licensing,
organization of training courses and mediation services in the
market of IT-enterprises. The company’s turnover for 2007 totaled
292 million drams. Softline Office in Armenia operates from April
2008. The company has 41 officers in 14 countries.

ArmInfo. Ambassador serves his president and may be recalled anytime
and for any reason , newly appointed U.S. Ambassador to Armenia
Marie L. Yovanovitch said in response to ArmInfo question if her
personal stand on Armenian Genocide will allow her further work at
the US Department of State if the new leadership of the White House
recognizes Genocide.

The decision to recall Ambassador fully depends on the president, the
American diplomat said avoiding a direct answer to the question. To
recall, the former Ambassador john Evans was recalled from Armenia
in 2006 for his statements on recognition of Armenian Genocide.

book "The Psychology of Genocide," which he will discuss and sign

In the last century, 262 million people have been victims of genocide,
with Jews, Armenians, Cambodians, Darfurians, Kosovons and Rwandans
among them. The horrors of genocide are more poignant as patterns
emerge. There are those who commit brutal acts, there are those who
resist genocide and help victims, and there are those who position
themselves in the middle, taking neither side. Baum reveals what
patterns of personality and psychology emerge during wartime that
give rise to these conditions.

He also examines the complex relationship between social and personal
knowledge, and how people conflate stereotype with personal experience.

In "The Psychology of Genocide: Perpetrators, Bystanders, and Rescuers"
(Cambridge University Press, August 7), Baum builds on trait theory and
social psychology, re-examining our understanding of conformity. Baum
presents a new understanding of identity and emotional development
during genocide, showing that behavior during genocide mirrors behavior
in everyday life.

Despite heightened awareness of the tragic circumstances from which
genocide arises, and unprecedented instant news coverage from around
the world, this greatest of tragedies persists. Baum’s analysis of
genocide and the human psyche help address the persistence of genocide.

Baum is a University of New Mexico lecturer in psychology and a
clinical psychologist. He is a recognized expert in the psychological
aspects of anti-Semitism.

Day.Az interview with Joseph Shagal, deputy of Israeli Knesset and
chairman of the Israel-Azerbaijan interparliamentary group.

– Mass medias have recently reported that in line with an existing
bilateral agreement, Israel will supply Azerbaijan with ammunitions
for hundreds of millions of shekel. This includes advanced missile
systems, communication means, military facilities and equipment,
produced by concerns "Taasiya tsvait" and "Tadiran". Do you consider
this information reliable or is it a lie, aimed at consumption in
some countries of the region?

– Except for the announcement of the Gaarets newspaper, you are
referring to, I do not have any official confirmation or denial of
this information either from Israeli or Azerbaijani official sources.

– The same Gaarets newspaper states that the contacts between Jerusalem
and Baku have intensified due to the Iranian threat. Do you consider
that such threat is possible against Azerbaijan?

– I can answer positively to the first part of your question: the
political, economic and cultural contacts between Jerusalem and Baku
are really active and fruitful, which is, naturally, encouraging for
the supporters of the Azerbaijani-Israeli cooperation, whose number
is not small in our and, I hope, your country.

As for the second part of the question, it should be put to the
leadership of Azerbaijan, which has its own vision of the strategic
situation in the region.

The fact that you do not ask me whether there is an Iranian threat
for Israel evidences that this question does not raise any doubts
in you. As for Israel, we are confident that the accelerated rates
of the Iranian nuclear program and stubborn ignoring of the demands
of IAEA controllers are a real threat not only for Israel, but also
for the whole civilian world.

– The information about possible supplies of advanced weapon to
Azerbaijan by Israel via Turkey appeared in press several years
ago. The possible creation of the military alliance of these two
countries was also spoken of. Is this idea real?

– It is real. But the question is: how much it corresponds to the
state and national interests of each of the three countries.

I would remind that the idea of creation of such a alliance when needed
is not new. The analysts’ proposal of the reality of the strategic
axle Baku -Ankara – Jerusalem first appeared in western press more
than a decade ago, almost, simultaneously with the encapsulation of
the Karabakh conflict and occupation of a large part of Azerbaijan by
Armenians. The idea appeared due to the balanced position of Baku,
which did not allow to launch a large scale war in the Caucasus
region. In other words, Azerbaijan, in the last years of the 20th
century, declared himself to be a serious player, which avoids military
and political adventures and maximally uses all opportunities for
the peaceful resolution of the conflict. To my mind: both economic
associations and military alliances can be created with such a partner
– if there is a need and a direct interest of the Azerbaijani Republic.

– During the recent conflict in Georgia, some representatives of
Moscow, accused Israel of "illegal armament of Georgia". Do you admit
the possibility of such dark sides in the Georgian-Israeli military
cooperation?

– I do not quite understand the phrase "illegal armament of
Georgia". Has the world community imposed embargo on the supplies
of weapons to Georgia, which Israel, by example of the same Iran,
supplying weapons to religions fans of Hizbullah and HAMAS, has
violated?

This is an absolutely legal trade of arms, which, as you know, is one
of the main articles of Iranian export. I would also like to note that
Israeli military supplies to Georgia were absolutely "transparent"
and limited by quite an "easy" complex of ammunitions, including
shooting guns, some kinds of artillery, explosives, missile defense
and communication means, reconnaissance pilotless jets and shells. As
is seen, we did not supply any advanced jets, or tanks or attacking
missile complexes to Georgia (despite persistent requests of Tbilisi).

Moreover, after the first attacks on Tskhinvali, Israeli stopped
its military supplies to Georgia and withdrew all representatives of
the firms, supplying arms to Georgia, from this country, which was
positively assessed even in Moscow. As you see, there are no "dark"
sides in the Georgian-Israeli military cooperation.

– Before the aforementioned events around South Ossetia Moscow was
speaking much of the active use of pilotless jets of Israeli production
by Georgia. On the whole, which military technique and ammunitions,
produced in Israeli, can be the most urgent in the South Caucasus
countries?

– I think you know that Israeli military industry is producing almost
the whole range of advanced highly technological ammunitions. We do
not conceal it from anyone. On the list of the countries- the world
exporters of arms, Israel retains the place among the five leaders,
which is, undoubtedly, the remarkable achievement of the Israeli
economy.

On the other hand – I have partially spoken of it, answering the
previous question – Israel is a democratic country, where export of
arms is under stiff control of the state. Israel will never supply
arms to a country, if this may affect the security of neighbor
states, destabilize the political situation in a definite region
or have a negative impact on the Jewish community of this country,
even theoretically.

Though I’m not a specialist in the sphere of armament and I have no
idea of which Israeli military technique or weapons may become urgent
in the South Caucasus region, I do not doubt that in any case the
issue will be settled not by the countries, which need these arms,
but by Israel, which has these arms…

– Which of the South Caucasus countries is the most perspective
military partner of Israel?

– As a historian, I remember that military cooperation is impossible
without a political one. Israel, due to its unique geopolitical
location, is always ready to expand the circle of its friends, which
envisions the positive attitude of a partner towards Israel and the
Jewish community in this country.

Israel really needs friends, partners and states, with whom it can
build mutually profitable relations on a long-term basis. I hope you
understand that such relations are created on the basis of stable
political, economic, diplomatic, scientific and cultural cooperation
on all levels and only after it, when cooperation grows into stable
friendly relations, the issue of partnership in the sphere of defense
can be raised.

Considering my experience, based on 40 years of living in Baku, I hope
that Azerbaijan has everything for becoming such a partner to Israel.
