The fate of Karabakh is in our hands

After the Russian-Georgian armed conflict, the discussions over the
Karabakh issue are beginning to find a stormy response in the internal
political life of Armenia.

The fact that our society displays certain anxiety over the prospects
of the speedy settlement of the Karabakh conflict is not only a
natural but also, to a certain extent, an encouraging signal. This
means that despite the big and small problems faced by the country,
our political forces and citizens have not ceased to be vigilant.

However, when attempts are being made to change such concerns into
mutual accusations and anxiety, the following question comes up:
who are we afraid of so much and why?

In this respect, we can point out three main reasons giving rise
to concerns;

The first reason consists in the far-reaching geo-political predictions
from the Russian-Georgian mutual cooperation, a tendency observed
in the south Caucasus, and the pessimistic approach of "calculating"
the possibility of "ceding" Karabakh to Azerbaijan.

The second is the myth on the continuous weakening of our country’s
positions on the international arena. The achievements continuously
voiced by Baku give way to far-reaching conclusions.

The third is our opposition’s anxiety over some se cret intrigues
allegedly prepared by the Armenian authorities with regard to the
solution of the Karabakh issue.

Let’s try to analyze the above-mentioned options one by one and discuss
the possibility of the impending dangers to our country and society.

The concerns over the existence of the first danger derive from the
theoretical possibility that Russia and Turkey’s current efforts
towards finding a united model of mutual cooperation in the South
Caucasus may have far-reaching strategic consequences. That is, Turkey
will renounce its mutual strategic cooperation with the United States,
quit its membership in NATO and become Russia’s ally.

Before all that, the strengthening of Turkey’s positions in the
South Caucuses will lead to NATO’s progress. Therefore, the mutual
cooperation between Russia and Turkey cannot contain serious threats
to Armenia unless the South Caucasian "bait" pointed to Turkey by
Russia leads to relevant "consequences".

Moreover, the use of unilateral pressures upon Armenia may also create
threats in terms of changing our country’s political vectors. After
all, not succeeding in its efforts to win round Turkey and to
strengthen its positions in Azerbaijan, Russia may lose Armenia as
well. After losing control over Georgia, this prospect becomes so
realistic for Russia that it will have to restrict itself only to
diplomatic pressures against Azerbaijan a nd Armenia until Turkey
clarifies its priorities in the sphere of foreign policy.

As regards the third danger, the rumors in this connection have been so
far based upon the calculations of the millions of oil dollars invested
by Azerbaijan in the military sphere. With those tremendous sums, which
last year increased to 1.85 billion US dollars, Baku mainly purchased
a large quantity of armament from Ukraine. It should be mentioned,
however, that it was obsolete armament produced in the Soviet times.

Having wasted huge amounts of money, Azerbaijan has now become faced
with the threat of cutting down its oil-gas programs. The reason is
that the country’s economy, which receives 70 percent of its income
from the oil business, has started suffering significant losses. Baku
will not manage to increase its oil export volumes and receive foreign
loans, considering the deep financial crisis on the global level. And
even the Azerbaijani experts themselves confess that.

So, the Azeri President’s dreams about having a 2.5 dollars’ military
budget in 2009 have already fallen flat.

Moreover, the obsolete armament, mainly purchased from Ukraine, has
become a calamity for the Azerbaijani army over the recent years. The
crash of the MIG-29 airplane in Baku was followed by the explosion of
the T-72 tank in Nakhichevan (on the 24th of September). And during
the recent military trainings organized not very far from the=2
0town of Shamkhor, there occurred the explosion of the infantry car,
depriving three more soldiers of their lives.

Considering the deadly nature of the armament with which the
Azerbaijani army is equipped now, it is hardly possible to expect
from it any serious threat.

As to the third variant, i.e. the so-called intrigues, it should be
noted that the opposition which pushes forward this issue forgets that
the Nagorno Karabakh Republic is an independent political-military
factor. The thing is that the state has temporarily ceded its
competences of conducting negotiations to Armenia but it hasn’t given
anyone the right to question its de facto independent status. Unless
the international community recognizes the independence of Nagorno
Karabakh, it will be impossible to impose on it any concessions.

So, the following question comes up: apart from the three options
mentioned above, are there any other reasons that may arouse concern
in our society.

adoption of the Resolution on the ‘Armenian Genocide’. ‘The fact that
John McCain sticks to the position of the Cold War times, according
to which Turkey is an invaluable ally of the USA which we have no
right to offend’ is very dangerous, Chairman of the organization
‘Armenians for Obama’ Aren Ibranosyan said. Some representatives of
the USA Armenian community, being members of the Republican party,
think that a presidential contender from democrats Barack Obama, who
promised to recognize the Armenian Genocide in case he is elected,
will breach is promise like George Bush did. However, Obama’s
supporters claim of his sincerity and mark how attentively Barack
Obama treats the problems of the Armenian community of the USA. The
organization ‘Armenians for Obama’ intends to carry out a work with
the USA Armenian Diaspora, familiarize the Armenian voters of the
USA with the differences of the positions of J. McCain and B. Obama.

Interview with the Director of the Scientific-Practical Center of
Forensic Expert Examinations Shota Vardanyan

"Mr. Vardanyan when will you introduce the final conclusion regarding
the famous video film represented by the opposition?"

"The National Assembly has submitted an application to our center,
according to which "there is an episode in the video introduced by
the press belonging to the opposition, where most probably there is
a fragment of a human jaw on the ground. Another cadre shows how a
car drives into a citizen. We would like you to answer whether or not
the forensic expert examination has recorded any trauma that was the
consequence of similar accident. If yes please send us the conclusion
of the forensic expert examination."

The thing that we have subjected to examination (tongue, chin) is
over. We have handed it over to the investigative bodies still in
October 9.

As regards complex expert examinations it is the job of two different
institutions."

"And when are you planning to introduce the conclusion of the expert
examination?"

"In the coming days. Tomorrow or the day after tomorrow."

"What did the final conclusion of the expert examination regarding
the parts of body record?"

"The announcement which I made in the National Assembly is based on
the conclusions and opinions of the government educational institutions
and certain services. Leading specialists of the republic, who didn’t
consider it a human chin and said that it is more like a pig’s chin,
signed under the announcement.

Especially because there are places where it is evident that the
chin is sawed. But they did it in a very bad way. They could hide
the thickness of the bones.

Besides that there is a certain form of teeth, which is characteristic
to animals. Based on all this the committee (of 7 members) draw a
conclusion that the represented picture was a pig’s chin. Once the
committee possesses more grounded materials it will give a clearer
conclusion. At the moment we have what we have.

As regards the tongue I can’t imagine how can a human being have such
a big tongue? No doubt it was animal’s tongue. It was most probably a
tongue of a ruminant. In my view both the operators and the authors
of the articles have eaten animal’s tongue and if they haven’t seen
their own tongue they can look at it in the mirror and compare.

The conclusions are ready and during the coming days we will send
them to the National Assembly. But because they have two requirements
we will wait until we have the conclusion regarding their second
requirement and only after it will we send the complex conclusion.

By the way we have received a note from the Ministry of Health where
the head of NA staff appeals to the head of the government staff,
to answer certain questions. Zaruhy Postanjyan is the author of
those questions.

One of the questions is about the video represented by the National
Assembly. Postanjyan is interested in whose chin and whose brain was
on the ground, who was that person and was he included in the list
of the victims?

Why didn’t they take to expert examination? These operators could
also take those brains and pieces of bones. And if those pieces exist,
where are the other ones?

And finally there are dead bodies and live people who must give the
place of that "damaged" person. A person with that chin couldn’t live.

But we don’t have similar cases of damage neither among dead bodies
nor among live people. Isn’t it strange?

"And isn’t it strange that only recently did they decide to show
those videos?"

"I would like to have the answer to that question. Why didn’t they show
the video 6-7 months back? After all if there is a missing individual,
where is he, where are his relatives. Don’t you think that all this
story is an empty balloon?"

Until quite recently, the press supporting the Armenian Pan-National
Movement was silent about our recent publications concerning
the intercepted phone conversations of ex-Foreign Minister Alik
Arzoumanyan.

And that is quite comprehensible. Such interceptions throw light
upon the "revolutionary programs" of the pro-Levon activists, at
the same time unmasking their true image and the nuances of their
"elitist" vocabulary and interrelations. But, here they are. Just a
few days before the trial of the some of the organizers of the March
1 incidents, the activists of the Armenian Pan-National Movement
launched a counter-attack.

In particular, "Aravot" daily launched a campaign of
"contra-interceptions". Acting in support of the pro-Levon activists,
the newspaper reports that Alik’s phone conversations are just episodes
containing no essential information and poses the following question,
"Is this how the activists were preparing for a revolution?" This is
followed by some quotations from the public speeches of the orators,
and then, here you are – the conclusion is ready, "The pro-opposition
activists had no plan or intention of staging a revolution or coup d’
état, seizing power, mounting a rebellion or organizing disorders."

0D And in general, "It becomes clear from the intercepted conversations
that the opposition had no program aimed at staging a coup, and
the lawsuit filed against its leaders is a pre-arranged affair and,
as a matter of fact, has no prospects."

As regards the arguments that the top pro-opposition figures "are
not even ready to apply to the Constitutional Court", "Aravot"
makes no hint about this, pretending to be a fool. First, it has been
mentioned several times that LTP relies on the "colored" post-electoral
developments rather than the elections or the court appeals aimed at
arguing their results.

Besides, even if the opposition really wanted to apply to the
Constitutional Court, it couldn’t have done so for a very simple
reason: it didn’t have the package of the convincing and irrefutable
arguments that could definitely prove that the elections were
"thoroughly falsified".

"And the fact that on the night of March 2, L. Ter-Petrosyan exhorted
the demonstrators to disperse was quite logical because it was clear
the spontaneous demonstration was being led rather than conducted by
the opposition," "Aravot" reports, without asking L. Ter-Petrosyan
why he hadn’t made the exhortations much earlier when the disorders
were just beginning to develop. Moreover, he ordered those people
to remain in their places and not to quit the scene20of action under
any circumstances.

And reason is quite clear: LTP needed blood, and he got what he
wanted: the minimum program aimed at organizing a bloodshed in the
centre of Yerevan, just in front of the French Embassy, was brought
to life. And in the estimation of LTP, (who was quite "optimistic")
this was to become the "swan-song" of the authorities. Based upon the
awkwardness and incapability of the organizers, "Aravot" expresses its
authoritative opinion: judging by the interceptions, "the opposition
either had objectives which were unknown to us," or it was guided
"by impulsive solutions" and "unserious approaches".

Whereas the objective of LTP and his closest people who coordinated
the activities of the demonstrators was more than transparent.

"Are there political prisoners in our country? What is the difference
between today’s detainees and the activists of Dashnaktsutyun party
who were imprisoned in the 90-ies?"

Alvard Petrosyan’s answer to this question during the press conference
yesterday was rather abrupt. "Don’t even dare to compare Alik
Arzumanyan’s detention with Hrant Margaryan’s. They charged this
person with unimaginable things – a person who was ready to die for
his country. Is Armenian Pan National Movement closed? No! So there
is no comparison. Did they close dozens newspapers? No!

For me it is intolerable (I don’t want to use a ruder word) to compare
these people. We were the ones to bear the fruits of the earthquake,
blockade, war, cold and dark, days. And political terror was added
to all this. No, really, there is no comparison."

the forthcoming presidential election in the USA>, Regional Director
of the Armenian Assembly of America (AAA) to Armenia and Nagorno
Karabakh Arpi Vardanyan said today.

She also said she has never seem such an excitement in the USA during
preparation for the presidential election. ‘During the presidential
election in 2004, 125 million people took part in voting, however,
by experts’ forecasts, the number of the voters at these election
will reach 200 million’, A. Vardanyan said.

She also added is a non-party organization and its status in the
USA does not give it the right to say openly about supporting of
this or that candidate. As for the Armenian Diaspora of the USA,
it is supporting the candidate from Democratic Party Barack Obama,
which said many times that in case of gaining victory he will do
everything possible for the Armenian genocide recognition.

She said that according to the predictions representative of the
Republican Party John Mckein lags behind Barack Obama. The latter
also won at the passed televised debates. If nothing significant
happens over the next three weeks, Barack Obama will gain a victory,
Arpi Vardanyan concluded.

Several French Armenian youth organizations are planning to hold
functions, every Wednesday, beginning from yesterday, demanding to
include the bill condemning the denial of Armenian Genocide into the
agenda of the French Senate.

The functions aim at demonstrating that French Armenian youth condemns
denial policy. The young people will join around the slogan "We will
not allow" and in front of Luxemburg Palace (where the Senate is
located) they will put an informational tent to represent the harm
of denying genocides.

During the nine months of this year 30 thousand 649 cars have been
imported to Armenia, from which 6229 are produced in Russia. During
the same period of the previous year 25 thousand 103 cars were imported
to Armenia, from which 5059 – Russian.

>From the cars imported to the republic during the 9 months of this
year 7321 cost 5 thousand USD, 12 thousand 228 – 5-10 thousand USD,
4127 – 10-15 thousand USD, 4992 – 15-30 thousand USD and 1981 –
more than 30 thousand USD.

We must underscore that in 2006 26 thousand 152 cars and in 2007 34
thousand 672 cars were imported to the republic.

ArmInfo. Armenian Public Services Regulatory Commission [PSRC] has
adopted a decision to give preliminary license to France Telecom,
the third mobile communication operator in Armenia.

FTA Telecom is an Armenian structure of the Orange SA, which is
within the France Telecom group. On 7 October 2008 Orange SA won the
tender to have a right of giving the mobile services in Armenia and
registered the local company in the republic FTA Telecom, which will
use the brand Orange in Armenia.

As director of telecommunications department of PSRC Gevorg Danielyan
said at the sitting of the commission, according to the procedure
set by the law, over 4 weeks participants in the competition can
appeal its results. After successful ending of all the procedures
FTA Telecom will be given the final license for activity, he said.

Director of FTA Telecom Christian Boinot said the company will start
giving service before winter of 2009. He also added specialists of
France Telecom will arrive in Armenia soon to study the problem of
mobile communication net construction in Armenia. He also said the
FTA Telecom is going to op[en 42 service centres in Armenia.
