Armenian Congress and the Union of Armenians in Russia, UNESCO Goodwill
Ambassador Ara Abrahamian sent a message to the participants of the
3rd All-Armenian Festival "One Nation, One Culture". The message reads:

"Dear compatriots!

On behalf of the World Armenian Congress, the Union of Armenians
in Russia and myself, I warmly greet the participants of the 3rd
All-Armenian Festival "One Nation, One Culture".

This already traditional festival is an important event that aims to
promote the unification of the Armenians scattered around the world,
as the fate has willed it.

It is well-known that like faith, culture has always been a common
element that has united the Armenians, regardless of their political
views and social conditions. Today culture also serves the purpose of
preserving and developing national identity, language, literature,
traditions and other national values passed on from one generation
to another.

Culture is one of the most important links that connects the Diaspora
with our motherland – Armenia and contributes to survival of our
people living in various countries.

The festival is also significant in that it is held under the high
patronage of president of the Republic of Armenia.

ANTELIAS, AUGUST 20, ARMENIANS TODAY – NOYAN TAPAN. The Pan-Diaspora
Youth Conference that opened under the patronage of the Armenian
Catholicosate of Cilicia on August 14 is continuing its work,
discussing issues of interest to the youth.

One of the subjects under discussion was the moral aspect of using
the Internet, as well as the diversity of websites on the Armenian
Genocide. Dr.

Joe Pirri, lecturer at the University of Geneva, provided exhaustive
information on this subject. The problem of trustworthiness of sources
was also discussed, taking into account the fact that the truth about
the fair rights of the Armenian people is often distorted deliberately.

Archimandrite Grigor Chiftchian gave a lecture "The Armenian Church and
Armenian Youth". Speaking about Armenian young people’s expectations
from the church, he also touched upon the expectations of the Church
from its youth.

Armenian Iranian writer and translator Varand was recently elected
and registered as a member of Great Britain’s Guild of International
Songwriters and Composers. According to "Aliq" daily, the requirements
for joining the Guild include creative abilities, experience and
validity.

In addition to being awarded an order of the RA ministry of culture
during the recent All-Armenian conference of writers, Varand will
be given an annual Yeghishe award of the Union of Writers of the NKR
based on a decision of the union’s board, the chairman of the Union
of Writers Vardan Hakobian announced at a literary meeting in the
city of Shushi (Artsakh).

AKHALKALAKI, AUGUST 20, ARMENIANS TODAY – NOYAN TAPAN. The Council
of Armenian Non-Governmental Organizations of Samtskhe-Javakheti
and Kvemo Kartli made a declaration on August 19, stating that in
order to resolve the ethnic conflicts in an objective, just and legal
manner, Georgia should have a federal state structure, composed of
territorial units and a central government. Below is the full text
of the declaration submitted by A-Info agency:

"Now that the military operations have stopped and the repositioning
of military forces in the country is slowly retuning to the status
quo ante of August 6;

When the conflicting parties and the international community are
searching for ways out of the current situation and in order to
re-establish the country’s territorial integrity and sovereignty;

It is clear, that the main victim of attempts to resolve inter-ethnic
issues through military operations is the peaceful population, without
any positive movements on the political front, on the contrary,
with complicated political consequences;

We, the public representatives of the Armenian population of
Samtskhe-Javakheti and Kvemo Kartli, concerned with re-establishing
peace and stability in our country, assert that:

a) In order to re-establish Georgia’s territorial integrity and
sovereignty and, as a guarantee to the country’s stability and
democratic development to resolve the ethnic conflicts in an objective,
just and legal manner, Georgia should have a federal state structure,
composed of territorial units and a central government;

b) Under the federal system of state structure, the central authorities
of Georgia will retain all the powers provided by the subsections of
the first section of Article 3 of the Constitution of Georgia;

c) The basis for the creation of the territorial units should be
the needs for preserving and advancing the ethnic identity of the
nationalities comprising Georgia’s population; d) Samtskhe-Javakheti
— with its current boundaries and with the neighboring mainly
Armenian-populated areas of the Kvemo Kartli region — should have
the status of a territorial unit comprising the Georgian federal
state, with broad self-governing rights, including the right to free
elections by the population for all local self-governing bodies and
jurisdiction over cultural, educational and socio-economic policies,
as well as the spheres of public order, local self-government and
environmental protection in Samtskhe-Javakheti;

e) Guarantees should be provided through the constitution, that
the Armenian language will be a regional official language in
Samtskhe-Javakheti, in addition to the official state language;

f) The representation of Samtskhe-Javakheti in the legislative,
executive and judicial branches of government of Georgia should be
constitutionally guaranteed.

It is about time, that the political elite of Georgia acknowledge,
once and for all, that:

The way to the development and strengthening of the state is through
its formation on the basis prescribed above;

In order to re-establish the integrity of the country the law-abiding
citizens should be sufficiently appreciated, their concerns and
reasonable demands should be heard, and they should be provided with
at least as much jurisdiction as is being promised to those who have
raised arms against the state;

The country’s integration into Euro-Atlantic structures first of all
requires complete adoption and application of European values and the
complete and immediate realization of obligations — including those
regarding the full protection of national minorities — undertaken
vis a vis European institutions.

We are aware that this declaration will not be received
unequivocally. There will be efforts to misconstrue or misuse
it. But we, as citizens concerned with Georgia’s destiny, could not
refrain from repeating the truth, which we have been proclaiming
for years. We are guided solely by the the interests of Georgia and
Samtskhe-Javakheti, which is a component unit of the country.

This is what the memory of those who fell during the last clashes
requires; this is what the right of return of those hundreds of
thousands of the recently displaced people requires; this is what
the future of Georgia requires."

ArmInfo. Because of Armenia-Turkey WCQ-2010 football match, which will
be held in Yerevan on 6 September and taking into account arrival of
a big number of Turkish fans to Armenia, Armenian government charged
Yerevan mayor’s office to provide Turkish fans with food and part-time
residence.

Yerevan mayor Ervand Zakharyan was charged to hold relevant work
to improve the territory near the republican stadium after Vazgen
Sarkisyan. The match will take place at Razdan Stadium. Armenian
police and National Security Service will serve with medium security
on 1-11 September.

To recall, on 15 August Armenian government adopted a decision about
temporary non-visa regime for Turkish citizens on 106 September. As
chief of Armenian Police, Alik Sarkisyan, said about 20thsd Turkish
fans may visit Armenia.

Armenian football players added both the goals with three minute to go.

Turkish players added a goal at the 66th minute. Afterwards, at the

a few seconds (added time) midfield Henrik Mkhitaryan added the
match-winning goal. Thus, Armenian team has 10 points and a chance

ArmInfo. Heritage opposition party parliamentary faction will vote
against the amendments to Laws on Tax Service and on Program of
Restoration, Preservation and Reproduction of Lake Sevan.

Secretary of the faction Stepan Safaryan told ArmInfo it is already
the second attempt by the government to amend the Law on Lake Sevan
to increase the release of water to 360 mln cubic meters for the
current year. ‘It testifies that lake is just a source of water for
the government. At first the government motivated the amendment with
drought. After the factor of drought was not proved, the government
brought another motive – extension of the territory. Moreover, the
water of the lake is not good for irrigation.

Later it turned out that hotels on the shore may be flooded’, the
parliamentarian said. ‘The show in the Parliament aimed to reduce
the indicator to 280 million cubic metes that was proposed yet in
June 2008.

However, even 240 mln cubic meters are inadmissible’, Safaryan said.

ArmInfo. ‘Over the first half of 2007 Armenia produced 1.750 million
liters of wine whereas in the first half of 2008 production was
1.391 million liters hereby falling down to the indicator of the
first half of 2006’, Chairman of Union of Winemakers of Armenia Avag
Haroutiunyan said.

He said the situation with brandy is quite different. Thus, in the
first half of 2007 brandy production in Armenia totaled 6.391 million
liters whereas in the first half of 2008 7.307 million liters were
produced. Thus, the growth for the current year was 12%. ‘The given
figures are evidence of more profitable production and sale of brandy
than wine. Probably, part of grapes earlier used for wine making was
used in brandy production in the current year’, A. Haroutiunyan said.

Several dozens of companies are engaged in wine making in the
country. By tradition all the brands of wines are produced in Armenia:
Areni, Voskevaz, Vernashen and others.

ArmInfo. Thursday after long debates the Parliament of Armenia approved
additional flush from Lake Sevan.

Chairman of the State Committee of Water Management, Ministry of
Territorial Administration, Andranik Adreasyan submitted the amendments
to the Program of Restoration, Preservation and Reproduction of Lake
Sevan Ecosystem for consideration of the Armenian Parliament said the
bill was carefully discussed and a consensus was achieved. Thus, the
water release quota was increased to 240 million cubic meters from
170 million cubic. However, due to severe droughts, the government
had to request more flush for agricultural needs. Thus, another 120
million cubic meters (to 360) are required to provide about 200,000
farms with water.

The 90 million cubic meters Aparan water reservoir is full by one-third
and even half of the 70 mln cubic meter Azatek reservoir is not
full. The necessary 100 million cubic meters will be released from
Sevan. Hrazdan River supplies 110 as against 160 million cubic meters
of water. The law will be effective till 1 December 2008. Afterwards
the flush will be reduced to the former 170 million cubic meters.

ArmInfo. Today Armenian National Assembly made alterations and
amendments to Customs Code and to the law "On licensing" and "On
state tax".

As chairman of State Income Committee Gagik Khachatryan said in his
speech, the submitted draft law is directed to putting the relations
"importer-customs officer" in order. In particular, the customs
declaration of the imported materials is meant, after processing
of which waste appeared which should be also declared. The draft
law also supposes application of the new type of license activity
according to which economic agents, which deal with organization of
the customs stores, should be licensed.

The state tax for giving license will be equal to the one thousandth
size of the basic tariff. The customs stores at these territories will
function independently. This measure will make it possible to apply
customs terminals institution in Armenia. For this reason, register
controlled by the customs structures, will be introduced. And customs
brokers will be responsible for formation of the customs declarations
and customs movement. Introduction of this institution supposes to
limit the cases when customs declarations may be considered invalid and
to avoid double declarations. All the data regarding the post-customs
control will be saved in the computer basis. The customs structures
will have a right to take part in preliminary investigation of breach
of law.
