THIS YEAR’S HUNTING SEASON TO LAST IN ARMENIA FROM AUGUST 23 TO MARCH

Y EREVAN, AUGUST 22, NOYAN TAPAN. The hunting season starts in Armenia
on August 23. The chairman of "National Alliance of Armenian Hunters"
NGO Grigor Grigorian said at the August 22 press conference that some
positive changes were observed this year as compared with the previous
ones. In particular, the necessary arms-ammunition were obatined for
hunters. Besides, the hunting season has been extended: the previous
hunting season was until February 28, whereas this year’s season will
last until March 15.

G. Grigorian informed those present that the hunting season will start
with the fowling of ducks, then also partridges, waterfowls and
pigeons. The largest animal which is allowed to hunt is the hare. There
are also other animals such as goats and wild boars that may be hunted
in small numbers and with special permission.

According to chief expert of the State Environmental Protection
Inspection of the RA Ministry of Nature Protection Arthur Beglarian,
about 60 kinds of animals, birds and fish have been allowed for
hunting. The hunting of animals considered as harmful such as stray
dogs and cats, grey crows, magpies, wolves and jackals is allowed in
unlimited numbers during the whole huting season.

The criminal responsibility envisaged for hunting the animals included
in the Red Book and the amounts of large fines were announced. For
example, a fine of up to 3 million drams (about 9 thousand dollars) is
envisaged for hunting Armenian moufflon, chamois, panther, and
Caucasian bear.

A. Beglarian also announced that the hunting of hares and partridges
has been extended until January 31 during this hunting season. He gave
assurances that as usual, the law-envisaged control will be done this
year too.

"Dialog Of Cultures" 3rd Annual Youth Festival in Tsakhkadzor

"DIALOG OF CULTURES" 3rd ANNUAL YOUTH FESTIVAL BEING HELD IN
TSAKHKADZOR

TSAKHKADZOR, AUGUST 22, NOYAN TAPAN. "Dialog of Cultures" 3rd annual
youth festival opened in Tsakhkadzor and will last until August 27.
Cultures, rituals and cuisine of various nations will be presented at
the festival.

The RA deputy minister of sport and youth issues Arthur Poghosian
stated that the purpose of the festival is to display cultures of
various peoples and promote the cooperation of young people in this
process. Among participants are young people from France, Egypt,
Romania, Poland, China, Lithuania, Greece, India, Syria, Ukraine,
Belarus, Georgia, Kazakhstan, Russia, Artsakh and Armenia, as well as
representatives of Armenia’s Assyrian and Yezid communities. In the
words of A. Poghosian, representatives of about 10 countries, including
Turkey, Nepal, Kyrghyzstan, Nigeria refused to take part in the
festival due to the events in South Ossetia.

In the opinion of executive director of "All-Armenian Youth
International Center" Foundation Armen Sinanian, "it is evident from
the fact that so many countries expressed a desire to participate in
the festival that "Dilaog of Cultures" festival has the right to live."

The festival was organized on the initiative of the RA ministry of
sport and youth issues, the Center for Organization of Youth Events,
the International Center of Intercultural Studies, Training and Dialog
and the "All-Armenian Youth International Center" Foundation. 18
million drams (about 60 thousand USD) was allocated from the RA state
budget for holding the event.

Armenian Citizen Arrested in Russia

ARMENIAN CITIZEN ARRESTED IN RUSSIA

KURGAN, AUGUST 22, ARMENIANS TODAY – NOYAN TAPAN. An Armenian citizen
wanted by the police of Belarus for a murder was arrested in the
Russian city of Kurgan.

Radio Liberty reported that according to information of the Kurgan
regional prosecutor’s office, the Armenian citizen (his name was not
given) was arrested during an attemp to steal a car. It turned out that
he was internationally wanted for committing a murder in Belarus.

The court imposed an arrest on the man, and he was transferred to an
isolation cell. The prosecutor’s office is now conducting checks, after
which a decision will be made to extradite the Armenian to Belarus.

BEIJING, AUGUST 22, NOYAN TAPAN. On August 22 Armenian boxer Hrachik
Javakhian (60 kg) was defeated by Olympic champion, Russian Alexey
Tishchenko in the semi-final at the Beijing Olympic Games and had to
content himself with a bronze medal.

This is the 6th bronze medal of Armenia’s Olympic delegation. Thus, the
Armenian sportsmen have finished their participation in the 29th Summer
Olympic Games.

Zviad Zakaradze:"Complex reconstruction of the bridge will take start
on August 26".

Reconstruction of the bridge close to Casp region, Georgia, blown up on
August 16 will finish on September 20. Deputy Director of Railway
Department of Georgia Zviad Zakaradze said in interview with ANS TV. To
him, complex reconstruction of the bridge will take start on August 26.
Columns of the bridge will be restored by this time. `But this
procedure will take long time, as necessary equipment for the
reconstruction are brought from west of Georgia. The bridge can be put
into commission by September 20′. Z.Zakaradze also said that there are
2 versions related with the blast of the bridge in Marneuli: either the
mine missed the target due to poor quality or it was wrong laid. He
underlined many of the trains standing in Poti are to head to
Azerbaijan and Armenia. The trains hold cargo. And trains going to
Armenia are full of grain.
The railway bridge with strategical significance close to Casp region,
Georgia was blown up on August 16. Transportation of oil from central
to the west of Georgia, as well as from Azerbaijan and Armenia to Black
Sea ports of the neighbor country was suspended due to the blast in the
bridge. And Russia-Georgia war also affected on the reconstruction of
Baku-Tbilisi-Kars railway. Project-manager of Baku-Tbilisi-Kars railway
Bicina Bregvadze said reconstruction work is stopped in the raiway more
than 20 days due to the war. Workers of `Azeryol tikinti’ company have
been temporarily sent to Azerbaijan. This is related with the fact that
Georgian government did not guarantee them security. Ukrainian company
continues projecting work in the area Marabda-Jalga, Jalga-Akhalkalaki
despite the situation in the region. Construction work will resume
after regulation of the situation in the country. B.Bregvadze also
emphasized the railway will be put into operation by the time
stipulated in the project ` 2010-2011. Moreover the meeting of the
joint commission related with the railway construction project of
Azerbaijan also was put off due to the situation in Georgia

STANDARD: "Seid freundlich zu Russland, schaut nicht zu sehr auf den
Westen" ` Ist das die Lektion, die Russland mit dem Krieg den Ländern
im Kaukasus erteilt hat?

Sarkisian: Ein Blick zurück in die Geschichte Armeniens zeigt, dass die
Freundschaft mit Russland nie erzwungen worden ist. Dass man
Freundschaft nicht unter Zwang schlieÃ?en, geschweige denn
aufrechterhalten kann, versteht sich von selbst. Ich möchte nicht für
andere Länder sprechen, aber zumindest Armenien ist sehr offen,
freimütig und beständig in seinen Beziehungen zu Russland.

Lassen Sie mich auch betonen, dass unsere strategische Partnerschaft
mit Russland nie ein Hindernis gewesen ist, unsere gute Zusammenarbeit
auf andere Staaten in und auÃ?erhalb der Region und auf internationale
Organisationen zu erstrecken. Das breite Spektrum laufender,
gemeinsamer Programme mit der EU und der Nato, die sich zunehmend
entwickelnden Beziehungen zu europäischen Staaten, den USA und dem Iran
beweisen das.

STANDARD: Die Armenier sind nicht zum ersten Mal direkt von den
Auswirkungen einer Krise zwischen Georgien und Russland betroffen.
Welchen Rat für den Umgang mit Russland können Sie Ihren Partnern in
Georgien geben?

Sarkisian: Einen Ratschlag zu geben wäre unangemessen. Die Politik, die
wir in den vergangenen Jahren entwickelt haben, beruht auf dem Prinzip,
dass kleine Mächte in unserer au�erordentlich sensiblen Region wirklich
jede Anstrengung unternehmen müssen, mögliche Widersprüche zwischen den
Supermächten zu mildern und nicht zu verschlimmern. Es ist recht
einfach, in irgendeiner Region kurzfristig Gewinne zu machen, indem man
sich auf Widersprüche zwischen den gro�en Mächten stützt. Es ist
andererseits die Mühe wert, wenn auch schwieriger, im Bereich
gemeinsamer Interessen eine offene Zusammenarbeit anzustreben. Auch
wenn man alle Herausforderungen berücksichtigt, die sich heute stellen
und die man annehmen muss: Es ergibt keinen Sinn, neue Trennlinien und
künstliche ideologische Lager zu errichten.

STANDARD: In Armenien liegt eine bedeutende russische Militärbasis. Ist
eine russische Vormachtstellung im Südkaukasus gut für Armenien?

Sarkisian: Souveränität, die Bedeutung hat, ist für Armenien so
gewinnbringend wie für jeden anderen Staat. In unseren Zeiten setzt
eine solche Souveränität die Teilnahme an wirksamen internationalen und
regionalen Sicherheitsübereinkommen voraus. Armenien hat in dieser
Hinsicht20die Entscheidung getroffen, sich der Organisation des Vertrags
über kollektive Sicherheit (CSTO, die militärische Organisation der
Gemeinschaft Unabhängiger Staaten, GUS, Anm.) anzuschlie�en. Das
Basisinstrument der Organisation ist, dass ein bewaffneter Angriff auf
einen Mitgliedstaat ein Angriff auf alle ist. Ich glaube, Militärbasen
sind in unseren Zeiten eher das Symbol einer wirksamen Zusammenarbeit
als einer Vormacht.

STANDARD: Welche Schlüsse ziehen Sie aus der militärischen Intervention
in Georgien für Berg-Karabach, einen anderen dieser so genannten
"eingefrorenen Konflikte" ?

Sarkisian: Die tragischen Ereignisse in Südossetien bestätigen, dass
jeder Versuch im Südkaukasus, eine militärische Antwort zu suchen, um
nach dem Recht auf Selbstbestimmung zu streben, schwerwiegende
militärische und geopolitische Folgen mit sich bringt. Die jüngsten
Ereignisse haben die reale Bedrohung klar gemacht, die im Wettrüsten,
in ungerechtfertigten Steigerungen des Militärbudgets und kriegerischer
Rhetorik im Südkaukasus liegen. Die Ereignisse haben auch bewiesen,
dass die Lösung ähnlicher Konflikte auf dem Prinzip der freien
Willensäu�erung des Volks liegen sollte, das für Selbstbestimmung
kämpft, und dass Lösungen diesem Willen entspringen müssen. Andere
Herangehensweisen werden unvermeidlich zu "ethnischen Säuberungen" und
der Verletzung internationaler humanitärer Gesetze führen.

STANDARD: Die Türkei hat nie wirklich auf Armeniens Angebot zur
Aufnahme diplomatischer Beziehungen ohne Bedingungen geantwortet. Sie
haben nun sogar den türkischen Präsidenten nach Eriwan eingeladen. Was
lässt Sie glauben, dass die türkische Führung offener für einen Dialog
wird?

Sarkisian: Wir sind bereit, ohne Vorbedingungen Beziehungen mit der
Türkei aufzunehmen. Armenien hat sich immer dieser politischen Linie
verpflichtet gefühlt. Heute stehen wir einer politischen Situation
gegenüber, von der niemand profitiert, sondern im Gegenteil, bei der
viele verlieren. Ich bin überzeugt, dass die dauernde Rivalität keinen
Sinn ergibt und unnötig ist. Vor einigen Tagen hat mein türkischer
Amtskollege erklärt, dass die Türkei keine Feinde in der Region hat. Um
Worte in Taten umzusetzen, sollten konkrete Schritte zur Normalisierung

OBAMA/BIDEN DEMOCRATIC PRESIDENTIAL TICKET STRONG ON GENOCIDE
RECOGNITION; U.S.-ARMENIA RELATIONS

WASHINGTON, DC – The Armenian National Committee of America (ANCA)
welcomed Democratic Presidential hopeful Barack Obama’s
announcement of longtime Armenian American issues supporter, Sen.
Joe Biden as his choice for Vice-President. Sen. Biden, who chairs
the Senate Foreign Relations Committee, has been an outspoken
advocate of U.S. reaffirmation of the Armenian Genocide and brings
the principled international leadership needed to meet the
challenges of the 21st Century.

"As we stated back in January, Armenian Americans, a community that
is deeply committed to a moral U.S. foreign policy and constructive
American engagement abroad, respect Senator Biden’s leadership and,
today, we welcome his addition to the Democratic ticket," said
ANCA Executive Director Aram Hamparian.

Elected to office in 1972, Senator Biden has been a voice of moral
clarity on issues of concern to the Armenian American community
including:

* Support for U.S. recognition of the Armenian Genocide, dating
back to his work with Senator Bob Dole to pass the Armenian
Genocide Resolution (S.J.Res.212) in 1990, and stronger U.S.-
Armenia relations.

* A perennial supporter of Section 907 of the Freedom Support Act,
adopted in 1992, which restricted U.S. assistance to Azerbaijan due
to its ongoing blockades of Armenia and Nagorno Karabagh.

* In May, 2007, Senator Biden, in response to a question from the
Los Angeles Times editorial board about the Armenian Genocide
Resolution (S.Res.106), said: "I support it, and the reason is
simple: I have found in my experience that you cannot have a solid
relationship with a country based on fiction. It occurred. It
occurred." Senator Biden has been cosponsor of every resolution
reaffirming the Armenian Genocide introduced in the Senate over the
past 20 years.

* In connection with his leadership in pressing the Administration
to explain its firing of U.S. Ambassador to Armenia, John Evans,
and the controversy over the subsequent nomination of Dick Hoagland
in 2007, Senator Biden secured from the Administration a number of
commitments, among them that:

— The next U.S. Ambassador to Armenia will meet extensively
with representatives of the Armenian American community before and
during their tenure in Yerevan.

— The State Department will brief Members of Congress on its
efforts to promote Turkish recognition of the real history of the
Armenian Genocide.

— U.S. ambassadors to Yerevan and Ankara would exchange
visits for the purpose of ending Turkey’s economic blockade of
Armenia.

* He authored a resolution (S.Res.65), which was adopted in the
Senate Foreign Relations Committee by unanimous consent, to honor
journalist Hrant Dink, who was assassinated in Turkey last year for
writing about the Armenian Genocide.

* In July, 2008, Sen. Biden reiterated his commitment to securing
U.S. and Turkish recognition of the Armenian Genocide in connection
with the nomination of U.S. Ambassador to Armenian Marie
Yovanovitch. "Recognition by the United States of the Armenian
Genocide is not the final goal. The real goal is the recognition
of Turkey – of the Turkish Government – of the Armenian Genocide
and the establishment of a common Turkish-Armenian understanding of
the events and tragedy that took place," stated Sen. Biden.

The ANCA endorsed Senator Obama in the Democratic primaries and
will announce its general election endorsement decision following
the Democratic and Republican primaries. The ANC of Iowa had
endorsed Sen. Joe Biden in his presidential election bid prior to
the Iowa primary earlier this year.

forceful opposition to the fight of people’s right to
self-determination in the South Caucasus region are fraught with
serious military and geopolitical consequences, Armenian President
Serzh Sargsyan said in his interview with the Austrian newspaper "Der
Standard", the Armenian presidential press-service reports.

According to Sargsyan, the recent events distinctly demonstrated the
real threat of the armament race in the South Caucasus, ungrounded
increase in military budgets and militant statements. "At the same
time, they proved that settlement of similar conflicts should be based
on the free expression of will of people fighting for the right to
self- determination, and decisions should be based on this will, as a
different approach will inevitably lead to ethnic cleansing and
infringement of the international humanitarian law", the president
stressed. He added that the specified events also revealed the
significance of efficient operation of infrastructures, main lines,
road junctions, pipelines existing in the region, as well as the
importance of formation of more spacious systems.

sovereignty, Armenian President Serzh Sargsyan said in his interview
with the Austrian newspaper "Der Standard" when replying to a question
that a Russian base is dislocated in Armenia and whether Armenia
benefits from Russian hegemony in the South Caucasus.

"Nowadays sovereignty includes also participation in efficient
international and regional security systems", the president noted. He
recalled that in this respect Armenia took a decision on membership in
the CSTO. "The fundamental document of this organization stipulates
that aggression against one of the CSTO member countries is aggression
against all CSTO member countries. I think that nowadays military bases
are a symbol of efficient cooperation and not hegemony", Sargsyan
pointed out.
