NEW MOTTO OF THE ALL ARMENIAN NATIONAL MOVEMENT

At his today’s speech made in the Matenadaran square Levon
Ter-Petrossian declared that from then on the motto of the All
Armenian Movement was Serzh Sargssian’s resignation and the holding of
special Presidential Elections. The demand is based on the following
accusations brought against Serzh Sargssian:

1)Privatization of power by holding falsified elections,

2) Having a share in the 1 March crime,

3) Hindering of the crime revelation,

4)Criminalization of the authorities.

NATIONAL CONGRESS "WAS BORN"

Minutes ago the member parties of the All Armenian Movement signed
the Declaration of the Armenian National Congress and announced about
their joining it. Sixteen parties joined the Congress. Deputy Chairman
of the "Democratic Way" Party Vardan Grigorian expressed hope that
many other parties would announce about their integration into the
Congress in future. At the moment member of the All Armenian Movement
Levon Zourabian is presenting their future activities.

The scheduled march will soon begin.

During the All Armenian Movement rally his speech delivered Chairman
of the "Hanrapetutyun" (Republic) Party Aram Z. Sargssian. "Let all the
opposition leaders forgive me, but I have never met a more experienced
and consistent political figure than Levon Ter-Petrossian," he said.

Aram Sargssian’s speech was not so long because, as he explained,
everyone was eager to listen to Levon Ter-Petrossian. "All is said
with the foundation of the Armenian National Congress," he concluded.

In a few minutes the leaders will announce names of the parties,
which are going to be members of the Congress.

At the moment Stepan Demirchian is delivering his speech. Chairman of
the "Democratic Way" Party Vardan Grigorian noted in his speech that
in the elections of Kanaker-Zeitun Community Leader due in September
the All Armenian Movement is going to support Manvel Gasparian,
son of late Manuk Gasparian.

TER-PETROSSIAN ANALYZING

The rally is still in progress in the Matenadaran square. As the
weather cools down, the number of rally participants grows. At the
moment Levon Ter-Petrossian is delivering his speech. He is separately
analyzing all the spheres of economy and assesses each of them.

By the way he noted that no matter how hard the newly-elected
Prime-Minister tries, he will not be able to accomplish his goals
and intentions, since the present system "boasts" such associates of
Robert Kocharian as Armen Gevorgian is.

DEFENSE MINISTER RECEIVED EXPERTS’ GROUP

The Minister of Defense Seyran Ohanyan received the experts’ group
from the US military-civic relations center, reported the press
secretary of the Ministry.

In the beginning of the meeting the Minister thanked the expert group
for the complete discussion-assessment which will be effectively used
in security and defense spheres.

The Minister said that a separate group or even a separate department
should deal with the defense strategy improvement activities in
defense system. The officials notified the importance to overview
the defense systems in Armenia and Azerbaijan in a reporting time.

ARONYAN ENDED IN DRAW

Armenian GM, Olympic Champion Levon Aronyan, who takes part in FIDE
Grand Prix tournament, ended in draw the first game of the second
round. In the first round Alexander Grishuk and Taimur Rajabov fixed
victories. Ukrainian Sergey Kariakin and Mohhamed Al Modiyah lost
their games.

The second round of Grand Prix will take place from July 30 to August
15 in Sochi. The specific point of this tournament is that all the
participants should have at least one meeting with each other.

It is important to know that according to Chess Professional
Association Levon Aronyan has been announced as the third chess player
in the world by his rating.

COURSES OF BUISNESS ENGLISH FOR THE MFA EMPLOYEES

On July 20-30, under the auspices of the Armenian General Benevolent
Union (AGBU), the "Americans for Artsakh" American NGO organized and
conducted intensive courses of business English for the employees of
the NKR Foreign Ministry.

The courses were aimed at improving the NKR Foreign Ministry employees’
knowledge and skills of communicating in business English. The courses
were carried out by the Executive Director of the "Americans for
Artsakh" NGO, Sarah Ludwig, who is also a specialist of the English
language at the "International Language Center" in Washington, DC
(USA).

The Ministry’s employees, who finished the courses successfully,
were given corresponding certificates.

AUTHORITIES OBVIOUSLY EXERT PRESSURE UPON JUDICIAL PROCESS, NA ZHARANGUTIUN FACTION STATES

YEREVAN, JULY 31, NOYAN TAPAN. Taking part in many trials on case
of people arrested by political motives, members of the RA National
Assembly Zharangutiun (Heritage) faction have recorded many violations,
which, as they evaluate it, in the procedural respect cast doubt on
fairness of the judicial procedure. These are giving small halls,
support of prosecution by police instruction, neglect of evidence by
the court, etc. However, the situation formed in the sphere lately,
according to the faction’s July 30 statement, does not fit into
any logic.

"Judicial instructors with obvious violation of law prohibited NA
deputy Zaruhi Postanjian to take part in the trial on the case of
Karen Tarkhanian.

During the trial on the case of Smbat Ayvazian not only it was
forced to hold the procedure in one of the smallest halls of general
jurisdiction court of Yerevan’s Kentron and Nork-Marash communities,
but also policemen were brought to the court in advance, who took most
seats in the hall. In fact, dozens of Smbat Ayvazian’s relatives and
friends were left out of the hall," faction statement read. According
to the deputies’ observation, the RA authorities obviously exert
pressure upon the judicial process.

This is a manifestation of "black hundred terror" in judicial procecces
formed and proceeding in Armenia. Therefore, the independence of the
judicial power, open process of judicial sittings, right of publicity
of judicial enquiry stipulated by the RA Constitution are obviously
violated with these actions," Zharangutiun faction members state.

YEREVAN, JULY 31, NOYAN TAPAN. According to People’s Movement
representative Karapet Rubinian, the cause of not stopping rally
struggle even in this hot summer is the existence of political
prisoners in the country. As he stated at a meeting organized on
July 30 at the National Press Club, he is bewildered that lately the
authorities release few political prisoners, at that, with a signature
on not leaving the country, while PACE demands that Armenia set free
all prisoners persecuted for their political views.

K. Rubinian touched upon President Serzh Sargsyan’s statement that
he cannot with one call instruct to set free those arrested on the
March 1 case, as it will mean that he can also order to arrest them
with one call. However, according to K. Rubinian, the very thing
is interesting that hundreds of people were arrested and have been
kept in prisons for already five months with one call or one order,
according to the "black list" of first President’s supporters. He
reminded to those present that the radical opposition has given time
to Serzh Sargsyan until August 1 to release all arrested political
figures. "Several hours still remain, S. Sargsyan can state that for
the sake of country’s well-being, calmness, he has made a political
decision to release all of them. And we in that case will astonished
go to the rally and say to the people that we are ready to conduct
a dialogue with them," PM representative said.

K. Rubinian affirmed that the authorities do not agree to hold special
elections, as they are afraid to lose the power and therefore, the
possibility of robbing and accumulating huge wealth in case of fair
and transparent elections. In his words, the opposition, "against the
will of the authorities should achieve holding of special elections."

SERZH SARGSYAN: RUSSEL JONSTON HAS MADE MUCH CONTRIBUTION TO SPREADING OF VALUES OF COUNCIL OF EUROPE

YEREVAN, JULY 31, NOYAN TAPAN. On the occasion of the death of PACE
deputy, former PACE President lord Russel Jonston, RA President Serzh
Sargsyan sent a letter of condolence to Council of Europe Secretary
General Terry Davis and PACE President Luis Maria de Puig.

The letter provided to Noyan Tapan by the RA President’s Press
Office read:

"Dear gentlemen,

I perceived with deep mourning the untimely death of former PACE
President lord Russel Jonston. During his activity lord Jonston has
always kept his high reputation of a wise politician and human rights
defender and has made much contribution to spreading of values of
the Council of Europe. He has much contribution to reconciliation of
peoples separated by conflicts and to searching ways of peace. His
devotion will continue inspiring all politicians assuming that high
mission.

Please, accept my deep condolences, as well as convey my deep sympathy
to lord Russel Jonston’s family."
