Recently two representatives of Frendensdorf International and
Varuzhan Sedrakyan, the president of the Children’s Association of
Armenia have visited Stepanakert.

The organization cooperates with 40 countries of the world, it has
been collaborating with Armenia for 14 years now. The doctors of the
organization visit the given region and choose sick children under
13 who cannot get a treatment in that country. After an announcement
they visited Arevik Children’s Consultation in Stepanakert, wrote
the Azat Artsakh Newspaper. After examination they chose children who
suffer from diseases that cannot be cured in Armenia through surgery
or any other method in Armenia and Artsakh. These children now stand
a chance to get a treatment in European clinics.

"We take about 180 children under 13 from Armenia and Artsakh. They
fly twice a year, in August and February," Varuzhan Sedrakyan says.

YEREVAN (YERKIR) – The issue of Kosovo conflict settlement and
recognition of its independence is a political, and not legal one,
political scientist Alexander Iskandarian told PanARMENIAN.Net. He
said, the question is very serious and critical especially for Europe,
more serious, than the Nagorno Karabakh problem.

"There are 2 million Albanians residing in Kosovo, refugees from the
region live in Europe, and it is already a headache for Europeans. And
then we should not forget that Serbia has rather complicated relations
with Europe and something needs to be done." Iskandarian also noted,
from the other side experience shows that no settlement of conflicts
leaves any direct influence on other conflicts.

"But there exist indirect influence. In any cases, if Kosovo is
granted independence, Nagorno Karabakh, Abkhazia, South Ossetia and
Transdnistria will get additional trump cards. Alongside he said,
currently the international law is under the process of washing
out. "It’s clear, that recognition of independence may be stretched
in the course of the time, but if it takes place politically, legal
registration will result in changes in international law," Alexander
Iskandarian said.

U.S. Undersecretary Nicholas Burns stated "the United States together
with other countries plans to cosponsor a new resolution in the United
Nations, which will allow the Provisional Government of Kosovo to
declare independence.

We think after the adoption of this draft resolution Kosovar leaders
will declare independence. Right after it the United States and other
countries will recognize that independence. We are now engaged in a
period of intense diplomacy to bring about Kosovo’s independence as
soon as possible."

The Armenian Cultural Foundation (ACF) will be hosting the second
annual Armenian Independence Day Festival on May 27, 2007 in Little
Armenia, Hollywood.

The 2007 Festival is cosponsored by Los Angeles Council President
Eric Garcetti, whose district encompasses Little Armenia.

"We are excited to provide the Los Angeles community a venue through
which they can experience the Armenian culture and celebrate the
first independence of the Republic of Armenia," stated Saro Shirinian,
Festival Committee Chairperson.

Last year’s festival brought a variety of vendors, diverse
entertainment, performers, writers and organizations to Hollywood
Boulevard, where the street was blocked off between Alexandria
and Vermont. Thousands were entertained by a variety of musical and
dance performances. The highlight of the festival was a special visit
by Los Angeles Mayor Antonio Villaraigosa, who joined the crowd by
participating in the traditional Armenian shoorchpar and sampling
Armenian cuisine.

The Annual Festival in Little Armenia is organized by the Armenian
Independence Day Festival Committee in celebration of Armenia’s first
independence and thousands of years of Armenian history and culture.

Mamedyarov passed in normal and calm atmosphere, Armenian Foreign
Minister Vartan Oskanian stated to a joint press conference with his
Latvian counterpart in Yerevan. He said, it is necessary to wait for
the both presidents to express their opinion on Co-Chairs’ offers and
then to move forward. "We have not agreed on a new meeting yet. Most
likely the OSCE Minsk Group Co-Chairs will visit the region till May 12
in order to prepare a meeting between Armenian and Azeri Presidents,"
the RA FM noted.

V. Oskanian also said, there are some issues that are not agreed yet,
but the foreign ministers had serious negotiations over those issues
in Belgrade, during which the OSCE MG mediators presented their offers.

"There exist moot points, and this means that they were discussed
during the talks. Sometimes there are cases, when the Azeri Foreign
Minister and I are not authorized to make decisions. And this time
we will pass the Co-Chairs’ offers to the Presidents of Armenia and
Azerbaijan," the RA FM underscored.

In his part Latvian Foreign Minister Artis Pabriks underlined,
the Nagorno Karabakh conflict can be settled only via peaceful
talks. "Latvia shares hopes of the Armenian side on peaceful solution
to the Nagorno Karabakh conflict in the framework of OSCE MG and thinks
the conflict can be settled only by the consent of all parties. There
exist a lot of problems between countries, but they all must be solved
through peaceful talks, negotiations. All other ways do not lead to
wishful results," he noticed.

Artis Pabriks signed a memorandum on cooperation in different fields,
Armenian Foreign Minister Vartan Oskanian stated to a joint press
conference with his Latvian counterpart in Yerevan. He said, Latvia
is ready to share her experience in European integration. "We singled
out a number of programs, where our countries can cooperate in the
framework of the European Neighborhood Program. I must underline the
meeting was very productive," the RA FM said. Vartan Oskanian also
noticed there exist a possibility of cooperation between the both
countries in the framework of Armenia-NATO Individual Partnership
Action Plan (IPAP) – in military- technical sphere.

In his part Latvian Foreign Minister stressed, his country is ready
to provide technical assistant to Armenian in realization of programs
in EU framework.

"We are very interested in assisting Armenia on the way to Europe –
it concerns all spheres of cooperation," he underscored.

April 24 Proclaimed As Armenian Genocide Remembrance Day In Chicago

according to which April 24 is being proclaimed as Armenian Genocide
Remembrance Day. Mayor of Chicago Richard Daley has undersigned the
resolution, the PanARMENIAN.Net journalist was told in the Armenian
National Committee of America (ANCA). In 2005 the American State
of Illinois became 11th in number to include facts of genocide in
curriculum of schools and colleges of the state. Currently 12 of
19 Congressmen from Illinois express their support for H. Res. 106,
which recognizes the Armenian Genocide.

Belgrade with Serbian President Boris Tajic in the framework of BSECO
(Black Sea Economic Cooperation Organization) Foreign Ministers’
session.

The Serbian President presented his view on the Kosovo conflict
settlement. In his part Vartan Oskanian told about his meeting with the
Azeri FM in the framework of the Nagorno Karabakh conflict settlement
process and stressed that Armenia carefully watches developments
around the situation with the Kosovo problem.

At the meeting the sides underlined the close historical and cultural
ties between Armenian and Serbian nations. They underlined the
importance to coordinate joint actions in international organizations,

Traditionally the victims of the Holocaust are considered to be the
6 million Jews from Europe.

However no victim name-list exists.

Whether or not Hitler’s phrase on "the forgotten Armenian Genocide"
really existed has now become a question of paramount importance. If in
due time the Nation’s League condemned slaughter and the deportation
of the Armenians from the Ottoman Empire, perhaps the world wouldn’t
witness the Holocaust.

Particularly unclear is the position of the Israeli State, persistently
denying the Armenian Genocide and recognizing only the Holocaust.

/PanARMENIAN.Net/ Of course, the political consequences of recognizing
the Armenian Genocide for Israel are much more serious than the
moral ones.

Today Turkey is Israel’s almost the only ally in the Middle East.

The persecutions were initiated by the boycott of Jews and their firms,
functioning in Germany on April 1, 1933, which was later followed
by a powerful wave of racial laws against Jews working at State
Institutions or working by certain professions. The "Nuremberg Law"
put an end to the Jewish equality in Germany and identified Jewry
as racial term since September 15, 1935. The anti-Jewish hysteria
in Germany led to massacre in 1938 (night, November 9) recorded
in history as "Crystal night" (because of the fragments of glass,
covering the streets of country’s cities).

Traditionally the victims of the Holocaust are considered to be the
6 million Jews from Europe.

However, no victim name-list exists. The basic source of the statistic
data of the Holocaust is the comparison of prewar and postwar
census. By the end of the war the Nazis covered up all the tracks of
the concentration camps; only testimonies are alive to this day. In
the Holocaust Museum Yad Vashem in Jerusalem personal documents about 3
million victims are kept. The lack of data is explained with the fact
that often Jewish Communities were exterminated to the last person,
so that no relatives, friends, or family members were left alive to
give the names of the dead.

The US Senate called to make the secret archives available, containing
documental data on lives and deaths of millions of people who were kept
at Nazi concentration camps during World War II. In the Resolution
the Senate called the international commission having control over
the access to the archive to accelerate the consideration of this
issue in its next session, which is to be held in Amsterdam in May.

Till recently the archives in Germany were kept top secret. The
significance of the documents became particularly great over the
last several months after the representative of the Associate Press
gained a noticeable access to Nazi materials, with the condition of
not disclosing the names of the victims.

"The archives contain from 30 to 50 million pages of documentations
telling about individual fates of more than 17 million victims of
Nazi persecutions," the Resolution states.

Will the Ottoman archives be available? According to Turkish officials,
"their archives are open to any kind of investigations". However
according to a number of historians, including Armenian historians
the archives are thoroughly mopped. But there are documents, which
became historical facts with thanks to the diplomats working during
the years of World War I in Istanbul. Among such historical facts the
telegrams of the Turkish Minister of Home Affairs can be found. "The
Armenians’ rights to live and work in Turkey are completely out of
question. The government taking up the whole responsibility orders to
let no child alive and does not let anyone protect them – September 9,
1915. Turkish Minister of Home Affairs."

It’s worth mentioning that the Armenian Genocide was committed with the
unspoken agreement of Germany which was one of Turkey’s closest allies.

PRIME MINISTER SARKISIAN QUESTIONS OPPOSITION’S PROMISES TO RAISE WAGES AND PENSIONS THREEFOLD

YEREVAN, APRIL 20, ARMENPRESS: Prime minister Serzh Sarkisian
questioned yesterday promises of some opposition parties, contesting
for May 12 parliamentary elections that they would raise old-age and
retirement pensions and wages threefold beginning from next year if
the voters cast their ballots in their favor.

Sarkisian, who was attending a meeting of the board of trustees of the
Social Security Fund, asked its chairman Vazgen Khachikian whether
these promises are realistic. Khachikian said this is possible only
in case of a threefold increase of mandatory social payments or in
case of a threefold increase of employees and workers who make these
payments, which he said is simply impossible.

The prime minister agreed that some employers underreport the real
number of their staff, but said the question is how many. Khachikian
said the current number of workers making mandatory social payments is
460,000, up from 420,000 in 2004. He said it was due to the efforts
of several government agencies, which tracked and revealed thousands
of underreported workers.

Khachikian also questioned opposition’s allegations that many employers
underreport the amount of wages, saying to ensure a threefold rise
of pensions and wages, the average wage now in the country should
have been 210,000 Drams but not 70,000.

Khachikian further explained that raising the amount of mandatory
social payments is not realistic either since then the workers would
have to pay 75 percent of their wages as social payments.

YEREVAN, APRIL 20, ARMENPRESS: Latvia’s foreign minister Artis Pabriks,
who arrived in Yerevan yesterday evening, laid a wreath at the Genocide
Museum today to pay tribute to 1.5 million Armenians annihilated in
the Ottoman Turkey between 1915-1921.

"We are paying tribute to all victims of this tragedy. The suffering of
innocent people, of women and children will never be forgotten. Cruelty
and barbarity can not bring peace to peoples. We bow our heads to all
innocent victims of the genocide,’ he wrote in a special book in the
Genocide Museum and Institute.

The foreign minister of Latvia also planted a tree in a nearby alley.

Later in the day Latvia’s foreign minister was received by prime
minister Serzh Sarkisian for a discussion of ways to boost trade and
other ties.

Pabriks was quoted by the government press office as saying that
opening of a direct flight between the two countries would be
instrumental in changing weak economic contacts between his country
and Armenia. He also suggested that both countries could effectively
cooperate in IT and banking sectors.

Both men also underscored bilateral cooperation from the perspective
of Armenia’s declared drive to build as close as possible relations
with the European Union, spurred up by its inclusion in the European
Neighborhood Program.
