REMOVAL OF BAN AGAINST DISCUSSIONS OF THE "ARMENIAN ISSUES" THREATENS THE AUTHORITY OF ATATURK

As it was said in an earlier "Azg" publication, dedicated to the
Turkish-Azerbaijani forum about the Armenians’ genocide against Azeris,
there are states in this world, where violence in society is a cult. It
was said that those states, when being unable to reach their vicious
aims through violence, are acting by intrigue and slander.

The "scientific" conference was succeeded by commemoration ceremony
of the "Genocide of Azerbaijani Turks Committed by Armenia in
1918". According to Turkish television, the genocide was unleashed
on March 30, and in two days the Armenians massacred 17 thousand
Turks. Thenceforth the genocide spread all across Azerbaijan and the
Armenians murdered up to 50 thousand Muslim Azerbaijani Turks.

Such prevocational statements are paid no attention by the
international public. Turkish television, naturally expressed
irritation about the fact.

Evidently, such lies are aimed rather at amplifying anti-Armenian
hatred of the population of Azerbaijan and Turkey, than confusing the
Western states. That is why events dedicated to the alleged massacres
are even held in various villages of Azerbaijan and Turkey.

We can suggest that there is some portion of sarcasm about it, but
the ceremony, dedicated to the massacres, was organized in Alican
village on April 1.

The initiative of the event belonged to the "Union of Victims of the
Massacres Perpetrated by Armenians".

Certain professors of the Nakhijevan State Universiy took part in
the event. The participants stated that the international public is
trying to neglect the massacres of thousands of Turks by heeding the
groundless claims of the Armenians. A banner with inscription "Armenian
Genocide is an International Lie" was raised. The population of the
village of Alican cursed the massacres committed by the Armenians.

One may wonder, why do the Turkish authorities increase the
anti-Armenian attitudes in the country, while attracting no attention
from the West. The answer is simple. The growing interest of the
Turkish society towards the "Armenian Issues" seems likely to break
the ban put on those questions.

As the founder of the modern Turkish statehood Ataturk relied upon
"ittihatists" and "Teskilat-I Mahsusa" members, many of which were
sentenced to death by eth military tribunal in 1919, removing the ban
from the Armenian Issues would also threaten the authority of Ataturk,
his life and activity.

Denial is the uttermost point of genocide. This is true both for the
Armenian Genocide and the Holocaust.

The legislation must prevent the reality from being faded from memory.

One might say, "The law is not to make history". This is absurd, as
the history is already written down. The fact that the Armenians were
victims of genocide, i.e. of an attempt of systematic eradication of
their nation, was stated by Churchill and Jores. Few people know that
already in 1918 Mustafa Kemal Ataturk had confessed that the Turkish
authorities committed a genocide against the Armenians. Military
tribunals were established, which sentenced to death hundreds of
people. Nothing to say of scientists and historians like Yad Vashem,
Jehuda Bauer, Raul Hilberg and others, for who (except Bernard Lewis)
the Genocide was never dubitable.

Thus, the matter is not about stating the facts. It has been already
done. The matter is about preventing their denial. The matter of
discussion at the US Congress will somewhat mess up those who deny the
Genocide. In France laws exist against defamation and slander. Will
not it be reasonable to have also a law providing for criminal
responsibility from defaming the memory of the genocide victims?

Many agree with this but say that the legislation must not interfere
the discovery of the truth, which is the business of historians. But,
on the contrary, the denial of the Genocide impedes the historians. The
deniers are who are confusing the facts and the traces of history. Did
ever the laws punishing the denial of the Holocaust hinder the
historians?

Those are a law that prevents Le Pain and Golnisch from trespassing
the confines of reason, which limits the statements of Forrison. Those
are laws that let us avoid repetition of the comical court trial of
David Irving. Due to lack of legislation seven years ago the judges
and the reporters were to take the place of historians and try to
spread light on the history.

Moreover those laws helped the historians to avoid the pressure of
the deniers. It would be reasonable if similar laws are applied to
the matter of the Armenian Genocide.

There are sarcastic suggestions to adopt laws also against colonialism
and prophet Mohammed cartoons.

This is another trap. The matter is not about putting everything
in legislation frames. The matter is only about genocides, which
count only 4 or 5 in the world history, including Rwanda, Cambodia
and Darfur.

Therefore, application of such laws can never restrict the freedom
of speech or thought.

Let us be serious. We are no against unofficial opinions, we are
against denial of historical events.

Denial is not simply a specific point of view on Hitler or Turkey
and their victories. Denial is stating that certain things merely
did not happen. Let us not vainly speak of the "Box of Pandora",
unleashing global Inquisition. Punishing anti-Armenian policy of
denial will by no means require revisal of politically correct laws.

There is also opinion that the Holocaust is not to be confused with
the Armenian Genocide and therefore diminished. Here one thing is
certain. The two crimes were committed in different times and in
different ways, and the number of victims is different. Gas chambers
were not invented yet at the time of the Armenian Genocide. If the
Armenian Genocide and the Holocaust are not similar, they at least
have much in common.

The first person to realize this was the renowned Adolf Hitler, who
was rather encouraged than thrilled with the Genocide. The Armenian
Genocide was the first by all means. It was experimental and global and
it was observed as a laboratory by the Nazis. When being involved in
study of literature denying the Armenian Genocide it became quite clear
that it is quite similar with the literature aimed at extermination of
the Jews. The same eloquence, the same arguments, the same explanations
(massacres are just a part of war, nothing more), efforts to change
the roles (in the same manner as Seline claimed that the Jews were
guilty in unleashing the war, Turk deniers claim that Armenians were
in secret alliance with Russia and suffered as they deserved).

One thing can be said to those who play the "war of memories". That
is the position Jan Patozka, and that is the position of the founders
of Israel, who found their fate similar to the fate of the expelled
Armenians. There can be no diversity in the war against denial. Giving
preference to one would mean offence to the other.

The last argument of some is that the truth is strong enough to
defend itself and make the deniers remain silent. No it is not, as
unlike the denial of the Holocaust, the denial policy of the Armenian
Genocide is implemented on governmental level and has the support of
strong statehood.

Imagine, what would do the survivors of the Holocaust in case
Germany denied the history after the war? What would the Jews do if
Germany threatened its partners in case of recognizing the massacre
of men, women and children as genocide? That is the case of the
Armenians. Enmity against them has no match in this world and even
the truth in its nude grace is helpless.

In 1942 Himler created a special troop, "Commando-1005", which was
ordered to exhume the bodies and burn them. Everything was done to
avoid publicity and to conceal the reality.

Ideal crime is the traceless crime, and terminating the traces is part
of the crime itself. Therefore, the deniers of genocides are advocates
of crime, deeming themselves free-minded advocates of criticism. They
are finishing the work of death.

It is necessary to have a law against denial, for, as it was said,
deniel is the uttermost point of genocide.

"Serge Sargsyan enjoys the confidence of the United Labour Party
(ULP)," Gurgen Arsenyan, leader of ULP announced at the "Pastark" Club
today. ULP seconds Serge Sargsyan’s candidacy in the Prime Minster’s
post. In Arsenyan’s opinion, the government, formed within the coming
20 days, will have temporary life as its jurisdictions will expire
after the parliamentary elections.

The leader of ULP finds the pre-election scene in Armenia
satisfactory. It is noteworthy that ULP party is ready to start its
pre-election campaign; they have already mottos, reels, posters. To
note, the motto is based on the Armenian write Paruyr Sevak’s
poems. The posters are still green. The target of the campaign will
be the social status. The party will keep an eye on the election
process to provide free and fair results.

The United Labour Party will have representatives at the precincts to
observe the elections. They will do their utmost to prevent election
frauds, stuffing and fabrication of the protocols. The protocols will
correspond to the number of ballots.

Mr. Arsenyan maintains that everything should be done to make the
elections indisputable.

Blind To Participate In The Elections On Their Own

"Special moulds will be applied in the 2000 precincts of Armenia for
the blind. Dotted and cracked moulds will facilitate the voting process
for the blind if they want to vote on their own," Albert Abgaryan,
a blind voter, announced during today’s press conference.

"Protection of the interests of the Handicapped" alliance which
comprises of 8 non-governmental organisations, has initiated a project
of raising public awareness in 6 regions of the republic to help the
blind in this respect.

"There are over 140.000 invalids in Armenia and we urge the RA
political parties to provide surdo-translations for the blind to
make their campaigns and ads available", Suren Ohanyan, co-chairman
of the alliance and chairman of Paros NGO says.

The installation of special boxes for the blind is innovation in
Armenia, but Suren Ohanyan assumes that it will work.

According to certain sources, the ARF Dashnaktsutyun works with the
principle – $200 per passports of four families.

Today the correspondent of A1+ tried to find out from Hrayr Karapetyan,
leader of ARFD faction, whether the rumors are true.

"The rumors are fabricated to defame the ARFD. I wonder what the use
of collecting passports is. By this act they merely try to exert
psychological pressure on ignorant people who are unaware of the
essence of elections. They say "your passports are with us; you must
vote for us," Hrayr Karapetyan says.

Mr Karapetyan claims that the official campaign is already violated. "I
possess data that certain deputies are building pavilions at Papazyan
11, Arabkir community. I want to inform the electorate that after the
elections the pavilions will be turned to shops. I also know that
passports were gathered at Komitas 25 and clothes were distributed
in Mamikonyan Street. We suggest applying corresponding mechanisms
to combat this phenomenon. The National Parliament is not a place for
leisure and entertainment. Each voter must ask himself; "why this or
that candidate spends so much money to appear in the parliament?" The
answer is apparent – to double incomes, enlarge business, make use
of the mandate and avoid taxes," Mr. Karapetyan says.

In his opinion Armenians stand a chance to hold the elections freely
and fairly. Otherwise we shall counter a number of problems including
the failure of the Karabakh conflict settlement. We must do our best
to make the upcoming elections different from the previous ones.

In reply to A1+’s question whether he admits the fact that the previous
elections were fabricated Mr Karapetyan answered, "The elections of
1996 resembled the World Cup meetings, when Brazil was left out. ARFD
didn’t participate in the elections; therefore, the results weren’t
democratic."

"Analyzing the past 15 years of diplomatic relations between Armenia
and Russia, we can say that there are no political disagreements
between the sides, an active political dialogue and friendly relations
are developing," Russian Foreign Minister Sergey Lavrov said during
the meeting with students and faculty of the Yerevan State University.

He mentioned that the presidents of Armenia and Russia met eight
times during the past two years. Armenian-Russian relations have been
reinforced and have attained a new quality in the framework of the
Collective Security Treaty Organization. There is a joint air-defense
program and a number of programs related to the defense sphere.

The Foreign Minister of Russia today attached particular importance to
the economic cooperation. "Russia has not only maintained its role
as leading trade partner of Armenia, but also reinforced it with
investment programs.

Serious steps have been taken in the direction of lifting the economic
blockade of Armenia. Tomorrow Caucasus-Poti ferry way and railway will
be tested, Armenia is participating in the creation of the agreement
on establishing a North-South transport corridor. The Russian railway
will help Armenia establish communication with the outer world,
the Russian Minister said.

Sergey Lavrov emphasized the necessity of enlarging Russian
investment programs in Armenia, stressing the effectiveness of the
programs accomplished by now. The Russian Foreign Minister said it is
sensible on the part of Armenian authorities to entrust the breathless
enterprises to Russia and noted that up to now the Russian side has
made no omissions in any of the agreements and has always realized
the trust."

Turning to Russia’s position on the settlement of conflicts in the
region, Lavrov noted the stance remains unchanged. "We stand for any
decision imposed on the parties, guided by the principle that the final
decision should be taken by Armenia and Azerbaijan. Russia is ready
to support any solution that will satisfy the interested parties,"
Serge Lavrov said.

At the end of the meeting Rector of the Yerevan State University Aram
Simonyan awarded the University’s medal to Sergey Lavrov as a sign
of reinforcement of Armenian-Russian relations.

Levon Aronyan Is The 5th After FIDE Changes

After the protest of the Indian Chess Federation FIDE implemented
changes in the last list of best chess players of the world. Now it
is headed by Vishvanatan Anand (2786 points), who was occupying the
second place before.

The second comes Veselin Topalov of Bulgaria (2 772 points). Russian
Vladimir Kramink is the third with 2 772 points. Russian Alexander
Morozevich is in the forth place with 2 763 points. Levon Aronyan
went to the fifth position with 2 759 points.

The changes implemented by FIDE are conditioned by the fact that
nitially it did not take into consideration the results of the
Morelia-Linares tournament, where Anand and Morozevich improved
their results.

The national judo team of Armenia left for Belgrade (Serbia) today to
participate in the European Championship to be held April 5-9. The
Armenian sports delegation is headed by the Presidnet of RA Judo
Federation Alexan Avetisyan, the chief trainer is Gagik Aghamalyan,
and the trainer is Arthur Gevorgyan.

Armenpress was told at RA Judo Federation that the team comprises
Hovhannes Davtyan (60kg), Armen Nazaryan (52kg), Armen Ispiryan (81kg)
and Anush Hakobyan (52kg).

State Budget Fulfilled With 20.9 Bln Dram Surplus In January-Februar

STATE BUDGET FULFILLED WITH 20.9 BLN DRAM SURPLUS IN JANUARY-FEBRUARY 2007

YEREVAN, APRIL 4, NOYAN TAPAN. In January-February 2007, the RA
state budget (without the inflow of resources received under credit
programs financed from the foreign sources) was fulfilled by a surplus
of 20.9 bln drams (about 58.1 mln USD). The state budget was financed
in the amount of 20.1 bln drams from domestic sources of financing,
and in the amount of 759.8 mln drams from foreign sources.

According to the RA Ministry of Finance and Economy, the state budget
was negatively financed by 1.9 bln drams at the expense of treasury
bonds (their issue made 6 bln drams, redemption – 7.9 bln drams). 433
mln drams was spent on redemption of promissory notes at the expense
of domestic sources of deficit financing. Available budgetary resources
increased by 17.8 bln drams.

In the period under review, 759.8 mln drams was allocated for payment
of foreign liabilities. This sum was allocated for payment of the US
commodity credit, as well as for payment of liabilities by a number
of programs implemented with the assistance of the World Bank.

In the first two months of this year, 957.5 mln drams was allocated
for servicing the state debt of the RA, which made up 43.5% of the
quarterly program.

557.2 mln drams was allocated for servicing the foreign debt, 400.3
mln drams – for domestic debt. Expenditures on state debt servicing
declined by 15.1% compared with January-February 2006.
