A rally attended by thousands of people was held at Charles Aznavur
Square in Yerevan to launch the Armenian Revolutionary Federation’s
election campaign.

Despite the bad weather people came to the rally from different
regions, from villages and different communities of Yerevan. They came
to prove that they are supporting the party that was created by the
people. And it is this support that has sustained the party for 117
years.

Representative of the ARF’s Bureau Hrant Margarian, Representative of
the ARF ‘s Supreme Body Armen Rustamian, member of the ARF’s Bureau
and Deputy Speaker of the National Assembly Vahan Hovhannissian and
the head of the ARF’s parliamentary faction Hrayr Karapetian made
statements during the rally.

`People trust the ARF as they would trust an old friend.’

`Welcome to a new era that I am sure we will start together on May
12,’ member of the ARF’s Bureau, Deputy Chairman of the National
Assembly Vahan Hovhannissian said. `We all came here today to prove
that we trust the ARF, we trust it the way we would trust an old
friend,’ Hovhannissian stated adding that the ARF’s goal is to ensure
that the government should treat the people as its friend. `What ARF
must do in the first place is to turn its face towards the people’.

The government that we will form together on May 12 shall do this.
Hovhannissian believes we can speak much about the party’s political,
social and economic platforms. The ARF goes for this elections relying
on its ideas, its supporters and goals and not on money and cheating.
Every single candidate included in the ARF’s proportional list
deserves the voters’ trust because there are no false biographies on
the list, and the candidates have nothing to add.

`We are strong because of the people’s trust. You can read our list
and you will see that it includes both members of ARF and people from
outside, it includes both young and old people, both men and
women. There is one thing that makes our list different from other
parties’ lists ` not ingle candidate from our list has anything to
hide in his past. If they are professionals and intellectuals, they
are true professionals and intellectuals, they have not bought their
diplomas. If they are freedom fighters, they have truly fought in the
mountains of Karabagh, and not on the asphalt.’

Hovhannissian said ARF is strong and is getting stronger and people’s
participation in the rally proves this. The people’s trust is the
guarantee that will take the party and the people towards victory on
May 12.

`ARF can look straight in people’s eyes.’

This is the third time that the ARF participates in the parliamentary
elections and it has become a nice tradition to launch the electoral
campaign with a rally. This rally is symbolical because only the party
that has nothing to be ashamed of and can look straight in the
people’s eyes can hold a rally like this. I am sure people will all
agree that after the last elections the ARF did much more that the
number of mandates it received allowed.

We had the same situation in 1999 when we had only 9 mandates. We
managed to correct our country’s development path towards national and
state goals. In 2003 we got 11 mandates but managed to keep this path
unchanged.

It is natural that the ARF’s strength and problem-solving capacity
will increase drastically if we receive more mandates after these
elections. The elections on May 12 will determine the upcoming
political regime because we will have presidential elections in a year
and the result of these elections will largely depend on the
parliamentary elections.

The significance of the upcoming elections cannot be
overestimated. Most importantly, we must ensure during the electoral
campaign that the voters too come to realize this.

They must understand that every voter’s passiveness will damage our
common interests. It is only through active participation in the
elections that we can accomplish our goals. We have two goals. First,
to ensure that our people feel safe and secure. This sense of security
is lacking because people do not feel that the state is taking care of
them.

The second important issue is that in this period we have had fragile
development, a fragile stability and balance and the ARF has often
been constrained not to disturb this fragile balance.

We have managed to make others take a more tolerant position with our
cautious approach. Today, it is possible to have a serious
breakthrough in the country’s development. ARF believes it is possible
to achieve a breakthrough in all spheres ` socio-economic,
demographic, human rights, by undertaking serious measures and not
merely making declarative statements.

The ARF is able to achieve this breakthrough. No matter how many
mandates we get in the National Assembly we will dedicate ourselves to
the solution of these problems. I wish we would gather here before the
next elections and speak about greater accomplishments. I wish we
would be able to look at the future with more confidence and leave the
Armenia of our dreams to our children.

`We are not a party created around an individual’

ARF’s only majoritarian candidate head of the ARF’s parliamentary
faction Hrayr Karapetian running in Arabkir community in Yerevan noted
that the ARF has always supported a fully proportional system when the
parliament is formed only from political forces. Karapetian will go
for the elections having the voters’ confidence and support for the
ARF.

Even in this constituency where almost all political parties are
represented the ARF will use only political means of campaigning and
expects the same approach from other candidates.

The ARF has enjoyed people’s support for 117 years and this time too,
the party will work collectively to achieve victory. `We are not a
party created around any individual,’ Karapetian said adding that
every single deputy elected to the National Assembly from the ARF has
always acted and will continue acting on behalf of the ARF
implementing the ARF’s programs.

Karapetian said there are people and political forces that want to get
into the parliament by all means with the purpose of gaining business
profits and using legislation for their personal interests and
needs. Such people use all possible means to get into the parliament.

`Today they manipulate your social conditions, the difficult economic
conditions. However, tomorrow when they get your votes and get into
the parliament they will first of all harm the most vulnerable groups
with their activities.’ They will harm the people because they do not
pay taxes and when there is no money in the budget it is not possible
to pay salaries and increase the pensions. It is not possible to
implement the programs that are included in the ARF’s platform.

`Meanwhile, the ARF knows how to increase the salaries and the
pensions. This increase should come from the shadow sector of the
economy, the sector where large tax payers do not pay taxes, where the
whole burden of taxes lies on the small and medium businesses.’
Karapetian said these people were the ones who opposed the draft law
on minimum living standard developed by the ARF’s faction. These
people were the ones who opposed the draft law on bodyguard
service. With the people’s support the ARF will be able to pursue the
ARF’s struggle for social justice, freedom and independence,
Karapetian concluded. ` Through the struggle of free individuals in
the truly independent country shall we have a Unified Armenia.’

Dear fellow citizens, The Armenian Revolutionary Federation Party is
starting its march towards the victory. A victory that will first of
all be the victory of the nation. A victory that we will accomplish
together.

We are expecting your participation in the elections. We are expecting
that you will give your votes to the ARF with confidence and trust. We
are looking forward to working diligently so that we can win together.

We are different from everyone. We are not going to spread hatred with
our campaign, we are not going to threaten or bribe our voters. We are
entering the political arena with our organizational capacity, our
work and our platform.

I am sure that our wise and cautious nation, our nation that has
dignity will ignore empty threats, temporary pressures and bribes and
will give its vote to the Armenian Revolutionary Federation. By voting
for the ARF you will ensure your victory.

We are sure that we will have our people’s vote of confidence. ARF is
the most experienced and at the same time the most vibrant
organization in the Armenian political reality. ARF is a pan-Armenian
organization that is present in more than 30 countries. ARF includes
all segments of the Armenian nation. ARF is a true organization that
was not established around any individual or group interests.

ARF is a party that has a rich biography, a functioning structure,
ideology, collective accountability and responsibility.

ARF is the party of true patriots and is the friend of the most
vulnerable segments of our nation. ARF was there in the liberation war
in Artsakh, ARF is there in the most recent processes of determination
in Javakhq. Gevorg Chavush, Aram Manukian, Levon Shant, Siamanto,
Daniel Varuzhan, Tatul Krpeyan, Artur Mkrtchian, Shahen Meghrian and
many many other outstanding patriots were ARF members.

When our organization was outlawed and exiled we did not accommodate
to the violence and overcame it through underground struggle. Then we
joined the government for the sake of our country and our nation. ARF
always saw the truth and called things with their names. ARF never
deviated from its proclaimed goals and never identified itself with
any negative phenomena. ARF always preserved its own identity and
adhered to its principles.

The people will trust the ARF, will unite around it and vote for it
because ARF is the political force that has a program and will to
implement that program, because the Armenian nation is the Alpha and
the Omega for the ARF. We want to govern the nation without ruling it,
we want to lead the nation.

Restoration of justice and creation of development opportunities for
all is our goal. ARF has the will and determination to realize this
because ideological strength and political will is needed to fight
corruption in the country. ARF is the force to do this because ARF
aims at conscious support of the nation.

ARF’s supporters are people with dignity, people who are ready for
struggle. No one should solve his problems through criminal
relation. No one should feel unprotected in the country. Everyone
should be equal in front of the law.

ARF has a vision of the future. It has a vision of organizing and
developing the nation and the country. ARF is not dominated by the
momentary interests of any individuals or groups. Political power is
not a means of solving personal problems and gaining personal wealth
for the ARF.

ARF strives for national development, national security and
consolidation of a powerful homeland. ARF believes that it is possible
to significantly increase the population of Armenia. Because with the
ARF’s victory poverty will be eliminated in the country.

Our economy has the potential that, if used and managed properly, will
allow increasing the minimum salary and pension to 30,000 or 50,000
drams.

Dear nation, last time we gained 11% of your votes. We joined the
government and managed to accomplish some success.

Today we are relying on you to form the next government that would
ensure a true fight against corruption, protectionism and the
atmosphere of impunity.

We will address every citizen, we will present ourselves the way we
are, and we will win the vote of confidence of our nation.

I am sure our voters can differentiate between the good and the
bad. Our nation will vote for the ARF because they place their
children’s future above everything else.

Dear nation, we are the same for you, we are there for you, we are
your old friend. Let us go together towards the victory’.

Many popular singers performed at the concert that followed the rally.
New songs dedicated to the ARF were performed at the rally for the
first time.

Commenting on the last night’s explosion in two offices of the
Prosperous Armenia Party, the ARF Supreme Body of Armenia
representative Armen Rustamian noted, `Last night’s events should no
doubt be condemned.

This means that we must be very cautious. All political forces, and
the government in the first place, must undertake all the necessary
measures to prevent recurrence of such incidents because this means
that there are forces that are not interested in having civilized
elections in the country.

Meanwhile, we have a unique opportunity to hold the elections in
accordance with the international standards and this should first of
all be reflected in the pre-electoral period.

Civilized political struggle must finally become a tradition in
Armenia. However, there are some political forces that are trying to
enter the political arena with old methods distorting the electoral
campaign. Such practices must be condemned and prevented with out
joint efforts.

No matter who commits such acts and against whom they are directed,
all political forces must be unanimous in preventing recurrence of
such incidents in the future’.

`He was a forester, and everyone in the village respected him. Nobody
in the village would say a bad thing about him,’ Granny Tamara recalls
her husband. `He lived in Seydishen (Khachen) from 1938, he finished
school there, he went to the army and returned to the village. He saw
me here, he fell in love with me, we got married. Nobody thought it
would happen¦’

Aunt Tamara had an international family. Her husband is Azerbaijani,
her daughter married an Azerbaijani, the wives of her husband’s
brothers are a Russian, an Armenian and an Azerbaijani. And they all
got on well with one another.

`My husband was strong, he would not have scandals in our family. We
had one daughter, she graduated from the pedagogical college of Baku,
the department of philology. After graduating, she married an
Azerbaijani, who was also a philologist, they moved to our village,
both were teachers. We lived together in a friendly family. However,
soon my daughter died of a disease. Doctors could not help her. She
died and left two orphans. I brought up her children like my own
children. When the war started, everyone left, and now I am alone.
Nobody thought the conflict would last so long. We thought everything
would be fine in a few days, a few months, a year.’

Her grandson Emin was 12, her granddaughter Lily was 10 when they had
to leave their granny. She did not heard from them for a long
time. Five years ago Tamara got a letter from her children.

`We have relatives in Tbilisi. My Emin sent me a letter with two
photos through them. That’s all I have to remind me about them. I talk
to these photos all day long. I learned from the letter that after
finishing school in Barda he was sent to his uncle in Baku to continue
his education. There he got married and has a baby. Nothing about
Lily. I do not know where she is. And I worry about her. I am old, I
have nothing in this life, I am weak. I dream of one thing only ` to
see my children once before I die.’

Kocharian: Policeman’s Image Should Inspire Confidence, Protection

President Robert Kocharian’s address on the occasion of Police Day
read.

According to the report provided to Noyan Tapan from RA President’s
Press Office, the address also read: "Your rating in the society
directly depends on the amounts of crime in the country and the degree
of their disclosure. The reforms in the system of Police are aimed at
raising the efficiency of your work, at modernizing it, as well as at
liquidating the negative manifestations.

When implementing many of the functions given to you by the state you
immediately deal with citizens. You are the official, who represents
the Republic of Armenia from handing of passports to ensuring safe
traffic.

RA PRIME MINISTER IS FOR GIVING NEW FLATS TO FORMER OWNERS IN
TERRITORIES FOR SALE

YEREVAN, APRIL 16, NOYAN TAPAN. RA Prime Minister Serge Sargsian
received on April 13 those inhabitants of the Northern avenue, Dalma
gardens, Buzand, Firdus and Nork gardens streets and neighboring
territories, who have problems relating to plots or flats. The
latters, as it was mentioned in the information submitted to Noyan
Tapan by the RA Government’s Information and Public Relations
Department, addressed to corresponding state bodies for a long time
and periodically and did not get a response till now. Yerevan Mayor
Yervand Zakharian was also present at the meeting.

The Prime Minister, listening to the inhabitants, divided their
problems into two parts: citizens whose flats have already been sold
and no corresponding contracts were signed, compensation problems were
not solved, and citizens who still live in their flats in future
subject for sale. The Prime Minister mentioned that he is for
realistic and clever solutions in favour of a citizen. He emphasized
that every case must be separately studied, at the same time adding
that, of course, it is not possible to solve all the issues in a week.
Serge Sargsian also mentioned that he is for construction of new flats
for citizens in the territories which are not sold yet. Taking into
consideration the great volume of problems as well as to avoid
different speculations during the pre-electoral period, Serge Sargsian
promised to again meet in the middle of May, after the parliamentary
elections, and till that, he instructed the Yerevan Mayor to receive
the citizens during this period of time, discuss possible solutions
and fix mutually admissible approaches.

Then Serge Sargsian received representatives of the "Masis-3" house
building co-operative of the 16th district of the Yerevan community of
Ajapniak. The latters presented the Prime Minister the previous story
of the problem, according to what "Masis-3" house building
co-operative was formed in 1986, involved 120 shareholder
families. Construction of the building was stopped in 1992, the level
of its readiness is about 80%. Members of the house building
co-operative addressed in April, 2006, to RA Prime Minister Andranik
Margarian, with a request to show state assistance for finishing the
building construction. By the RA Prime Minister’s instruction, the
technical examination of the building frame was implemented by the
"Hayseysmshin and KP" Scientific Research Institute OJSC, based on the
conclusion and proposals of which the only organization specialized in
construction of similar buildings worked out the project and estimate
documents necessary for finishing the building construction. According
to the estimate, 454 mln drams are demanded, 164 mln of which is for
increase of the level of seismic proof of the construction. There are
30 free flats in the building.

The Prime Minister attempted to get to know from the inhabitants what
assistance they expect from the state and what participation they
themselves can have in solution of the raised problem, after what he
promised to again meet with the inhabitants to already find some
solutions.

Prime Minister Serge Sargsian also received a group of former
employees of the "Armenian Airways" CJSC who also periodically
addressed to corresponding state bodies with the request of their
salaries. As it was spoken about great money, the Prime Minister
attempted to find out the former pilots notions concerning the ways of
solution of the problem and put a task before the chief of the
Department General on Civil Aviation attached to RA Government to find
such solutions which will not oppose the legislation within as short
time as it is possible.

Ombudsman Functions in Spite of Present Authorities – 1st Ombudsman

OMBUDSMAN FUNCTIONS TO SPITE OF PRESENT AUTHORITIES, RA FIRST
OMBUDSPERSON FINDS

YEREVAN, APRIL 16, NOYAN TAPAN. The Ombudsperson in separate cases
manages to re-establish violated human rights, but in general, it is
too difficult to liquidate negative deep phenomena. First RA
Ombudswoman Larisa Alaverdian expressed such an opionion in the
interview to the Noyan Tapan correspondent. In her words, those
phenomena were not liquidated both during the years of her officiating
and during the years of the present Ombudsman’s officiating. "It is a
pity, protection of the human rights does not make a part of the
policy carried on by the present authorities, what means that the
Ombudsman functions against those authorities," L. Alaverdian
mentioned.

In her words, though it is fixed by the RA Constitution that a person,
his rights and fundmental freedoms are a supreme value but Serge
Sargsian, the Council Chairman of the RPA, the recently officiating
party, the newly appointed Prime Minister stated that the economic
growth is more supreme for Armenia than the human rights. In
L. Alaverdian’s words, it means that the authorities are ready to
secure economic growth, ignoring or violating the human rights.

In L. Alaverdian’s words, power shift is necessary to change the
created situation. It will give possibility to implement system
reforms. She emphasized that in those countries where no power shift
has taken place for a long time, a stagnation process starts. As the
former Ombudswoman emphasized, "how small the hope of holding fair and
free elections in Armenia is, the ruling system must be changed only
with the help of fair elections."

LOS ANGELES, APRIL 16, NOYAN TAPAN – ARMENIANS TODAY. Armenians expect
opening of the Armenian-Turkish border without preconditions for the
people are able to discuss their past and create future
relations. Armen Liloyan, the Consul General of Armenia to Los Angeles
said about it on April 9, making a speech at the plenary sitting of
the upper chamber of the legislative body of California.

Emphasizing in his speech concerning the Armenian Genocide problem the
necessity of taking lessons from historic events and preventing crimes
against the mankind, the Consul General of Armenia touched upon denial
of the Armenian Genocide by Turkey, adding that the policy carried on
by that country does not further stability and peace in the region.

According to the information submitted to Noyan Tapan by the RA
Foreign Ministry’s Press and Information Department, the lower chamber
of California, Assembly, received a joint resolution with the Senate
"On Recognizing in California the 1915-1923 Armenian Genocide as
Memory Day." The resolution particularly calls on the U.S. Congress
and President to officially recognize the Armenian Genocide. Turkey
was also called on to receive the fact of the Armenian Genocide.

"Armenia In Cinematography" Festival Held In Strasbourg

"ARMENIA IN CINEMATOGRAPHY" FESTIVAL HELD IN STRASBOURG

STRASBOURG, APRIL 16, NOYAN TAPAN – ARMENIANS TODAY. A two-week
festival of Armenian films entitled "Armenia in Cinematography"
started on April 11 at the Odysse’e cinema in Strasbourg.

On the occasion of opening of the festival organized within the
framework of the Year of Armenia in France and with assistance of the
Alsace Council on Cultural Issues, the RA Permanent Representative to
the CE organized a reception at which representatives of the
Strasbourg authorities, Ambassadors accredited at the Council of
Europe, diplomates, CE high-ranking officials and representatives of
the Armenian community were present.

As Noyan Tapan was informed by the RA Foreign Ministry’s Press and
Information Department, works of Armenian famous directors, "Ararat,"
"Mother," "Symphony of Silence," "Tango of our Childhood" and other
films, will be presented to the spectators’ attention within the
framework of the festival.

Armenians of Javakhk Demand to Give State Status to Armenian Lang.

ARMENIANS OF JAVAKHK DEMANDS TO GIVE STATE STATUS TO ARMENIAN LANGUAGE
IN SAMTSKHE-JAVAKHK

AKHALKALAK, APRIL 16, NOYAN TAPAN – ARMENIANS TODAY. A mass meeting
dedicated to giving in Samtskhe-Javakhk state status to the Armenian
language equal to Georgian took place in the Liberty square of
Akhalkalak on April 13. The mass meeting was organized by the
Samtskhe-Javakhk and Kvemo Kartli Armenian Public Organizations
Council. As Noyan Tapan was informed by the A-Info agency, in spite of
unfavourable weather and obstacles laid by responsible bodies, more
than three thousand people participated in the mass meeting.

Issues relating to testing of schools directors, the
Kars-Akhalkalak-Tbilisi-Baku railway, pressure put upon the locan
self-government bodies by the center and other issues the population
is interested in were spoken about during the speeches made at the
mass meeting.

Then the authorities of Georgia were addressed a call on behalf of the
mass meeting participants. The above-mentioned problems were listed in
it. It was stated that a memorandum with signatures of different
officials chosen by the Samtskhe-Javakhk and Kvemo Kartli Armenian
Public Organizations as well as by the people will soon be sent to the
Council of Europe. The process of implementation of the obligations
undertaken by Georgia in front of that organization will be presented
in the memorandum.
