AS RESULT OF WAR IN IRAQ, 3 MILLION PEOPLE BECAME IMMIGRANTS

After the March invasion of the American Armed Forces of Iraq in 2003,
about 1,6 million of Iraqi residents had left their country. According
to the UN Commission for Refugees, 1,5 million people became refugees
in the country itself. Taking into account the fact that Iraq’s
population amount to about 26 million, we can say that as a result of
the war, 12 % of the country’s residents became refugees.

According to the British The Independent newspaper, most of the Iraqi
refugees settle down in Jordan or Syria. Since 2003, Jordan accepted
500 thousand Iraqi refugees, Syria 450 thousand. Every month, about 40
thousand people leave Iraq for Syria.

In the first half of 2006, there have been 14 thousand loses among the
civil residents of the country. According to the data of the American
health Institute at the John Hopkins University, in the years of the
war in Iraq 655 thousand people died.

Secretary of the Security Council adjunct to the RA President, Defense
Minister Serge Sargsyan received French Ambassador extraordinary and
plenipotentiary to Armenia in connection with fulfilling his
diplomatic mission.

Speaking about the relations between Armenia and France, the Minister
said that the visit of the French President was an important event in
the life of Armenia.

Henry Cuny informed that he highly appreciates the warm attitude of
Armenia towards his country and added, `I have a special attitude
towards the Armenians and their culture. I’m sure that next time I
visit your country the borders will be open. Closed borders are an
anachronism which is improper for c country which has applied to join
the European family’.

HEAD OF ROMANIAN-ARMENIAN COMMUNITY ELECTED REPRESENTATIVE OF ROMANIA
IN EUROPEAN COMMISSION

Prime minister of Romania, Cãlin Popescu-Tãriceanu, has elected
senator Varuzhan Voskanian, head of the Romania’s Armenian community,
to represent his country at the European Commission. Senator
Voskanian, 48, is a mathematician and also runs the Senate’s Committee
on Finances and Budget, the Associated Press reports. Voskanian’s
candidacy is still to be confirmed by José Manuel Barroso, President
of the European Commission. Varuzhan Voskanian will take the office
as soon as Romania joins the EU in January 1 2007.

‘The Armenian Art of 20th Century’ to Launch at Tretyakov Gallery

`THE ARMENIAN ART OF 20TH CENTURY’ TO LAUNCH AT TRETYAKOV GALLERY

New exhibition entitled "The Armenian Art of 20th Century" will
officially launch at the Tretyakov State Gallery on October 27 within
the frameworks of the arrangements of Armenia’s Year in Russia. The
exhibition will present the works from the collection of the Tretyakov
State Gallery.

The Armenian Embassy in Russia informed that the paintings and
sculptures by the most prominent Armenian artists of the second half
of the 20th century will be included in the exhibition, i.e. about 50
pieces. In particular, there will be displayed art works by Martiros
Sarian (1880-1972), created in Yerevan in 1930s and 1960s. Besides,
the exhibition will include pieces by his favorite student Minas
Avetisian (1920-1975), who revived the traditions of the national art,
continued the development of decorative art.

The exhibition will represent the works by the classical Armenian
artists M. Abeghian (1909-1994), O. Karalian (1897-1981),
O. Zardarian (1918-1992). The exhibition includes also the works of
other Armenian painters. The sculptures by S. Ghazarian, G.
Frandulian, G. Baghdasarian, Kh. Iskandarian and others will be
exhibited. The collection of the Tretyakov State Gallery rather widely
reflects the development of the Armenian sculpture in the second half
of the 20th century. At present, this collection consists of about 100
works. The paintings and sculptures exhibited have common peculiar
features of Armenian graphic school well known for its coloration,
light, plastics granted by the unique nature of Armenia. The
exhibition will be on till November 26, 2006.

FOIL PRODUCTION BACK ON RAILS

The former aluminum works of Kanaker, which was renamed Armenal in
2000, reopened yesterday after 23 months of retrofitting and
re-equipping. The re-equipping of the works belonging to Russian Rusal
Company required $70 million.

Vice-president of Rusal-Armenal Company, Aleksander Livshits said that
the works will henceforth produce foil of a higher quality increasing
the production to 25.000 tones a year. Thanks to new equipments the
foil production will be zero-discharge with minimum threat to the
environment.

Doubts Are Not Settled

DOUBTS ARE NOT SETTLED

The part of the October 27 case referring to the organizers was
suspended last year due to the absence of corpus delicti. The
relatives of the victims are sure that not corpus delicti but the
desire to reveal the case was absent.

The doubts of the society as to the organizers of the attack were not
settled; moreover, surveys come to prove that 98% of the society is
sure there were hidden organizers. Today, the probability of revealing
the case is minimal as the main witnesses have either died, or left
Armenia for the USA where there are not much chances of finding them.

The five volumes containing data about the criminal case were never
investigated.

The identity of the person who killed Armenak Armenakyan was never
revealed.

Although there was information that several deputies supported the
criminals, not investigation was ever carried out either, especially
after Prosecutor Gagik Jhangiryan was invited to the President’s
residence and stopped active investigation. After Aram Sargsyan
resigned office, deputy Mushegh Movsisyan who was told to have
supported the criminals was set free. Later on, he died in a car
crash.

Alexan Haroutyunyan and Haroutyun Haroutyunyan too were set
free. Later on, they took up high posts in state structures.

Of course the names of those people who served not justice but the
authorities and took up high posts are worth mentioning: Aghvan
Hovsepyan who was Public Prosecutor in 1999 returned to his post
again, judge Samvel Uzunyan who investigated the case was appointed
President of Nor Norq Court, prosecutor Gagik Avetisyan was appointed
head of a department in the Public Prosecutor’s Office, prosecutor
Hakob Martirosyan was transferred to the department combating
corruption, Hakob Babayan, John Farkhoyan, Gevorg Matevosyan and
Marcel Matevosyan were appointed heads of different departments, and
Hrachya Haroutyunyan was appointed first deputy head of National
Security Service. Let us remind you that he was more caring about the
terrorists who decapitated the Government with the aim of coup d’etat
than about the 16-year-old boy who entered the Pedagogical University
with bottles of oil and packs of flour with the aim of carrying out a
«terrorist act» if he is not included in the Ginnes book. The boy was
killed by Hrachya Haroutyunyan.

The commander of the regiment accompanying the terrorists and his
soldiers were given medals and financial awards.

Where are the tools of the crime? Many of them are no more alive:
Norayr Eghiazaryan was killed in the prison cell, Vram Galstyan
committed suicide.

All the people who had anything to do with the October 27 case die in
mysterious circumstances: car crashes, heart attacks, or suicides.

RA ACADEMY OF FINE ARTS IS ALREADY 60YEARS OLD

The Yerevan State Academy of Fine Arts will celebrate its 60th
anniversary of October 27 – 28.

A number of events are scheduled on that day – the statue of Ara
Sargsyan will be unveiled inside the building, there will be an
exhibition of students’ works and a concert will be held in
Philharmonic hall on October 28.

The academy was founded in 1944.

The new building of the academy was in a miserable state. And the RA
Government allocated 145 million AMD for the reconstruction, says
Rector Aram Isabekyan. The current building can hardly be compared
with the one we had 10 years ago.

The academy has got departments in Gyumri and Vanadzor, and its
students outnumber nine hundred.

Every year the students of the academy go to study in Paris where a
workshop was opened by the financial assistance of an Armenian deputy.

HENRY CUNY COMPLETES DIPLOMATIC MISSION IN ARMENIA AND WISHES
PROSPERITY TO ARMENIA AND ITS PEOPLE

On October 25, RA President Robert Kocharian received Ambassador
France to Yerevan, Henry Cuny, who completes his diplomatic mission to
the Republic of Armenia. RA President’s press-service informed that
Mr. Henry Cuny was awarded the medal of "Mkhitar Gosh", by the
President’s October 25 decree, for his considerable contribution to
the strengthening and development of the Armenian-French friendly
relations.

In the beginning of the meeting, Kocharian thanked the Ambassador for
his fruitful cooperation and stated that that a sufficient progress is
achieved in the Armenian-French relations during the Ambassadors’
diplomatic mission in Armenia. Henry Cuny expressed gratitude for the
high honor done and assured that he highly estimated that. He has
highly appreciated a warm attitude of Armenia to France. At the end of
the meeting, the diplomat wished prosperity to Armenia, welfare to the
Armenian people and success in work to the President of the Republic
of Armenia

Iranian Gas to Be Given to "Armrusgasard"

IRANIAN GAS TO BE GIVEN TO `ARMRUSGASARD’

Karen Karapetyan, executive director of `ArmRusGasArd’ made an
announcement on the Iran-Armenia gas pipeline.

Let us remind you that according to the Russian sources, the Iranian
gas will also be sold to Russia.

`Iran-Armenia gas pipeline covers only 40 kilometers. It is to
connect the Iranian gas-transportation system to the `ArmRusGazArd’
gas system. I think there is no intention to give it to the Russian
side. The main question is as follows; will the Iran-Armenia gas
pipeline be a separate company or will it be given to `ArmRusGasArd’?
I assume it will be logical to give the pipeline to `ArmRusGasArd,’
maintains Karen Karapetyan.

NOVEMBER 14, BRUSSELS: TRY AGAIN

On October 25, in response to the question of Aram G.
Sargsian, member of RA National Assembly, RA Foreign
Minister Vartan Oskanian said that there is really the
issue of returning territories in the agenda of the
Nagorno Karabakh settlement process, but the issues of
NKR people’s self-determination and status are
priority ones in the package. He added that the rest
of the issues will be discussed stage by stage after
the above ones. Mr. Oskanian also said that they
negotiate for a part of the Armenian Martaket and
Martouni regions under the control of Azerbaijan. At
the same time, he added that these regions aren’t
observed at the same level with those under the
control of Nagorno Karabakh. Thus, Mr. Oskanian said
that the settlement package is likely to be carried
out stage by stage, but that will be accepted as a
whole package.

Mr. Oskanian made the statement above regarding the
new ideas expressed by the OSCE Minsk Group Co-Chairs
on October 6 Oskanian-Mamediarov meeting. Moreover,
the Armenian side also represented the position of
Nagorno Karabakh. Besides, Mr. Oskanian stated that
the sides haven’t reached any agreement about these
new ideas. The OSCE Minsk Group Co-Chairs and the
Foreign Ministers of Armenian and Azerbaijan will try
to find the agreement terms again in the course of the
coming November 14 meeting in Brussels. After the
meeting in Brussels, the OSCE Minsk Group Co-Chairs
will visit the region
