The Year of Armenia in France that kicked off in September is
significant with diverse events. Such an event was the exhibition of
Astghik Saprich’s paintings at the Hune Brenner gallery in Paris.

Astghik is the niece of famous French-Armenian actress Alice
Saprich. Le Monde writes that Astghik is engaged in graphics, engraving
and painting.

The theme that Astghik has chosen is the Mount Ararat, more precisely
various outlines of the mount. She uses different techniques and
from average formats passes to small ones that resemble miniatures
and make the viewer to exert himself to see salience, golden spots
and other details.

The surface is carefully elaborated. Even the canvases painted with
Indian ink have beautiful contrast of light and shadow as though
bearing traces of sand and mote. The stone-like surfaces resemble
khachkars or motives from church bas-reliefs.

NA deputy Hakob Hakobyan spent in the isolation cell. After that he
must either be set free or be arrested for hooliganism.

If the police decide to punish the deputy, RA Public Prosecutor
Aghvan Hovsepyan must go to the National Assembly in order for the
Parliamentarians to deprive Hakob Hakobyan of immunity. By the way,
according to the regulations, in this case the arrested deputy must
be brought to the Parliament hall in handcuffs.

Let us remind you that three months ago Hakob Hakobyan became member of
the Republican Party of Armenia which has one of the largest factions
in the NA.

Dashnaktsutyun Party neither blames nor justifies Hakob Hakobyan,
arrested on October 8 in connection with the case of hooliganism.

Vahan Hovhannesyan, member of the party’s bureau and NA deputy Speaker,
claims that "they have nothing against Hakob Hakobyan." But if by
Hakobyan’s arrest, the law enforcing bodies want to prove that all
are equal before the law, he find it admissible.

Vahan Hovhannesyan expressed his regret that prior to Hakobyan’s
arrest many people who breached the law avoided punishment. But in
case such incidents continue, things will become still worse. "If we
have forgiven one of our brothers, let’s forgive this one too."

Vahan Hovhannesyan qualifies the assault on Suren Abrahamyan,
ex Ineterior Minister, "terrible." Asked what he thinks of Suren
Abrahamyan’s suspect that the assault was ordered by Prime Minister
Andranik Margaryan, Mr. Hovhannnesyan said he wasn’t on the scene
and he cannot say anything definitely.

By the way, regardless of the fact that criminal elements have become
more active recently, Mr. Hovhannesyan doesn’t share the opinion that
the "authorities have lost the control, the situation becomes tense
in pre-election period and "criminal elements violate laws."

VAHAN HOVHANNESYAN NOTICES ALL THE DEPUTIES "PRESSING THE BUTTONS"
Whose candidacy will Vahan Hovhannesyan support in the 2008
presidential elections if the candidates running for presidency are
Serge Sargsyan and Vartan Oskanian.

Before answering this question, Vahan Hovhannesyan deliberately asked
for a cup of water, and then repeated his words that Dashnaktsutyun
will have its own candidate in the elections. "Besides, it is too early
to speak of the elections," added the member of the Dashnaktsutyun
Bureau.

Today, Vahan Hovhannnesyan claimed that he is well aware of the
deputies "pressing the buttons," meaning the NA deputies voting for
others. Vahan Hovhannesyan offers his solution to this problem; the
voting mechanism must be technically innovated, the voting must last
three hours so that each deputy could come and vote.

GEORGIANS ARE OFFENDED While speaking of the Russian-Georgian
relations, Vahan Hovhannesyan states that the Russian-Georgian
relations have a long historical background. He claims that unlike
Armenians, Georgians are on better terms with Russians, despite the
similarities in our religious belief.

In his words, Georgia tries its best to exile Russia from the
Caucasus, which won’t be beneficial for Armenians. Armenia must have
a determined stance towards Russia and Georgia. As for Armenia’s
position on Karabakh conflict, Vahan Hovhannesyan says, it is high
time we gave up moderate attitude and exerted pressure on Azerbaijan
which generates aggression.

The Azeri Embassy in Madrid has released a note of complaint to
the Foreign Ministry of Spain. According to the Foreign Ministry of
Azerbaijan, this step is determined by the fact that they revealed
data on the activity of a Spanish woodworking company in Karabakh.

According to Day.az agency, official Baku urges in the note that
"the friendly act by the Spanish side harms the Azeri-Spanish
relations." Azerbaijan calls on Spain to cease the activity of the
above-mentioned company in the territories "occupied" by Azerbaijan.

play with Serbia within the framework of the qualifying round of
"Euro-2008". Our team left for Belgrade on October 9.

According to the bookmakers, the index of our victory is 20, whereas
that of the Serbs is only 1.1. The index of the draw is 7.5.

Let us remind you that Serbia tops the list of the first group with
7 points. Armenia is in the 7th place with one point.

The arrangement organized in St. Sahak-Mesrop church of Cologne was
entitled "The Voice of Alphabet.

Getting Close through Language, Song and Poetry." The arrangement
was dedicated to the Day of Translators.

The Armenian community of Germany initiated the arrangement. It
is included in the cultural week that has already become an annual
tradition. Vardeni Davtian, soprano at Bonn Theatre, performed Armenian
romances and folk songs. Pianist Armine Gouloyan and celloist Petros
Sargsian also participated in the concert. They performed pieces by
Comitas, Y. Abrahamian, R. Melikian. Sarmen Aghakhanian cited the
poems by Hovhannes Shiraz and Parouyr Sevak.

Vienna, 10 October 2006– The International Helsinki Federation for
Human Rights (IHF) today published a 26-page briefing paper entitled
Turkey: A Minority Policy of Systematic Negation. The briefing
paper discusses the legal basis for Turkey¡¦s restrictive minority
polices, its interpretation by authorities, and an abundant misuse
of laws against minority members and individuals who seek to promote
minority rights and protection. It also takes up case examples of
how the rights of various ethnic, religious and linguistic minority
groups ~C{ including the Kurds, the Armenians, the Greek, the Alevis,
the Laz, the Circassians, and the Roma ~C{ are violated. In addition,
the paper addresses the situation of sexual minorities in Turkey.

¡§When discussing Turkey¡¦s possible membership in the European Union,
the manner in which Turkey treats its minorities should constitute a
central criterion in judging the country¡¦s observance of human rights.

Today, Turkey¡¦s minority protection still falls seriously short of
European standards. A policy that is characterized by the failure
to recognize the mere existence of most minorities, continued legal
prosecution of people who speak about minorities or historical
facts about them, and the reluctance to solve basic problems faced
by minorities, is unacceptable from a human rights point of view,¡¨
said Ulrich Fischer, president of the IHF.

Turkey continues to practice a policy of ¡§Turkification,¡¨ which
it adopted in the early 20th century. This policy amounts to a
form of cultural assimilation that fails to recognize individuals¡¦
rights to ethnic, national, and religious self-identification, and
aims at forced assimilation with a Turkish identity. It encompasses
several strategies whose rationale violates, in one way or another,
internationally guaranteed standards for minority rights. These
strategies still include: denying formal recognition of minority
groups; hindering their access to the media; limiting their political
participation; violating their freedom of expression (especially in
their own language); impeding their freedom of religion; refraining
from facilitating their freedom of movement and to choose their place
of residence; and practicing or tolerating various other forms of
direct and indirect discrimination.

Turkey bases its minority policies on the Treaty of Lausanne of
1923 and claims to be bound only by this treaty ~C{ which itself
is entirely obsolete in light of current international standards for
minority rights and protection. Moreover, while the treaty provides for
protection for all non-Muslim minorities, all Turkish governments in
the past more than 80 years have interpreted the treaty to guarantee
protection only to three minority groups: the Armenian Orthodox
Christians, the Greek Orthodox Christians, and the Jews. What is
more, these groups are recognized only as religious minorities ~C{
not as ethnic.

While Turkey has no laws in place specifically addressing minority
issues, an abundance of laws are misused against individuals who have
sought to promote minority rights, or even to address the existence of
minorities. These include inter alia the penal code, anti-terrorism
legislation and laws regulating the operation political parties and
other associations.

For example, addressing the issue of discrimination against minorities,
or considering that Armenians in Turkey were victims of genocide,
has been prosecuted under the penal code for ¡§inciting enmity or
hatred among the population¡¨ or ¡§denigration of Turkishness.¡¨

Police continue to interfere in demonstrations and open-air meetings
organized by Kurdish activists many of whom have stood trial for
participating in them.

Recent reforms that have lifted some language restrictions in
broadcasting and education of minority languages have been clearly
insufficient. By law, it is prohibited to use any other language but
Turkish in political activities.

Legislation regulating the operation of religious minorities treats
Muslim and non-Muslim religious communities in different ways and
therefore amounts to a serious challenge to freedom of religion
and religious tolerance. In practice, non-Muslim minorities enjoy
restricted property rights, face interference in the management of
their ¡§foundations, ¡¨ and a ban on training their own clergy. But
also Muslim minorities, such as the Alevis, for example, experience
difficulties in having their places of worship recognized because
authorities regard them as a cultural group, not religious. In
addition, reports persist that all religious minority leaders remain
under government surveillance.

While, under the Lausanne Treaty, non-Muslim religious minorities have
the right to give language education in their own language, in practice
the proper functioning of minority schools is hindered in several ways.

Representative Of NATO To Arrive In Armenia

On October 11-13 Ambassador Robert Simmons, NATO Deputy Assistant
Secretary General for Security Cooperation and Partnership and
Special Representative for the Caucasus and Central Asia will arrive
in Armenia within the framework of his regional visit.

During the visit Mr. Simmons will meet President Kocharyan, Defense
Minister Serge Sargsyan and Foreign Minister Vardan Oskanyan.

Azerbaijan Warns France

Tomorrow the French Parliament will discuss a draft according to
which the negation of the Armenian Genocide is criminalized with a
penalty of 45 thousand Euros and five years of imprisonment. In this
connection the Azeri Milli Mejlis has sent a warning letter to the
French Parliament.

The letter runs as follows, "The information about the discussions
of the draft criminalizing the negation of the Armenian Genocide
caused our great concern. We call on you to approach facts far from
the reality with care. There is no doubt that in case of its adoption
the law will contradict freedom of speech which is one of the most
important issues in protecting human rights and fundamental freedoms.

Besides, the law will call into question the impartiality of France as
co-chair of the OSCE Minsk group which engages in the settlement of the
Armenian-Azeri conflict over Nagorno Karabakh. This is why the Republic
of Azerbaijan calls on France to be careful in discussing the issue".

The letter was adopted by Milli Mejlis on October 10, day.az informs.

Prosecutor General To Submit Mediation To Parliament For The Arrest

Deputy Prosecutor General Gevorg Danielyan said "A deputy is a ordinary
person. He/she can do both good and bad things. But generally we
expect good deeds from him/her." Earlier reports say that deputy
of parliament Hakob Hakobyan is indicted in hooliganism with the
use of weaponry. Hakobyan joined Armenian Republican Party (HHK)
quite recently. The deputy prosecutor thinks that the parliament will
approve their mediation for the arrest. Either the Prosecutor General
will submit mediation for the arrest of Hakob Hakobyan tomorrow or
he may be released, prosecutor general press secretary, Sona Truzyan
said.
