STUDENTS’ CROSS-COUNTRY TREK PUTS FOCUS ON GENOCIDE

On Tuesday, Hasmig Tatiossian, Vahe Abovian and Edward S. Majian walked
along U.S. 30 in Fort Wayne as part of their 3,000-mile trek to raise
awareness to the genocide in the Darfur region of western Sudan.

They belong to Journey for Humanity, an advocacy group comprising a
handful of college students from across the country.

Logging about 30 miles a day, the walkers have now trekked through
Warsaw, Columbia City and Fort Wayne.

The point of the walk, said Tatiossian, 23, a graduate student at
New York University, is to put the spotlight on what’s happening in
Darfur, and also to bring public attention to other genocides that
occurred in Armenia, Cambodia, Rwanda, Bosnia and Nazi Germany.

"We see genocide as a problem that plagued the 20th century and
is starting to plague the 21st century," she said. "It’s been an
incredible experience."

The walk started in June at City Hall in Los Angeles and will culminate
in late October or early November in Washington, D.C.

Tatiossian said Journey for Humanity organizers are working with
legislators to make their case before Congress.

Since civil war erupted in Darfur in February 2003, more than
400,000 people have been killed and 2 million driven from their homes,
according to the Fort Wayne office of the Darfur Peace and Development
Organization.

The U.S. imposed economic sanctions on Sudan in 1997. Congress declared
the situation in Darfur a "genocide" in July 2004.

Etisalat (Dubai) Denies It Has Bought Stake In ArmenTel

ETISALAT (DUBAI) DENIES IT HAS BOUGHT STAKE IN ARMENTEL

UAE-based operator Etisalat has denied media reports that it has agreed
to purchase a 90% stake in Armenian fixed line operator ArmenTel,
writes Bloomberg. The Russian Kommersant newspaper, citing a source
close to the Armenian government, yesterday reported that a consortium
led by the Dubai-based telco, and including investment fund Istithmar,
had agreed to pay Greece’s Hellenic Telecommunications Organisation
(OTE) USD600 million for its stake in the Armenian telco. The source
said that the consortium won the tender earlier this year, beating
off rival bids from Russian companies AFK Sistema and VimpelCom,
and a consortium of VTEL Holdings and Knightsbridge Associates.

Kingdom’s parliamentary delegation to the Interparliamentary Union.

Ali Hasanov thanked the guests for meeting with Azerbaijani internally
displaced persons.

On the Armenia-Azerbaijan conflict over Nagorno-Karabakh, Mr. Hasanov
stressed Armenia’s policy of ethnic cleansing in the Azerbaijani
territories.

The guests saw a documentary film about the elimination of refugee
camps and refugees’ move to more comfortable settlements.

Member of the UK Parliament Brian Jenkins expressed his admiration
for the work the Azerbaijani Government has done to better the living
conditions for the refugees and IDPs.

ISTANBUL, TURKEY // Turkey’s prime minister vowed today to fight
against what he called a "systematic lie machine" pushing to label
Turkey’s World War I-era killings of Armenians as genocide.

The remarks were made in reaction to a proposed French law that would
make it a crime to deny that the killings of as many as 1.5 million
Armenians amounted to genocide.

The proposed law has sparked outrage in Turkey against France and the
European Union, both of which have sharply criticized Turkey for not
permitting freedom of expression, particularly on the highly emotional
Armenian issue.

"Let no one doubt that the Turkish Republic state and its people are
capable of breaking this systematic lie machine and of dispersing
these clouds of disinformation," Prime Minister Recep Tayyip Erdogan
said in an address to his party.

"There can be no legal justification for making it a crime to say a
lie is a lie."

Turkey’s official policy is to acknowledge that large numbers of
Armenians were killed by Turks, but to reject the overall figure
of 1.5 million as inflated and to say the deaths occurred in civil
unrest during the collapse of the Ottoman Empire.

Saying otherwise in Turkey can lead to criminal prosecution.

Erdogan repeated his past calls to Armenia to jointly research the
killings by opening the historical archives of both countries to
historians, complaining that Armenia had not responded to his requests
to do so.

He said the proposed French law was inconsistent with the principle
of freedom of expression, and accused France of ignoring its own
history while trying to legislate the facts of Turkey’s.

"Let the lie and slander machines look at their own history," he said,
listing 11 African countries in which France has a colonial past.

France’s lower house of parliament is to debate the bill on Thursday.

Under the bill, people who contest that there was an Armenian genocide
would risk up to a year in prison and fines of up to $57,000.

Some Turkish legislators have proposed tit-for-tat measures such as
erecting statues to an "Algerian genocide" committed by France and
to passing a reciprocal law that would make denying it a crime.

Turkey’s foremost Armenian journalist, Hrant Dink, who has been tried
repeatedly in Turkey for saying Turks committed genocide against
Armenians, said passing the French law would be a mistake.

"Even if it appears that the Armenian genocide denial law acts in
the principle of universal human rights and responsibilities like the
struggle against genocide, we believe it erases the basic principle
that makes human rights possible, the principle of free expression,"
he said in a statement issued in both French and Turkish.

"Moreover, we think there is no need to support with laws the
historical truths of what the Armenian people have lived through in
the past. Because looking correctly at history does not require a law,
but conscience and morality."

Dink’s letter was signed by two other journalists at Agos, an
Istanbul-based bilingual Armenian-Turkish newspaper.

Some 100 Turks representing two different political parties gathered
in front of the French Embassy in Ankara today, calling for a boycott
against French goods.

Erdogan had previously called on French companies with interests in
Turkey to lobby against the proposed genocide bill.

– Will Turkey deport Armenians from the country if France Parliament
adopts a bill on false Armenian genocide?

– The author of this proposal is Shukru Elekdag (former Turkey
ambassador to he US and CHP MP). Experiences prove this version
acceptable. We can cite as an example the latest events in
Georgia-Russia relations. Russia deported all Georgians (including
legal immigrants) from its territory, because Georgia did the same
with four Russian spies. But Turkey will deport only illegal Armenian
immigrants. Turkey does not contradict to international conventions.

– You are one of those politicians who control Turkey integration
to the EU. Can 70 000 illegal Armenian immigrants live and work in
France? Don’t you think Turkey is too magnanimous to Armenia?

– Of course, if wed deport Armenians the West will express their
dissatisfaction. Armenian lobby is very active in France. One of the
best friends of France Interior Minister Nicolas Sarkozy is Patrick
Devechiyan. He plays an important role in setting the position
of ruling party in France. The head of Turkey Friendship Group in
France Parliament invited us to breakfast during our visit to the
country last week. But France Socialist Party forbade its members to
have a breakfast with us. Because Armenians told them that Turkish
parliamentarians can ask you questions to which it will be difficult
to answer. I regret that France parliamentarians are in hand of
Armenian lobby.

– Don’t you think Armenians want to make Khojali genocide forgotten
by bringing false Armenian genocide to the fore?

– We should discuss this problem with our Azerbaijani colleagues. We
should acknowledge that Armenians are more active than we are. We react
only after they bring something false to the fore. If we object to
the discussion of false genocide in France Parliament and do nothing
later it means we undermine self-confidence.

– Will Turkey pass from word to deed?

– Devechyan said Turkey will object to the adoption of bill by France
Parliament for some time and then come down, because did the same
when France Parliament recognized the false genocide. He mentioned
that Turkey promised to break economical relations with France, but
trade turnover rose by 30 percent between the two states since that
time. Devechiyan also added that Turks never pass from words to deed.

– Are Turkish people difficult to act systematically?

– We treat this as additional problem. But we should set up special
commission to deal with the problem. Turkey should lobby as long as
the situation is table.

The Armenian issue is nowadays quite popular in Europe. The French
brought a legislation regarding banning all the counter arguments
against the so-called Armenian genocide. If it is passed, rejecting the
so-called genocide, will be penalized either by casting into prison or
by substantial money punishments. Discussions go on in the Netherlands
after the three Turkish originated MP candidates (Erdin Sacan-labour
party, Ayhan Tonca and Osman Elmaci from Christian democratic party)
have been removed from the candidate list just because of not
accepting the existence of so-called Armenian genocide. A similar
thing had happened to Derya Bulduk, who was a candidate from the FDF
(Democratic front of the Francophones) in Belgium.

The two mainstream parties claim that the Netherlands accepted
the so-called Armenian genocide and base their[1] decisions on the
recommendatory decision on 21 December 2004, recognizing the existence
of the so called genocide.

According to the General Assembly decision of the UN in 1948, genocide
is defined as; killing members of a group, causing serious bodily or
mental harm to members of the group, deliberately inflicting on the
group conditions of life calculated to bring about physical destruction
in whole or in part, imposing measures intended to prevent births
within the group, and forcibly transferring children of the group to
another group.

The chair of ISRO, Sedat Laciner (Laciner, 2005) defines genocide as
the worst crime a human being can ever do, which I completely agree
with. Nevertheless, the ugliness of the case does not give the right
to accuse anyone with this crime and taking it for granted without
substantiating such arguments on valid evidences. Being against
genocide is one thing, and using genocide for some political ends is
another thing. Sometimes we put critical thinking completely aside
and defend democratic values and norms so blindly that this adherence
can become a deficit to democracy itself.

We have evidences of the Holocaust and see it as among the worst, maybe
the worst case in humanity. But do we really have such proofs regarding
the Armenian issue? What if, the Armenians were not tortured?!

Thousands of people die in Sudan right now, Israel killed thousands
of other just two months before. People died in Rwanda, former
Yugoslavia and many other places for just being a member of a
particular group. Why do we turn a blind eye to all these and are so
much insistent on restricting an unproven case?

The Turkish side has opened all its archives. And are very much
eager to form common committees for searching the issue. Turkish PM
Erdogan has underlined the willingness of searching this topic in
many occasions. Despite all these, keeping away from all scientific
enquiries and imposing such a heavy accusation leads to many
suspicions.

The Armenian state does not recognize the Lausanne treaty, on which
the Turkish Republic is grounded. In other words, Armenia does not
accept the current borders of Turkey. The Armenian state names the
North East part of Turkey as the West Armenia and makes claims on these
territories in its constitution. Robert Kocaryan, the PM of Armenia,
states that these territorial gains can be done in peaceful manners
(Ibid).

Are all these done for the sake of democracy or is the democratic
sensitiveness used for further aims?! It is highly confusing; why
do not we talk about what the Dutch did in Indonesia and Surinam,
French did in Algeria, Spain did in South America if we are so eager
to account for our faults in past ?

Apart from these, the migration policy of the Ottoman Empire is very
irrelevant to the genocide claims. Ottomans failed in providing healthy
conditions during this depart but why should a send all the members
of an ethnicity away if it really aims a genocide? The Nazi rule did
not send the Jews away, but brought the Jewish to its concentration
camps from all around the world.

The Netherlands

A very critical approach is on rise in the Netherlands in particular
and Europe in general. Although it is not very acceptable to
discriminate openly, discrimination becomes legalized when it is
made by reference to "democratic values". For instance, if someone
criticizes Moroccans in some way under the general classification of
Moroccans, s/he will probably be strictly criticized. Nevertheless,
when Fortuyn said that gays were under threat due to the Moroccan gangs
he was very much backed. Similarly, opposing Islam itself will be not
so much welcomed. But people get credit if they manage to hinder such
points of view under the democratic doctrine.

Specifically, the argument of the repression of women under the
Islamic doctrine is in many times welcomed without a slightest
degree of critical thinking. The same thing is valid for the expel
of the Turkish originated candidates. The party leaders are really
appreciated as the guardians of democratic principles!!!

With regard to the decisions of the CDA and the PvdA; has a party
have the right to ask its members to share a common vision on this
topic? Party members have more or less similar positions and it is
quite natural to demand from these people to share a common vision.

For instance, there is no point in defending capitalism in a highly
communist party. Nevertheless, we need different opinions in democratic
systems, also within the party.

The party position can not legitimize removing candidates from a party
list just because they have a point of view on a particular topic;
which is not a central in the party doctrine, open to debate, and
apparently not against the party doctrine. In the EP report, Turkey
is criticized due to the 301th article, which limits the freedom of
expression. It is true, Turkey has to improve its conditions in such
aspects just as the other European states have to.

However, people can be sent to jail or removed from candidacy lists
in the founding member states. This is a shame indeed.

The Armenian lobby is certainly quite effective in the international
field. But I personally do not believe the high influence of an
Armenian lobby in the Dutch society. The so-called Armenian genocide
has become quite trendy (!) in European politics.

Nevertheless some interior political aspects take place, as well.

People still talk the rise of Pim Fortuyn in 2002. Even the most
liberal parties have shifted to an anti immigration perspective
afterwards.

The Dutch Christian Appeal and labour party make some miscalculations
at this point. According to the official givens, 300 thousand Turkish
people live in this country, and many have the Dutch citizenship. A
substantial number of Turkish originated people has the right to vote
in this country. Expelling Turkish candidates will evidently not give
way to support by the Turkish society in this country. It is not a
very well advised stance to annoy such a big proportion just before
the elections.

No doubt however, the Turkish minority in Europe is very less
interested in politics and away from defending their interests in
discussions. The Turkish MPs carry great importance for both their
ethnicities and their residual countries at this point. These people
need to be represented on the parliamentary level as well as many
other aspects of life. Integration of these people and a peaceful
co-existence in this country cannot only be provided by sociological
researches, no matter how successful they are. We need successful
Dutch-Turkish people in politics, academic field, business, sport,
arts, etc.

At this point, it is worth bringing into attention that while cars
were put into fire in France and several other neighbor countries, the
Netherlands was quite still. This was not a coincidence. All in all,
the minority groups in the Dutch society are much better integrated to
the major society in many aspects. However, we do not have a guarantee
that this will be the case forever. The removed MP candidates do not
only carry significance for the Turkish minority, but are also very
much important to the Netherlands. The Dutch government has gold in
its hands indeed. We cannot continue living within boundaries and
within just one culture in an era of globalization. Countries need
bilinguals in the contemporary world.

Concluding Remarks:

The Dutch society made important progression after the uneasy days
regarding the tension between minority and majority. The Dutch
establishment and society are among the most tolerable people with
their multicultural doctrine. Therefore, it is highly disappointing
that all these occur in this country. The decision of those parties
are rather ill-given in the stressful atmosphere of elections
than representing the Dutch opinion in general. The Netherlands is
geographically little, but there are many other indexes of measuring
how big a country is. A country, sending its soldiers to Uruzgan,
one of the most dangerous places in Afghanistan, apparently has some
significant ambitions in the international arena. The Netherlands can
take many initiatives in line with its worldwide positive reputation
rather than just copying what the trends without searching the reality.

An excise warehouse of Armenian alcohol will appear in Krasnoyarsk,
as Vazgen Safaryan, the chairman of Armenian Union of Commodity
Manufacturers, stated at the panel discussion "Commerce and
Industrial Chamber, the Union of Commodity Manufacturers, the Union
of Industrialists with representatives of Armenian business" at
"Days of Armenia in Siberia" on October, 11.

‘We are going to deliver environmentally friendly spirits only to the
Russian market. There are a lot of counterfeits among alcohol made in
Armenia, in particular, cognac. We are not only interested in economic
profit from sales of our products but also in the health of Russian
citizens,’ Safaryan explained. This project will be implemented
by Sarkis Muradyan, the chairman of the Board of Directors of CJSC
Sibagropromstroy, the director of International Exhibition Business
Center "Siberia".

‘The price policy of goods made in Armenia is favorable, and it can
be said that prices for real Armenian alcohol will not be higher than
counterfeits in Krasnoyarsk. We are working at design of a warehouse
construction now. Moreover, this project has been approved of by
Central Siberian Commerce and Industrial Chamber.

It is worth reminding that Armenian businessmen are going to have
meetings with the regional businessmen, participate in a panel
discussion with members of Central Siberian Commerce and Industrial
Chamber, The Union of Industrialists and Businessmen of Krasnoyarsk
Territory and the Union of Commodity Manufacturers and Consumers.

Apart from that, Krasnoyarsk audience will enjoy a cultural program
prepared by the guests from Armenia. Famous Armenian singers and
musicians will give two concerts, one in IEBS Siberia, the second one –
in the Big Concert Hall of the philharmonic society.

SOURCE SAYS UAE CONSORTIUM TO BUY ARMENIA’S ARMENTEL

MOSCOW, Oct 10 (Prime-Tass) — A consortium from the United Arab
Emirates (UAE), including Etisalat and investment fund Istithmar,
is expected to buy a 90% stake in ArmenTel, the incumbent telecoms
operator in Armenia, for US$600 million, a source close to the Armenian
government said, Kommersant business daily reported Tuesday.

The consortium won the stake tender announced by the current stake
holder, Greece’s Hellenic Telecommunications Organization (OTE)
earlier this year, the source said.

Two Russian companies, major holding AFK Sistema and second largest
mobile operator VimpelCom, also applied to participate in the tender.

Spokespeople with Sistema and VimpelCom told Prime-Tass that the
companies had not yet received the official results of the tender.

The fourth bidder for ArmenTel was a consortium of VTEL Holdings and
Knightsbridge Associates, OTE said earlier.

ArmenTel has a monopoly on fixed-line and long-distance services in
Armenia. The company also had a monopoly on mobile services until
mid-2005. ArmenTel’s fixed-line subscriber base stands at about
600,000 users and its mobile subscriber base at about 330,000 users.

Armenia’s population amounts to about 3.2 million people, of which
about 20% use mobile services.

BAKU: French Historian Intends To Accept Turkish Citizenship As A Si

FRENCH HISTORIAN INTENDS TO ACCEPT TURKISH CITIZENSHIP AS A SIGN OF PROTEST

Jean-Michel Tibauks, a French historian, has made an official appeal
to be accepted as a Turkish Citizen as a sign of protest on the review
of the draft law on criminal responsibility of those who reject the
so-called ‘Armenian genocide’.

Trend Special Correspondent in Ankara reports that the written
appeal by the French historian is currently under consideration
with the Foreign Policy Commission of the Great Assembly of Turkey
[parliament], headed by MP Mehmed Dulger.

Having been informed of the French historian’s situation, the Turkish
Prime Minister Erdogan instructed the relevant authorities to consider
his appeal.

In his appeal to the Turkish scientists, Tibauks explained his decision
was as a rebellion against the policy of blackmailing by France
against Turkey. The historian felt that this is a cheap domestic policy
targeted to attract the votes of electors of Armenian nationality.
