The Milli Majlis (parliament) vice-speaker Ziyafat Asgarov has come
out against the discussions of the Armenia-Azerbaijan conflict over
Upper Garabagh in the parliament. Such discussions would be useful only
after specific results of the ‘Prague talks’ are determined, he said.

The vice-speaker said with regard to the similar discussions of the
Garabagh problem recently held in the Armenian parliament that they
turned out fruitless.

“Such discussions are due to the situation Armenians are facing,
and they are simply trying to prolong time.”

Asgarov noted that no specific decision was made following the
discussions in Armenia.*

Minister of Agriculture of Azerbaijan Ismet Abasov has met the
ambassador of Italy in the country Ms. Margarita Costa.

The Minister warmly welcomed the guest, has expressed condolence
in connection with death of the head of the State of Vatican, the
outstanding personality, Pope of Rome John Paul II. The Minister has
noted, that Italy being one of the active members of the European
Union, since first day has recognized independence of Azerbaijan,
has supported the fair cause of Azerbaijan in the Armenia-Azerbaijan,
Nagorno-Karabakh conflict. The trading links between our countries
extend, the volume of commodity circulation grows, he said. Italy is
ahead among the trading partners of Azerbaijan, and this country is
one of the basic consumers of the country’s oil.

Minister of Agriculture has emphasized that visit of the President
of the Azerbaijan Republic Ilham Aliyev to Italy, the business forum
carried out within the framework of visit has given a new pulse to
development of links, has expressed to the ambassador gratitude for
sympathy to our country in his report on business environment in
Azerbaijan he made at the Forum.

At the meeting, discussed were questions of cooperation in agrarian
sector, necessity of coordination of joint activity. It has been
marked that the company of Azerbaijan “Gilan” and the Italian
company “Betven  TMCI Padovan” have agreed upon construction in
Gabala a cannery in budget cost of 5 million Euros. The Company of
the friendly country ” Societa Consoirza Progetto Bufala di Caserta”
carries out activity in the field of processing production of buffalo
in Azerbaijan. As a whole, 20 million Euros will be enclosed in
this branch.

Ms. Margarita Costa has thanked the Minister for warm reception and
the condolences, has expressed satisfaction with level of relations
between two countries. The ambassador has promised that during her
diplomatic activity in the country she would do every effort for
development of the Italian-Azerbaijani relations.

The Armenian community of Upper Garabagh will join the negotiating
process sooner or later if peace talks continue, Foreign Minister
Elmar Mammadyarov told journalists following a meeting with the OSCE
chairman-in-office, Slovenian Foreign Minister Dimitrij Rupel in Baku
on Saturday.

“No steps should be taken without the involvement of the Armenian
community in the negotiating process. However, all issues must be
clarified with official Yerevan first.”

Mammadyarov said that if the talks turn out successful, the Azerbaijani
community and OSCE experts should participate in the process as well.

Azerbaijani and Armenian foreign ministers should meet frequently to
achieve results in the ‘Prague talks’, the Minister said.

“If the talks are suspended or yield no results, a new situation with
the settlement of the Upper Garabagh conflict will emerge.”

The Minister declined to specify whether military operations will be
launched but said Azerbaijan will not pursue military interference
to settle the conflict.

“Armenians of Upper Garabagh should be considered citizens of
Azerbaijan. From this standpoint, maintaining peace in Azerbaijani
territory is important.”

Armenian media reports saying that the OSCE chairman Rupel supports
participation of Upper Garabagh Armenians in peace talks were not
confirmed. Rupel told a news briefing at the Foreign Ministry that
he indeed met with representatives of the Armenian community of Upper
Garabagh in Yerevan and the leader of the Azerbaijani community Nizami
Bahmanov in Baku. The two meetings targeted studying the positions
of all sides involved. ‘This, however, does not imply my support for
the Garabagh Armenians’ involvement in the talks’, Rupel said.

“I am not authorized to change the current format of the talks,
as this is a prerogative of the conflicting sides.”

Bahmanov came out against the statements on changing the current format
of negotiations, saying that this can be done only on the level of
presidents of the countries included in the OSCE Minsk Group. He also
disapproved of the fact that the OSCE MG is co-chaired by the United
States, France and Russia, as these countries are delaying settlement
of the Upper Garabagh conflict. Bahmanov further proposed to draw all
OSCE MG members to the process. “Italy, Turkey, Finland and Sweden,
members of the MG, adhere to an unbiased position on the conflict,”
he said.

Prior to the statements made by Foreign Minister Mammadyarov and the
OSCE chairman Rupel, Russian co-chair of the OSCE MG Yuri Merzlyakov
stated that certain ‘details’ could not be resolved without the
involvement of the separatist Upper Garabagh regime in peace talks.
Merzlyakov said, however, that “the Azeri population of Upper Garabagh
is already represented by Baku”.

The key goal of the OSCE chairman’s visit to the region was to discuss
the Garabagh conflict. Rupel said in a meeting with the Armenian
President Robert Kocharian in Yerevan prior to visiting Azerbaijan
that the OSCE is ready to provide all the needed assistance to settle
the Garabagh conflict peacefully, pointing out the importance of
co-operation of the two countries’ presidents. The OSCE is seriously
concerned over the illegal settlement of Armenians in Upper Garabagh,
he added.

In his meeting with the Armenian Foreign Minister Vardan Oskanian,
Rupel called on Azerbaijan and Armenia to end aggressive statements,
saying that the sides should aspire to creating the environment of
‘mutual trust’.

The conflict was also discussed at the OSCE chairman’s meeting with
President Ilham Aliyev, along with the parliamentary election due in
the country in November.

President Aliyev said Azerbaijan attaches great importance to its
co-operation with the OSCE.

“The Upper Garabagh conflict is the most serious obstacle for regional
development, stability and security,” said Aliyev, reiterating that
Baku supports a settlement exclusively within international legal
norms.

The President added that the OSCE MG has considerably stepped up its
activity at settling the conflict of late.

Among other issues discussed during the OSCE chairman’s visit to Baku
was the upcoming parliamentary election and the democratic processes
ongoing in Azerbaijan.

Rupel said following his meeting with Foreign Minister Mammadyarov
that he made some proposals with regard to the elections. He declined
to elaborate but said the parties agreed to interact in this respect.

“There are very strong authorities and weak opposition in Azerbaijan,”
said Rupel. The OSCE will equally approach both the authorities and
opposition and work to achieve a conduct of fair and free elections,
he said.

The OSCE chairman also met with leaders of eight opposition parties
to discuss the current socio-political situation in the country and
the parliamentary elections.

The OSCE Office of Democratic Institutions and Human Rights (ODIHR)
Director Christian Strohal, who visited Baku a while ago, presented
some proposals on the conduct of the elections to Azeri officials.
Afterwards, the issue of introducing changes and additions to the
Election Code was discussed by representatives of OSCE ODIHR, the
Council of Europe Venice Commission and the Azerbaijani government in
Strasbourg. Although the results of discussions have not been made
public yet, it is common knowledge that the OSCE proposed to change
the make-up of electoral commissions and allow representatives of
NGOs to observe the voting, regardless of their source of funding.

The Freedom House organization has published its “Freedom in the
World” index using a 7-point scale. Countries rated between 1 and 2.5
points were rated as ‘free’, 3 and 5 points ‘partly free’, and 5.5-7
points as ‘not free’, based on the criteria of political rights and
civil liberties.

89 countries were rated as free, 54 partly free and 49 countries as
‘not free’. Thus, 1.189 billion people live in free countries, while
about 2.819 billion in partly free countries and some 2.387 people
in unfree countries.

Compared to 1974, the number of free countries more than doubled,
as only 41 countries were rated as free at the time. Since then,
6 more countries were added to the “partly free” category, while the
number of unfree countries decreased from 63 to 49.

46 countries received the highest rating (1 point), with Estonia
being the only former Soviet Union republic included in this
category. Armenia received 4.5 points, while Georgia and Moldova –
3.5 points. Other CIS (former Soviet Union) states – Azerbaijan,
Kazakhstan, Kyrgyzstan, Russia and Tajikistan – were rated as ‘not
free’, with 6 points.

The worst situation with human rights among CIS states was indicated
in Belarus (6.5 points) and Turkmenistan (7 points). The report also
assessed the human rights situation in conflict zones, terming them as
“disputed areas”. Among these regions, only the Turkish Republic of
Northern Cyprus was rated as free, with 2 points.

The self-proclaimed “Upper Garabagh Republic” operating in the occupied
territories of Azerbaijan, as well as Abkhazia, Kashmir and Kosovo,
were rated as “partly free”. Human rights are blatantly violated in
Tibet, Dnestr and Chechnya, the report said. The countries considered
to be protectorates of other countries – Hong Kong (China), Puerto Rico
(United States) were rated as “free”, with 2 points.

“Report unfair”

The rating on Azerbaijan indicated in the Freedom House report is
unfair. The criteria taken into consideration in preparing the report
are unclear, Ombudsman Elmira Suleymanova told a press conference
on Tuesday.

The Milli Majlis (parliament) speaker Murtuz Alasgarov said the
report as biased, regarding as unfair the fact that Azerbaijan was
rated below Armenia and Georgia.

“Is the level of democracy in Azerbaijan behind that of Georgia
and Armenia?”

The speaker said that the inaccurate data in the report is related
to the false statements made by the opposition, and called on its
representatives to consider Azerbaijan’s interests.

Azerbaijan and Armenia have appealed to the United Nations over
the frequent ceasefire violations, according to Azerbaijani Foreign
Minister Elmar Mammadyarov.

The OSCE chairman’s special envoy Anzhei Kaspshik has said he is
concerned with the persistent ceasefire breaches. Another monitoring
will be held on the frontline in two weeks, he said. Kaspshik admitted,
however, that the OSCE is unable to prevent ceasefire violations,
as this is outside its mandate.

The ceasefire has been violated more than 50 times over the past two
months alone. The casualties on both sides have amounted to 40 for
the first time in seven years.

Massachusetts. Armenian and Azeri students of the School will take part
in the forum, reported Vugar Mamedov, a student of the School, leader
of West, South, Asian and Caucasian Forum. Political scientists and
conflict specialists will also participate in the meeting. It should be
noted that the Fletcher School has been organizing «events on dialogue
of cultures» between Azeri and Armenian students for a long period
of time. The forum is headed by Fletcher School professor, political
scientist Andrew Hess. A similar event was last held March 10.

personally participate in the funeral of Pope John Paul II in the name

His Holiness.

His Holiness, who is presently in Geneva, contacted Vatican officials
and offered his condolences for the death of the Pope.

condemned the actions of the Cossacks, who lately arranged a pogrom in
suburbs of Novorossiysk, during which Armenians living there suffered,
the Novye Izvestia newspaper reported. For the first time the Territory
authorities gave an evaluation to inter-ethnic clashes in Kuban, in
which Cossacks actively participate. «As the Governor I am responsible
for all peoples, who live in the Territory. I am convinced that no
emotions should turn a common crime into an inter-ethnic conflict,»
Alexander Tkachev stated. «Those guilty should be punished in the most
severe way to teach them not to do it again,» the Governor said. It
should be reminded that Novorossiysk ataman Vladimir Petrusha got heavy
knife injure in a scuffle between Cossacks and Armenians in the end of
March. In a day groups of Cossacks of 100-200 persons arrived in the
city and arranged disorders in Tsemdolina city district. As evidenced
by witnesses, the crowd broke glass cases, cars, beat people of not
Slavonic appearance. Then the Cossacks moved to Kuban house of culture
and demanded that the local Armenian community give up the young man,
guilty in their opinion in wounding the ataman, to the militia. At
the time the Novorossiysk Internal Affairs Department refrained from
comments, however right after the pogrom the suspect surrendered to
the police. The pogrom took place at the time of Russian President
Vladimir Putin’s visit to Armenia. Governor Tkachev and ataman of
the Kuban Cossack Troops Vladimir Gromov were not in Kuban at the
time either â~@” they were on visit in the US. Noting that suspect
is arrested, Territory Prosecutor Sergey Yeremin pledged to prefer
charges against both Cossacks and Armenians. Kuban Cossacks ataman
Vladimir Gromov promised to establish order and be strict with the
subordinates on the matters of illegal actions. In the opinion of
Novorossiysk Human Rights Committee head Vadim Karastelev, «all
promises of Cossack leader that hooligan actions of Cossacks will
be cut short are nothing but words. The Cossack leaders are not in
control of actions of many of their detachments.»

Walkers Complete More Than a Quarter of The 215 Mile March For Humanity

Merced, Calif., April 6, 2005 – California marchers, walking in
solidarity with the 1.5 million victims of the Armenian Genocide
on its 90th anniversary, passed the 80-mile point and arrived in
Merced Wednesday.

The determined group of 14 Armenian youth from Pasadena, Walnut,
San Fernando Valley and Fresno sleep in church halls and eat from a
lunch truck accompanying them on their 19 day trek. As a way to focus
on why they are marching, every morning a marcher tells the story of
a family member who survived the Genocide.

The selfless youth plan on walking to Sacramento, where they will
join a large rally at the Capitol Building, organized to thank
the California state legislature and those of 35 other states for
officially recognizing the Armenian Genocide.

An interesting addition to the group of marchers, ranging in age from
18 to 27, is the participation of Sanan Shirinian and Zabel Ekemekjian.

Shirinian is a 16 year junior at a private Armenian high school in
Los Angeles. She worked tirelessly to take 20 days off school not so
she can take a vacation but to do her part for her cause.

“My great grandparents were survivors of an attempt to kill all
Armenians,” said Shirinian. “I decided to walk so I can let the world
know about the wrongs the Turks did against my ancestors and to bring
justice to an unpunished crime.”

Ekmekjian, whose father survived the Genocide, is a 63-year-old
grandmother from Moraga, Calif. who felt that she must use her own
body to raise awareness about the crimes committed against her father
and his family.

“Our family was split apart because of the Genocide,” said
Ekmekjian. “I have never met my aunts and my cousins, I know they
exist and that they live in Iraq, but I don’t know who they are
because they lost contact with my father after escaping the massacres.”

Defying sore muscles, blistered feet, and aching legs, the marchers
will continue to walk an additional 150 miles, rain or shine, until
they arrive at their destination on April 21.

The Genocide began in 1915 and lasted for more than six years, claiming
the lives of more than 1.5 million men, women and children. While many
nations recognize and condemn the crime committed against the Armenian
people, the Turkish government has denied it for the past 90 years.

The majority of Turks are in favour of their country’s bid to join the
European Union, but the traditionally strong support for membership
has fallen off, according to a public opinion poll published in Turkey
on Thursday.

The survey, conducted last week among 3,302 people by the Pollmark
research company, found that 63.5 percent of the population backed EU
membership, a decline of about 10 percentage points from a similar
survey carried out by Pollmark last June, the Milliyet newspaper
reported.

The Turks’ support for EU membership has been measured between 70
and 80 percent in recent years.

The fall off in support is a result of rising nationalist sentiments,
fuelled by debates over Kurdish rights, the Cyprus conflict and
international pressure on Ankara to recognize as genocide the killings
of Armenians under the Ottoman Empire, the coordinator of the Pollmark
survey, Ihsan Dagi, said.

Turkey is set to begin membership talks on October 3.
