New Azeri movement to campaign for candidates with active stance on Karabakh

headlined “The Election Movement for Karabakh has been established”

The Election Movement for Karabakh (EMK) held its presentation
ceremony yesterday [27 July]. Its leader Masud Hamzayev spoke about
the purpose of the movement which had been set up by a group of young
people. He said that the movement will support candidates which it
considers acceptable and campaign for them. Hamzayev said the
preference will be given to candidates expressing people’s position on
the Karabakh issue.

“The solution of the Nagornyy Karabakh problem depends on democratic
election,” Hamzayev said.

The chairwoman of the Takamul [Evolution] public union, Vasila
Movsumova, said that not a single document had been drawn up in the
parliament so far which could have changed the international public’s
position on the Nagornyy Karabakh conflict. She believes that the
parliament is taking a passive stand on this issue.

The new movement’s deputy chairman, Zahid Akbarov, urged the
Azerbaijani youth to be more politically active and said efforts will
be made to unite the young people in the organization.

NKR: Prime Minister Met With Students

PRIME MINISTER MET WITH STUDENTS

On June 13 NKR Prime Minister Anoushavan Danielian met with a group of
representatives of the Armenian Assembly of America, students of
American universities, passing internship at the NKR ministries and
agencies. Many of the students were in Stepanakert for the second time.
The prime minister said their relationships with the youth, knowledge of
the past and present of the country, acquaintance with the history and
culture will allow them to get a realistic picture of Artsakh and its
people, the developments in different spheres of life. Suggesting the
students living and working in Karabakh after graduating, the prime
minister noted that the fate of the Armenian nation will in fact be
decided in Artsakh. It is therefore necessary for them to visit Armenia
and Artsakh more often and know the home of their ancestors. The prime
minister answered the questions of the students. The members of the
group thanked A. Danielian for the warm welcome and friendly talk and
promised `to fall ill with Karabakh’ and once come here and never leave.

US State Department official says next Armenian-Azeri talks may be “crucial”

Baku, 28 July: US Under Secretary of State Paula Dobriansky has said
that the next meeting scheduled to be held soon between the Armenian
and Azerbaijani presidents might be crucial in the settlement of the
Karabakh conflict. Dobriansky is paying a two-day visit to Baku in
connection with the forthcoming parliamentary election in Azerbaijan.

Dobriansky met Azerbaijani President Ilham Aliyev yesterday evening,
but the meeting is said not to have discussed the Nagornyy Karabakh
issue, Yerkir reported. To all appearances, the senior US diplomat and
the Azerbaijani president talked about problems in the run-up to the
election. Dobriansky noted that the world community would closely
follow the election.

Apostles’ successor’s bones discovered in Iran’s St. Stephanus Church

TEHRAN — Shahriar Adl, the director of the team documenting three
Iranian churches for registration on UNESCO’s World Heritage List,
said on Wednesday that they have discovered the bones of one of the
successors of the Apostles of Jesus in one of the ceilings of the St.
Stephanus Church, which is located near Marand in East Azarbaijan.

Some historical sources, such as the travelogue of Frenchmen Jean
Baptiste Tavernier (1605-1689), some photos kept at Tehran’s Golestan
Palace, and the photos taken by Ali Khan Vali, the governor of
northern Azarbaijan during the reign of the Qajar king Nasser ad-Din
Shah and kept in the Adl family archives, indicate that the bones of
Saint Stephanus (Saint Stephen), who acted as a direct successor to
Saint Peter, Saint Matthew, and the Prophet Daniel, are being kept in
the St. Stephanus Church.

`The East Azarbaijan Cultural Heritage and Tourism Department sent a
letter to the Prelacy of Iran after the team discovered the bones,
asking their representative to attend the process of gathering the
bones from the site last Sunday,’ Adl said.

The team has also discovered several pieces of board from the boxes
containing the bones, yellow and beige clothes, seeds of frankincense
and some pieces of wax, and ocher beside the bones.

The bones have been examined by a team of anthropologists of the
Cultural Heritage and Tourism Organization (CHTO).

`The bones have been damaged because of the bad condition of the
place. Thus, we could only determine that they are the bones of a
single body but the individual bones can not be distinguished,’ said
team member Farzad Foruzanfar.

The complete skeleton belongs to a man about 50 years old with a
strong body, he added.

The bones have been transferred to the Prelacy of Azarbaijan in
Tabriz because restoration work is currently underway in the church,
but they will be returned after the renovation is complete.

`The bones will be returned to be kept in a specific place during a
special religious ceremony,’ East Azarbaijan Cultural Heritage and
Tourism Department Director Ali-Akbar Taqizadeh said.

Hayk Ajimian, an Armenian scholar and historian, recorded that the
church was originally built in the ninth century CE, but repeated
earthquakes in Azarbaijan severely damaged the original structure.
The church was renovated during the reign of the Safavid king Shah
Abbas (1588-1629).

The general structure of the St. Stephanus Church mostly resembles
Armenian and Georgian architecture and the inside of the building is
adorned with beautiful paintings by Honatanian, a renowned Armenian
artist.

The CHTO plans to submit an application to UNESCO to register the St.
Stephanus Church as well as the St. Thaddeus and Zorzor churches in
West Azarbajian on the World Heritage List.

The European Armenian Federation said yesterday that French insurance
group AXA must follow the example of New York Life Insurance by paying
back to descendants the dormant funds in life assurance policies taken
out by people who subsequently became victims of the Armenian genocide
in 1915.

The Federation made its statement on the 90th anniversary of the
genocide, which took place under the Ottoman Empire.

Nagornyy Karabakh has been taking measures to improve the TV and radio
transmission. A few days ago, residents of the villages in the north
of Berdadzor subdistrict of Nagornyy Karabakh’s Susa District obtained
an opportunity to watch programmes of the first [TV] channels of
Russia and Armenia. It has become possible due to joint efforts of the
NKR [Nagornyy Karabakh Republic] government and Artsakhkap [Nagornyy
Karabakh communication] closed-type joint stock company.

The director of the Artsakhkap closed-type joint stock company, Suren
Mirzoyan, has said that these villages have been facing difficulties
with receiving TV programmes since the Soviet period. Transmitters
have been installed to solve the problem. The work is being carried
out on upgrading the NKR’s main TV station.

It has been planned to install satellite transmitters in Shaumyan
District [part of Goranboy District] as well. There are many problems
related to the geographical location of these districts. However,
Mirzoyan said that signals from Azerbaijan and Turkey mostly impede
the normal transmission.

Ukraine’s Fuel and Energy Ministry and Iran’s Petroleum Ministry have
signed a letter of intent concerning the construction of a gas
pipeline that would transport gas from Iran to Western Europe through
Armenia and Georgia, circumventing Russia by going under the Black
Sea. Iran’s gas deposits are the world’s second largest after
Russia’s, although extraction of the resource is low. Nonetheless,
Iran plans to raise its gas output to 290 billion cubic tons. Ukraine
and Iran want to form a group of experts that will work on the
project’s realisation by September. According to Siergiej Titenka,
Ukraine’s fuel and energy minister, the pipeline would have a flow
capacity of 60 billion cubic tons annually, one quarter of which would
go to Ukraine. These plans met with much displeasure from Russian gas
giant Gazprom, according to which the projects need Moscow’s
approval. – TPSA Still Losing Revenue But at Slower Rate

The TPSA telecom giant surprised the market with its second quarter
results, which were better than most analysts had expected. The
company had revenue of ZL4.59bn and posted a net profit of ZL455m,
while the average forecast among market experts was ZL4.49bn and
ZL439m respectively. TP has been witnessing a steady decline in
revenue that is still not compensated by rising revenue from mobile
services. In the second quarter, ground-based calls contributed
revenue of ZL2.48bn, compared to last year’s ZL2.79bn. Since Q2 2004,
the company has lost more than 100,000 customers, but still supplies
its services to just above 10 million. The situation in the mobile
segment is much better: revenue generated by Centertel, operator of
the Idea network, amounted to ZL1.43bn, against ZL1.2bn in the same
period of last year. TPSA’s president said yesterday that talks with
France Telecom concerning the purchase of a 34-percent stake in
Centertel have slowed down lately.

Turkish Ministry of Foreign Affairs (MFA) will give a diplomatic note
to Switzerland for detention of Labor Party (IP) leader Dogu Perincek.
Namik Tan, spokesman of the MFA, said that Turkey’s attitude would
depend on the move of the Swiss prosecutor. Perincek was detained in
Winterthur city of Switzerland last week since he said, ”Armenian
genocide is nothing but an international lie” at a news conference.
He was released after being interrogated.

The State Promises to Support

In case of developed workmanship it will be possible to export
additional goods of $300 million as hand-made goods are highly valued
in developed countries in particular, deputy trade and economy
minister, Gagik Vardanian, said yesterday, presenting the agenda of
workmanship development in Armenia.

The agenda will be realized in two stages. Firstly, legal field has to
be created and only then infrastructures in the second stage. An
authorized state organ will support development of craftsmanship, will
systemize all arrangements and information and will create favorable
conditions to export Armenian production. The deputy trade minister
thinks that developed craftsmanship will add more goods in the home
market, will provide employment, thus settling socio-economic issues.

Gagik Vardanian noted that most of the craftsmen are not registered
that’s why their real number is unknown. Deputy minister stated that
the aim to bring the craftsmen into legal field is to give them state
support in order to unite them and find easier ways to the
market. Mr. Vardanian said that except the income tax no other tax
will be levied on the craftsmen.

Georgian Ambassador to Armenia, Prof. Revaz Gachechiladze, Answers
Daily Azg’s Questions

– Mr. Ambassador, you were present at celebration of Jivani’s Day in
Kartsakh village of Akhalkalak region. What was that, a diplomatic
mission or tribute to poetry?

– It was a diplomatic mission first of all, as I am unable to
appreciate Jivani’s poetry in Armenian though I know several hundreds
Armenian words. Diplomatically, the ambassador of Georgia has to be
acquainted with the state of Armenians of Georgia, as I am often
obliged to answer questions about this issue.

– What’s your evaluation of today’s situation in Samtskhe-Javakhetia
region?

– Things are balanced in the region today. But there is indeed a bunch
of unsolved socio-economic problems. I want to emphasize that
situation in all mountainous regions of Georgia is very much the same
as in Javakhetia; underdeveloped production, outdated infrastructures
and low level of life stemming out from here. Javakhetia has one
important privilege that other Georgian regions lack: it has flat
areas that can be used for agricultural purposes.

– What kind of economic projects have been elaborated for this region?

– In its projects of Javakhetia development the Georgian government
accentuates development of productive forces. The road network is the
first to be restored. I don’t want to say that the roads are in
“tragic” state, as I know the condition of roads in Racha-Lechkhumi or
Svanetia regions especially after the floods in spring.

The Georgian government has to care for the whole country not only for
a particular region. Yet, the government has allocated and will
continue to allocate money for reconstruction of the roads. The
president’s fund has assigned 1 million Lari ($500.000) for
reconstruction of only Akhalkalak’s inner road network.

I think that the railway is the only factor for this region’s
development. Regretfully, the Marabda-Akhalkalak railway was robbed
and sold as non-ferrous metal in early 1990s. It’s obvious that this
route demands reconstruction. The fact that the railroad stretches up
to the Turkish border will make it possible to turn the region into a
transit zone with economic benefits. Only fancy that Tbilisi-Vienna
train will stop in Akhalkalak. It also means improvement of regional
infrastructures.

The railway passing through Javakhetia will by no means hamper
reopening of Gyumri-Kars railway once Armenian-Turkish relations
improve. We are for the soonest reopening of Gyumri-Kars railway. It
should be no obstacle for reconstruction of an international railway
through Javakhetia.

– The Russian military base of Akhalkalak is to be withdrawn by
2008. What will fill the gap?

– The withdrawal of Russian bases from Georgia is first of all in the
interests of Russia. President Putin declared recently that those
bases play no defensive role. What’s the meaning of keeping its bases
in a foreign country at the expense of Russian taxpayers?

As far as I know, the base in Akhalkalak will be replaced by a
Georgian military unite. The leadership of my country has declared for
several times that no foreign base will occupy the place of Russian
ones.

It’s often talked about the Russian base as an economic factor in the
region. But the real number of employees is very small. The Georgian
government has already taken steps to improve social conditions of
locals.

President Saakashvili, as you know, gave instructions to supply
Georgian armed forces with agricultural goods of Javakhetia only. That
will add momentum to agricultural development of the region and will
considerably improve social conditions there.

– Majority of population in Samtskhe-Javakhetia, particularly the
regions of Akhalkalak and Ninotsminda are Armenians. Doesn’t this fact
require special approach as regards political and economic aspects?

– Georgia is a multinational country. There are very few monoethnic
countries in the world. Besides Armenia, which turned into a
monoethnic state in the last years, there are Japan, both Koreas and
post-war Poland. Georgia goes in the footsteps of Europe in creating
favorable conditions for minorities. We will spur cultural and
economic development in those areas where national minorities live. It
concerns Javakhetia and Qvemo Qartli (the Azeri population here
exceeds the Armenian in Javakhetia twice) and other regions populated
by Abkhazians, Ossetians and others. Georgia displays “special
approach” to all of them. But our primary goal is to make every
citizen of Georgia, regardless his/her nationality, feel comfortable
in their only homeland, in Georgia.

In Javakhetia, for instance, the schools need repair. Reconstruction
is already under way. The only school that is being repaired on money
from the president’s fund is the school of Gandza in
Ninotsminda. Sensitivity to social problems of Javakhetia will not die
away henceforth, too.

– Mr. Ambassador we know that you are a scientist, a professor. You
also show interest in literature. Is literature a hobby for you?

– My father, Givi Gachechiladze, was a writer, a translator of poetry
(particularly from English). He translated the works of Byron, Shelly
and numerous tragedies of Shakespeare and all of his sonnets into
Georgian. I grew up in an atmosphere of literature that’s why I highly
appreciate good literature, especially poetry. As a young man I used
to write too, but never published anything. I took up science,
history of the Middle East and geography of the Middle East and
Georgia. These are humanitarian sciences, and when one writes articles
on history or geography he cannot avoid literary quotations.
