In the parliamentary election 2007 the Liberal Democratic Party
(Ramkavar) will ally with all the forces, which place fair and free
elections above all.
The leader of the Ramkavar Party Harutiun Arakelyan said there is
definite expectation and arrangement on partnership with the Hzor
Hayrenik Party. The leader of the Ramkavar Party declines to specify
other alliances or allies, saying it is a question that the political
party will solve. However, Harutiun Arakelyan hints at new allies,
saying that they have allies among the new political parties. It
means, perhaps, that the Ramkavar Party may ally with two political
parties established recently, Bargavach Hayastan and Dashink.
`Yes, it means, because we do not think that Dashink Party and
Bargavach Hayastan Party were set up for electoral fraud. I think they
will have a dominant role in holding a fair election. On this way,
even if we are opponents, in this matter we will have supporters and
we will work together,’ says Harutiun Arakelyan. According to him,
there is a definite way of fighting the administrative criminal
resource of the Republican Party.
`It is a universal truth that force should be encountered by
anti-force. At least one must show that they get ready for the war,
ready for struggle. In my opinion, there should be consolidation. The
leaders of political parties need to get rid of their ambitions and
manage, I do not know, sometimes they use the word `ideological’ very
often, but at the moment this union must have a definite goal, and
they must sit at a table and try to create an equal force, or at least
two forces,’ says Harutiun Arakelyan. Accordingto him, if they
participate separately, there will be local intensive struggle but
itwill not be a general success.
`But if there are serious violations, and violence like before, wewill
be doing the same. I am saying again, we will have supporters, and we
will not be alone in this struggle,’ states the leader of the Ramkavar
Party.

RAMKAVAR AZATAKAN PARTY TO SEND A PROTEST STATEMENT TO BRITISH FOREIGN
MINISTRY
Ramkavar Azatakan Party will send a statement to the British ministry
of foreign affairs rendering protest for denying 1915 Genocide
committed by Ottoman Turkey, Arutun Arakelyan, party chairman, told a
press conference today. In his words, Committee on Rights of Turkish
Nation is actively engaged in denial of Genocide facts, enrolling many
public organizations in the effort. At present, the committee is
engaged in advocacy to cancel documents condemning the Armenian
Genocide adopted in Edinburgh and Chvinet. In the words of
A. Arakelyan, the committee managed to attract the British foreign
agency on its side, too. Particularly, pro-Turkish newspapers have
interviewed the representatives of British foreign agency, saying
`1915-1916 happenings do not qualify for UN Convention on Genocide
since it is hard to judge events with 90 years of history which
happened under the conditions of war.’
The statement says, `By denying the fact of Genocide, the responsible
persons of British foreign agency put themselves on a par with the
Turkish government which pursues a policy of hiding the records of the
crime against humanity.’ The party suggests the English policy makers
to read Lord Price’s `Blue book’ which was written in 1916 upon the
order of the English foreign agency. They also suggest Agapi
Nasibyan’s books `Britain and Armenian Cause 1915-1923′ published in
1994 in Beirut.
The chairman of Ramkavar Azatakan Party indicated that despite of the
assistance rendered to Armenians who suffered during the Genocide, the
British government pursues anti-Armenian policy in the course of
history. Arakelyan also said, `Turkish special services relied on
secret police of Britain early last century.’
Arakelyan called all public organization to join efforts against the
insult of Genocide victims. In his opinion, the Armenian foreign
ministry should also send a note of protest to the British
authorities. `Several years ago, the British ambassador in Israel
also tried to deny the Holocaust and the Israeli government sent the
diplomat back. We should also take actions,’ Arakelyan

YEREVAN, JULY 28, ARMENPRESS: The share of small
and medium-sized enterprises (SMSE) in Armenia’s
overall GDP in the first half of the year rose 0.4
percent from a year ago to 39.6 percent.
Ishkhan Karapetian, the executive manager of the
National Center for Support of Small and Medium-Sized
Enterprises, said to a news conference today that the
share of small and medium-sized businesses in
Armenia’s exports in the first six months of this year
rose to 16.8 percent from 15.4 percent 12 month ago.
In the first half of the year there were 5,600
officially registered small and medium-sized
enterprises, while some 1,600 enterprises stopped
their activity.
Karapetian said the Center has given around 100
credit guarantees worth 325 million drams ($783,000)
since 2004. Their amount is expected to surge to 850
million in six months.

YEREVAN, JULY 28, ARMENPRESS: An outspoken veteran
opposition parliament member Arshak Sadoyan has called
today on his fellows from other opposition groups to
put aside their ambitions and ideological differences
and unite in one joint force so that to be able to
challenge the authorities’ plans to take hold of
parliament in next year’s national polls.
Sadoyan who is head of a tiny National Democratic
Alliance (NDA) party said to a news conference today
it was the only way for the opposition to foil the
authorities’ covert desire to again rig the elections.
“Only united the opposition will be able to ensure
free and transparent polls, clean of fraud,” Sadoyan
argued. Recalling the 2003 presidential election,
when Artashes Geghamian, the head of the opposition
National Unity, refused to support Stepan Demirchian,
who was to contest the presidential post in the second
round, Sadoyan said opposition forces should unite not
as an alliance but for the sake of free and fair
elections.

OSCE Minsk Group USA Co-Chairman Arrives Tomorrow

OSCE MINSK GROUP USA CO-CHAIRMAN ARRIVES TOMORROW
YEREVAN, JULY 28, ARMENPRESS: The USA co-chairman
of the Minsk Group Mathew Bryza is arriving in Armenia
July 29, on the same day he is going to leave for
Nagorno Karabakh.
USA embassy official informed Armenpress that
during his regional visit the co-chairman will first
visit Yerevan from where he will leave for Stepanakert
and return back on July 30. On the next day, July 31,
he will leave for Baku.
During his visit Mathew Bryza will meet with the
Armenian President Robert Kocharian, Foreign Minister
Vartan Oskanian, Karabakh President Arkadi Ghukasian.
At the meetings they will discuss current developments
in the Karabakh conflict regulation process.

Robert Mardian: Robert Mardian, the attorney for Richard Nixon’s
Committee to Re-elect the President whose conviction of conspiracy to
obstruct justice in the Watergate scandal was overturned on appeal,
has died of lung cancer at his holiday home in California. He was 82.

Mardian, a former assistant attorney general, consistently denied he
was involved in Nixon administration attempts to cover up its
involvement in the break-in and attempted bugging of the US Democratic
headquarters office at the Watergate complex in June 1972.

He was assigned to handle the legal issues growing out of the
break-in. He testified during his 1974 trial, but said he did not know
about the break-in before it happened. He also testified that former
attorney general John Mitchell admitted approving a $250,000 budget
for G Gordon Liddy, who led the team of burglars.

Mardian testified he was golfing on the west coast when he learned of
the break-in. He was sentenced to 10 months to three years on a single
count of conspiracy. In the same trial, Mitchell and White House aides
John Ehrlichman and HR Haldeman were also convicted. Mardian had tried
to avoid testifying at the trial on the grounds of attorney-client
privilege.

Upon the verdict, the Washington Post reported that he “seemed stunned
… Mardian seemed devastated by the jury verdict against him and sat
glued to his seat in the courtroom until it was almost empty”.

He left public life in late 1972 and, except for his trial in 1974 and
an appearance at Mitchell’s funeral in 1988, he had mostly stayed out
of the spotlight.

Mardian was a powerful figure in Washington, described at the time as
“one of the most visible and vocal spokesmen for law and order” in
Nixon’s administration. At the justice department, he was in charge of
reviving the internal security division, which tapped phones of
reporters and launched investigations of alleged subversives. He also
led the inquiry of the leak and publication of the top-secret history
of the Vietnam War known as the Pentagon Papers.

Mardian told the senate select Watergate committee in 1973 that four
days after the Watergate burglary, Liddy told him that he was acting
on the “express authority of the president of the United States with
the assistance of the Central Intelligence Agency”. That was the first
time, Mardian said, that he learned of the break-in at the office of
Daniel Ellsberg’s psychiatrist.

Ellsberg leaked the Pentagon Papers to a number of newspapers; the
federal investigation of that leak is generally regarded as the start
of the Nixon administration’s abuses of power.

Mardian told the Senate committee he learned the day after the
Watergate break-in that there was a budget for “dirty tricks and black
advance”, but he did not understand that “black advance” meant an
attempt to disrupt the advance operations of political opponents.

Mardian was born in Pasadena, California, in 1923, the youngest son of
Armenian immigrants. He attended the University of California at Santa
Barbara, but his studies were interrupted by the second World
War. After the war, he graduated from the University of Southern
California Law School in 1949. He joined a private law practice in
Pasadena, later joining Wesco Financial Corp, and was executive vice-
president and general counsel for a subsidiary from 1962 to 1969.

In 1970, he was appointed by Nixon as executive director of the
cabinet committee on education and in 1970, was confirmed by the
senate as an assistant attorney general.

He left government work in November 1972, moving to Phoenix to join
his brothers in the family business. He retired in 2002.

Survivors include his wife of 60 years, Dorothy, three sons and 10
grandchildren.

Yerevan, July 28. ArmInfo. In the bank system of Armenia, for the fist
half of 2006, the highest profits were gained by ‘HSBC Bank –
Armenia'(AMD 1,5 billion or $3,5 million), Ardshininvestbank (AMD 1,1
billion or $2,5 million) and Converse Bank (AMD 955 million or $2,3
million). According to the bank ranking by ArmInfo, the fourth place
by profits belongs to ACBA Bank – AMD 702,4 million or $1,7 million,
fifth – Unibank – AMD 619,3 million or $1,5 million. The
profitability of assets (profits in assets ratio – ROA) is highest at
the Armenian Development Bank (ADB) – 4,34%, then come Converse Bank –
2,94%, Incecobank – 2,30%, Unibank – 2,28% and Cascade Bank –
2,16%. By the ROE indicator is leading HSBC Armenia Bank – 20,30%,
then come Unibank – 16,11%, Artsakhbank – 16,07%, ADB – 11,33%,
Ardshininvestbank – 10,54% The total surplus earnings of the Armenian
banking system in the first half of 2006 made up AMD 8,2 billion or
$19,6 million, having grown by 59,1% compared with the corresponding
period of 2005. 20 of 21 commercial banks of Armenia worked with
profit in the period under review. Their total surplus earnings made
up AMD 8,2 billion or $19,6 million. The only bank to work with loss
was ITB bank – AMD 18,4 million or $43,9 thousand.
The total capital of the Armenian banking system grew by 8,1% in the
considerable period and by 33,3%in yearly respect, making up AMD 102,2
billion ($243,9 million). This growth is resulted from increase of the
incomes and of the authorized capital stock – 29,4% in yearly respect
and 8,5% in the considered period, which equaled AMD 65,4 billion
($156,3 million) by the end of June 2006. Authorized capital stock
increase was highest at BTA Invest Bank – 207,7%, then come
Ardshininvestbank – 150,1%, ‘VTB- Armenia’ (formerly Armsavingsbank) –
149,5% and Cascade Bank – 62,9%. In general, the authorized capital
stock was increased by 9 banks. In annual respect capital stock
decreased only at one bank – ITB, by 2,1%, and in the second quarter
of 2006 – at 5 banks.
Considerable yearly growth of capital was registered at BTA IncestBank
(252,6%) and ‘VTB-Armenia’ (124,3%).

"Trips in Armenia" Youth Program to Launch on July 29

“TRIPS IN ARMENIA” YOUTH PROGRAM TO LAUNCH ON JULY 29
Yerevan, July 28. ArmInfo. “Trips in Armenia” youth program initiated
by the youth branch of ARF ‘Dashnaktsiutiun” will launch on July 5.
Hasmik Sargsian, one of the program’s initiators, informed that 115
young people from South and North America, Europe, Near East, Artsakh,
Javakhk and Armenia will participate in the expeditions. She stated
that their initiative is aimed to represent the historical
sigthseenings of Armenia to the young people from Diaspora. She added
that the program includes trips to Echmiadzin, Tsakhkadzor, Sevan,
Sardarapat, Vayots Dzor and Aghavnadzor. She emphasized that this
program will be held annually.

of the Nagorno Karabakh conflict Matthew Bryza has arrived in
Yerevan. As acting Spokesperson for the Armenian MFA Vladimir
Karapetyan told a PanARMENIAN.Net reporter, during his Visit Matthew
Bryza will meet with Armenian President Robert Kocharian and FM Vartan
Oskanian.
«During Bryza’s meeting with Armenian President and FM attention will
be paid to the current stage of settlement of the Nagorno Karabakh
conflict,» Karapetyan said.
The OSCE MG American Co-Chair plans to visit Stepanakert and Baku,
too.
