Monte Muradyan and Syune Kosakyan, both eight years old, have reached the summit of Ararat as part of the 4 Peaks Children’s and Youth Mountaineering Club of Armenia, becoming the youngest participants to advance the almost 17,000-foot climb.

The ascent to the summit of Mt. Ararat was the result of long preparation, Panorama.am reported on Thursday.

The climb was preceded by months of training with a specially developed climbing program. The children had successively completed similar hikes and climbs at various mountain trails in Armenia, gained the necessary experience, adapted to the altitude and even spent the night on the South Peak of Aragats mountain, taking an important step on the way to adapting to high-altitude conditions.

The ascent to Mt. Ararat was not without trials, Panorama.am wrote. The altitude, walking at night and fatigue were serious challenges, but they were completely surmountable thanks to proper organization, supervision of guides and parents, gradual acclimatization and the children’s exceptional will.

No health-threatening situations were recorded during the climb.

The success of Syuney and Monte once again proves that age is not a limit when there is a goal, consistent work, responsible preparation and faith in one’s own strength.

The Ministry of Health excuses itself that nothing has changed in insurance, no new fees have been increased, but it specifically emphasizes that health institutions have the right to set co-payments by law. And now they are using that right.

From this chapter, they are already preparing so that as few people as possible apply to use the insurance. With that expectation, they decided to introduce some kind of bonus system. – The question of whether the territory of Azerbaijan is being used by Israel’s special services against Iran is not new, but in recent months, it can be said, it has gained new momentum.

I think that Iran, for obvious reasons, did not allow itself to take tougher steps, especially that it is not advisable for Tehran to make new enemies at this stage.

The assurances given by Hajiyev show that Azerbaijan is trying to neutralize the accusations against it. Thus, the Aliyev regime is trying to reduce the immediate risks by avoiding an open confrontation with Iran, especially when the regional balance of power can change at any moment.

– In any case, how would you assess the strategic and military relations between Azerbaijan and Israel? Is Baku not able to be useful to Israel at all, or how is it able to be useful?

– It is no secret that Israel was the main supplier of military equipment to Azerbaijan in the 44-day war. As a result of that large-scale support, it can be stated that Azerbaijan is indebted to Israel, both morally and strategically. When Baku became diplomatically and materially dependent on the supply of modern weapons, Israel itself did not shy away from implementing these large-scale programs, despite possible international opposition.

Thanks to that support, Azerbaijan was able to achieve its military goals, which for the Israeli side became an investment in strengthening bilateral long-term ties.

I think it would be wrong to think that Azerbaijan is not useful to Israel at the current stage. Moreover, the long-term strategic culture for which the Israeli state is known implies that support of this scale, including technology transfer, training and building trust levels, is built with the expectation of long-term impact, not a one-time deal. Azerbaijan has become a strategic base for Israel in the region.

In this sense, the support provided during the 44-day war can be considered as an investment, the “interest rate” of which is not necessarily claimed by Israel today. Israel may have much more long-term and far-reaching plans, and the time will come when Baku will be asked to “return” that debt.

– Azerbaijan attaches special importance to the strengthening of the air defense system without “economies”. This is expressed not only by the acquisition of weapons, but also by the addition of anti-aircraft units, recently 20 new facilities were put into operation, where the Minister of Defense of Azerbaijan conducted inspections, instructed to ensure uninterrupted protection of the country’s airspace, to study in depth the rules of effective use of new weapons in combat conditions. Moreover, Turkey has transferred to Azerbaijan the modern air operations management system developed for its army, i.e., a joint Azerbaijan-Turkey airspace control and operations management system has been formed, what are they wary of?

– Azerbaijan places special emphasis on strengthening the air defense system, while expanding cooperation with Turkey in the direction of airspace control and joint management of air operations. Back in 2023, the leadership of the Turkish military industry announced the creation of a joint air command management system called “HAKİM” by Ankara and Baku, in the event of its full implementation, the jointly controlled airspace will stretch from the Aegean Sea to the Caspian Sea basins. This means that the air forces of the two countries will be able to carry out operations on the basis of a coordinated, unified picture, which significantly changes the qualitative picture of the ratio of regional forces.

I think that Azerbaijan is seriously studying the experience of both Russian-Ukrainian and Iranian-Israeli conflicts and the requirements of the current military reality. Both conflicts have shown how crucial a role modern air defense systems play in defending against both ballistic and cruise missiles, as well as mass attacks by tactical and strategic UAVs.

However, at the same time, Azerbaijan is trying to solve another problem: to increase its offensive potential, because Baku is well aware that in modern wars it is not possible to ensure serious success only with defensive capabilities. Special emphasis is placed on the development of unmanned aerial vehicles (UAV) and military aviation capabilities.

Concrete steps have already been taken in this direction, including the operation of JF-17C (Block III) fighter jets purchased from Pakistan, their possible integration with Turkish air-to-air missiles, as well as regular participation in joint tactical flight exercises with Turkey, such as the “Anatolian Eagle” exercise held in Konya in June 2026.

Defense and national security spending in Azerbaijan currently accounts for about one-fifth of the budget, and this trend has been continuous since 2020, especially amid increasing oil and gas revenues. In parallel, the Azerbaijan-Turkey-Pakistan strategic trilateral axis, which was formed during the 44-day war in 2020 and was further strengthened by bilateral and trilateral agreements, is also expanding.

It is in the background of this complex picture that the warnings that the security balance in the region may continue to change become relevant, and it is necessary to follow these developments not only by the quantitative indicators of military equipment, but also by the degree of qualitative integration.

– In the context of regional security and geopolitical developments, we should note that In November, CSTO members will discuss the issue of depriving Armenia of the right to vote in the organization’s bodies due to non-payment of membership fees. Of course, this issue requires a de jure consensus, on the other hand, Russia’s role here is big. Now What risks does leaving the CSTO entail for RA, including in the context of RA-Russia bilateral military relations, after all, they exist at least in the field of military equipment maintenance, and not only?

– I think that the issue of Armenia’s possible exit from the CSTO, and the debate on this topic, often takes place in an emotional, rather than a cold, calculation. In reality, however, the problem has very specific, measurable consequences, starting from the maintenance of military equipment, to the emergence of a security and military-political vacuum.

The first and, perhaps, the most topical problem here is the military-technical aspect. A significant part of Armenia’s weaponry is still of Soviet and Russian origin, and the operation, provision of spare parts, modernization and maintenance of this equipment over the decades have been built on the very Russian production and technical infrastructure.

Mechanisms operating within the framework of the CSTO, in particular the contracts for the preferential purchase and maintenance of military equipment, facilitate this process. A complete exit from the organization would not automatically eliminate Armenia’s dependence on Russian technology, but it could complicate the legal and practical framework by which that dependence is managed.

In other words, the final termination of our membership in the CSTO will multiply the existing technical and logistical problems, making them much more complicated and practically unsolvable.

And, most of all, if Armenia does not have an alternative military-political structure or a clear system of guarantees “in sight” along with the final withdrawal from the CSTO, it will not give the country anything tangible positive, it will not increase Armenia’s military capabilities, but on the contrary, it can create a security vacuum.

Therefore, the results of the Cholpon-Ata meeting are not only a solution to technical issues, but will also show to what extent it is possible to at least temporarily contain the growing crisis. However, during his latest briefings, Nikol Pashinyan stated that he does not accept the choice proposed by Moscow and declares that he does not accept the component of exclusivity in relations.

Under these circumstances, taking into account Russia’s policy, the political traditions accepted in the EAEU, what result Pashinyan will achieve is highly doubtful.

If Nikol Pashinyan thinks that he can play Russia, he is terribly mistaken… The Russians may not care whether he will hold a referendum or not, they are ultimately interested in the outcome of the policy, whether Armenia will continue this policy or not.

Pashinyan has set the task of taking as many hostages as possible in order to increase the pressure on Tsarukyan. Obviously, we are dealing with political retaliation. The problem is political, not legal. And, therefore, the problem should be resolved politically.

RFE/RL – Jailed Armenian Oppositionist Still Denied Family Visits

One month after being arrested on charges rejected by her as politically motivated, an Armenian opposition politician is still not allowed to see or even talk by phone to her 13-year-old daughter and other relatives.

Aregnaz Manukian, a leading member of the opposition Mayr Hayastan party, is prosecuted as part of a high treason case against the party chairman, Andranik Tevanian. The latter was arrested on May 22 two days after Prime Minister Nikol Pashinian announced espionage charges against him while campaigning for the June 7 parliamentary elections.

The Investigative Committee claims that Tevanian was recruited by a foreign, presumably Russian, intelligence service two years ago. According to it, he was paid $622,000 to supply state secrets, notably confidential details of a closed-door parliamentary hearing on the Armenian-Azerbaijani border demarcation held in April 2024.

Unlike Tevanian, who had resigned from the parliament in August 2023, Manukian still held a parliament seat at the time. She is now accused of sharing with Tevanian classified information that was provided to lawmakers during the hearing. She denies the accusation.

Manvel Shahverdian, a Yerevan court judge, allowed investigators on July 9 to not only hold Manukian in pretrial detention but also prevent her from receiving family visits in jail. The ban remains in place despite a mounting uproar from the Armenian opposition and concerns voiced by Armenia’s human rights ombudswoman, Anahit Manasian. The oppositionist’s lawyer, Tatevik Soghoyan, said on Thursday that Manasian’s office has arranged psychological aid required by her daughter.

“Obviously, this could not have gone without negative consequences for the underage girl,” Soghoyan told RFE/RL’s Armenian Service.

Opposition lawmakers decried the ban during the inaugural session of the new Armenian parliament that began on August 2.

“Why are you torturing that kid?” said Artur Khachatrian of the opposition Hayastan alliance. “If she goes to see her mother, will justice suffer from that?”

Hasmik Hakobian, a pro-government lawmaker who also has a 13-year-old daughter, defended the ban, saying that Manukian is facing a “grave accusation.” Soghoyan countered that the accusation leveled against her 46-year-old client is of “medium gravity” under Armenian law.

“Aregnaz Manukian is not accused of high treason;” argued the lawyer. “Aregnaz Manukian’s accusation is an assumption that she passed on some state secrets to Andranik Tevanian.”

Mayr Hayastan ran in the June 7 parliamentary elections in a de facto alliance with businessman Gagik Tsarukian’s Prosperous Armenia Party (BHK). Pashinian repeatedly pledged to jail Tsarukian and the leaders of two other major opposition groups during and after the election campaign. The BHK leader was arrested on July 6.

Dozens of other opposition leaders, members and supporters have also been arrested in recent months on different charges denied by them. The Armenian opposition has rejected as fraudulent their official election results that gave victory to Pashinian’s Civil Contract party.

Azeri Court Upholds Jail Terms For Former Karabakh Leaders

An Azerbaijani appeals court on Thursday upheld lengthy prison sentences against seven former leaders of Nagorno-Karabakh captured by Baku in 2023.

Five of them were sentenced to life imprisonment and the two others received 20-year jail terms in February at the end of what Armenian lawyers and human rights activists see as a sham trial. A military court in Baku also handed slightly shorter prison sentences to eight other Karabakh Armenians tried together with them.

Ruben Vardanyan, an Armenian-born businessman who briefly served as Karabakh premier in late 2022 and early 2023, was sentenced to 20 years in prison in a separate trial two weeks later. Amnesty International denounced both trials as a “travesty.”

Vardanyan did not appeal against his sentence, unlike the seven other former Karabakh leaders. As one of them, Davit Ishkhanian, explained in June, they did so merely to pave the way for their appeals to international courts.

“It is clear to all of us that the [appeals court] verdict has been made a long time ago and it is not the judicial panel that makes that verdict,” Ishkhanian said in a fresh statement communicated to his family by phone and publicized ahead of the ruling’s announcement. “That body will only announce what has already been decided.”

The former Karabakh Armenian leaders were captured right after the 2023 Azerbaijani offensive that restored Baku’s full control over Karabakh and forced the region’s Armenian population to flee to Armenia. They all deny a long list of war crimes charges levelled against them.

“We give worthy rebuffs to those arguments and false claims that concern the past, present and issues of honor of our people and that undermine our people’s national pride with false information, fabricated justifications,” said Ishkhanian.

Prospects for the release anytime soon of these and other Armenian prisoners remained uncertain even after the initialing of an Armenian-Azerbaijani peace treaty in Washington last August. Neither the treaty nor a separate declaration signed by Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinian at the White House commits Baku to freeing them.

Pashinian and other Armenian officials insist that Yerevan has been doing its best to try to secure their release. Their critics dismiss these assurances.

Vardanyan has likewise accused the Armenian government of being indifferent to the prisoners’ fate. He has repeatedly lambasted Pashinian in statements from an Azerbaijani prison released through his family. Ishkhanian has gone farther, saying that Pashinian’s administration does not want Baku to free them.

Pashinian Determined To Nationalize Armenian Electric Utility

Prime Minister Nikol Pashinian indicated on Thursday that his government will complete soon the controversial nationalization of Armenia’s national electric utility owned by billionaire and opposition leader Samvel Karapetian.

Pashinian called for the nationalization of the Electric Networks of Armenia (ENA) operator in June 2025 just hours after Karapetian was arrested on charges stemming from his strong criticism of Pashinian’s crackdown on the Armenian Apostolic Church.

Karapetian was also charged with tax evasion, fraud and money laundering following his subsequent decision to set up his own political group that was the main opposition contender in Armenia’s recent parliamentary elections. The tycoon, who was moved to house arrest in December, rejects all the accusations as politically motivated.

The government seized ENA in July 2025 before having the Public Services Regulatory Commission (PSRC) revoke the operating license of its parent company, which is part of Tashir Group, Karapetian’s Moscow-based business conglomerate. Tashir appealed to the Arbitration Institute of the Stockholm Chamber of Commerce (SCC) against what it calls an illegal “expropriation” of Karapetian’s biggest asset in Armenia. It is seeking $500 million in damages.

In February this year, the Armenian government formally offered Tashir to give up ownership of ENA practically for free. Karapetian’s representatives laughed off the offer.

“In the case of ENA, we have made up our mind at the conceptual level: it will be state property which will be transferred to an accredited management company,” Pashinian told a weekly cabinet meeting in Yerevan on Thursday.

He did not say whether it will be an Armenian or foreign company. Minister of Territorial Administration and Infrastructures Davit Khudatian said in this regard that the government is planning to hire an “operator with international experience.“

“The prime minister’s statement today was in line with that logic,” he told RFE/RL’s Armenian Service. “I cannot provide any other details because there hasn’t really been an in-depth discussion on the details so far.”

Davit Ghazinuian, ENA’s former chief executive who is now a senior member of Karapetian’s Strong Armenia alliance, insisted that no reputable energy firm will agree to take over the utility amid the ongoing arbitration proceedings in Stockholm. Ghazinian claimed that Pashinian may be planning to hand over ENA to a government-linked Turkish or Azerbaijani company for geopolitical considerations. Khudatian dismissed the claim.

Tashir claims to have invested at least $700 million in ENA and sharply cut its losses since buying the utility from Russia’s RAO UES energy giant in 2015. The acquisition followed street protests in Yerevan against a UES attempt to raise electricity prices in Armenia. Tashir has kept the prices largely unchanged.

RFE/RL – Russian-Armenian Tensions Keep Rising

The Russian Foreign Ministry on Thursday accused Armenia’s leadership of trying to “blackmail” Moscow and misleading Armenians about economic consequences of its pro-Western foreign policy that has led to Russian sanctions against Yerevan.

Meanwhile, the speaker of Russia’s upper house of parliament, Valentina Matvienko, stepped up Moscow’s threats to discourage Russian tourists from visiting the South Caucasus country, in an apparently tense phone call with her newly elected Armenian counterpart, Ruben Rubinian.

Rubinian phoned Matvienko despite not being congratulated by her on becoming the speaker of the National Assembly on Monday. Russian President Vladimir Putin has likewise declined to congratulate Prime Minister Nikol Pashinian on his party’s victory in the June 7 parliamentary elections not recognized by the Armenian opposition.

According to a Russian readout of the call, Matvienko criticized Yerevan’s efforts to join the European Union, saying that they run counter to Armenia’s membership in the Eurasian Economic Union (EEU), a Russian-trade bloc. She echoed Putin’s calls for an Armenian referendum on EU membership.

Rubinian was cited by his press office as repeating the official Armenian line that the referendum cannot be held before Yerevan makes a formal membership bid. He also expressed concern Moscow’s “unfounded” bans on imports of Armenian agricultural products imposed in late May and early June.

Matvienko also deplored “systematic detentions of Russian citizens in Armenia” on arrest warrants issued by “third countries.”

“If this practice continues, Russia will have to recommend its tourists not to visit the country,” she was reported to warn.

Alexei Shevtsov, the deputy secretary of Russia’s Security Council, said in April that Russian tourists bring Armenia’s services sector $1 billion in annual revenue. A possible loss of that revenue “would deal a severe blow to the country’s economy,” he said.

Pashinian said last week that Moscow imposed the trade restrictions because his administration is seeking political and economic “alternatives” to Armenia’s traditional alliance with Russia. He indicated that Yerevan will not change its European integration policy despite the embargo. A Russian Foreign Ministry spokesman, Alexei Fadeyev, scoffed at those comments on Thursday.

“This is an outright deception of not only Eurasian integration partners but also the own population,” Fadeyev told a news briefing. “It’s no accident that socioeconomic consequences of such a ‘leap’ to Europe are being concealed from Armenian citizens.”

“In the context of Russian-Armenian relations, instead of constructive dialogue, we are witnessing Yerevan’s attempts to up the ante or simply resort to blackmail,” he charged. “This policy includes the persecution of pro-Russian figures and threats of arbitration proceedings against Russian companies operating in Armenia.”

Passhinian pledged on July 30 to end the Russian Railways (RZhD) monopoly’s management of Armenia’s railway network. The Armenian government may take RZhD to international court for that purpose, he said. The RZhD chairman, Oleg Belozerov, responded by saying that the government would have to compensate his company for about $400 million in investments it claims to have made in the network since 2009.
