Armenia will participate in the upcoming CIS Foreign Ministers’ meeting at the level of deputy minister.

Armenian Foreign Ministry spokesperson Ani Badalyan told the TASS news agency that Armenia will be represented by Deputy Foreign Minister Mnatsakan Safaryan at the meeting of the CIS Council of Foreign Ministers on April 17 in Moscow.

“We will participate in the discussions at the level of Deputy Foreign Minister of Armenia Mnatsakan Safaryan,” the Foreign Ministry spokesperson said.

EU ambassadors greenlight mission to Armenia on hybrid threats, final approval

EU member state ambassadors in Brussels have approved a decision to deploy a new civilian mission to Armenia, paving the way for final endorsement expected at next week’s EU foreign ministers’ meeting, RFE/RL reported, citing internal EU documents regarding the proposal by EU High Representative for Foreign Affairs and Security Policy on the mission’s mandate, structure, and duration.

Under the document, the mission is intended to strengthen Armenia’s resilience to hybrid threats by providing strategic and practical advice and support to ministries and security agencies, according to RFE/RL. 

The advisory work will focus on policy development, detection and response to foreign information manipulation and interference, cyberattacks, as well as illicit financial flows.

The mission will also assess what is needed to develop Armenia’s security sector capabilities, enabling the country to more effectively detect and respond to hybrid threats in line with EU methodologies and standards.

Earlier this year, EU High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission Kaja Kallas reaffirmed that the EU will send a Hybrid Rapid Response Team to Armenia to help counter threats ahead of the country’s June 7 elections.

Armenian High-Tech Industry Minister, Egyptian Ambassador discuss cooperation

Minister of High-Tech Industry Mkhitar Hayrapetyan and Chairman of the ministry’s Military-Industrial Committee Aram Jivanyan held a meeting on Wednesday with Egypt’s Ambassador to Armenia Amal Afifi.

According to the ministry’s readout, the sides highly valued the friendly relations between the two countries, emphasizing the strong potential to ensure the continuity of cooperation and to transform historically strong ties into practical, mutually beneficial projects.

The minister presented the Armenian government’s multifaceted programs, initiatives, and measures aimed at developing the high-tech ecosystem. In this context, Mkhitar Hayrapetyan referred to the successful model of the “Seaside Startup Summit,” the activities of the TUMO Center for Creative Technologies, as well as the construction of an artificial intelligence data center in Hrazdan by the company Firebird AI, highlighting prospects for cooperation and development within these platforms.

The sides also discussed opportunities to expand cooperation in R&D, as well as in the high-tech and defense industries. Reference was made to agreements reached during the “EDEX 2025” international exhibition, as well as to the importance of active Egyptian participation in the “Research Innovation Science Engineering” (RISE) exhibition scheduled to take place in Armenia on June 3–4. In the context of deepening cooperation and exchanging experience, the need to organize reciprocal visits was also emphasized.

The sides reaffirmed their commitment to the continued development of cooperation aimed at deepening the bilateral agenda and implementing new joint initiatives.

Armenia to restrict drone, private flights during EU summit

The Civil Aviation Committee of Armenia announced on Wednesday that Armenian airspace will be closed for general aviation flights from May 3 to 5 for security reasons during the EU summit and other high-level events.

“Taking into account the large-scale events to be held in the Republic of Armenia from May 3 to May 5, 2026 (the 8th European Political Community Summit, the Armenia–EU Summit, and the Yerevan Dialogue), as well as the participation of a large number of foreign delegations in these events, we hereby inform that from May 3 to May 5, 2026, and due to security considerations, all flights of general aviation, including any type of civilian unmanned aerial vehicles, are prohibited in the airspace of the Republic of Armenia.

Thank you for your cooperation,” the statement said.

General aviation does not refer to scheduled commercial airline services.

PM’s Chief of Staff says Civil Contract party not undermining fair competitio

Armenia’s ruling Civil Contract party is not distorting the election campaign’s competitive environment, Chief of Staff to the Prime Minister Arayik Harutyunyan said.

Speaking to reporters, Harutyunyan, who also heads the party’s campaign headquarters, rejected claims that the ruling party enjoys an unfair advantage.

He said the Electoral Code regulates the official campaign period, which begins one month before elections, while political activity remains unrestricted outside that timeframe.

Harutyunyan stressed that the law ensures equal conditions during the formal campaign, particularly by limiting resources to prevent larger parties from gaining disproportionate advantages.

“It is not entirely fair to make such claims. There are other actors in the political field using even more tools — political, human and financial — yet this is not being highlighted,” he said.

Armenia becomes 13th country to receive support under Biodiversity and Ecosyst

Armenia has officially joined the  BES (Biodiversity and Ecosystem Services) Network Solution Fund, becoming the 13th country to receive support under the network, the ministry said.

According to the ministry, the partnership provides an opportunity to more effectively integrate biodiversity knowledge into national policies and practical measures, at a time when challenges and opportunities in environmental protection are rapidly evolving.

The ministry noted that the initiative will contribute to more effective integration of biodiversity and ecosystem services approaches into national policies and development planning processes, including the systematic use of assessments by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services and local knowledge.

The ministry said the initiative will promote stronger collaboration between policymakers, scientists, and local communities, contributing to the development of practical approaches to ecosystem restoration, sustainable use of natural resources, and climate resilience.

The Yazidi community enjoys great respect and affection in the Republic of Armenia. The aim of our Government is for the achievements of the Yazidis of Armenia to continue to grow. Pashinyan again calls for new constitution, cites gap between justice system a

Prime Minister Nikol Pashinyan on Wednesday again called for the adoption of a new constitution, saying that the judiciary and justice systems do not have an “organic connection” with the people, whom he described as the “highest source of power.”

He made the remarks at the 8th meeting of the EU–Armenia Civil Society Platform.

“We highly value the activities of civil society in the Republic of Armenia, and especially in the context of our ideology and understanding of democracy, it is difficult to overestimate the role of civil society in our reality. At the same time, I consider it very important that we continue to create institutional mechanisms so that cooperation between the Government, the political majority, and state and local self-government bodies in general becomes more institutionalized, more systematic, and as a result more effective and more constructive,” the Prime Minister noted.

He added:

“Overall, although significant progress has been recorded in democracy, state development, and economic development since the 2018 non-violent, velvet revolution, at the same time it must be acknowledged that serious problems still exist and remain among the priorities of the agenda. However, in searching for solutions to these problems, one also encounters issues that are not visible at first, second, or even third glance. In particular, this is what is commonly referred to as the clarification of fundamental concepts.”

The Prime Minister noted that the biggest criticism addressed to his Government and the political majority since taking office in 2018 is that, although justice was one of the key points of the revolutionary agenda, they have not yet achieved results in the field of justice that could be considered good or satisfactory.

“There is truth in this, but when we try to understand the problem, we encounter at first glance a very simple question: what is justice, and what is justice administration? It turns out that there is no unified understanding of this issue. Moreover, there are significant ideological and perspectival differences not only at the general level, but also within professional groups. For example, lawyers consider justice one thing, politicians another, economic actors a third, and citizens a fourth. In general, there are two sides to justice, and usually one wins while the other loses. How can we ensure that both the loser and the winner accept that what happened is justice and justice administration? While studying this issue, I have come to the conclusion that one of the most important problems here is the organic nature of processes and institutions in terms of their connection with the source of power—the people,” the Prime Minister said.

According to him, under the current system, Armenia will never have a genuine sense of justice and justice administration, because the judicial and justice systems largely lack an organic connection with the highest source of power—the people. This issue is one of the most important that must be resolved in the near future through the adoption of a new Constitution.

“Because in Armenia, justice and justice administration are largely governed by institutions that are isolated, that do not have an organic connection with the people, and that do not have a sufficient level of accountability and responsibility before the people, who are the highest bearer of power. I have come to the conclusion for myself that justice and justice administration is compliance with the Constitution and laws. But what should we do in cases when the Constitution itself does not have an organic connection with the highest source of power? In that case, no matter what you do, there will be no sense of justice and justice administration, because the Constitution must be an _expression_ of the free will of the people. And we must admit that we do not have such a Constitution and, unfortunately, we have never had one. And when the source from which justice and justice administration formally derive has a break with the people, this mechanism can never be perceived by the people as justice and justice administration,” he said.

“I am not saying this as the Prime Minister of Armenia; I am saying this as a citizen of the Republic of Armenia, because I myself do not have a sense of justice and justice administration in Armenia in institutional terms, and this is a fundamental problem that we must solve,” the Prime Minister elaborated.

He added that in this regard, the Armenian authorities emphasize cooperation with the European Union. He noted that during recent meetings at the European Court of Human Rights, he stressed that the task of the Armenian authorities is not to conceal existing problems or to present everything as if everything is fine.

“On the contrary, the key purpose of our cooperation with a number of European and international institutions is to have certain mechanisms for correcting possible mistakes, because if we proceed from the assumption that we must reach a situation where we do not make mistakes, that is not correct, because everyone makes mistakes. Therefore, we should not set the goal of not making mistakes, because if we do, we close our path forward. This is our understanding: we must work not to make mistakes, we must do everything not to make mistakes, but we must understand that we will make mistakes. The difference is that we must ensure that these mistakes are as minor as possible, and that there are mechanisms to correct them. This is our operational approach,” he said.

He also rejected criticism that the government was overly reactive to proposals from civil society.

“I understand that emphasis, but I do not agree that the Government is some kind of amorphous body that must obediently implement whatever civil society says. Then let us switch roles—let you govern, and we will come and make proposals. But I am not saying that the Government should reject everything either. What I am saying is that there must be debate, because what is adopted without debate is, from the outset, wrong,” Pashinyan said.
