Asbarez: On International Day for Victims of Torture, ANCA-WR Demands Release of All Armenian POWs

The Armenian National Committee of America – Western Region vehemently denounces the ongoing human rights violations perpetrated against Armenian prisoners of war, hostages, and other detainees held illegally by Azerbaijan since September 2020. On the United Nations International Day in Support of Victims of Torture, ANCA-WR emphasizes the need to address the heinous violations of international humanitarian law by the Azerbaijani armed forces and government, demanding the immediate release of all Armenian POWs, and calling upon the US Government and the international community to hold Azerbaijan accountable for violating the seventh clause of the November 9 tripartite statement regarding the immediate release of captured POWs.

On September 27, 2020, Azerbaijan, backed by Turkey and foreign mercenaries, launched a devastating military assault on Artsakh (Nagorno-Karabakh), resulting in the merciless deaths of thousands and the forced displacement of tens of thousands of Armenians from Artsakh. Despite the precedents set by international law and the terms of the tripartite statement signed on November 9, 2020, which underscored the immediate exchange of POWs and other detainees, Azerbaijan flagrantly and unlawfully continues to hold dozens of Armenian POWs and civilian detainees, shamelessly misrepresenting the status of some as “terrorists” to legitimize their continued captivity in direct violation of the Geneva Convention (III). 

Numerous credible reports, including those from Human Rights Watch and Columbia University’s Institute for the Study of Human Rights, have documented alarming war crimes and acts of torture committed by Azerbaijani armed forces against Armenian combatants and civilians. These include physical abuse, humiliation, beheadings, summary executions, and the desecration of human remains.

In August 2022, civil society organizations in Armenia published a comprehensive fact-finding report revealing at least 19 confirmed cases of extrajudicial executions of Armenian POWs and detainees at the hands of the Azerbaijani armed forces. Furthermore, the representative of Armenian POWs at the European Court of Human Rights (ECHR), Siranush Sahakyan, confirmed that several fact-finding efforts were able to verify at least 80 more cases of captivity of Armenian POWs, with the possibility of additional unverified cases. Sahakyan emphasized that about 40 individuals were killed or shot after being taken captive by Azerbaijani armed forces during and in the immediate aftermath of the 2020 Conflict. These findings highlight the urgency and seriousness of the situation, as Azerbaijan continues to withhold acknowledgment or disclosure of the status of these individuals, violating international regulations.

Since the conclusion of the 2020 Conflict, Azerbaijan has continuously captured and extrajudicially executed Armenian POWs, including within the sovereign territories of the Republic of Armenia as recently as in May 2023. In September 2022, when Azerbaijan violated the territorial integrity of Armenia, Azerbaijani soldiers cold-bloodedly executed at least seven Armenian POWs as documented by Human Rights Watch.

The continued detention of POWs by Azerbaijan raises serious doubts about its commitment to a lasting peace settlement in the region. In fact, Azerbaijan has constantly used POWs as a bargaining chip within peace negotiations with the Republic of Armenia. In contrast to Azerbaijan’s blatant disregard of the seventh clause of the November 9 statement, Armenia has fulfilled its obligations of the exchange by returning all Azerbaijani POWs, demonstrating its commitment to international law and peace-building efforts.

On the United Nations International Day in Support of Victims of Torture, ANCA-WR reiterates its commitment to standing in solidarity with all victims of torture and human rights abuses, and emphasizes the need to hold Azerbaijan accountable for its countless war crimes and violations of international humanitarian law, including the extrajudicial execution, arbitrary detention, and mistreatment of Armenian POWs and detainees.

Hours before the foreign ministers of Armenia and Azerbaijan met Tuesday in Washington for peace talks, Azerbaijani forces continued their ongoing attacks on a U.S.-affiliated company’s construction site in Yeraskh in Armenia’s Ararat Province.

GTB Steel, the U.S. affiliated company that is constructing a steel mill in Yeraskh, released footage of Tuesday’s attack. Azerbaijani forces began firing at the construction site on June 13, when two Indian nationals working on the project were injured.

Armenia’s Defense Ministry reported that at 1:15 p.m. local time on Tuesday Azerbaijani forces opened fire at the site.

While the State Department voiced concern soon after the June 13 incident, Azerbaijani forces have continuously attacked the facility, with official Baku claiming that the project poses environmental risks to nearby Nakhichevan.

Last week, per a decision of the GTB Steel board of directors, the flags of the U.S. and Armenia were raised at the construction side, with company officials vowing to continue the working on the project.

URGENT: Azerbaijan again opens cross-border gunfire at U.S.-affiliated company’s construction site in Armenian village

YEREVAN, JUNE 27, ARMENPRESS. The Azerbaijani military opened gunfire at 13:15, June 27 at the steel mill’s construction site in the Armenian village of Yeraskh, the Ministry of Defense of Armenia said in a statement.

Other details weren’t immediately available.

The construction of a steelworks in Yeraskh is carried out by GTB Steel under a joint Armenian-American investment project.

The construction site has been hit by Azerbaijani shelling several times before. During one such cross-border shooting on June 14 two construction workers were wounded.

Heavy fighting on Sept. 27, 2020 as Azerbaijan attacked Artsakh


Two days before Azerbaijan launched a massive attack on Artsakh, Armenian intelligence agencies intercepted communication between Turkish F-16 pilots, who were discussing taking part in “an important event” days later, testimony at the parliament’s select committee on the 2020 war revealed.

The Chief of the General Staff of the Armenian Armed Forces at the time, General Onik Gasparyan has testified that on September 25, 2020, Armenia’s intelligence agencies intercepted audio of the radio communication between Turkish F-16 pilots, who were discussing participation in an important event on the forthcoming Sunday. Gasparyan said this prompted authorities to gradually increase the combat readiness level of the military.

During his testimony on Tuesday in front of the committee, Prime Minister Nikol Pashinyan acknowledged the aforementioned report, but said that intelligence reports before the intercepted pilots’ communication placed the probability of war at 30 percent.

The chair of the select committee, Andrnik Kocharuan, asked Pashinyan whether he had been briefed on the 2020 intelligence report, to which he replied that since taking office in 2018, the National Security Services had warned of probability of war on a daily basis.

“That information was reported to me, but I remember it mentioning ‘tomorrow.’ But how likely was war according to our institutions before that moment? The assessment was 30 percent. And this assessment wasn’t only based on intelligence, but also other data, including based on contacts with international partners. I received another briefing also, that there is a 30 percent risk of war and that it could be a psychological pressure on the political authorities so that they would resort to disproportional concessions,” Pashinyan said.

“Since I was elected prime minister in May 2018 and began to receive intelligence briefings, the NSS intelligence was always warning about the probability of war,” Pashinyan said, adding that different timeframes of possible attacks were being mentioned.

The revelation of the September 25, 2020 intercepted call, coupled with the the U.S. embassies of Armenia and Azerbaijan issuing hours before the September 27 attack signal that there was intelligence of high probability of an attack.

Yet during his testimony on Tuesday, Pashinyan attempted to defend his failure to prevent the war by both criticizing his predecessors’ policies and also by bit self aggrandizing.

“I feel guilty about absolutely everything, but I say, ‘OK, it’s just a declaration.’ When I start drawing up my own indictment … I enter a deadlock at some point,” Pashinyan told the select committee.

“I’m not saying that it was theoretically impossible to avoid the war,” Pashinyan told the panel boycotted by opposition lawmakers. “But the necessary condition for that theoretical possibility was a renunciation of, let’s put it this way, the Armenian vision for settling the Nagorno-Karabakh conflict.”

“We could have said that we abandon our vision of viewing Nagorno Karabakh outside of Azerbaijan and taken that path, which of course wouldn’t have guaranteed that it could be possible to avoid war,” Pashinyan said when asked whether or not he believes war was inevitable.

Today, Pashinyan and his government have announced that Armenia will recognize Azerbaijan’s 26,600 square kilometer territory, which includes Artsakh.

Foreign Minister Ghazaryan meets with France-Artsakh Friendship Circle member René Rouquet

The Foreign Minister expressed appreciation to René Rouquet for his constant attention to Artsakh and valuable contribution to the consistent strengthening of friendly relations between France and Artsakh, the foreign ministry of Artsakh said in a readout. 

The sides also discussed ways of addressing the current situation in and around Artsakh, as well as a range of humanitarian issues.




Exhibition dedicated to 105th anniversary of first Republic of Armenia inaugurated at UN Office Geneva

YEREVAN, JUNE 27, ARMENPRESS. On June 26, the Permanent Mission of Armenia inaugurated an exhibition dedicated to the 105thanniversary of the first Republic of Armenia. The exhibition was organized in the United Nations Office in Geneva within the framework of the session of the Human Rights Council. The exhibition was entitled "Women in State Building".

The stands presented the role played by Armenian women in the social, political, religious, cultural and educational spheres during the first Republic of Armenia and in various other historical periods.

The Permanent Representative of Armenia, Ambassador Andranik Hovhannisyan, Director General of the UN Office in Geneva Ms. Tatiana Valovaya, Director of the UN Library and Archives Mr. Francesco Pisano delivered remarks at the opening ceremony. The speakers referred to the importance of empowering the women and ensuring equality of rights worldwide, presented episodes about the significant contribution of Armenian women in state building.

Ambassador Andranik Hovahannisyan introduced prominent Armenian women who made an important contribution to the development of the statehood, referred to the medieval Armenian legal texts to this end and dwelled upon the role and rights of Armenian women during the first republic. He also presented the achievements registered in Armenia in terms of empowerment of women.

Ambassador Hovhannisyan concluded his speech by drawing the attention of the audience to the statue of Mother Armenia depicted on the invitation card of the exhibition. He emphasized that it symbolizes the woman who protects the heart of Armenia, the capital Yerevan. She stands as an unwavering symbol of sovereignty, strength, peace and endurance.

Ambassadors of a number of countries, diplomats, officials of the UN Office in Geneva, representatives of the Armenian community were present at the exhibition. At the conclusion of the opening ceremony the guests tasted Armenian wines.

The exhibition was created, compiled and displaced last year in New York with the efforts of the Permanent Mission of Armenia at the United Nations headquarters.

Pashinyan comments why Armenia didn’t recognize independence of Nagorno Karabakh amidst 2020 war

YEREVAN, JUNE 27, ARMENPRESS. If Armenia had recognized the independence of Nagorno Karabakh amidst the 2020 war it would have been impossible to stop the fighting, Prime Minister Nikol Pashinyan said on June 27.

Pashinyan was asked to respond to Republican Party (HHK) Vice President Armen Ashotyan, who had said that Armenia should have recognized Nagorno Karabakh during the war, arguing that the move would have been a diplomatic blow to Azerbaijan.

“And why didn’t they recognize the independence during the 4-day war of 2016?” Pashinyan said at the parliament select committee on the 2020 war.

The Armenian PM said they didn’t recognize the independence of Nagorno Karabakh because by doing so it would have been impossible to stop the war, even on 9 November.

“[We didn’t recognize] for a very simple reason, because it would have been impossible to stop the war even on 9 November,” he said.

The Yeraskh metal smelting plant releases footage presenting the consequences of Azerbaijani shooting

Earlier, the Ministry of Defense of Armenia reported that on June 14, 16, 19 and the Armed Forces of Azerbaijan opened fire at a factory being built with foreign investment in Yeraskh. As a result of the shootings on June 14, 2 Indian citizens involved in the construction works of the factory were injured.
