Armenia will host the World Congress on Information Technology (WCIT)  in 2024.

“This weekend, two seriously injured young people from Nagorno-Karabakh were evacuated to the United States to receive specialist medical care. Many thanks to all our partners who helped make the urgent medical evacuation happen,” the embassy said.

The California Armenian Legislative Caucus Foundation sent a letter to President Joe Biden requesting humanitarian assistance for the Armenians in Artsakh and the thousands displaced from their homes that have arrived in Armenia.

The letter was signed by Senators Bob Archuleta, Maria Elena Durazo, Anthony Portantino, and Scott Wilk, as well as Assemblymembers Lisa Calderon, Wendy Carrillo, Mike Fong, Vince Fong, Laura Friedman, Jesse Gabriel, Chris Holden, Tom Lackey, Cottie Petrie-Norris, Luz Rivas, Blanca Rubio, Miguel Santiago, Rick Chavez Zbur, and former Assemblyman Adrin Nazarian.

“It is with great urgency that the California Armenian Legislative Caucus Foundation is asking you to make every effort to send aid, relief, and peacekeeping to the Armenians in both Nagorno Karabakh and the displaced Armenians from Nagorno Karabakh arriving in Armenia. The United States’ immediate assistance is needed during this humanitarian crisis to ensure that international human rights violations do not continue,” read the letter sent to President Biden.

“We ask that you help to ensure that Armenians who are trapped in Nagorno Karabakh be given resources and assistance to leave the region. Many do not have access to transportation, gasoline, have health conditions that make travel difficult, etc. These individuals are trapped and in need of protection. Their lives depend on your help,” read the letter.

“There is a critical need for civilian monitors to assess the situation and oversee human rights are protected to ensure that brutal and unjust actions do not continue. United States peacekeeping efforts would send a powerful message that the United States is committed to upholding the principles of peace and human rights,” the California legislators wrote.

“California is home to a large diaspora of Armenian Americans, many of whom have family, friends, and direct ties to Nagorno Karabakh and Armenia. This is not just an international issue; this is a United States issue,” the letter concluded.

Aliyev Tells EU He Wants to Invade 8 Villages in Armenia, Calls Granada Meeting ‘Anti-Azerbaijan’

In a telephone conversation with the European Council President Charles Michel, President Ilham Aliyev of Azerbaijan essentially said he will invade eight villages in Armenia, which he believes are being “occupied.”

During the phone call of Saturday, Aliyev told Michel that those eight villages “still are being occupied by Armenia” and emphasized the importance of their “liberation.” He has not specified, which villages he is referencing.

Aliyev also voiced his grievance with Michel regarding an announcement that was publicized following a meeting on Thursday in Granada, Spain between Prime Minister Nikol Pashinyan, President Emmanuel Macron of France, German Chancellor Olaf Shulz and Michel.

Aliyev said that including Azerbaijan in the text of the statement from a meeting that did not include his participation was “wrong” and “anti-Azerbaijan,” stressing that his decision to not attend the meeting was because of Macron’s participation.

According to Azernews.az, Aliyev told Michel that France’s announcement to provide military support to Armenia would not benefit peace in the region and accused Paris of further aggravating the situation and create a new conflict in the region.

“If any new conflicts occur in the region, France would be responsible for causing it,” Aliyev told Michel.

Aliyev also complained about a resolution adopted by the European Parliament last week urging the EU to impose sanctions against Azerbaijan.

“Azerbaijan has fully restored its sovereignty by using the right of self-defense in accordance with international law and the UN Charter, and neutralized illegal military units existing in its territory. In this regard, the steps taken by Azerbaijan were in full accordance with international law,” Aliyev told Michel, referring to its large-scale attack last month on Artsakh, which displaced more than 100,000 Artsakh Armenians and depopulated the region.

In a post on the social platform know as X, Michel expressed EU’s commitment to theArmenia-Azerbaijan normalization process.

Michel said he “reiterated the need for mutual respect of territorial integrity & sovereignty, and for advancing on border delimitation and stressed also need to ensure Karabakh Armenians’ security & rights, also over the long term.”

Tehran Said to be Pushing for Corridor via Iran

President Recep Tayyip Erdogan of Turkey again preconditioned the normalization of relations between his country and Armenia with Yerevan’s acceptance of a land corridor connecting Azerbaijan with Nakhichevan. Meanwhile, a top Armenian diplomat warned on an imminent invasion by Azerbaijan to fulfill its goal of establishing the so-called “Zangezur Corridor.”

“If Armenia honors it commitments, specifically the opening of the ‘Zangezur’ corridor then Turkey will step-by-step normalize relations,” Erdogan reportedly told his cabinet on Monday, demanding that Armenia adopt a policy of peace and development, the Turan news agency reported.

Armenia’s Ambassador to the European Union Tigran Balayan warned on Monday that Azerbaijan may attack Armenia in the coming weeks to open a land corridor to Nakhichevan unless the West imposes sanctions on Baku.

“We are now under imminent threat of invasion into Armenia because if [Azerbaijani President Ilham] Aliyev is not confronted with very practical steps taken by the so-called collective West, then he has no reason or incentive to limit himself to the territory of Nagorno-Karabakh,” Balayan told BrusselsSignal.eu.

“He and some of his Turkish counterparts have declared that they need to open a land corridor through Armenia’s sovereign territory,” said Balayan.

Asked just how imminent the attack is, he said: “I think if bold steps are not taken, it’s a matter of weeks.”

The EU and the United States voiced strong support for Armenia’s territorial integrity following the latest escalation in Karabakh. But they signaled no sanctions against Azerbaijan, which is becoming a major supplier of natural gas to Europe.

Balayan suggested that the sanctions include price caps on Azerbaijani oil and gas imported by the EU. He said the 27-nation bloc should also suspend a visa facilitation agreement with Baku if the latter refuses to withdraw troops from Armenian territory seized in 2021 and 2022.

Last month Armenian leaders, including Prime Minister Nikol Pashinyan, warned of Azerbaijani troop build-up on its border with Armenia and the line-of-contact in Artsakh. With no international partner heeding the warning, Azerbaijan attacked Artsakh on September 19 forcing the depopulation of the region as more than 100,000 Artsakh residents fled to Armenia.

That attack has raised concerns that Azerbaijan will make good on its promise to create the corridor by force.

President Ilham Aliyev of Azerbaijan “reminded” European Council President Charles Michel during a phone call over the weekend that Armenia allegedly is “occupying eight Azerbaijani villages,” without specifically referencing the villages.

Tehran also has vocally and strongly opposed changing of the current borders in the region with the Iranian president’s deputy chief of staff saying that such a change would give NATO a “foothold” in the region.

Yet Tehran is posturing to create the land corridor through Iran telling Baku that it is willing to discuss such an opportunity. Aliyev has also announced that his country will construct a road and a railway that pass through the shared Arax river and its bridge.

So a groundbreaking ceremony for a bridge over the Arax river that will connect Iran with Azerbaijan was seen by many as the start of the process to move away from the Zangezur Corridor plan and toward a link via Iran.

However, Erdogan’s statements on Monday, coupled with his meeting with Aliyev in Nakhichevan days after Azerbaijan’s invasion of Artsakh, signal that Baku and Ankara intend to press for —if not forcibly take — Armenian sovereign territory for such a corridor.

Refugee children arriving in Armenia are showing signs of severe psychological distress, according to reports from UNICEF-supported social workers providing specialised care to children and families who have fled their homes in recent weeks.

Social workers operating in two safe spaces that UNICEF established with partners in Goris, which can serve up to 300 children daily have reported that children are dealing with intense feelings of sadness, anxiety, fear and anger, manifesting in nightmares, bedwetting, and inconsolable crying. Others have shut down and become detached, leaving them unable to express emotions or connect with the situation around them.

More than 30,000 ethnic Armenian children have arrived in Armenia since the escalation of hostilities in their home communities two weeks ago. In addition to displacement, children arriving in Armenia have not been able to access quality education continuously and have lived in an unsafe or insecure environment with families reporting the fear of attacks.

“We are now seeing the extent to which these children have suffered. Displacement and hostilities, compounded by deprivation have wreaked havoc on their physical and mental health and psychological well-being. Without sustained support, children are at risk of bearing the effects of these deeply distressing events for years to come,” said Christine Weigand, UNICEF Armenia Representative.

“As we come together to mark World Mental Health Day, UNICEF calls for adequate investment in mental health and psychosocial support for children through the health, child protection and education systems. This is equally important not only in terms of early identification and immediate support but also in the long run as families will continue to deal with loss and post-traumatic stress.”

UNICEF is on the ground, working with the Government of Armenia and other partners to help refugee children access the care and support they need to overcome the challenges they have faced. UNICEF is training and supporting front-line professionals to provide psychological first aid and psycho-social support. Together with the Ministry of Health, UNICEF has formed mobile pediatric teams to enable wider outreach across the country to ensure screenings to identify and respond to mental health needs.

UNICEF is appealing for US $ 12.6 million to provide critical services including education, health, child protection, nutrition and water, sanitation and hygiene in the first six months.

The Middle East is once again in turmoil: a new war between Israel and Palestine has already claimed hundreds of lives in a few days. Many in the region are asking the question: which side is Azerbaijan on? After all, Israel is one of the country’s closest allies, while Palestine is a Muslim country supported by Ankara, Baku’s closest ally.

Almost from the first day of the fighting in Israel, several Azerbaijani online publications conducted polls among their readers to find out whose side they support in this war. The results of the polls show that almost two-thirds of Azerbaijanis support Israel.

Israeli Ambassador to Baku George Dick thanked the Azerbaijani people for the gesture of friendship. Baku residents bring flowers and also light candles in front of the Israeli Embassy.

Official Baku did not openly support anyone’s side. The Azerbaijani Foreign Ministry condemned the violence against civilians and called for early de-escalation.

According to political observer Haji Namazov, the sympathies of the overwhelming majority of Azerbaijanis are on the side of the Israelis:

“There is nothing surprising here. Israel is one of Azerbaijan’s allies in the successfully completed struggle for restoration of territorial integrity. Azerbaijan cooperates with this country in military and economic spheres. Azerbaijan is home to many Jews historically linked to this country. One of the most famous national heroes of the country is a Jew by nationality.

It would seem that there is also much in common with Palestine. Azerbaijan and Palestine are members of the Organization of Islamic Cooperation (OIC), and both countries have a majority Muslim population. But everything is not so simple here. In social networks Azerbaijanis accuse Palestinians of supporting Armenian separatism in the days of the second Karabakh war.”

The expert answered JAMnews’ question about the neutral behavior of official Baku during recent events in the Middle East:

“Azerbaijani authorities did not openly support any side in this conflict. This is also understandable, as the country’s closest ally Turkey has historically supported the struggle of the Palestinian people on all platforms. Supporting one of the allies when the closest ally supports the opposing side is, to put it mildly, undiplomatic.”

But not everyone in Azerbaijan unquestioningly supports Israel. According to activist Rustam Ismailbeyli, the main reason for the new escalation of the 75-year-old confrontation is a maximalist approach of both sides.

“This conflict did not start yesterday. It is a new round of events periodically repeated since 1948.

Both sides have taken the ultimate maximalist approach to the issue. First, the Arab peoples did not want to recognize the existence of the Israeli state, and provoked wars, and in the last 20-30 years, Israel has made life difficult for Palestinian Arabs with its behavior.

Even the UN and other reputable international organizations recognize that Israel now has occupier status in some territories. They have appropriated Palestinian lands, repopulated them with their own citizens, trying to change the demographics.

While the two-state option used to be accepted by everyone as a serious solution to this problem, in recent years the Palestinian will can be said to have been broken. The main Palestinian territory, the Gaza Strip, is completely surrounded by Israel.

The fact that today this conflict has escalated to a confrontation between the radical fundamentalist Hamas and the far-right government of Israel is the result of the processes of the past 30 years.

Today we have two facts. First, Israel is pursuing an aggressive, maximalist policy, and as a result there is little difference between the life of Palestinians and apartheid South Africans. Second, the Palestinian liberation struggle has fallen under the monopoly of the radical fundamentalist organization Hamas. These factors seriously disrupt the prospects for peace in the region, and create the very barbaric pictures that the whole world has seen in recent days.

Israel is seizing new territories, evicting Palestinians and settling them with its own citizens, and Hamas is responding with acts of violence. Israel does not leave these acts unanswered, and in turn bombs practically everything, including civilian infrastructure. Thus, the situation is only heating up,” Ismailbeyli said in an interview with Voice of America.
