ANCA: "Artsakh Is a U.S. Humanitarian Aid Desert" . No new U.S. aid to Artsakh despite ongoing Azerbaijani aggression

ArmInfo.The Armenian National Committee of America (ANCA) has expanded grassroots calls to grow U.S. aid to Artsakh and cut military assistance to Azerbaijan, in the face of ongoing anti-Armenian aggression by President Aliyev’s regime  and the humanitarian and economic crisis facing over 100,000  Armenians displaced by Azerbaijan and Turkey’s 2020 attack on  Artsakh.  

“Artsakh remains a US humanitarian aid desert – with only meager  USAID help for Armenian refugees forced from Artsakh into Armenia and  almost no aid at all for those who remain,” said ANCA Executive  Director Aram Hamparian.  

“It’s long past time for the Biden Administration and Congress to  provide meaningful assistance to address the urgent needs for  housing, food, water security, healthcare, and demining/UXO needs in  Artsakh.” The ANCA has launched an online advocacy campaign,  www.anca.org/aid, urging Congressional leaders crafting the Fiscal  Year 2023 Foreign Aid Bill to ensure:  

— Not less than $100,000,000 to provide urgently-needed direct U.S.   humanitarian and developmental aid to the more than 100,000 Armenians  ethnically cleansed by Azerbaijan from their Artsakh homeland,  helping these families rebuild their lives and resettle in safety  upon their indigenous Armenian homeland.  

— None of the funds appropriated under the FY23 State-Foreign  Operations bill shall be provided to Azerbaijan for military or  security programs, including – but not limited to – Section 333  (Capacity Building), Foreign Military Financing, and International  Military Education and Training.  

— Not less than $100,000,000 to strengthen Armenia’s security and  sovereignty against continued Azerbaijani aggression, incursions, and  occupation.  The ANCA’s call comes as the Human Rights Defenders of  Armenia and Artsakh, Arman Tatoyan and Gegham Stepanyan respectively,  continue to raise alarm bells about ongoing Azerbaijani aggression  against Artsakh border villages, calling special attention to the  situation in Martuni’s Karmir Shuka and Taghavard villages.  

Water security issues have been reported in near the village Aghavno,  where armed Azerbaijani servicemen slaughtered and disposed of cattle  remains, poisoning the water. Water security issues are also reported  in Armenia’s Gegharkunik and Syunik regions.  

In September, 2021, the United States Agency for International  Development (USAID), in a response to inquiries by Rep. Judy Chu  (D-CA), reported that it has provided just $2.5 million for displaced  Artsakh Armenians who have sought refuge in Armenia.  

According to USAID, some $4.5 million has been provided in “new and  repurposed assistance to respond to the complex humanitarian crisis  resulting from the NK hostilities and the conflict-associated  COVID-19 resurgence in Armenia.”  

Those funds likely include support for Azerbaijan, which, along with  Turkey, launched its attacks against Armenia and Artsakh in 2020. 

While there are reports of continued low-level demining assistance to  Artsakh, no significant funds addressing the serious food, water, and  housing needs of displaced Armenians in Armenia or Artsakh have been  allocated or distributed.  

Meanwhile, $120 million in U.S. military assistance to Azerbaijan  continues, even as Azerbaijan expanded its ties with Russia this  week, signing a joint declaration on bilateral “allied cooperation.” 

“The Russian Federation and the Republic of Azerbaijan build their  relations on the basis of allied interaction, mutual respect for  independence, state sovereignty, territorial integrity and  inviolability of the borders of the two countries,” reads their joint  declaration.  

Radio Free Europe/Radio Liberty is reporting that the seven-page  declaration, “says that the two sides will not only step up  Russian-Azerbaijani military cooperation but may also “consider the  possibility of providing each other with military assistance.” 


Armenia`s recognizing independence of Donetsk or Luhansk to prove major blow to Artsakh

ArmInfo.Armenia’s recognizing or even showing any signs of approving the independence of Donetsk or Luhansk will prove a major blow to the Armenian positions in the Artsakh peace process, Hovsep Khurshudyan, Head of the Free Citizen  NGO, told ArmInfo.  

“In the context of Armenian Premier Nikol Pashinyan’s forthcoming  visit to Moscow at Russian President Vladimir Putin’s invitation I  see such a threat as well. Moreover, that meeting is pregnant with  other threats to us as well. The ongoing situation in Ukraine clear  demonstrates Putin’s unpredictable actions. I think he will pursue a  policy of forcing as many state leaders as possible into sharing the  responsibility for his own actions,” he said. 

The prospects of expansion of the Russia-Belarus allied state to the  other post-Soviet states poses a threat to their independence. And  the Belarusian president’s recent statements are not a mere  coincidence. Amid the Ukraine developments, Moscow will first of all  take steps toward its satellite states. And it is extremely important  under the circumstances that Armenia should not be among the states  hailing Russia’s latest actions.     

According to Mr Khurshudyan, the Russian elite’s actions cause that  state to embark on an extremely dangerous path, which is pregnant  with the most negative consequences. In this context, he points out  that the USSR, a rather powerful state with serious resources, lost  the cold war with the West and disintegrated. 

However, starting from his meeting in Munich, Russian President  Vladimir Putin changed Russia’s status as the West’s partner to that  of rival. And his latest actions in Ukraine have been proving this  status, while he has forgot that Russia is not the USSR and half of  the world is not communist. Russia is an isolated state with even  some of the post-Soviet states being hostile to it, Mr Khurshudyan  said. 

“The West has until recently avoided a strong reaction to Russia’s  revisionism. However, I think the West will respond by measures  against the Russian authorities. The collective West will not  tolerate it for long, especially amid the discontent in Russia’s  society. Thus, the West must have made a decision on Putin. And they  will spare no effort to put it into practice by undermining Russia’s  power pyramid to have Putin replaced with a more predictable  political figure,” he said. 

Serdar Kilic visited Patriarchate of Constantinople of Armenian Apostolic Church before meeting with Rubinyan in Vienna

ArmInfo. Turkey’s Special Representative for the normalization of Armenian-Turkish relations Serdar Kilic visited the Patriarchate of Constantinople of the  Armenian Apostolic Church before meeting with the Armenian side in  Vienna.

According to the AAC Patriarchate of Constantinople, on February 22,  at a meeting with  Patriarch Sahak Archbishop Mashalyan, Serdar Kilic  expressed satisfaction with the first meeting with Armenian Special  Representative Ruben Rubinyan and expressed hope that the solid steps  taken by both sides in the process of normalizing relations will pave  the way for positive developments between the two countries

In turn, Mashalyan expressed satisfaction with the visit of Kilic and  wished him success in the work to normalize bilateral relations.

It should be noted that today, on February 24, the second meeting of  the Special Representatives of Armenia and Turkey on the  normalization of relations took place in Vienna.  

It should be reminded that on January 14, the first meeting of the  Special Representatives for the normalization process between Armenia  and Turkey, Vice Speaker of the National Assembly of the Republic of  Armenia Ruben Rubinyan and Ambassador Serdar Kilictook place in  Moscow. “During the first meeting, held in a positive and  constructive atmosphere, the special representatives exchanged  preliminary views on the normalization process through dialogue  between Armenia and Turkey. The parties agreed to continue  negotiations without preconditions with a view to full  normalization,” the foreign ministries of the two countries said in a  statement on results of the meeting.  The start of the normalization  process was announced on December 13 by Turkish Foreign Minister  Mevlut Cavusoglu. At the same time, he stressed that Ankara will act  in coordination with Azerbaijan regarding steps to normalize  relations with Armenia.

"De facto, trilateral format of Russia-Azerbaijan-Turkey cooperation is already being formed ": Aliyev

ArmInfo.A trilateral format of Russia-Azerbaijan-Turkey cooperation may be formed in the near future. Azerbaijani President Ilham Aliyev stated this at a meeting  with heads of Russian media at the TASS Chief Editors’ Club  yesterday, TASS reports.

 “And, probably, it’s no secret to anyone  that a de facto, the trilateral format of cooperation is already  being formed. It has not been formalized yet, there have not yet been  meetings of foreign ministers and presidents, but it is being formed.  It is being formed on the basis of common interests, pragmatism and  similarity,” he said.

Aliyev pointed out the common features of the value systems of  government systems to which all three countries are committed. In  this regard, he noted with satisfaction the trusting relationship  between Turkish President Tayyip Erdogan and Russian President  Vladimir Putin. “Both of them speak publicly about this. I think the  day will come soon, when we will formalize these relations. <...> For  our part, we have always worked to bring the interests of the two  countries closer together,” the president stressed.  Aliyev stated,  that the Declaration on Allied Cooperation between Russia and  Azerbaijan signed on Tuesday a historic achievement. “Because  Azerbaijan has allied relations with two great countries, with two  neighbors, with  a member of NATO and the head of the CSTO. I think  no other country can boast of this, This is actually achievement,” he  said.  

The declaration on allied interaction between Russia and Azerbaijan  was signed by the presidents of the two countries on Tuesday  following the talks in the Kremlin.

It’s a bit past 8 a.m. on a sunny Thursday morning in windy North Hills, California, and you hear two car doors shut in the distance. Two individuals approach the entrance of a building. It is a father holding his 3-year-old daughter with one hand, and a young child’s sleeping bag and water bottle in the other.  It is at this exact moment that you hear two of the most beautiful words in Armenian: pari louys.

“Pari louys,” says Elizabeth Kahwedjian, one of our teachers. She asks the father to complete the sign-in sheet as she checks the temperature of the child.  These are Covid pandemic years. Parents can no longer enter the campus. They hug and wave goodbye to their children and continue with their day knowing that their child is in a safe and nurturing environment. Throughout the years, a lot has changed in this establishment but some things will always remain the same.

There have been thousands of “Pari Louys’” here at the Holy Martyrs ARS Pilavjian Preschool. This year, we are celebrating our 30th anniversary. Over the last 30 years, more than a thousand preschoolers have graduated from this school, where the mission has been to provide a research-based, quality, early childhood education program for them.

At Pilavjian Preschool, we’ve been committed to respecting and supporting families in their task of raising children. “Raising children while providing them with a rich Armenian education and instilling the love of our beautiful Armenian language with positive encouragement and modeling is my everyday goal,” noted Shoghik Libarian, a teacher who has served Pilavjian Preschool for 20 years.

Away from our homeland, no Armenian holiday or tradition is left out here. October is our Armenian Cultural Month. Whether it’s Armenian Christmas, Easter, Vartanants, Trndez, Vartavar, Armenian Genocide commemoration, lavash and ghapama making and baking, we do it all and in the most passionate way.

Armenian music is played all day at the preschool, and we even have professionals come and teach our children Armenian traditional dances. As I write these words, I hear stomping feet, and little voices sing, “Forward, forward, always march forward, the grandchildren of Kaj Vardan are brave.” Through Vartan Mamigonian’s heroic battle of Avarayr, our preschoolers learn from an early age what sacrifices it takes to preserve a national identity and freedom. The lesson is learned through storytelling, dress-up, music, drawing, and painting.

While planning children’s learning experiences, our teachers also incorporate the Reggio Emilia approach and Outdoor Classroom philosophy. Outside, children frequently have the opportunity to initiate their own learning experiences and activities, with teachers available to support them. This part of the curriculum keeps children curious and offers real problem-solving challenges. Our teachers encourages inquiry and support the child’s own search for answers that extends children’s knowledge and scaffolds their learning.

“As the director of ARS Pilavjian Preschool since 1991, I feel honored to lead an Armenian preschool where children are treated with dignity and respect, where they are challenged and encouraged to flourish in all areas – cognitively, emotionally, socially, and physically, where teachers provide children the necessary tools to help them soar,” said Ms. Vehik Gabrielian, the Program Director of the preschool. “Even during the most challenging times of the Covid pandemic, we are doing our very best to please the parents while giving our preschoolers the maximum learning experience possible.”

Those parents who’ve had several children attend the preschool are the best witnesses to Ms. Gabrielian’s commitment and vision. “The preschool is constantly building upon itself and improving,” said Sareen Sorfazian, a mother who also acts as a member and Secretary of the School Board. “From the time my older son left preschool to the time my daughter began preschool was two years. Even in those two short years, the preschool has progressed, and continues to progress.”

“The dramatic corner was reinvented to resemble an actual house with a kitchen and a lounge area. The reading corner is set in nature yet cozy enough to make you want to curl up with a book. Year after year ,the preschool keeps progressing and reinventing portions of itself. I can only imagine what it will look like when I hold my grandchildren’s hands and drop them off at Pilavjian Preschool,” Sorfazian added.

Sorfazian gets emotional as she tries to continue her thoughts. “Dropping off my child at preschool is like I’m dropping her off with my mother or my sisters,” she said. “The level of love that exudes from the preschool staff is so genuine and warm. I love that all the teachers, regardless the group they teach, know my child by her name and they smile and say good morning. What’s more is, my child knows those teachers too which tells me the preschool is really just one big family split up into safe cohorts.”

It’s now 2:15 p.m. Parents are coming one by one to pick up their children. From a loud speaker, Armenian music has filled the air once again. Hasmik Nazaryan, a teacher, is at the pick-up area, dancing shourch bar with her two-year-old preschoolers. You would think she’d be exhausted by now. “I would never change this job with any other,” said Nazaryan. “The love you receive here is indescribable”.

Ukrainian security council to convene emergency session for martial law

“We are introducing martial law in the entire territory of the country,” Zelensky said in an address.

“Don’t panic, we are strong, we will win,” he said, addressing Ukrainians.

Zelensky added that the Ukrainian security and defense systems are functioning.

He added that he has already spoken with US President Joe Biden and that the American side is already preparing international assistance for Ukraine.
