French Embassy launches project to preserve and enhance cultural heritage of Armenia

ArmInfo. The Embassy of France in Armenia and the Ministry of Education, Science, Culture and Sports of the Republic of Armenia launch the "Armenia. Exploring, preserving  and enhancing heritage" project , which is funded by the Solidarity  Fund for Innovative Projects (FSPI) of the French Ministry for Europe  and Foreign Affairs. The program notes France's commitment to  supporting the preservation, restoration and appreciation of  Armenia's cultural heritage, the French Embassy in Armenia said in a  statement.

The project, worth 600,000 euros, is planned to be implemented in  2022. Within the framework of the program, it is planned to carry out  activities aimed at supporting the preservation of the cultural  heritage of Armenia, developing the potential of specialists in this  field, as well as implementing and developing museum policy.

The project was developed and implemented in cooperation with the  Ministry of Education, Science, Culture and Sports of the Republic of  Armenia, the National Heritage Institute of France, the Louvre  Museum, the Scientific Research Centre for Historical and Cultural  Heritage and the Erebuni Museum. The three-pronged project covers  various areas of cultural heritage and draws on the skills and best  practices of the French and Armenian partners. As part of the first  component, it is planned to strengthen and develop the skills of  specialists in the restoration and preservation of cultural heritage  through continuing education courses. It is implemented by the  National Heritage Institute in cooperation with the Scientific  Research Centre for Historical and Cultural Heritage.

The second component relates to the restoration of the Tatev  monastery complex. At the first stage of the project, it is planned  to conduct a historical and architectural study of the monument, and  also, before the actual restoration of the building, organize the  first volunteer labor camp together with "Rempart" and the "Terre et  Culture" association (<Land and Culture>). It is also implemented by  the National Heritage Institute in cooperation with the Scientific  Research Centre for Historical and Cultural Heritage. The third  component is dedicated to the reorganization and modernization of the  permanent exhibition of the Erebuni Museum and is aimed at assessing  the collections. It will be implemented jointly with the Louvre.

Azerbaijani Armed Forces shelled Armenian village of Yelpin

ArmInfo.On Jule 7, at approximately 16:15, units of the Azerbaijani armed forces opened fire from various types of small arms, including large-caliber small  arms, on Armenian military positions located in the western part of  the Armenian- Azerbaijani border. The RA Ministry of Defense reports.

In particular, the fire was opened in the direction of the Yelpin  village of the Vayots Dzor region, as well as along the road leading  to the village. <As a result of the shelling, a civilian car was  damaged. By retaliatory actions from the Armenian side, the fire of  the Azerbaijani units was suppressed. There are no losses from the  Armenian side>, the RA Ministry of Defense said in a statement.

Freedom House urges Armenia`s premier to take concerns of media serious

ArmInfo.Freedom House also urges the Armenian Prime Minister to take the concerns of the media seriously and leverage direct communication channels including  through open and transparent press-conferences to ensure a healthy  functioning democracy, reads a Twitter message by Freedom House. 

The Armenian authorities should support the independent media and  civil society by maintaining an active dialogue with them and the  people to counteract disinformation that poses threat to Armenian  democracy around crucial topics for the country.

At a discussion chaired by Armenia's premier, representatives of  government agencies decided to abolish criminal responsibility for  great insult, with only administrative responsibility. 

"The Criminal Code that will be enforced on July 1, 2022, will not  impose punishment for great insult," he wrote. Minister of Justice  Karen Andreasyan added that the criminal responsibility was  prescribed by the law to "prevent outrageous and inadmissible  behavior of individuals and groups amid profound social  polarization." 

"The government considers inadvisable to include an article on great  insult in the new Criminal Code and prefers the civil liability norms  in effect," the minister added. 

However, it does not mean derogatory remarks about people will not be  punished. Those abusing the freedom of speech will be fined up to AMD  3mln.

2 new COAF SMART Centers to be opened in Syunik province

ArmInfo.Deputy Minister of Education, Science, Culture and Sport Zhanna Andreasyan and Artur Martirosyan, representatives of the Children of Armenia Fund (COAF),  EU Delegation to Armenia, European Investment Bank (EIB) and IDBank  discussed the opening of two COAF SMART Centers in Syunik and  application of COAF education models in the province. 

Ms Andreasyan informed the participants of a pilot programme of  providing high-quality education in the Kapan rural communities. Two  COAF SMART Centers in Goris and Kapan will be opened. COAF will  provide unified solutions aimed at providing transport services to  ensure affordable formal and informal education. New education  standards will enable English language teachers in Syunik rural  communities to improve their professional skills. 

The COAF representative said that an appraisal mission recorded the  challenges in Syunik. He pointed out progress in cooperation. 

COAF SMART is a development initiative for community and individual  growth, an innovative way of improving the quality of life in the  rural communities.

Newspaper: Armenia’s Pashinyan reports to Russia’s Putin about possible meeting with Turkey’s Erdogan?

YEREVAN. – Hraparak daily of the Republic of Armenia (RA) writes: The [Armenian PM Nikol] Pashinyan-[Russian President Vladimir] Putin phone conversation took place yesterday. In the statement published on the Kremlin's official website about it, there was a rather noteworthy point which was missing from the statement published on the RA Prime Minister's website. According to the Kremlin, "Nikol Pashinyan informed [Putin] about the contacts that happened in recent times that are aimed at the normalization of relations between Armenia and Turkey."

This is, of course, an interesting nuance, especially when, according to the Russian side, Pashinyan himself called; and judging by the Kremlin's statement, he called to report to the Russian president about the course of the very steps taken towards the normalization of Armenian-Turkish relations, or the agreements and results achieved.

We would not have paid attention to this nuance if publications had not appeared in the Turkish and Russian expert-analytical community that a Pashinyan-[Turkish President Recep Tayyip] Erdogan meeting might take place in the near future.

And the Russian expert-analytic community believes that a possible meeting between Pashinyan and Erdogan was discussed during the last [Armenia’s special representative Ruben] Rubinyan-[Turkey’s special representative Serdar] Kilic meeting (…).

The Russians note that the matter of a Pashinyan-Erdogan meeting was a component of the process of normalization of Armenian-Turkish relations (…).

Taking into account that the process of normalization of Armenian-Turkish relations is underway "under the high patronage" of Russia, we can even assume that it is possible that [Pashinyan] asked Putin for permission to participate in a possible meeting at the level of Armenia-Turkey leaders, or received an instruction of participation in that meeting.

Those displaced from Artsakh due to 44-day war staging protest outside UN Armenia office

Those displaced from Artsakh (Nagorno-Karabakh) as a result of the 44-day war in the fall of 2020 are protesting outside the UN office in Armenia.

They told reporters at the scene that their main demand is still to get refugee status.

Artur Stepanyan, a displaced resident of Artsakh’s Hadrut, told reporters that if they are granted refugee status, they will be able to return to their homes in the event of the deoccupation of Shushi and Hadrut by Azerbaijan.

"According to point 6 of the [trilateral] statement of November 9, [2020,] refugees and displaced persons [shall] return to their places of residence," Stepanyan reminded.

He noted that the government of Armenia is not taking any steps toward granting them any status, as well as regarding other issues.

Stepanyan emphasized that now a new draft is being working on according to which that they will be given the status of "forcibly displaced person."

"Everyone evades the matter of our status. The UN says: 'It's a political matter, your authorities should resolve that matter,'" Artur Stepanyan added.

Edik Baghdasaryan: Corps commander was Artak Davtyan when Azeris positioned themselves toward Yelpin village

The Azerbaijanis positioned themselves in May 2018 in the area from which they have fired in the direction of Yelpin village. Edik Baghdasaryan, the editor-in-chief of Hetq online newspaper of Armenia, wrote this on Facebook.

"At that time, the commander of our corps was Artak Davtyan. Azerbaijanis had advanced their positions in the neutral zone, and a huge area came under their control. And the section of Areni-Yelpin villages of the interstate road came under direct fire. A few days after that, [PM] Nikol Pashinyan appointed Artak Davtyan as the Chief of the General Staff [of the Armed Forces]," Baghdasaryan added.


Tigran Avinyan: Some are preparing for snap Yerevan elections for reasons incomprehensible to me

For reasons incomprehensible to me, several people and mass media are intensively preparing for snap elections of the Yerevan Council of Elders. Tigran Avinyan, a board member of the ruling Civil Contract Party and former Deputy Prime Minister of Armenia, wrote this on Facebook.

"And in that context, they have come out to an undeclared ‘war’ by weaving and disseminating fabrications and manipulations on an almost daily basis, with or without a reason.

In a more active political period, I intend to reflect on some matters thoroughly, so that the manipulation does not become the truth by constantly repeating [it]. But until then, I want to recall that the next [regular] elections of the Yerevan Council of Elders are in the fall of 2023," Avinyan added.

Telegram channel: European Commission to sign energy agreement with Azerbaijan

The European Commission is going to sign a new energy agreement with Azerbaijan, the most bloodthirsty and corrupt regime in the territory of the Council of Europe. Telegram channel Melik Adamyan, 2 writes about this.

The post specifically states that on July 18, the European Union is going to sign "a very important energy memorandum with Azerbaijan," about which the European Commissioner for Energy, Kadri Simson, said at the Utilitalia assembly. Stefano Grassi, the Head of Cabinet to Simson, reported this.

This memorandum is expected to be signed during Kadri Simson's visit to the Azerbaijani capital Baku, the aforesaid Telegram channel added.

Opposition resistance movement marches through Yerevan central streets

The July 8 resistance movement marches through the central streets of Yerevan.

The procession of the Resistance Movement started from the French Square. Participants will walk along Sayat-Nova Avenue, and then return to the square to take stock of what they have to do.

Ishkhan Saghatelyan, deputy and member of the Supreme Body of the ARF Dashnaktsutyun, does not take part in today's action. He has been in Strasbourg on a working visit for several days now.
