Armenia Supreme Judicial Council member is called for questioning on case of audio recording publicized by ex-chair

Stepan Mikayelyan, a member of the Supreme Judicial Council (SJC) of Armenia, has been summoned to the Investigative Committee as a witness for questioning within the framework of the criminal proceedings on the audio recording publicized by former SJC chairman Ruben Vardazaryan. Vardan Tadevosyan, press secretary of the Investigative Committee, told Armenian News-NEWS.am about this.

To note, Mikayelyan was present at the meeting between Vardazaryan and Gagik Jhangiryan, the now former member and acting chairman of the SJC, the audio recording of which has been made public.

The press secretary of the Investigative Committee, however, did not say whether Jhangiryan was questioned as well.

Ruben Vardazaryan was questioned by the Investigative Committee, but he refused to present the full version of the aforesaid audio recording to the investigator.

During a press conference on June 20, Ruben Vardazaryan publicized a controversial audio recording of a conversation between him, Gagik Jhangiryan, and Stepan Mikayelyan—and which had taken place on February 20, 2021. In that recording, Jhangiryan was attempting to "persuade" Vardazaryan to step down as chairman of the SJC.

And based on the aforesaid recording, the Investigative Committee of Armenia launched criminal proceedings.

Union of Armenian Foundations of Turkey issues statement on Pashinyan-Erdogan phone talk

The Union of Armenian Foundations of Turkey has issued a statement regarding the recent telephonic conversation between Turkish President Recep Tayyip Erdogan and Armenian Prime Minister Nikol Pashinyan, reports ermenihaber.am.

In the statement, it is noted that this phone talk has become the agenda topic of the Armenian community of Turkey, and the indisputable optimism observed in this regard at the level of individuals is completely shared by the community at the administrative and institutional level as well.

The aforesaid statement adds that the Armenian community of Turkey, despite its fairly small potential, can be considered a symbolic bridge between Turkey and Armenia.

Ex-PM on national currency rise, curbing it: Armenia Central Bank is deceiving the government

Back on February 24, when the [Armenian] dram had not appreciated yet, we said that the war could bring benefits to Armenia’s economy in the short term, that the Russians would come to us who will bring money; secondly, Russia will start selling [natural] gas and oil in [Russian] rubles, and there we will win again. Former PM of Armenia, chairman of the opposition Freedom Party, and economist Hrant Bagratyan stated this in an interview with Armenian News-NEWS.am.

"As a result, only in the first four months—on the account of the money brought to Armenia by the Russians and economizing it—we [i.e., Armenia] started paying in rubles, as we had a surplus of rubles, whereas the dollar was not enough, we received one billion dollars more than we used to receive. This resulted in the dram’s appreciation. It is a sad thing because of the improper action of the Central Bank [of Armenia]," he added.

Bagratyan noted that dram’s rise in Armenia will not continue for long, it is a one-time phenomenon, and this effect will gradually disappear after the end of the war in Ukraine.

He expressed a conviction that the Central Bank of Armenia could have restrained the increase of the exchange rate of the dram, but did not do so.

When asked how is it that prices in Armenia continue to rise amid the dram’s appreciation, Bagratyan responded: "Inflation continues because they have fake growth, but we have no production. Inflation is not only a monetary phenomenon. Also, that production, those volumes do not exist. On the other hand, yes, the demand has increased because several tens of thousands of additional consumers have come here from Russia."

Commenting on the popular view that after the end of the Russian-Ukrainian war, Armenia could return to the situation of 2019, Bagratyan said: "(…) remittances put pressure on the market; it's a short amount of money that we received."

According to Bagratyan, the Central Bank of Armenia is deceiving the government.

"The government is subject to the Central Bank today. Maybe it seems to the Prime Minister that he is ordering the Central Bank. Today, the Central Bank is making Armenia's economy ‘dance,’" he said.

As per Bagratyan, it is beneficial for the US that its dollar is depreciating against the Armenian dram today.

Political persecution of Chalabyan should stop public and political figures comment on illegalities in Chalabyan case

Avetik Chalabyan, a member of the "Unification" movement, activist and politician has been under custody for two months already. The politically motivated prosecution, the practice of custody as a preventive measure toward Chalabyan raised concerns among a wide range of public groups.

According to the reports, Avetik Chalabyan's detention is in the center of attention of international human rights organizations and the press, in the context of the decline of democracy in Armenia, as a case of silencing the opposition leaders through the use of fraud and deprivation of liberty.

Taking into account the public importance of the Chalabyan case and the accountability of the process, we present the reaction of the public figures of the last few days regarding the Chalabyan case.

"Nikol has something to report to Aliyev today. Avetik Chalabyan will remain in custody. There is one reason why he remains in prison: in Artsakh, he was very active in the field of defense and was one of the thorns in the side of the enemy… and the prosecutors, investigators, judges will one day try to justify themselves, but there will be no one to listen to them, they will have seconds to think silently before the wall of dishonor. it will be late… and the story of the president of the CP student council is separate…" said RA Member of Parliament Gegham Manukyan.

"Two days ago, the investigative committee announced that the preliminary investigation of Avetik Chalabyan's case has been completed. Today, the prosecutor returned Avetik Chalabyan's case materials to the preliminary investigation body and a new motion was submitted to extend the detention. The goal is to keep him in custody as long as possible. (Let me also remind you that from July 1st, the act he was accused of should have been decriminalized and Avetik should have been released from custody, but they made a subtle change to keep that article). I had a chance to say it, I'll repeat it again: the purpose of this circus is to keep any figure away from entering politics. This is a demonstrative punishment for all those who might think of entering politics and threatening Nikol's power, even if only theoretically," said Karen Vrtanesyan, director of the "Razminfo" specialized website.

"I have always said that Nikol Pashinyan's key enemy is the brains and willpower. Avetik Chalabyan is one of those people with a brilliant mind and strong will, therefore he is one of the main targets of Nikol Pashinyan. If Nikol Pashinyan decides so, they will organize a trial in three seconds, and they will change the Criminal Code of RA in order to sentence Avetik Chalabyan to life imprisonment. Avetik Chalabyan is a political prisoner, and I'm surprised by the silence of the international community, which seeing Armenia's decline into a total dictatorship, continues not only to keep silent but also applauds Pashinyan", a former deputy of the National Assembly of RA, activist and politician Naira Zohrabyan.

"The authorities understand very well that, in any case, the possible leaders of the movement should be constrained, isolated, unable to realize their goals. It is in that context that the case and the case of the promise. It is obvious that there could not be a criminal prosecution against him, but it is not enough that the prosecution was carried out, they are constantly changing things. As you know, the article with which he was charged and was the basis for detention was not supposed to work under the new Criminal Code from July 1. But they hastily got together and passed a law to keep Chalabyan in custody," said Zaruhi Postanjyan, a former member of the National Assembly of RA.

"It was not at all necessary that Chalabyan be detained as a preventive measure during the preliminary investigation. Avetik Chalabyan could have been free, if a preliminary investigation had been carried out, a different regime would have been applied. Let's say, not leaving by signature as a deterrent, because with his behavior, he never gave any law enforcement agency, including the investigator, a reason to think that being a liberty, he could hinder the course of the preliminary investigation, influence the behavior of other subjects undergoing preliminary investigation, etc. Such a thing did not happen, there is no such evidence that his being in liberty would be any risky for the investigation," said Edgar Ghazaryan, former head of the staff of the Constitutional court of RA, ambassador, politician.

"For me, it is the biggest mystery for the modern period of Armenian politics. Why is Avetik Chalabyan kept in custody? I'm also interested in that question, because I don't see any logic for that. I can assume that someone has personal problems with him, that’s why. I can assume various things, but all that does not fit into the logic of what is happening in Armenia now," said Karen Kocharyan, a political technologist.

Earlier, former RA Human Rights Defender Arman Tatoyan announced that Avetik Chalabyan should be released immediately. "The criminal prosecution and detention of Avetik Chalabyan took place on the basis of an obviously provocative recording, the evidentiary significance and admissibility of which give rise to strong doubts. Moreover, he was detained for two months for the act provided for by the article of the Criminal Code, which in 2022 will no longer be punishable under the Criminal Code, which will come into force on July 1. Therefore, Avetik Chalabyan should be released immediately," he said.

Human rights activist Avetik Ishkhanyan reportedly said that Chalabyan's case reminds him of 1937. "That person specially recorded the conversation and was sure that a criminal case was initiated against Chalabyan on the instructions of the authorities. What right does he have to record the private conversation? Perjury is encouraged by the authorities. Remember the case of opposition MP Armen Charchyan," said Avetik Ishkhanyan.

The HRD Office of the RA, led by Kristinne Grigoryan, also requested clarifications from the Prosecutor's Office regarding the case of Avetik Chalabyan. The case of Avetik Chalabyan was also addressed by the editor-in-chief of "Aravot" daily Aram Abrahamyan in the article "Then they came after me…"

Let's remind that he is charged with the act provided for by Part 2 of the RA Criminal Code, which came into force on July 1 (coercion to participate in meetings). "I was arrested in a fictitious criminal case, in which there is no real crime and whose only real purpose is to put undisguised political pressure on me and my friends. Everyone who knows me knows very well that I have not committed any illegal act or even any action that could be against our value system. Any political pressure, any criminal case based on obvious machinations cannot divert me from the struggle for our country and statehood," Avetik Chalabyan said in his statement from the prison.

Public groups and activists have been fighting for the freedom of Avetik Chalabyan for months for now, calling for the release of Avetik Chalabyan through mass protests, petitions and all means prescribed by law. Five members of the RA National Assembly, "Arar Foundation" and former RA Deputy Prime Minister Dr. Vache Gabrielyan submitted letters of recommendation for the change of his restraining order. More than 5000 citizens signed a petition, among which number of public figures, scientists, chairperson and the members of the Parliament of Artsakh, the president, the spiritual leader of the Diocese of Artsakh, calling for the release of Avetik Chalabyan.

Armenia opposition MP: Documents signed by PM Pashinyan will be worth nothing

The real international community understands and realizes that the current Prime Minister of Armenia, Nikol Pashinyan, cannot and has no right to negotiate and sign anything on behalf of the Armenian people; those signatures will be worth nothing. Opposition MP Hayk Mamijanyan told Armenian News-NEWS.am about this on Wednesday.

According to him, Pashinyan was able to be re-elected only due to rigging the results of the snap parliamentary elections. Also, Mamijanyan recalled that the PM had once promised to resolve the Nagorno-Karabakh (Artsakh) conflict on the basis of the Madrid principles.

"He promised an ‘era of peace,’ left the Madrid principles, but there is no ‘era of peace.’ Pashinyan himself announced this. Perhaps it will never happen," emphasized Mamijanyan.

The opposition lawmaker is convinced that the absence or presence of the opposition in the parliament does not affect the current Karabakh peace processes in any way.

"Nevertheless, our [i.e., the parliamentary opposition’s] goal has remained unchanged: to achieve Nikol Pashinyan's resignation," the legislator noted.

According to the opposition MP, the outbreak of the protest of the Armenian people made it clear to the "acting junta" and the world that the process of depriving them of their homeland will not go smoothly.

Armenia’s internal security environment will become more manageable: senior lawmaker on creation of interior ministry

By creating a ministry of interior and making a number of other changes, the government of Armenia aims at making the service in the system more attractive, and the country’s internal security environment – more manageable, Chairman of the Parliament’s Standing Committee of Defense and Security Affairs Andranik Kocharyan said during the parliamentary hearings on the creation of the ministry of internal affairs.

“Police reforms have a special place in the reforms relating to security in the government’s 2021-2026 action plan, with a priority given to the establishment of the Ministry of Internal Affairs. Within the frames of these reforms, we have managed to create a patrol service in the capital city and already in some provinces, and its activity framework is gradually expanding across Armenia. With its high professionalism it will become competitive and will constantly expand the professional capacities”, Kocharyan said.

According to him, by restoring the Ministry of Interior the government will solve several important issues. The concrete functions of the ministry will be defined, a new system for training personnel will be installed. In fact, the ministry of interior will become a body developing the sectoral domestic policy.

“Democratic control over power structures is one of the key principles of the countries with a parliamentary system of governance. And by creating the Ministry of Interior, we not only will make the structure more under control, but also will contribute to increasing its transparent operation and accountability. This and a number of other changes will lead to the point that we will make the service in the system more attractive on the one hand, and the internal security environment of our state more manageable, on the other hand”, he said.

He said that these hearings aim at making the public participants of these important reforms.

Russia confirms first case of monkeypox

YEREVAN, JULY 12, ARMENPRESS. Russia registered its first case of monkeypox, Reuters reports citing the statement of consumer safety watchdog Rospotrebnadzor.

The watchdog said in a statement that the disease was discovered in a young man who had returned from a trip around European countries. The risk of infection to others was limited, it said.

“The disease is proceeding in a mild form. There is no threat to life”, Rospotrebnadzor said.

Monkeypox is a viral disease that causes flu-like symptoms and skin lesions. It is endemic in parts of Africa.

Over 50 countries where monkeypox is not endemic have reported outbreaks of the viral disease as confirmed cases pass 7,600.

During the parliamentary hearings today over the creation of the ministry of interior, the Ombudsperson said while making such structural changes in any country it is necessary to take into account the governance system, traditions and culture.

“Issues of internal security in any country cannot be considered separately from the external security challenges. The unique security environment in our country after the 44-day war and probably now will directly dictate principles for the formation of the ministry of internal affairs”, she said, adding that the Police should operate professionally and should protect the public.

She emphasized that the Police should get a proper education, be guided by laws and rules and should have an opportunity for constant professional education.

Police, Rescue Service and Migration Service to be merged into upcoming Ministry of Internal Affairs

Three structures – the Police, the Rescue Service and the Migration Service, will be merged into a single body, the Ministry of Internal Affairs of Armenia, Deputy Justice Minister Arpine Sargsyan said during the parliamentary hearings on the creation of the Ministry of Interior.

“From the very start the reforms were directed for revising the Police, however, the chain of these reforms also includes the Migration Service and the Ministry of Emergency Situations. We should have one-point management in case of emergency situations, such as disasters, and other situations, which will allow to have a single policy”, she said.

She said that the Rescue Service and the Police could more effectively reach the solution of the problem through the use of each other’s resources. According to her, merging these three structures into the new ministry will allow to use each other’s resources and have a common approach to various issues.

“We will have three major services in the Ministry of Interior – the Police, the Rescue Service and the Migration Service”, she said.

There will also be structural changes and revisions of functions. Respective policies should be developed for these functions. “Firstly, maintaining public order, preventing and discovering crimes. The second key function is the disaster risk management, and the third one is the management of state reserves. Humanitarian issues will also be included in the functional base of the interior ministry. The last important function, which, in fact, will suppose serious structural changes, are those relating to migration and citizenship”, the deputy minister said.

In order to make the management of migration flows more effective, the new ministry will have a Migration and Citizenship Service that will unite the Passport and Visa Department and the Migration Service.

The Police Chief and the Head of the Rescue Service will combine the posts of deputy ministers.
