YEREVAN, FEBRUARY 6, ARMENPRESS. The Government of Armenia has presented its defense policy in the draft Action Plan that is due to be submitted to parliament for debates.

According to the program, the government plans to equip the military will modern long-range precision guided missile systems, artillery and air defense complexes, multi-role aviation and automated and robotized aerial systems, thus enhancing deep reconnaissance abilities, troop mobility and fire range, precision and efficiency.

An important component of ensuring security will be the development of local military industry, and coherent re-equipment of the frontline with technical devices, efficiency of combat shifts and increasing security will remain in focus.

Actions will be taken in order for the command system to be maximally automated, having required tactics and operativeness for operating modern warfare, vitality, mobility, technological superiority, as well as necessary abilities for ensuring cyber-security, and be guided by the Command Through Order principle aimed at encouraging proactiveness, speedy orientation and decision making.

Education of servicemen will also be among priorities.

The morale, discipline, human rights protection in the military will also be significantly improved.

The government also plans to develop the social protection system for military families.

The government will also develop bilateral and multilateral military-political alliances and partnerships for the purpose of enhancing the opportunities of existing procedures of international cooperation and collective security.

YEREVAN, FEBRUARY 6, ARMENPRESS. The members of the Armenian Parliament’s delegation to the Parliamentary Assembly of the Council of Europe (PACE) have summed up the visit paid to Strasbourg from January 21 to 25, reports Armenpress.

The delegation members led by My Step faction MP, chairman of the parliamentary standing committee on foreign affairs Ruben Rubinyan, have departed for Strasbourg to attend the PACE winter session.

“During the winter session the key issue relating to Armenia was the discussion of observations made by the PACE observer mission on the December 9 early parliamentary elections of Armenia. Rapporteur Alexander Pochei, who was also the head of the observer mission, highly valued the quality of the parliamentary elections in Armenia, stating that this time there were no electoral violations compared to the previous cases, the elections were free and competitive, the debate via Public TV between the leaders of the participating political forces was specifically highlighted. Heads of different political groups in PACE, individual MPs delivered remarks, congratulating us on this major progress”, Ruben Rubinyan said.

Ruben Rubinyan said they also met with PACE President Liliane Maury-Pasquier, PACE political groups, heads of delegations of several countries who also congratulated Armenia.

YEREVAN, FEBRUARY 6, ARMENPRESS. ARMENPRESS partner BelTA, the Belarusian state news agency and the Minsk European Games Organizing Committee (MEGOC) have signed an agreement to establish cooperation today.

BelTA will be the official media partner of the 2019 European Games that will take place in Minsk, the capital city of Belarus this summer. By the agreement, the news agency will cover the second European Games through its six-language newsline.

“The news media have already carried out large scale work, in every corner of our country people know what kind of an important event is scheduled to take place in summer of 2019 in Minsk. It is important that BelTA publishes information in six languages, which contributes to advancing the upcoming sports forum,” George Katulin, CEO of the Minsk European Games Organizing Committee (MEGOC) said.

BelTA Director General Irina Akulovich noted that the agency has already published nearly 450 articles about the preparations for the upcoming European Games, as well as more than 300 photos.

A video section will function from February 6, which will present how athletes, coaches and organizers are gearing up for the event.

“BelTA has a huge photo archive and we are planning to initiate another project where not only will the European Games be presented with photos, but also how sports developed in Belarus,” she said.

The II European Games will be held in Minsk June 21-30.

Around 4000 athletes from 50 countries will participate in the event.

The Central Bank has set the following prices for precious metals.

Gold price up by 57.92 drams to 20630.21 drams. Silver price up by 2.20 drams to 249.05 drams. Platinum price up by 110.19 drams to 12903.69 drams.

YEREVAN, FEBRUARY 6, ARMENPRESS. Russian President Vladimir Putin signed a decree on abolishing several special economic measures against Turkey, TASS reports.

The document is posted in the official online portal of legal information.

According to the decree, a larger number of Turkish citizens have been released from the restrictive measures imposed on their country in November 2015.

The restrictions are no longer applied to the following groups of Turkish citizens traveling to Russia: drivers involved in international road haulage, holders of valid special passports, who go to Russia for short-term business trips, including workers of the Turkish diplomatic mission in Russia.

YEREVAN, FEBRUARY 6, ARMENPRESS. A Cabinet meeting was held on February 6, chaired by Prime Minister Nikol Pashinyan.

As ARMENPRESS was informed from the Office of the Prime Minister of Armenia. the Government amended one of its previous decisions, as a result of which in 2019 those organizations engaged in scientific and engineering activities, as well as foundations and close-joint stock entities will receive their basic funding based on the opinion of the inter-ministerial committee on discussing basic and government targeted projects. Accordingly, the continuity of research activities will be ensured in these economic entities.

Touching on the changes in the financing procedure that caused discontent in the scientific circles, Prime Minister Nikol Pashinyan noted that the reform of this mechanism is very important in the context of the future of science.

“Our biggest challenge today is to create or strengthen the link between science and reality, science and life, economics, security and modern requirements in general, and science in the sense that we need to understand what we expect from our science, and science must understand what we expect from it. We need to be sure that we can meet these mutual expectations, and we are going through the creation of mechanisms to justify these mutual expectations. This is very important, because, on the one hand, the financing of science and the results of science are said to fall short of expectations, but when we want or try to change something in this area, it turns out that people are not that dissatisfied with the current situation. This is a strange situation, and we need to clearly state that we will not accept it,” the Head of Government said.

During the discussion of the issue, it was also noted that as a matter of fact, international experts are mostly invited to provide expert opinion. “The first step that the state should take is as follows: we need not call in experts from elsewhere in order to deal with our problems, instead we must first set this task before the domestic scientific community. This should be our government’s work style: first of all, we have to do the maximum in order to get answers to these questions inside. We must step by step develop our research potential and make them feel involved in the whole process of reforms,” the Prime Minister emphasized.

The Government made an appropriate decision in connection with the need to carry out the demolition of buildings for the construction of new school buildings under the Seismic Safety Enhancement Program implemented between the Government of Armenia and the Asian Development Bank in accordance with Armenia’s legislation. It was proposed to preserve the frontal walls of four schools, reinforce them, while two school buildings are subject to demolition since they cannot be reinforced according to the findings of technical expertise.

Nikol Pashinyan stressed the importance of serious quality control. “The logic of state-funded construction has not changed in our minds for many years due to the fact that construction at the expense of the state can prove a little bit out of color,” the Premier said, adding that construction with public funds should be carried out in accordance with the highest standards.

In conclusion, the Government decided to appoint Tigran Petrosyan to the office of Governor of Shirak Province, and Hayk Chobanyan – Governor of Tavush Province.

YEREVAN, FEBRUARY 6, ARMENPRESS. A consultation took place at the Government of Armenia, chaired by PM Pashinyan with the participation of representatives of wine making companies. As ARMENPRESS was informed from the Office of the Prime Minister, a number of issues referring to the prospects of the development of the sphere were discussed.

“Today we have gathered to discuss issues related to the sphere and to outline how the cooperation between the Government and wine making can develop. Today wine making is one of the most vigorously developing spheres in our country”, Pashinyan said, noting that there is still the problem of being represented in a number of markets. “You know the problems of the sphere better and I hope we will be able to discuss them today”, he said.

It was reported that during the recent period there have been positive trends in wine making sphere, which have promoted export volumes. Particularly, wine production amounted to 9.7 million liters in 2017, against the 7 million of 2016. At the same time, export amounted to 2.7 million liters, which is an increase of nearly 1 million liter against 2016.

Afterwards, the representatives of the companies presented their problems, suggestions and observations. Particularly, the opportunities of attracting new investments in the sphere, fostering exports, improvement of tax administration and legislation, prevention of diseases in vineyards, the state project of bringing into use drip irrigation systems were discussed.

Summing up the consultation, PM Pashinyan noted that the Government highlights the continuous development of wine making and is ready to hold regular meetings on that issue for raising the existing problems and finding solutions to them. For the development of the sphere, including the prevention of diseases, the PM highlighted the utilization of the scientific potential of the Armenian National Agrarian University. The Prime Minister challenged the representatives of the sphere to generate new ideas and present them to the Government aimed at the joint implementation of the projects.

YEREVAN, FEBRUARY 7, ARMENPRESS. After the April four-day war of 2016 Artsakh’s Talish village is gradually returning to normal life: 10 new residential houses will be put into operation soon. The newly constructed kindergarten is already ready and furnished, but the school will be furnished in the near future, Vilen Petrosyan – head of Talish village, told ARMENPRESS talking about the works carried out for the restoration of the village.

“The construction, reconstruction works of the municipality’s building, the kindergarten, school and events hall are already over. They are even furnished. The school building will also be furnished in the nearest future. The construction works of the school and kindergarten have been completed in late 2018”, he said, adding that the water supply system in the village has also been upgraded.

By the first stage of the program 19 houses have been reconstructed and totally furnished. According to the second stage, 14 houses are in the reconstruction process. Petrosyan informed that the works are almost at the completion stage. New houses are being built. “Currently the works are being carried out on this direction. The construction works of 10 residential houses will be completed in June-July”, the head of the village said.

Commenting on the issue of the resettlement of the village, Vilen Petrosyan said currently mainly men live in the village. Only one family lives in the village. But sometimes women also visit the village with their kids and stay there for some time. “They were staying in the village in summer”, he said, adding that people will return to the village with their families when the programs are completed as scheduled, before the beginning of the new academic year.

The head of the village noted that there are no shots in the direction of the village. “We are not hearing shots from the time when the number of shots decreased along the entire frontline, perhaps conditioned by Pashinyan-Aliyev recent meeting”, he said.

Artsakh’s Talish village was one of the most affected settlements during the April four-day war of 2016. The village has appeared under the Azerbaijani shelling. The Azerbaijani forces managed to enter the village, killing civilians, destroying and robbing houses.
